<strong>County</strong> a minimum of 2-3 months of compiling specifications, going out to bid,<br />

reviewing bids, selecting a vendor and entering into a contract. The <strong>County</strong><br />

has been pleased with ADPI as a vendor and that is another reason a<br />

piggyback was preferred. There are some inherent problems when changing<br />

vendors as <strong>Lee</strong> <strong>County</strong> experienced in 1999/2000 (loss revenue).<br />

Recommendation:<br />

<strong>Lee</strong> <strong>County</strong> should consider entering their own agreement with ADPI rather<br />

than piggy-backing with the City of Tamarac.<br />

Program Manager and the Public Safety Fiscal Officer.<br />

We compared revenue and expenses for fiscal years (FY) 2002 through 2004.<br />

See Exhibit 12 for details. As expected, comparisons revealed a significant<br />

increase in expenses from 2002 to 2004, primarily in salaries and the<br />

acquisition of the new EC145 Eurocopter.<br />

Revenues for FY 2004 totaled $11,323,146 while expenses totaled<br />

$29,697,908. (See Figure 4). The $18,374,762 unfunded difference is made<br />

up through ad valorem taxes.<br />
