Description of PROGRAMME<br />

This self-study programme is targeted at those who<br />

are employed <strong>in</strong> an <strong>in</strong>surance brok<strong>in</strong>g firm as a<br />

broker or a brok<strong>in</strong>g assistant, to help them develop<br />

complex levels of brok<strong>in</strong>g skills and knowledge,<br />

<strong>in</strong>clud<strong>in</strong>g basic risk management. Graduates of the<br />

programme will be able to apply <strong>in</strong>-depth technical<br />

and <strong>in</strong>dustry knowledge and skills to a range of<br />

client advisory functions, <strong>in</strong>clud<strong>in</strong>g the plann<strong>in</strong>g<br />

and selection of products and services, as well as<br />

the development and analysis of appropriate buy<strong>in</strong>g<br />

strategies to service their clients’ needs.<br />

The <strong>Certificate</strong> <strong>in</strong> <strong>General</strong> Insurance Brok<strong>in</strong>g<br />

(CGIB) programme address the key areas of Client<br />

Communication and Customer Service Performance<br />

and Standards.<br />

The S<strong>in</strong>gapore Insurance Brokers Association (SIBA) requires all “Front End Operatives” or “FEOs”<br />

(def<strong>in</strong>ed as personnel engaged <strong>in</strong> sales and / or provid<strong>in</strong>g <strong>in</strong>surance advisory services, and / or<br />

handl<strong>in</strong>g claims) of <strong>in</strong>surance brok<strong>in</strong>g firms, unless otherwise exempted, to possess the CGIB <strong>in</strong><br />

addition to the Personal <strong>General</strong> Insurance Certification and / or the Commercial <strong>General</strong> Insurance<br />

Certification, depend<strong>in</strong>g on the l<strong>in</strong>es of products sold or advised.<br />

In accordance with SIBA’s guidel<strong>in</strong>es, holders and graduates from the follow<strong>in</strong>g qualifications are<br />

however, exempted from tak<strong>in</strong>g the CGIB:<br />

• ACII<br />

• AAII<br />

• Affiliate of ANZIIF<br />

• University degree <strong>in</strong> any discipl<strong>in</strong>e<br />

• <strong>Diploma</strong> <strong>in</strong> any discipl<strong>in</strong>e • QPIB® <strong>Diploma</strong><br />

• DGI<br />

The <strong>Diploma</strong> <strong>in</strong> <strong>General</strong> Insurance Brok<strong>in</strong>g (DGIB) programme is the next step after the CGIB. Those<br />

who have completed the CGIB may advance their knowledge and skills by progress<strong>in</strong>g to the DGIB<br />

programme, which will enable them to be eligible to apply for the QPIB status with SIBA.<br />

The DGIB covers a variety of topics, <strong>in</strong>clud<strong>in</strong>g Insurance Markets, Insurance Brok<strong>in</strong>g Services, Risk<br />

Management Services, Insurance Brok<strong>in</strong>g Practice and Claims Management.<br />

ACII / AAII / Fellow of ANZIIF / Senior Associate of ANZIIF holders are exempted from tak<strong>in</strong>g three<br />

modules of the DGIB, and will only need to complete the follow<strong>in</strong>g two modules to qualify for the<br />

DGIB:<br />

• Module 4 - Insurance Brok<strong>in</strong>g Services<br />

• Module 6 - Insurance Brok<strong>in</strong>g Practice


What is QPIB® <br />

It is the acronym for “Qualified Practic<strong>in</strong>g Insurance Broker TM ”, a strict system of professional<br />

accreditation <strong>in</strong>troduced by National Insurance Broker Association (NIBA) <strong>in</strong> 1992, to ensure brokers<br />

meet the highest professional standards. Brokers who are QPIBs are obliged to meet and ma<strong>in</strong>ta<strong>in</strong><br />

rigorous standards of knowledge, skills and behaviour.<br />

The QPIB® system provides a professional edge to brokers to help position themselves positively<br />

with the media, government, regulators, consumer bodies and the <strong>in</strong>surance <strong>in</strong>dustry.<br />

QPIB® status also becomes a valuable sell<strong>in</strong>g tool for <strong>in</strong>dividual brokers and allows them to proudly<br />

promote their expertise to exist<strong>in</strong>g and potential clients. For example, brokers can use their QPIB®<br />

<strong>in</strong>signia for po<strong>in</strong>t of sale display and on bus<strong>in</strong>ess correspondence.<br />

The QPIB® design is a protected trademark and can only be used by firms and <strong>in</strong>dividual brokers<br />

who meet the str<strong>in</strong>gent standards.<br />

The m<strong>in</strong>imum qualification for enrolment <strong>in</strong> the CGIB programme is the SCI <strong>Certificate</strong> <strong>in</strong><br />

<strong>General</strong> Insurance or Personal <strong>General</strong> Insurance Certification or Commercial <strong>General</strong> Insurance<br />

Certification.<br />

The m<strong>in</strong>imum qualification for enrolment <strong>in</strong> the DGIB programme is SCI <strong>Certificate</strong> <strong>in</strong> <strong>General</strong><br />

Insurance Brok<strong>in</strong>g (CGIB).<br />

If you possess any of the approved qualifications recognised by SIBA for exemption from the CGIB,<br />

you are also eligible to enrol for the DGIB programme.


ASSESSMENT Methods<br />

Participants are assessed through written exam<strong>in</strong>ations compris<strong>in</strong>g short structured questions.<br />

Exam<strong>in</strong>ation FEES<br />

S$149.80 per module (<strong>in</strong>clusive of 7% GST).<br />

Exam<strong>in</strong>ation fee is <strong>in</strong>clusive of study guide for the first attempt. A non-refundable registration fee<br />

of S$10.70 (<strong>in</strong>clusive of 7% GST) is chargeable on per registration basis.<br />

PROGRESSION Path<br />

A self-study programme which comprises 7 exam<strong>in</strong>able modules. Participants must complete Modules<br />

1 and 2 of the <strong>Certificate</strong> <strong>in</strong> <strong>General</strong> Insurance Brok<strong>in</strong>g (CGIB) or be exempted from the <strong>Certificate</strong><br />

Programme before they are allowed to enrol for the <strong>Diploma</strong> <strong>in</strong> <strong>General</strong> Insurance Brok<strong>in</strong>g (DGIB)<br />

Exam<strong>in</strong>ations are scheduled from 10 am to 12 noon on the respective exam<strong>in</strong>ation dates.

Registration<br />

Registration must be made onl<strong>in</strong>e at www.scicollege.org.sg by access<strong>in</strong>g Exam<strong>in</strong>ation Registration under Exam<strong>in</strong>ations.<br />

How To Pay<br />

Payment can be made by NETS (accepted at the SCI Reception Counter), credit card or cheque. Cheques must be crossed and made<br />

payable to S<strong>in</strong>gapore College of Insurance Limited. Please write your NRIC number, name, exam<strong>in</strong>ation title and your contact<br />

numbers on the back of the cheque.<br />

The required payment and support<strong>in</strong>g documents as specified <strong>in</strong> the Registration Form can be mailed to the follow<strong>in</strong>g address:<br />

date.<br />

Confirmation Of Registration<br />

No Exam<strong>in</strong>ation Confirmation Slip will be sent to the candidate who has registered and paid up. Confirmation of exam<strong>in</strong>ation registration<br />

and details will <strong>in</strong>stead be posted on the SCI website at www.scicollege.org.sg under Exam Registration Confirmation.<br />

Cancellation Of Registration<br />

Cancellation or withdrawal of exam<strong>in</strong>ations will NOT BE ALLOWED and no refund of fees will be made. NO substitution or replacement<br />

of candidate is allowed.<br />

Reschedul<strong>in</strong>g of Exam<strong>in</strong>ation Date<br />

No reschedul<strong>in</strong>g of CGIB or DGIB exam<strong>in</strong>ations will be allowed.<br />

Study Materials<br />

A study-guide will be given to the candidate tak<strong>in</strong>g each exam<strong>in</strong>ation for the first time.<br />

Exam<strong>in</strong>ation Results<br />

All results notified are f<strong>in</strong>al and no review will be allowed.<br />

Changes & Cancellation<br />

SCI solely reserves the right to cancel or make any changes ow<strong>in</strong>g to unforeseen circumstances or when it considers necessary or appropriate<br />

to do so, <strong>in</strong> which case, any fees paid will be refunded <strong>in</strong> full. SCI’s decision on the matter is f<strong>in</strong>al.<br />
