5. TOT Programme under Para Legal Volunteers Scheme
In a bid to form a pool of trained Trainers to train the Para-Legal Volunteers identified and enrolled at
District and Taluk levels, the Orissa State Legal Services Authority organized a training programme on 27.2.2011
at Hotel “Dwaraka”, Cuttack in which 59 trainers comprising Judicial Officers, Law Teachers and Advocates were
given training as per the Scheme evolved by NALSA.
Sri S.Pujahari, Member Secretary, OSLSA, Dr.Gopal Krushna Rath,Retd.Professor, Law, Sambalpur University
and Sri Goutam Mishra, Advocate, Orissa High Court who have already participated in a TOT programme
organized by NALSA at Chandigarh imparted training to the participants.
6. Establishment of Front Offices :
In implementation of the Scheme for “Free and Competent Legal Services –2010” evolved by NALSA,
the Orissa State Legal Services Authority has taken steps for opening of Front Office in all Legal Service
Institutions functioning in the State.
On 8.1.2011, a front Office was inaugurated in the District Legal Services Authority, Dhenkanal and on
14.1.2011 another Front Offices were inaugurated in the District Legal Services Authority, Puri and in the Taluk
Legal Services Committee, Pipili respectively by Hon’ble Shri Justice V. Gopala Gowda, Chief Justice, Orissa
High Court and Patron-in-Chief of the Orissa State Legal Services Authority in presence of Hon’ble Shri Justice
B.P.Das, Executive Chairman of this Authority, Hon’ble Sri Justice R.N.Biswal, Judge, Orissa High Court and
Shri S. Pujahari, Member Secretary, Orissa State Legal Services Authority, along with other Judicial Officers,
and other Members of the local Bar Association were also present in the said occasion.
7. 9th All India Meet of State Legal Services Authorities on 19th & 20th March, 2011 at Bhubaneswar.
The 9th All India Meet of State Legal Services Authorities was organized by the National Legal Services
Authority (NALSA) at Bhubaneswar on 19th and 20th March, 2011. The entire two days event was hosted by the
Orissa State Legal Services Authority. Hon’ble Mr. Justice Altamas Kabir, Judge, Supreme Court of India and Executive
Chairman of NALSA was pleased to inaugurate the Meet in august presence of Mr. Naveen Patnaik, Hon’ble Chief
Minister, Orissa, Hon’ble Mr. Justice R.V.Raveendran, Judge, Supreme Court of India and Chairman, Supreme Court
Legal Services Committee, Hon’ble Mr. Justice P.Sathasivam, Judge, Supreme Court of India and Chairman, National
Committee for Para-Legal Training and Legal Aid Activities, Hon’ble Mr. Justice A.K.Patnaik, Judge, Supreme Court
of India, Hon’ble Mr. Justice V.Gopala Gowda, Chief Justice, Orissa High Court & Patron-in-Chief, Orissa Stae Legal
Services Authority, Mr. Bikram Keshari Arukha, Hon’ble Minister, Rural Development, Law, Govt. of Orissa, Hon’ble
Mr. Justice B.P.Das, Judge, Orissa High Court and Executive Chairman, Orissa State Legal Services Authority and
Hon’ble Mr. Justice L.Mohapatra, Judge, Orissa High Court and Chairman of Orissa High Court Legal Services
Committee and other distinguished guests and dignitaries. The respective Executive Chairpersons and Member
Secretatires of all the State Legal Services Authorities attended the Meet. The inaugural session of the Meet was
held at Jayadev Bhawan, Bhubaneswar and working sessions were conducted at Hotel “The Crown”, Bhubaneswar.
Hon’ble Shri Justice Dipak Misra, Chief Justice, Delhi High Court was also pleased to grace the working
session on 20.3.2011.
On the above occasion, a Souvenir of the Orissa State Legal Services Authority was also released.
