Through the CFDS, the Government of Canada has committed to new ships for the CF that will ensure<br />

the military can defend Canadian waters and contribute to international peace and security. It is<br />

expected that implementation of the National Shipbuilding Procurement Strategy (NSPS) will facilitate<br />

achieving the objectives of the CFDS. Defence shipbuilding projects stand to benefit from the cost<br />

estimating, risk balancing, and streamlined procurement opportunities afforded by the NSPS. Further, it<br />

is in Canada’s economic interest to have a vibrant and progressive marine and shipbuilding sector that<br />

would benefit Canadians and Canadian industry.<br />

Defence Procurement Reform<br />

Defence will continue to strengthen<br />

internal management of our own<br />

procurement‐related functions, and<br />

actively collaborate with Industry Canada<br />

(IC), the Treasury Board Secretariat (TBS),<br />

Public Works and Government Services<br />

Canada (PWGSC), and other departments<br />

having responsibilities for defence<br />

procurement to improve horizontal<br />

management.<br />

Four areas for reform are being collectively<br />

targeted by the departments concerned,<br />

HMCS Halifax is the first to undergo modernization and refit namely:<br />

through the Halifax-Class Modernization (HCM)/Frigate Life<br />

• strengthening government‐industry<br />

Extension (FELEX) project. The modernization of Canada’s fleet<br />

of <strong>12</strong> Halifax-Class frigates includes a new command and control relationships such as sharing in<br />

system, new radar capability, a new electronic warfare system and situational awareness, facilitating early<br />

upgraded communications and missiles.<br />

analysis;<br />

• enhancing procurement management including professional competency development and<br />

integrated risk management;<br />

• enhancing technology management by supporting Defence/IC/Industry Research and Development<br />

coordination and co‐investment as well as managing intellectual property for shared government and<br />

industry benefits; and<br />

• enhancing policy enablers, supporting and encouraging exports and implementing requirements for<br />

high value‐added, long term Industrial Regional Benefits.<br />

Materiel Acquisition and Support Transformation<br />

The Department is in the early stages of a fundamental business transformation initiative in conjunction<br />

with the implementation of an integrated enterprise system, the Defence Resources Management<br />

Information System (DRMIS). The Materiel Acquisition and Support (MA&S) business area is a central<br />

element of this transformation. The new Enterprise Resource Planning (ERP) tool will provide a timely<br />

and integrated view of our inventory and asset holdings throughout their full life‐cycle from<br />

procurement, through in‐service support, to disposal. The expected result by fiscal year 2015‐16 is more<br />

accurate system information and business intelligence to provide the basis for improved inventory<br />

accounting, asset valuation, asset visibility and auditability of materiel assets, better management<br />
