It is observed that in the Circle some of the officers are continuing in the sensitive seats like Admn, Marketing, Vig. etc for more than 10 years. Or they are being transferred to other seats for just a year and coming back to the same sensitive seat. Hence it is requested that the officers who are continuing in the sensitive seats for more than 4 years may please be shifted to other seats and follow CVC Gide lines. Item No. 80: - Circulation of Gradation List/ SB’s to the officials for rectification of errors. As per the norms S/B and gradation list of the Circle /SSA are to circulated among staff for every four years. But either the circle office or the SSA’s are not following this guidelines by which when they are retiring, DOT Cell is rejecting the pension case for want of omissions. Hence it is requested to see that the SB/Gradation List may be circulated at Circle/SSA Level. Item No. 81: - Attending of Repair works in EG District Staff Quarters especially at Tuni Exge. It is brought to your notice that the Mtce of Staff Quarters at EG. Dist is very poor and expecially in Tuni exge the rain water is coming in to tele exge this may be addressed immediately in view of coming rain season. Item No. 82: - Supply of Plans/Triff’s introduced during the month to the staff along with pay slips. It is demanded by the staff side many times that the Tariffs/plans introduced during the month may please be brought to the notice of the all the staff along with the pay slips to educate the staff. Item No. 83:- Posting of General Managers in Adilabad, Warangal, Eluru, Cuddapah, Ananthapur etc, where GM posts are vacant: It is observed that most of the SSAs in the Circle are not having Regular General Managers such as ADB, WL, WG, Cuddapah, Ongole, ATP etc, thereby the the developmental works are not implemented properly. Hence, it is suggested that the General Managers who are in excess of sanctioned strength at Hyderagbad may be posted in the above SSAs. Item No.84:- Consideration of Request transfers liberally in the SSAs to avoid TA/TP. It is observed that the request transfers from Rural Areas to Urban stations are not being considered for decades together in the SSAs. As per the All India transfer policy issued in August 2008 the request transfers at the rate of 10% are to be considered. But the same was not implemented in most of the SSAs. Hence it is demanded by the staff side to issue instructions to the SSA Heads to consider liberally the request transfers from Rural areas to Urban areas. Item No.85:- Opening of CSCs in Urban Areas in entire Circle and the willing officials including stenos may be posted for giving better services.
In the present scenario, more number of CSCs are essential to be opened to give proper and better services to the customers and also to generate more revenue, since the potentiality will be in Urban Areas. All the willing officials including stenos may be utilised for the purpose by imparting training of one week on different plans etc. Item No.86:- Marketing Advertisement in bi-monthly magazine being published by the Recognized Union i.e. BSNLEU: The Recognized Union, BSNLEU is publishing a bi-monthly magazine more than 15000 copies and circulated among entire circle. The Marketing Advertisement can be published in our magazine on reasonable rate explaining the new plans introduced from time to time to enlighten the staff and common public at the large. Item No. 87: - Insufficient fund allotment of welfare funds and not payment of book awards/scholarships for 10-11, 11-12. It is observed that corporate office has allotted only 10lakhs for A.P. Circle in March 2012 and where as 75lakhs allotted to Karnataka Circle and 45lakhs for Kerala Circle. When enquired at corporate office they are saying that there are 36lakhs of welfare funds at A.P. Circle. It is also observed that each SSA is Keeping one lakh and odd with their welfare board and saying that they are keeping the fund for payment of death cases. There are clear cut instructions in the 8 th welfare board meeting that Administrative funds can be utilized for payment of death cases and recouped later on. Hence it is demanded that the existing funds may be utilized for payment of Book awards/scholarships and additional funds may be asked for corporate office. Thanking You Sir, Yours Faithfully (P.
