Overview<br />
<strong>Lane</strong> <strong>Education</strong> <strong>Service</strong> <strong>District</strong> (<strong>Lane</strong> ESD) seeks Request For Proposal (<strong>RFP</strong>) quotes <strong>for</strong><br />
Internet <strong>Service</strong>s Provision (<strong>ISP</strong> services) (including secondary DNS) <strong>for</strong> a two (2) year<br />
period beginning July 1, <strong>2012</strong> and ending June 30, 2014, with an option to extend <strong>for</strong> an<br />
additional two (2) year term at the same price. (See Specification 3.1). Quotes must<br />
state all recurring and non-recurring costs to <strong>Lane</strong> ESD associated with the proposed <strong>ISP</strong><br />
service.<br />
The objective of this <strong>RFP</strong> is to accomplish a fair, open, and competitive procurement.<br />
This <strong>RFP</strong> may be reviewed at the main <strong>Lane</strong> ESD building located at 1200 Hwy99N,<br />
Eugene, OR. The <strong>RFP</strong> is accessible electronically at orpin.oregon.gov<br />
Bidding<br />
Bidding will open at 8:00AM, PST, on December 2, <strong>2011</strong>, and close at 5:00PM on January<br />
4, <strong>2012</strong>. Sealed bids must be received at the main <strong>Lane</strong> ESD building located at 1200<br />
Hwy 99N, Eugene, OR, 97402, prior to 5:00PM on Wednesday, January 4, <strong>2012</strong>. The<br />
person designated as recipient of bids is Christina Okesson, Technology Program<br />
Assistant. Bids will be publicly opened at 3:00PM on Thursday, January 5, <strong>2012</strong>, in Room<br />
79 at the main <strong>Lane</strong> ESD building located at 1200 Hwy 99N, Eugene, OR. Responding<br />
vendors may submit requests <strong>for</strong> Qualification Presentation appointment to <strong>Lane</strong> ESD<br />
Technology Director Randy Trummer at any time within the <strong>RFP</strong> window.<br />

Each Bidder must identify the state in which the Bidder is a “resident Bidder,” as defined<br />
in ORS 279A.120(1).<br />
Only written paper copies of proposals will be accepted; no proposals will be accepted<br />
by electronic means (i.e., fax, email). <strong>Lane</strong> ESD may cancel the procurement or reject<br />
any or all bids in accordance with ORS 279B.100. Applications from vendors without an<br />
e-<strong>rate</strong> SPIN will be disqualified.<br />
Weighted Factors<br />
The contract will be awarded based on best-value to <strong>Lane</strong> ESD and its constituent<br />
districts, as well as evaluation criteria set <strong>for</strong>th in this document. In addition to price,<br />
highly weighted factors contributing to the award will include (1) vendor's capacity <strong>for</strong><br />
providing the service, (2) meeting technical and site specifications, (3) vendor's<br />
experience in providing <strong>ISP</strong>, and (4) vendor's available technical support personnel and<br />
relationships with <strong>Lane</strong> ESD and ESD partner agencies.<br />

Specifications <strong>for</strong> Internet <strong>Service</strong> Provision <strong>for</strong><br />
<strong>Lane</strong> <strong>Education</strong> <strong>Service</strong> <strong>District</strong><br />
<strong>Lane</strong> <strong>Education</strong> <strong>Service</strong> <strong>District</strong> reserves the right to reject any and all bids and to waive<br />
any in<strong>for</strong>malities in proposals received; <strong>Lane</strong> ESD may cancel the procurement or reject<br />
any or all bids in accordance with ORS 279B.100. Although these specifications are<br />
intended to be complete, some questions may arise. In that case, contact Randy<br />
Trummer, Technology Director, at (541) 461-8313. Consummation of this <strong>RFP</strong> process is<br />
not contingent upon <strong>Lane</strong> ESD being awarded E<strong>rate</strong> funding.<br />
1.0 Specifications:<br />
1.1 <strong>ISP</strong> shall provide up to 800mb of Internet transit, and up to 150mb of NERO partner<br />
connectivity<br />
1.2 <strong>ISP</strong> shall provide connectivity via one Gigabit Ethernet (GE) interface<br />
1.3 <strong>ISP</strong> shall provide proof of two redundant upstream providers<br />
1.4 <strong>ISP</strong> shall provide redundant connections out of the University of Oregon switchroom<br />
(Oregon IX)<br />
1.5 <strong>ISP</strong> shall provide bandwidth 24 hours per day, 365 days per year<br />
1.6 <strong>ISP</strong> shall provide connectivity at the University of Oregon switchroom (Oregon IX)<br />
1.3 <strong>ISP</strong> shall peer to the NERO (Network <strong>for</strong> <strong>Education</strong> & Research in Oregon) network<br />
1.4 <strong>ISP</strong> shall have network engineering support 24 hours per day, 365 days per year<br />
1.5 <strong>ISP</strong> shall maintain network monitoring capability and notification to <strong>Lane</strong> <strong>Education</strong><br />
<strong>Service</strong> <strong>District</strong> at the point of any disruption of service<br />
1.6 <strong>ISP</strong> shall provide web-based bandwidth utilization reporting<br />

3.0 Pricing:<br />
3.1 Pricing shall be quoted on a two (2) year contract initial term, and include an option<br />
to extend <strong>for</strong> an additional two (2) year term. This shall be specified in the contract<br />
and purchase order. Maximum duration of the agreement, including all extensions,<br />
shall be four (4) years.<br />
3.2 If applicable, pricing shall be quoted at 800mb (internet), and 150mb (partner) <strong>rate</strong>s<br />

3.3 Pricing shall show monthly recurring costs and one time installation cost<br />
