Dr. Elnur Soltanov earned his master’s degree in International Relations from Middle<br />

East Technical University (METU) in Turkey (2003) and his PhD in Political Science from<br />

Texas Tech University (2009). Between 2000 and 2003, Dr. Soltanov worked as a<br />

researcher at the Center for Eurasian Strategic Studies (ASAM) think-tank in Ankara,<br />

Turkey. His publications include academic and analytical articles for English and foreign<br />

language journals and newspapers; as well as a book, A Political Economy of Russian<br />

Foreign Policy: The Effects of the Natural Resource Sector and the Military Industrial<br />

Complex on Russia’s Foreign Relations, published in Germany in 2009. Prior to joining<br />

ADA, Dr. Soltanov served as Assistant Professor of Political Science at the Truman State<br />

University, Missouri. He also taught at Texas Tech University, Texas, and Slippery Rock<br />

University, Pennsylvania. His taught courses include Comparative Politics, Senior<br />

Seminar in Political Science, International Relations, Middle East Politics and American<br />

National Government. His teaching and research interests cover international relations,<br />

international security and political economy, foreign resource and investment politics,<br />

comparative politics, methodology and post-Soviet politics.<br />
