reliable, responsive and integrated IM/IT operating landscape, and to enhance efficiency in<br />

departmental business processes and CF operations in Canada and wherever deployed.<br />

Benefits for Canadians<br />

The Defence audit and evaluation functions provide senior leaders with independent assessments of<br />

Departmental governance, risk management and internal controls, as well as with independent<br />

assessments of Defence program performance. Audit and evaluation recommendations are aimed at<br />

promoting improvements and identifying opportunities for efficiencies and cost savings. As a result,<br />

audit and evaluation contributes to improvements in Defence management and operations, thereby<br />

providing benefits to Canadians.<br />

Canadians will benefit from Defence communications services that continue to be effectively managed,<br />

well‐coordinated and responsive to diverse information needs. Defence will ensure the public is<br />

informed of Defence Program Activities, plans and initiatives and that their views are taken into account<br />

in the process.<br />

Defence is a participant in the FSDS and contributes to Greening Government Operations (GGO) targets<br />

through Internal Services. The Department contributes to the following GGO target areas:<br />

• Green building,<br />

• Surplus electronic and electrical equipment,<br />

• Printing unit reduction,<br />

• Paper consumption, and<br />

• Green procurement targets.<br />

The Department will continue to provide senior Defence leadership and the Government of Canada with<br />

timely, expert policy advice that will help them bring benefits to Canadians by making informed<br />

decisions on all aspects of Canada’s defence policy.<br />

The Office of the JAG is committed to delivering operationally focused, timely, solution‐oriented legal<br />

advice and services, and in leading proactive military justice oversight in a manner that reflects Canadian<br />

values and adheres to the principles of the Rule of Law.<br />

<strong>DND</strong>/CF LA will provide legal services to the Department to ensure that the implementation of the<br />

Defence Priorities in fiscal year <strong>2011</strong>‐<strong>12</strong> is carried out in accordance with the law. For example, with<br />

respect to the "Maintaining Defence Affordability" priority, <strong>DND</strong>/CF LA will actively support the "Web of<br />

Rules" initiative, the Defence Procurement initiative, and the Defence Environmental Strategy.<br />

Regarding the "Strengthening the Defence Team" priority, <strong>DND</strong>/CF LA will provide legal services to<br />

ensure that policies to support personnel and CF families comply with the Canadian Charter of Rights<br />

and Freedoms and the laws of Canada. <strong>DND</strong>/CF LA will continue to make ex gratia payments, and will<br />

administer and settle claims by and against the Crown, including class actions, both domestically and<br />

internationally. Through Legal Risk Management, <strong>DND</strong>/CF LA will assist the Department in integrating<br />

risk and performance into Defence Planning and Management processes.<br />

A coordinated portfolio and life cycle management approach to IM/IT investments will strengthen and<br />

sustain Defence capabilities, while ensuring the highest value is achieved in a cost effective and<br />

environmentally responsible manner. Canadians will benefit from Defence’s leadership and investment<br />

in leading edge space, communications and network security technology and processes.<br />
