RESOLUTION III<br />

International Pre-COSALFA Seminar:<br />

South America free of foot-and-mouth disease: new paradigms<br />

The 35th COSALFA ORDINARY MEETING,<br />

Considering:<br />

The conclusions of the Pre-COSALFA seminar related to the topic "South America free of foot-and-mouth<br />

disease: new paradigms," aimed at the achievement of the goals contemplated by the 2005-2009 PHEFA,<br />

RESOLVES:<br />

1. To recommend that the countries that do not have tracing records adopt a tracing standard, and that those<br />

countries that already have such records optimize and maintain them current;<br />

2. To recommend that the countries ensure the sustainability of sanitary programs through political, economic,<br />

and social mechanisms;<br />

3. To recommend that PANAFTOSA/PAHO-WHO in conjunction with CVP, continue to support the harmonization<br />

of sanitary initiatives in border areas, including the High Surveillance Zones;<br />

4. To recommend that the countries undertake tasks aimed at identifying risk zones, with a view to the application<br />

of specific strategies, while encouraging the participation of producers, and ensuring the commitment of the social<br />

players involved in the conduction of the programs' initiatives;<br />

5. Recommend that PANAFTOSA/PAHO-WHO, in conjunction with the countries, continue to develop the<br />

methodology to allow the identification of zones or geographical spaces with potentially higher risks of vulnerability<br />

to and receptivity for circulation of the foot-and-mouth disease virus. This methodology would support the definition<br />

and application of effective epidemiologic surveillance mechanisms and for longitudinal epidemiologic studies.<br />

This, in turn, would permit the enhancing the efficiency of the establishment and maintenance of zones free of footand-mouth<br />

disease, consistently with the optimization of the eradication programs under PHEFA; and<br />

6. To recommend that PANAFTOSA/PAHO-WHO encourage the countries to undertake epidemiologic studies,<br />

defining sources of infection and identifying risks in already identified areas where viral circulation persists, as well<br />

as to develop new focuses for surveillance systems, with a view to optimizing the eradication programs under the<br />

PHEFA.<br />

7. To reiterate to the countries the need to maintain the political will for achieving PHEFA' objectives and to<br />

recommend that they develop coordinated public-private projects and ensure the private sector's participation in<br />

the organization and execution of the sanitary activities contemplated under the eradication programs<br />

8. To recommend that PANAFTOSA/PAHO-WHO continue to orient the countries' production and diagnosis<br />

laboratories in regard to Biosafety and bioprotection, optimizing biotechnological equivalences and providing support<br />

for capacity-building and auditing;<br />

9. To recommend that the countries stress the importance of the role played by sub-regional institutions in the<br />

implementation of sanitary programs, and support the eradication processes by firm official institutional commitment,<br />

with the backing of international organizations;<br />

10. To recommend that the international technical cooperation agencies coordinate their efforts, directing them<br />

to zones or countries in need of equipment and infrastructure;<br />

11. To recommend that vaccine producing laboratories continue to invest in the modernization of products, new<br />

technologies, and Biosafety, thereby contributing to the achievement of PHEFA's goals; and<br />

12. To recommend that countries that still do not have prevention plans develop and execute such plans.<br />
