IPC 2010 will carry on the tradition started in 2002, when the<br />
<strong>Pipeline</strong> Systems Division (PSD) introduced the Rio <strong>Pipeline</strong><br />
Award to honour the best paper presented at the <strong>International</strong><br />
<strong>Pipeline</strong> <strong>Conference</strong> (IPC).<br />
Selected from among all papers presented during the IPC<br />
2010 technical sessions, the winner shall receive the Rio<br />
<strong>Pipeline</strong> Award at the final luncheon of the <strong>Conference</strong> on Friday,<br />
October 1.<br />
Apart from gaining the recognition of having authored the best<br />
paper, the PSD has agreed to provide airfare and expenses for<br />
the winning author to present his/her paper at the Rio <strong>Pipeline</strong><br />
<strong>Conference</strong> & Exposition sponsored by the Brazilian Petroleum<br />
Institute (IBP) in Rio de Janeiro in October 2011.<br />
The Calgary <strong>Pipeline</strong> Award<br />
IBP and IPC have a reciprocal arrangement and the best<br />
paper (and winner of the Calgary Award) at IBP 2009 in<br />
Rio was presented by F.J.M. de Sousa, J.R.M. de Sousa,<br />
M.Q. de Siqueira, L.V.S. Sagrilo, COPPE/UFRJ;<br />
C.A.D. de Lemos, PETROBRAS.<br />

consensus standards (e.g. API 1160-2001, ASME<br />
B31.8S-2001). However, the need for continuously<br />
improving the IMP effectiveness in a systemic way<br />
has led regulators and industry to advance towards<br />
Integrity Management Systems (IMS).<br />
The purpose of this tutorial is to transfer technical<br />
knowledge and experience on the historical<br />
evolution, purpose, elements and referenced<br />

Background<br />
On 27, October 2009, the National Transportation<br />
Safety Board (NTSB) issued Safety Recommendations<br />
P9-09-1 through 3, related to a seam weld failure<br />
resulting in fire, two people killed and seven people<br />
sustaining minor injuries. Even though the NTSB<br />
Accident Report containing the recommendations<br />
recognizes the improvements of the in-line inspection<br />
technologies as well as the increase of their data<br />
analysis capabilities, it also states that “current<br />
inspection and testing programs are not sufficiently<br />
reliable to identify features associated with longitudinal<br />
seam failures of Electric Resistance Welding pipe<br />
prior to catastrophic failure in operating pipelines.”<br />
Furthermore, North America has also experienced<br />
incidents relating to other types of seam weld<br />
anomalies where further effectiveness in detecting,<br />
characterizing and sizing cracking by in-line<br />
inspections could have contributed in the prevention<br />
of these incidents.<br />

Background<br />
The need to develop technologies, regulations and<br />
management systems for identifying operational<br />
deficiencies is paramount to pipeline safety and the<br />
cost of not doing so can be enormous. In the near<br />
term, it is absolutely essential for pipeline owners and<br />
operators to remediate all deficiencies that they are<br />
aware of and for regulators to focus their effort on<br />
areas of greatest operational risk.<br />
We have assembled a panel of experts from the<br />
legal, technical and regulatory community to discuss<br />
the need to immediately address deficiencies once<br />
they become known as the risks of not acting is far<br />
too great.<br />
