Dear Friends,<br />

Presidential campaigns are excit<strong>in</strong>g events, not just <strong>for</strong> U.S.<br />

citizens, but <strong>for</strong> people around <strong>the</strong> world who watch our democracy<br />

<strong>in</strong> <strong>action</strong>. For <strong>The</strong> <strong>Wash<strong>in</strong>gton</strong> <strong>Institute</strong>, elections<br />

offer a unique opportunity to <strong>in</strong>ject new ideas <strong>in</strong>to <strong>the</strong> policy<br />

discussion at a time when presidential candidates are open to<br />

hear<strong>in</strong>g <strong>in</strong>novative solutions to old problems. With issues <strong>in</strong><br />

<strong>the</strong> Middle East at <strong>the</strong> <strong>for</strong>efront of <strong>the</strong> McCa<strong>in</strong>-Obama <strong>for</strong>eign<br />

policy debate, <strong>the</strong> <strong>Institute</strong> is devoted to help<strong>in</strong>g build<br />

bipartisan consensus <strong>for</strong> core issues.<br />

We already have noted outstand<strong>in</strong>g success with <strong>the</strong> release<br />

of our 2008 Presidential Task Force report on <strong>the</strong> future of<br />

U.S.-Israel relations, titled “Streng<strong>the</strong>n<strong>in</strong>g <strong>the</strong> Partnership:<br />

How to Deepen U.S.-Israel Cooperation on <strong>the</strong> Iranian Nuclear<br />

Challenge.” This brief but powerful report underscores<br />

five ma<strong>in</strong> po<strong>in</strong>ts: <strong>the</strong> primacy of <strong>the</strong> Iranian nuclear threat; <strong>the</strong><br />

need to be cautious about a Cold War–style policy of deterrence;<br />

<strong>the</strong> flawed December 2007 National Intelligence Estimate<br />

on Iran; <strong>the</strong> call <strong>for</strong> heightened U.S.-Israel engagement<br />

on all policy options; and <strong>the</strong> need <strong>for</strong> <strong>the</strong> U.S. president to<br />

expla<strong>in</strong> to Americans that stopp<strong>in</strong>g Iran from develop<strong>in</strong>g a<br />

nuclear weapon is a U.S. strategic <strong>in</strong>terest, not <strong>the</strong> product<br />

of special plead<strong>in</strong>g <strong>for</strong> Israel. Senior advisors to both presidential candidates—from<br />

Democrats Tony Lake and Susan Rice to Republicans R. James Woolsey and V<strong>in</strong><br />

Weber—were among <strong>the</strong> fifteen outside endorsers of this report. This is a great accomplishment,<br />

given <strong>the</strong> heated political environment we see today.<br />

Even be<strong>for</strong>e <strong>the</strong> <strong>in</strong>k was dry on <strong>the</strong> first report, <strong>the</strong> <strong>Institute</strong> launched a second Presidential<br />

Task Force report on counter<strong>in</strong>g <strong>the</strong> ideology of radical extremism, a jo<strong>in</strong>t<br />

ef<strong>for</strong>t of <strong>the</strong> <strong>Institute</strong>’s Project Fikra and Ste<strong>in</strong> Program on Counterterrorism and Intelligence.<br />

<strong>The</strong> purpose of this <strong>in</strong>itiative is to dispassionately exam<strong>in</strong>e what works and<br />

what does not <strong>in</strong> <strong>the</strong> fight aga<strong>in</strong>st radical jihadist ideology, draw<strong>in</strong>g on lessons from<br />

TRUSTEE DELEGATION TO THE MIDDLE EAST<br />

In November 2007, a delegation of trustees and research fellows traveled <strong>in</strong> two<br />

groups to countries <strong>in</strong> <strong>the</strong> Middle East. One group visited Turkey to study both<br />

Turkish-U.S. relations and <strong>the</strong> future of Turkey’s secular democratic <strong>in</strong>stitutions.<br />

<strong>The</strong> group was led by <strong>the</strong> director of <strong>the</strong> <strong>Institute</strong>’s Turkish Research Program, Soner<br />

Cagaptay, as well as <strong>the</strong> <strong>Institute</strong>’s senior vice presidents, Jim Schreiber and Bud<br />

Leventhal. <strong>The</strong> delegation spent two days <strong>in</strong> Ankara and one day <strong>in</strong> Istanbul and met<br />

with policymakers, scholars, journalists, and community leaders. Post-trip analysis by<br />

Soner reveals that Turkish <strong>for</strong>eign policy, which traditionally has been pro-Western,<br />

now appears to have become complicated by a rapprochement with Iran and Syria,<br />

pos<strong>in</strong>g a challenge <strong>for</strong> U.S. <strong>in</strong>terests <strong>in</strong> <strong>the</strong> region.<br />

<strong>The</strong> delegation d<strong>in</strong>ner with Shimon Peres<br />

<strong>The</strong> o<strong>the</strong>r delegation visited Jordan, discover<strong>in</strong>g widespread concern <strong>the</strong>re over<br />

Iran’s expand<strong>in</strong>g regional <strong>in</strong>fluence. Com<strong>in</strong>g toge<strong>the</strong>r <strong>in</strong> Israel, <strong>the</strong> entire group traveled<br />

to Jerusalem, Ramallah, and Tel Aviv, meet<strong>in</strong>g with high-level policymakers <strong>in</strong><br />

each location. In Israel and <strong>the</strong> Palest<strong>in</strong>ian territories, it seemed apparent that real changes on <strong>the</strong> ground would be necessary <strong>in</strong> order<br />

<strong>for</strong> fur<strong>the</strong>r progress to occur <strong>in</strong> peace talks. Accord<strong>in</strong>g to Senior Fellow David Makovsky, <strong>the</strong> key to susta<strong>in</strong><strong>in</strong>g <strong>the</strong> momentum of <strong>the</strong><br />

2007 Annapolis agreement is to f<strong>in</strong>d ways <strong>for</strong> <strong>the</strong> people of <strong>the</strong> region, and not just policy mandar<strong>in</strong>s, to perceive a serious commitment<br />

to a peaceful future. Carolyn Edenbaum, who participated <strong>in</strong> two <strong>Institute</strong> study tours noted, “It is fasc<strong>in</strong>at<strong>in</strong>g to see how <strong>the</strong><br />

meet<strong>in</strong>gs <strong>in</strong> conjunction with <strong>the</strong> <strong>Institute</strong>’s study tours help move issues <strong>for</strong>ward.”<br />

THE 2008 SOREF SYMPOSIUM<br />

Our twentieth, and perhaps our f<strong>in</strong>est ever.<br />

Many <strong>in</strong>gredients go <strong>in</strong>to a successful symposium—first-class<br />

speakers, compell<strong>in</strong>g issues, seamless organization, and a powerful rationale<br />

that makes our ef<strong>for</strong>ts mean<strong>in</strong>gful and important. This year’s<br />

Soref Symposium—which <strong>in</strong>cluded a special tribute to <strong>the</strong> Soref and<br />

Breslauer families <strong>for</strong> <strong>the</strong>ir two decades of selfless support—had all of<br />

those <strong>in</strong>gredients <strong>in</strong> abundance.<br />

<strong>The</strong> rationale came from <strong>the</strong> urgent need<br />

<strong>for</strong> America and its allies to confront one<br />

of <strong>the</strong> most serious and sober<strong>in</strong>g threats to<br />

our common security: <strong>the</strong> prospect of a nuclear<br />

Iran. Indeed, <strong>the</strong> challenge of prevent<strong>in</strong>g<br />

Iran from acquir<strong>in</strong>g nuclear weapons<br />

hovered over our event—from <strong>the</strong> open<strong>in</strong>g<br />

keynote speech by <strong>the</strong> deputy head of <strong>the</strong><br />

U.S. <strong>in</strong>telligence community, Donald Kerr,<br />

to <strong>the</strong> clos<strong>in</strong>g address by Israel’s deputy<br />

prime m<strong>in</strong>ister, Haim Ramon.<br />

“We’ve got a reasonable chance to cont<strong>in</strong>ue<br />

to advance <strong>the</strong> cause of democracy . . . <strong>the</strong><br />

rule of law, civil society, [and] <strong>in</strong>stitutions<br />

of public reason . . . <strong>in</strong>clud<strong>in</strong>g <strong>in</strong> <strong>the</strong> parts of<br />

<strong>the</strong> world where <strong>the</strong>y are most absent—Central Asia and<br />

<strong>the</strong> Middle East.”<br />

on <strong>the</strong> Iranian regime.<br />

from his radical allies <strong>in</strong> Iran and Hizballah<br />

<strong>in</strong> order to make peace with Israel or build a<br />

relationship with <strong>the</strong> United States.<br />

Fedaks’ legacy gift<br />

sets new standard<br />

<strong>The</strong> leadership and staff of <strong>The</strong> <strong>Wash<strong>in</strong>gton</strong><br />

<strong>Institute</strong> express <strong>the</strong>ir deep appreciation to<br />

Marilyn and Michael Fedak <strong>for</strong> <strong>the</strong>ir generous<br />

bequest of $10 million to cont<strong>in</strong>ue <strong>the</strong><br />

<strong>Institute</strong>’s vital work. <strong>The</strong> Fedaks’ bequest<br />

is <strong>the</strong> largest one-time contribution ever received.<br />

D<strong>in</strong>ner will honor Dr. Kiss<strong>in</strong>ger<br />

On October 6, 2008, <strong>The</strong> <strong>Wash<strong>in</strong>gton</strong> <strong>Institute</strong><br />

will host <strong>the</strong> second annual Scholar-Statesman<br />

Award D<strong>in</strong>ner <strong>in</strong> New York City. This year, <strong>the</strong> <strong>Institute</strong><br />

honors <strong>for</strong>mer secretary of state Dr. Henry Kiss<strong>in</strong>ger <strong>for</strong> his<br />

extensive career <strong>in</strong> public service and <strong>the</strong> contributions he has<br />

made to scholarly literature <strong>in</strong> <strong>the</strong> field of <strong>for</strong>eign affairs.<br />

<strong>The</strong> date of this year’s d<strong>in</strong>ner is particularly noteworthy as it co<strong>in</strong>cides<br />

with <strong>the</strong> thirty-fifth anniversary of <strong>the</strong> Yom Kippur War.<br />

Dr. Kiss<strong>in</strong>ger’s diplomacy was <strong>in</strong>strumental <strong>in</strong> br<strong>in</strong>g<strong>in</strong>g about <strong>the</strong> end of that war and <strong>in</strong> launch<strong>in</strong>g<br />

subsequent Egyptian-Israeli negotiations that gave birth to <strong>the</strong> Arab-Israeli “peace process.”<br />

Over a lifetime of public service, Dr. Kiss<strong>in</strong>ger served as a consultant to several government agencies<br />

<strong>in</strong>clud<strong>in</strong>g <strong>the</strong> Arms Control and Disarmament Agency, <strong>the</strong> National Security Council, and <strong>the</strong><br />

Department of State. He served as secretary of state under President Richard Nixon and later Gerald<br />

Ford from 1973 to 1977.<br />

launched focus specifically on <strong>the</strong> vagaries<br />

of <strong>the</strong> Israeli-Palest<strong>in</strong>ian peace process <strong>in</strong><br />

<strong>the</strong> f<strong>in</strong>al months of <strong>the</strong> Bush adm<strong>in</strong>istration.<br />

<strong>The</strong> first—our Israeli-Palest<strong>in</strong>ian<br />

Security Assessment Project—br<strong>in</strong>gs toge<strong>the</strong>r<br />

three <strong>in</strong>dependent, well-respected<br />

security experts (<strong>for</strong>mer deputy national<br />

security advisor J.D. Crouch, <strong>for</strong>mer undersecretary<br />

of defense Walter Slocombe,<br />

and retired four-star general Montgomery<br />

Meigs)—to survey <strong>the</strong> security aspects of<br />

negotiations and assess how Palest<strong>in</strong>ian<br />

statehood can affect U.S. security <strong>in</strong>terests<br />

<strong>for</strong> <strong>the</strong> Levant and <strong>for</strong> our regional<br />

partners. <strong>The</strong> second—our Breakdown/<br />

Breakthrough Project—analyzes lessons<br />

learned from <strong>the</strong> last year of <strong>the</strong> Cl<strong>in</strong>ton<br />

adm<strong>in</strong>istration, which saw both an unprecedented<br />

ef<strong>for</strong>t to broker a peace agreement<br />

and an outbreak of <strong>the</strong> worst violence <strong>in</strong><br />

<strong>the</strong> history of <strong>the</strong> Israeli-Palest<strong>in</strong>ian conflict.<br />

<strong>The</strong> project asks whe<strong>the</strong>r one of those<br />

outcomes can occur be<strong>for</strong>e President Bush<br />

leaves office.<br />

In addition, <strong>the</strong> <strong>Institute</strong> cont<strong>in</strong>ues with<br />

o<strong>the</strong>r important activities, such as <strong>the</strong><br />

full-day sem<strong>in</strong>ar on Iran that we recently<br />

hosted <strong>for</strong> <strong>the</strong> U.S. Navy; <strong>the</strong> beh<strong>in</strong>d-<strong>the</strong>scenes<br />

advice we provide to agencies that<br />

devise and implement sanctions on Iran;<br />

<strong>the</strong> private brief<strong>in</strong>gs our senior fellows<br />

give to <strong>the</strong> White House, National Security<br />

Council, or <strong>in</strong>telligence agencies; and<br />

<strong>the</strong> face-to-face meet<strong>in</strong>gs that take place<br />

between our experts and <strong>the</strong> secretary of<br />

state, <strong>the</strong> chairman of <strong>the</strong> jo<strong>in</strong>t chiefs of<br />

staff, and even <strong>the</strong> president of <strong>the</strong> United<br />

States.<br />
