What is it
NIOSH-Oil and Gas Safety Passport (OGSP) System
is a series of training programme designed for specific
target groups on specific OSH subjects and for a
specific industry. The system provides the appropriate
training and assessment so as to ensure that the target
groups acquire the appropriate and necessary safety
and health knowledge required for their jobs and fulfill
the legislative requirements and the companies’ policies.
The series include Induction For Plant Access.
Induction For Plant Access (IPA)
The programme provides the essential basic training to
contractors’ workers and the appropriate assessment so
as to ensure that these workers have acquired the
appropriate and necessary safety and health knowledge
before they embark on their jobs at the workplace. It also
ensures that contractors fulfill their minimum legal
requirements as well as the company’s internal
requirements.
Objectives
The OGSP - NIOSH - Oil and Gas Safety Passport
implemented in Petronas, Shell and Titan plants has two
specific objectives:
· To change the mindset of workers toward
safety-first attitude, which is to elevate safety
and health at the workplace to the same level
as other business functions in the industry, and
to practice it at the highest standard possible.
· To provide the basic training for contractor’s
workers on the recognition of the hazards and
risks present in the oil and gas industry, and the
precautionary and control measures necessary
to ensure safe and healthy working conditions
and minimise accidents at the workplace. The
training also provides the necessary knowledge
on laws affecting safety and health at the
workplace, specifically the Occupational
Safety and Health Act 1994 and its
Regulations.
OGSP - IPA Modules
The four generic modules, common to all companies in
the oil and gas industry, form the core of the induction
programme. Passing an assessment on each of the
modules lead to the issuance of the OGSP :
Module 1 : Legal Requirement on OSH
By the end of this session, participants will be able to
explain the applicable legislations pertaining to OSH,
and reinforce the penalties for violations of the legal
provision.
Module 2 : Causation and Prevention of Incidents
By the end of this session, participants will be able to
describe the principle causes of incidents, describe the
unsafe act and unsafe condition, and explain that all
incidents are preventable.
Module 3 : Common Hazards in the Oil and Gas
Industry and Their Control Measures
By the end of this session, participants will be able to
indentify the common hazards in the oil and gas
industry, consequences of exposure to them and
describe the appropriate control measures to eliminate
or reduce the risk.
Module 4 : Common Safety Violations in the
Plant and Lesson Learned
