Terms of Reference: 

Preparation of Conceptual Design with Detailed Architectural and Engineering 

Design, Drawing, Tender Documents and Supervision of Construction Work of 

Corporate Office Building of Nepal SBI Bank Ltd. at Kamaladi, Kathmandu. 

1. Introduction 

Nepal SBI Bank has decided to build its Corporate Office Building at Kamaladi, 

Kathmandu. In the above context, Nepal SBI Bank Ltd. intends to hire renowned 

consulting firms to carry out conceptual design, detail architectural and 

engineering design, site verification and topographical survey, geotechnical soil 

investigation and construction supervision works for the proposed site at 

Kamaladi, Kathmandu. 

2. Objective 

The main objective of the assignment is to prepare a conceptual architectural 

design to the satisfaction of the client and then detailed structural design which is 

safe against earthquake, economical, aesthetical, and affordable with low 

maintenance cost and environmental friendly. The specific objectives are as 

follow: 

• Carry out detailed Geotechnical soil investigation of the site 

• Prepare Architectural and Engineering Design of the Corporate Office Building 

• Prepare Master plan and landscape design of site. 

• Prepare Cost estimation, Specification and Tender documents. 

• Supervision of construction work. 

3. Scope of Work 

Consultant shall, under this Term of Reference (TOR), carry out activities and 

delivers services and documents as follows: 

• Collection of requirements, organization structure and business plan of bank 

and study, review, analysis and rectify the requirement if required. 

• Carry out topographical survey, site verification and site analysis. 

• Carry out Geotechnical soil investigation of the site which determines the soil 

formation to derive the engineering parameter for the design of the foundation 

for the proposed structure. Three holes to be bore not less than 20 meter 

depth. Recommendation of type of foundation to be used for proposed 

building. 



• Prepare conceptual architectural design of the Corporate Office Building of 

Nepal SBI Bank Ltd. in consultation with the Bank as per requirement and 

organization structure given by Bank. This includes several meeting with the 

bank to reach a final design. 

• Prepare master plan and landscape design of the premises. 

• Presentation of concept design and draft report to client for feedback from 

client side. 

• Prepare final report as per feedback received during presentation. 

• Prepare architectural and engineering detail design and working drawing of 

architectural, structural, electrical, sanitary, plumbing and water supply of 

approved concept design. 

• Prepare interior design of the Corporate Office. 

• Preparation of the detailed quantity and cost estimate comprising of 

architectural, interior, landscape, structural, electrical, sanitary, plumbing and 

water supply as well as other infrastructures. 

• Prepare the specification and tender documents 

• Assist to client for selection of contractor. 

• Supervision of construction work, quality control, material selection, checking 

of bills provided by contractor and forwarded to client for payment. 

4. Expected Outputs 

• Geotechnical soil investigation report with recommendation of type of 

foundation to be used for proposed Corporate Office Building of Nepal SBI 

Bank Ltd. 

• Detail master plan with landscape design of premises. 

• Architectural design of the Corporate Office Building of the Bank. 

• Detail design and working drawing of architectural, landscape, interior, 

structural, electrical, sanitary, plumbing and water supply of approved concept 

design. 

• Detailed quantity and cost estimate comprising of architectural, landscape, 

interior, structural, electrical, sanitary, plumbing and water supply as well as 

other infrastructures as required. 

• Supervision of construction work. 

• Material selection. 

• Quality control during the construction/erection/entire process of the project. 

• Monitoring progress of work. 

• Verification of running bills and final bill submitted by contractor.

6. CRITERIA FOR SHORT LISTING OF CONSULTING FIRMS 

Criteria for short listing of consultants will be based on the capabilities demonstrated 

by the applicant’s response in the Letter of Intent. 

Consultants meeting eligibility criteria and scoring more than 50% on the ranking 

criteria will be preferred for short listing, subject to Bank’s discretion of disallowing 

any LOI.

9. Instruction to Consultant 

Technical Proposal shall be evaluated by the Building Construction Committee / Bank 

on the basis of information duly provided by the Consultant. Information must be 

supported by relevant evidences such as certificates, official letters, bills, vouchers 

and necessary commitments wherever applicable. 

The consulting firm must include a Team Leader and \Senior Architecture having 

minimum qualification mentioned in the evaluation criteria. That he / she must have 

degree and qualification as mentioned above in Civil/ Structure Engineering, 

Architecture, Urban/ Regional Planner, and minimum job experience of 10 years after 

Master Degree or15 years after Bachelor Degree as described in the evaluation 

criteria. Failing to provide a Team Leader and Senior Architect having these 

minimum qualities will result in the proposal submitted by the consulting firm 

invalid and shall not be evaluated. 

In all other cases, of the key staffs designated for the proposed assignment, if the 

consultant’s proposal does not meet the minimum criteria, consultant’s proposal shall 

still be considered valid and shall duly be evaluated. However, in such case where 

the proposed staff’s quality lacks the minimum criteria the firm’s proposal in that case 

shall be awarded zero score. 

If the consulting firm intends to carry out the proposed job in joint venture with other 

consulting firms, the firms should apply in joint venture during the short listing period 

otherwise they will not apply in joint venture during the submission of the proposal. 

The consultant can form a JV with maximum of three partners only. The consultant 

should duly sign and stamp in all submitted documents.
