Commissioner Nesvacil moved to allow Commissioner Naughton conference call into the meeting.<br />

Commissioner Whisler seconded the motion and it carried.<br />

COMMUNITY SERVICE AWARDS<br />

President Leno welcomed everyone to the meeting. She stated that the District will be honoring 2011<br />

Community Service Award winners.<br />

John Novak – Hersey HS, Assistant Principal and Director of Student Activities<br />

John Robinson, Superintendent of Recreation, presented his award. President Leno added that the<br />

partnership on the turf at Hersey has been a successful partnership.<br />

Anita Pacheco, Superintendent of Marketing, presented her award.<br />

Lavelle Law, Ltd.<br />

Superintendent Pacheco indicated that they will accept their award at a future Board meeting.<br />

Kathy Scortino – Arlington Heights Youth Commission<br />

Sue Gwinnup, Superintendent of Recreation, presented her award.<br />

Greg Guarrine – School District 23 Superintendent<br />

Superintendent Robinson presented his award.<br />

Forest View Racquet & Fitness Club

The club received the United States Professional Tennis Association Midwest Division – 2011Charity Event<br />

of the Year Award – Under $10,000. Superintendent Puchalski recognized the club for their efforts, and<br />

Nancy Alfonso, Forest View Manager, was there to accept the award.<br />

Japanese Red Cross Earthquake Relief Fundraiser<br />

The Forest View Racquet & Fitness club was recognized for donating fifteen hours of court time to<br />

accommodate a fundraiser for Japanese Earthquake relief.<br />

Superintendent Pacheco announced that the Park District received 1 st Place for Integrated Photography<br />

Marketing and Communications Dept. at the 2011 IPRA Agency Showcase. This Showcase is a spirited<br />

competition spotlighting bright ideas exhibited by park, recreation, and conservation agencies.<br />

Steve Neill, Aquatics Facilities Supervisor, was recognized by Jeff Ellis & Associates, Inc. In a letter from<br />

the Sr. VP/COO of Jeff Ellis and Associates, Mr. Neill was identified as making outstanding efforts in taking<br />

a faculty position at the International Aquatic Safety School. Superintendent Gwinnup presented him with<br />

this letter.<br />

President Leno thanked everyone for their work and achievements. There was brief break in the meeting for<br />

refreshments.<br />

<strong>MINUTES</strong><br />

The Minutes of the Regular Meeting of January 24, 2012, were presented.<br />

Commissioner Nesvacil moved to approve the Minutes of the Regular Meeting of January 24, 2012, as<br />

presented. Commissioner Whisler seconded the motion and it carried. President Leno abstained.<br />

ACCOUNTS PAYABLE<br />

The Accounts Payable list for disbursement dated February 14, 2012, was presented.<br />

Commissioner Nesvacil moved to approve the Accounts Payable list dated February 14, 2012, in the<br />

following amounts: for the Regular Funds in the amount of $370,058.10; for the Pension Fund in the<br />

amount of $158,384.96; for the Museum Fund in the amount of $2,079.29; for the Nickol Knoll Golf Club<br />

Fund in the amount of $4,228.64; for the Arlington Lakes Golf Club Fund in the amount of $27,435.68; for<br />

the Forest View Racquet & Fitness Club Fund in the amount of $23,040.47; for the Heritage Tennis Club<br />

Fund in the amount of $22,497.62; for the Bond Capital Projects Fund in the amount of $154,466.54; for a<br />

Grand Total of Disbursements in the amount of $762,191.30. Commissioner Naughton seconded the motion<br />

and it carried unanimously.<br />

Commissioner Nesvacil moved to approve the Payroll distribution for the month of January 2012 in the<br />

amount of $687,113.23. Commissioner Whisler seconded the motion and it carried unanimously.<br />

APPROVAL <strong>OF</strong> PURCHASES<br />

Mowing Service Contract<br />

Paul Guza, Superintendent of Maintenance, addressed the Board. He indicated that bid packages were<br />

provided to 45 firms for the Mowing Service Contract bid. The scope of the work in this bid includes<br />

mowing and trimming for 33 weeks at 34 sites throughout the Arlington Heights Park District. Seventeen<br />

bids were opened on Wednesday, January 11, 2012. The lowest responsive, responsible bid was from<br />

Zenith Landscape. Zenith completed the same contract in 2009 and performed at a high level of quality.<br />

Staff also checked references for Zenith Landscape and these references confirmed their continued<br />

acceptable performance record.

Commissioner Naughton inquired if the ‘low mow’ program will take place again. Superintendent Guza<br />

said yes.<br />

Commissioner Whisler moved to award a contract to the lowest responsive, responsible bidder Zenith<br />

Landscape of Wadsworth, Illinois, for a total contract value of $24,740.10 to perform 2012 mowing services.<br />

Commissioner Nesvacil seconded the motion and it carried.<br />

Nuisance Pest Control Contract<br />

Superintendent Guza addressed the Board. He stated that since 2007 the District has contracted nuisance<br />

pest control services (geese harassment services) due to numerous citizens’ concerns and complaints<br />

regarding health and safety. Staff is seeking to continue this program of pest control for the fiscal year<br />

2012/2013. This service is still a very narrow craft but continues to grow particularly in the Midwest, with<br />

only a few local firms. Additionally, the District will continue to use licensed staff for nest destruction and<br />

egg shaking to control the Canada goose populations. This continues to be not only a district-wide problem,<br />

but also a regional and national issue.<br />

In December of 2011, bid packets were provided to 17 firms for nuisance pest control of Canada geese at<br />

various park locations. The following bids were opened on January 11.<br />

Commissioner Whisler moved to award a contract to the lowest responsive, responsible bidder, Geese Police<br />

of Naperville, Illinois, for a total contract value of $21,000 to perform nuisance pest control of Canada geese<br />

within the Arlington Heights Park District. Commissioner Nesvacil seconded the motion and it carried.<br />

Golf Course Chemicals<br />

Butch Peuvion, Superintendent of Golf Maintenance, addressed the Board. He stated that the District<br />

annually establishes specifications and advertises for bids for purchase of fertilizer, chemicals, and grass

seed for the Golf Course and Parks Department operations. Bids were received and the results were<br />

provided to the Board. Superintendent Peuvion indicated that the distribution was changed from granules to<br />

spray to reduce costs.<br />

Commissioner Smith moved to accept the low responsible and alternate bids meeting specifications for the<br />

purchase of fertilizer, chemicals and grass seed from the companies provided on an attachment (above).<br />

Commissioner Whisler seconded the motion and it carried.<br />

Golf Course Carts<br />

Superintendent Peuvion addressed the Board. He said two golf car distributors responded to the bid request<br />

on eight, four- wheel gasoline-powered golf cars. Staff currently replaces eight of our oldest vehicles every<br />

other year in an effort to keep a reliable rental fleet. Life expectancy on the carts has been extended from<br />

eight years to ten years on the existing fleet.<br />

Superintendent Peuvion stated that bid Specifications were based on past performance, quality, fleet<br />

compatibility, parts inventory, and service. Staff sent bids to nine golf car distributors and received two bids.<br />

The apparent low bidder was EZ-GO. Staff has done a mechanical comparison of E-Z GO and Yamaha<br />

carts based on acceptable compliance to bid specifications developed for this bid. EZ-GO does not meet<br />

specifications of splash type positive lubrication on engine, unit swing with coil over hydraulic shock<br />

absorbers suspension, maintenance free internal transaxle disc brakes, and EZ-GO will not give a guaranteed

trade–in value as requested in bid documents. Staff requested a demonstration model of the cart EZ-GO bid<br />

and compared this to our current Yamaha fleet vehicles. Staff found that this cart is a stiffer ride than the<br />

Yamaha, is louder due to can type air filter system, and tow bar attachments are non-compatible with our<br />

current fleet. Staff, basing its decision on deficiencies of EZ-GO not meeting bid specifications in areas<br />

stated in the summary, and after examination and demonstration of the EZ-GO cart, feel it is a noncompatible<br />

vehicle to the current fleet are recommending not accepting the low bid. Staff recommends<br />

purchasing eight 2012 Yamaha Drive carts from Harris Golf Cars (Sugar Grove) and trade-in on this<br />

purchase seven 2002 and one 2003 Yamaha cars in October 2012. The price of the bid listed in the motion<br />

reflects total price less trade-in value.<br />

Commissioner Whisler moved to approve the low responsible bid meeting all specifications from Harris<br />

Golf Cars of Sugar Grove for (8) 2012 Yamaha Drive golf cars in the amount of $23,703. Commissioner<br />

Nesvacil seconded the motion and it carried.<br />

MATTERS FROM EXECUTIVE DIRECTOR<br />

The joint meeting with Village of Arlington Heights will be held on February 18.<br />

Referendum meetings will begin next week.<br />

Matt Healy has been promoted to Athletic Supervisor.<br />

Commissioner Nesvacil indicated that there will be an upcoming Brownie event to prevent bullying.<br />

MOTION TO ADJOURN TO CLOSED SESSION<br />

Commissioner Whislser moved to adjourn to Closed Session at 7:55 p.m. to discuss imminent litigation<br />

against, affecting, or on behalf of the District that has been filed and is pending in court or administrative<br />

tribunal, or such an action is probable or imminent. Commissioner Naughton seconded the motion and roll<br />

was called with:<br />
