Tutorial # 4: Advancing from Integrity
Management Programs to Integrity
Management Systems
Presenters: Robert Basaraba, DNV
Rafael G. Mora, National Energy Board
Description:
In the early 21st century, Integrity Management
Program (IMP) approach was formally introduced
in North American pipeline transmission companies
via regulations (i.e. NEB OPR-99 Canada and US
DOT 49 CFR 195-2000, 192-2003) and industry
consensus standards (e.g. API 1160-2001, ASME
B31.8S-2001). However, the need for continuously
improving the IMP effectiveness in a systemic way
has led regulators and industry to advance towards
Integrity Management Systems (IMS).
The purpose of this tutorial is to transfer technical
knowledge and experience on the historical
evolution, purpose, elements and referenced
standards, interrelations and strategies for advancing
from Integrity Management Programs to Integrity
Management Systems.
The attendees will interactively participate in group
activities for understanding the differences and
interrelations between universal IMP and IMS
elements as described by latest industry standards
(API, ASME, CSA and ISO) and North American
regulations as well as developing their own strategies
for implementation.
Description:
This tutorial will address what companies need to
do after the data is received from the ILI vendor.
The checks that should be done to determine
whether the inspections meet the contractual quality
communicated by the vendor (ex. +/– 10%, 80%
of the time). In addition to the analysis of reporting
quality, the session will also discuss how to use tool
tolerance in making decisions based on tool data
(ex. re-inspection intervals). Issues such as
probability of detection and probability of indication
will also be covered.
Panel Session 2:
Improving Effectiveness
of Seam Weld Anomaly
In-Line Inspections
Room: TELUS Glen 206
Date: Wednesday, September 29, 2010
Time: 13:30 – 16:00
Moderator: Alan Murray, Principia Consulting
Purpose
Discuss the challenges associated to the
effectiveness of Seam Weld Anomaly In-Line
Inspection technologies and brainstorm strategies for
reducing pipeline incidents
Background
On 27, October 2009, the National Transportation
Safety Board (NTSB) issued Safety Recommendations
P9-09-1 through 3, related to a seam weld failure
resulting in fire, two people killed and seven people
sustaining minor injuries. Even though the NTSB
Accident Report containing the recommendations
recognizes the improvements of the in-line inspection
technologies as well as the increase of their data
analysis capabilities, it also states that “current
inspection and testing programs are not sufficiently
reliable to identify features associated with longitudinal
seam failures of Electric Resistance Welding pipe
prior to catastrophic failure in operating pipelines.”
Furthermore, North America has also experienced
incidents relating to other types of seam weld
anomalies where further effectiveness in detecting,
characterizing and sizing cracking by in-line
inspections could have contributed in the prevention
of these incidents.
Panel Session 3: Early Warning
Signs—Pipeline Safety is a
Shared Responsibility
Panel Session Chair: William P. Doyle, Office of
the Federal Coordinator (OFC), Alaska Natural
Gas Transportation Projects
Room: TELUS Glen 209
Date: Wednesday, September 29, 2010
Time: 13:30 – 16:00
Purpose
To discuss the obligation of parties to pro-actively
remediate pipeline operational problems.
Background
The need to develop technologies, regulations and
management systems for identifying operational
deficiencies is paramount to pipeline safety and the
cost of not doing so can be enormous. In the near
term, it is absolutely essential for pipeline owners and
operators to remediate all deficiencies that they are
aware of and for regulators to focus their effort on
areas of greatest operational risk.
We have assembled a panel of experts from the
legal, technical and regulatory community to discuss
the need to immediately address deficiencies once
they become known as the risks of not acting is far
too great.
