XXXIV ORDINARY MEETING<br />

FINAL REPORT<br />

1. OPENING OF THE MEETING<br />

The inaugural Chair consisted of the following members: Mr. João Carlos Fagundes Machado,<br />

Agriculture, Livestock, and Agribusiness Secretary, State of Rio Grande do Sul, representing the<br />

Government of the State of Rio Grande do Sul; Dr. Albino Belotto, Ex Officio Secretary, 35th COSALFA;<br />

Dr. Carlos Sperotto, President, Agricultural Federation, State of Rio Grande do Sul; State Deputy<br />

Jerônimo Goergen, representing the Rio Grande do Sul Legislative Assembly; Dr. Jamil Gomes de<br />

Souza, Director, Animal Health Department, Ministry of Agriculture, Livestock, and Supply-MAPA; Mr.<br />

Francisco Signor, MAPA Superintendent in the State of Rio Grande do Sul; Dr. Mercedes Campos,<br />

President, 34th COSALFA and Delegate of the Agriculture and Animal Health Autonomous Service-<br />

SASA/Venezuela; Dr. Tito Díaz, Animal Production and Health Senior Officer of FAO's Regional Office<br />

Santos, President, Veterinary Medicine Council, State of Rio Grande do Sul, representing Brazil's<br />

Federal Veterinary Medicine Council. A video was shown on which the Minister of Agriculture, Livestock,<br />

and Supply of Brazil welcomed participants and stressed the importance of the work done by the<br />

countries toward the eradication and prevention of foot-and-mouth disease-FMD in South America,<br />

and particularly the efforts done by Brazil for its recognition as a country free of the disease.<br />

Dr. Carlos Sperotto, President of the Agricultural Federation of the State of Rio Grande do Sul,<br />

welcomed participants on behalf of Brazil's and the State of Rio Grande do Sul's private sector, and<br />

underlined the importance of the event. He thanked the authorities for their interest in hosting COSALFA<br />

and in maintaining national and international eradication policies. Dr. Sperotto also informed participants<br />

about the signing of the Mercosur Rural Associations Federation/World Animal Health Organization<br />

(FARM/OIE) Agreement on FARM's recognition as the sector's accredited representative before OIE.<br />

Deputy Jerônimo Goergen greeted participants and referred to the Legislative Assembly's support for<br />

national and international policies toward eradicating the disease. Dr. Jamil Gomes de Souza, Brazil's<br />

Director of Animal Health, mentioned the efforts and the accomplishments to date but expressed his<br />

concern over the apparent silence, which might be interpreted as if the battle had already been won.<br />

Dr. Albino Belotto, COSALFA's Ex Officio Secretary, welcomed participants and mentioned the<br />

joint work successfully done by the private and the public sectors, as well as by the international<br />

technical and economic cooperation agencies. COSALFA is now 35-years old and is aware of the<br />

importance of a systemic approach to the Veterinary Public Health Unit in a health and agriculture<br />

context. The foot-and-mouth disease has a strong impact on food security and trade relations among<br />

countries. Thus, combating it means gains for both the productive sector and the countries' progress.<br />

The maintenance of technical cooperation extended by PANAFTOSA/PAHO-WHO has had Brazil's<br />

support in the form of resources contributed and of a technical cooperation agreement to strengthen<br />

the country's capacities for responding to sanitary problems. Mr. João Carlos F. Machado welcomed<br />

the COSALFA members and the national and international observers to the State of Rio Grande do<br />

Sul, and saluted the State Department professionals in particular. Mr. Machado referred to the vaccination<br />

coverage of over 95 percent at the final stage ended last January and to a 97-percent result of an<br />

immunity evaluation survey. He also mentioned the initiatives to strengthen the structure developed by<br />

the Department. Mr. Francisco Signor thanked his team and FARSUL for their efforts in making<br />

preparations for this meeting and urged the countries to strengthen themselves, establish alliances,<br />

and organize themselves regionally to face markets and competitors.<br />

It was then proposed that a representative be elected President of the 35th COSALFA and another<br />

as its Rapporteur. Dr. Jamil de Souza was elected President, and Dr. Rodrigo Mena, Undersecretary<br />

for Agricultural and Production Promotion, of Ecuador's MAGAP, was elected Rapporteur.<br />

2. SECRETARIAT'S REPORT<br />

The Secretariat's Report covered the period from March 2007 through March 2008. It started with a brief<br />

review of the situation of foot-and-mouth disease in South America, a subject to be dealt with in greater<br />

detail in the course of the meeting. There followed an assessment about the compliance of the resolutions<br />

adopted by the 34th COSALFA, on the basis of compliance of these resolutions by both the countries and<br />

the Ex Officio Secretariat in relation to the objectives of the 2005-2009 Hemispheric Foot-and-Mouth Disease<br />

Eradication Plan-PHEFA. Lastly, during the session devoted to Other Activities Developed by PANAFTOSA/<br />

PAHO-WHO, the report reviewed the results of interagency and inter-institution cooperation agreements,<br />

projects, and efforts jointly developed with the Inter-American Group on Foot-and-Mouth Disease Eradication-<br />

GIEFA; the Permanent Veterinary Committee-CVP; the World Animal Health Organization-OIE; the Inter-<br />

American Development Bank-IBD; the United Nations Food and Agriculture Organization-FAO; the Inter-<br />

American Institute for Cooperation in Agriculture-IICA; the U.S. Department of Agriculture-USDA; the Canadian<br />

Food Inspection Agency-CFIA; the Brazilian Ministry of Agriculture, Livestock, and Supply-MAPA and its<br />

research arm, EMBRAPA. Also reviewed were important aspects of cooperation pertaining to information<br />

and epidemiologic surveillance, international standards, and Biosafety.<br />

I - Foot-and-mouth disease situation on the Continent<br />

North America, Central America, and the Caribbean maintained their status as regions free of footand-mouth<br />

disease-FDM without vaccination. In South America, Chile, and Guyana have also maintained<br />

their status as countries free of FMD, without vaccination. Argentina's Patagonia, with the incorporation<br />

of part North B; Peru's southern, central, and eastern regions; and Colombia's Urabá Chocoano are also<br />

still considered FDM-free, without vaccination. In 2007, the Brazilian state of Santa Catarina joined the<br />

FDM-free countries or areas, without vaccination. Uruguay remains also free, without vaccination, as<br />

does Argentina's territory north of parallel 42º. Brazil has eleven states with suspended status, but has<br />

gained recognition for southern Pará. Colombia, Bolivia, and Paraguay have extensive FDM-free areas,<br />

with vaccination. Through the Permanent Veterinary Committee's intermediation, a High Surveillance<br />

Zone-ZAV has been established along the binational or tripartite border areas of Brazil, Argentina, Bolivia,<br />

and Paraguay. This zone is subject to more intense surveillance and is the focus of integration and<br />

harmonization among the countries. A detailed report was then presented on the situation of national<br />

FDM eradication programs and on the disease's occurrence in Ecuador and Venezuela.<br />

II - Level of implementation of the 34th COSALFA Resolutions<br />

RESOLUTION I<br />

SITUATION OF FOOT-AND-MOUTH DISEASE IN THE REGION AND ACTIVITIES OF PHEFA<br />

THE XXXIV ORDINARY MEETING OF COSALFA,<br />

Considering:<br />

The progress made by some countries in the recognition of new areas as free with and without<br />

vaccination, a status which has to be maintained with prevention programs;<br />

Despite all efforts, sporadic occurrence continues in zones recognized as free with vaccination,<br />

and the origin of the virus has not been determined;<br />

The endemic situation in Venezuela and Ecuador, which is a risk to neighboring countries and<br />

others with which they hold trade relations;<br />

The importance of PHEFA as the main conductor of national and regional strategies for FMD<br />

eradication in the continent;<br />

The dynamism of economic proceedings and their epidemiologic impact on FMD occurrence;<br />

The need to revise progress of PHEFA in its continental performance;<br />

The institution and operation of PAMA in the strategic framework of PHEFA;<br />

The need that within the scope of PHEFA and its subregional version, PAMA, harmonious and joint<br />

programs should be developed to achieve eradication of the disease in the subregion,<br />

RESOLVES:<br />

1. That the countries reaffirm their commitment to the strategic guidelines of PHEFA.<br />

2. That PANAFTOSA-PAHO/WHO, together with the countries, to look for resources to convince<br />

an ad hoc Group to prepare an evaluation methodology to be presented for consideration by the countries.<br />

3. To propose a meeting for an evaluation of activities of PHEFA.<br />

4. That PANAFTOSA-PAHO/WHO should continue offering support to the countries of CVP in the<br />

development of PAMA, especially in the development of the emergency plan for the region, which was<br />

approved by the ministers of CAS at the extraordinary meeting of March 8, 2007.<br />

5. That PANAFTOSA-PAHO/WHO should intensify technical cooperation to Ecuador and Venezuela.<br />

LEVEL OF IMPLEMENTATION:<br />

1. Both the FDM-free Mercosur Plan-PAMA and the Andean Eradication Plan were based on PHEFA's<br />

programs. The two plan's components follow the strategic injunction to the countries to make greater<br />

efforts than ever before and to ensure the strengthening of programs, coordinated initiatives along<br />

border areas, vaccine production, and the diagnosis of Biosafety conditions. For these plans'<br />

implementation, PAMA received US$16.8 million from FOCEM, and the Andean Plan was assigned<br />

priority among the activities of CAN's Secretariat. Nevertheless, of the bloc's countries, only Colombia<br />

and Peru have achieved the envisaged results.<br />

2. PANAFTOSA/PAHO-WHO has available an evaluation instrument that takes regional<br />

characteristics into account. The ad hoc group has not been called upon, but the guidelines on the<br />

auditing of vaccine control labs and on Biosafety have been updated by CVP working groups for<br />

application within Mercosur. Audits were not performed in the period, except for CVP missions, funded<br />

by the IBD, to the High Surveillance Zone-ZAV.<br />

3. PHEFA's performance will be evaluated by the Hemispheric Committee on FMD Eradication-<br />

COHEFA, which will meet in Rio de Janeiro in June 2008 on the occasion of RIMSA 15. But the document<br />

titled "Report on the Situation of Programs" to be presented and discussed at this meeting assesses<br />

how far the objectives have been achieved two years away from the established deadline.<br />

4. In addition to acting as CVP's Animal Health Commission's Secretariat, PANAFTOSA/PAHO-<br />

WHO supported PAMA initiatives, particularly the implementation of the ZAV plan, of the proposals for<br />

a longitudinal surveillance system based on risk criteria, and of the guidelines on evaluating Biosafety<br />

and vaccine quality control.<br />

5. In November 2007, PANAFTOSA/PAHO-WHO participated in a meeting with FAO, USDA, and<br />

IICA and in a series of workshops and seminars in Ecuador on livestock health control, at the invitation<br />

of that country's Ministry of Agriculture, Livestock, Aquaculture, and Fisheries and of SESA and FAO,<br />

with a view to encourage the productive sector to cooperate with the national program and to discuss<br />

a draft agreement between cooperation agencies and Ecuador.<br />

It also took part in the CAN discussions of a project proposed by FAO to strengthen a regional<br />

mechanism to support FMD eradication in the Andean Community countries, and a technical manual<br />

for updating and strengthening national and regional FMD prevention, control, and eradication programs,<br />

proposed by OIE's Regional Office. In respect of direct technical cooperation, PANAFTOSA/PAHO-<br />

WHO provided guidance for the strategy aimed at meeting the requirements for having the Galapagos<br />

Archipelago declared a FMD-free area without vaccination, and for redirecting the national eradication<br />

program. In addition, it provided advisory services for the drafting of the reference technical terms for<br />

the preparation of a project aimed at building the national reference laboratory for animal health diagnostic.<br />

As regards the request of support for Venezuela's national plan, PANAFTOSA/PAHO-WHO was<br />

not able to meet it.<br />

RESOLUTION II<br />

ACTION OF OIE WITH REFERENCE TO ERADICATION PROGRAMS OF FOOT-AND-MOUTH<br />

DISEASE (FMD)<br />

THE XXXIV ORDINARY MEETING OF COSALFA,<br />

Considering:<br />

The active participation of OIE in the development of FMD programs in certified FMD-free areas;<br />

The conclusions and recommendations of the OIE Mission to the Southern Cone, in compliance<br />

with a request from the CVP of MERCOSUR,<br />

RESOLVES:<br />

1. To thank OIE for its interest in supporting the development of the programs.<br />

2. To request OIE include representatives of the private sector to participate in its future technical<br />

missions to the region.<br />

LEVEL OF IMPLEMENTATION<br />

The OIE was consulted on the subject and replied that it had always attached great value to<br />

transparent relations with the countries and with the private sector in particular. The fact that no<br />

private sector representatives were included in its missions should not be interpreted as a deviation<br />

from this stance, especially because during both missions it sought to discuss the missions'<br />

objectives and views with the private sector, without compromising their confidential nature. The<br />

members of technical missions are appointed by OIE's Director and are subject to its code and<br />

regulations.<br />

Resolution implemented.<br />

RESOLUTION III<br />

IV INTERNATIONAL WORKSHOP OF LABORATORY SPECIALISTS IN VESICULAR DISEASES<br />

Activities of Reference Laboratory<br />

THE XXXIV ORDINARY MEETING OF COSALFA,<br />

Considering:<br />

The importance of foot-and-mouth disease (FMD) diagnosis results as scientific basis for the<br />

status of the disease in South America;<br />

The relevance in confirmed outbreaks, of complementing diagnosis with the genetic characterization<br />

and the protection conferred by the vaccines used in the region to confront field trains (vaccine matching);<br />

The importance of presenting a consensual regional voice to international forums on validation and<br />

harmonization of methodologies;<br />

The need to strengthen the surveillance system including conclusive diagnosis in cases of negative<br />

suspicions of FMD;<br />

The importance of backing the recommendations of the IV International Workshop of Laboratory<br />

Specialists in Vesicular Diseases, which was held at PANAFTOSA-PAHO/WHO from October 30th to<br />

November 1st, 2006.<br />

RESOLVES:<br />

1. To endorse recommendations of the IV International Workshop of Laboratory Specialists in<br />

Vesicular Diseases, and in particular:<br />

2. To request PANAFTOSA-PAHO/WHO convoke a working group of laboratory and epidemiology<br />

specialists of the countries to support definition of the attributes of the tests for different objectives,<br />

incorporating the experience of the countries.<br />

3. That the services of the countries reinforce the forwarding to PANAFTOSA-PAHO/WHO of<br />

representative samples of all FMD-confirmed events for reference studies, including genetic<br />

characterization and vaccine matching, together with results of local analysis.<br />

4. That the services of the countries reinforce the collection and forwarding of adequate samples<br />

for a conclusive differential diagnosis.<br />

5. To request PANAFTOSA-PAHO/WHO activate mechanisms to strengthen the laboratories<br />

network through virtual forums, joint yearly reports, mobilization of resources and preparation of the<br />

basis for those reports.<br />

6. To continue holding meetings of laboratory specialists in vesicular diseases.<br />

7. That the countries, in cooperation with PANAFTOSA-PAHO/WHO, start field application of the I-<br />

ELISA 3ABC/EITB test in sheep, buffaloes, goats and swine.<br />

LEVEL OF IMPLEMENTATION<br />

1. The joint "epidemiology laboratory" meeting could not be held for this specific purpose. However,<br />

PANAFTOSA/PAHO-WHO helped in the preparation and holding of joint meetings in the form of<br />

epidemiology laboratories under PAMA to define guidelines for laboratory evaluation and serological<br />

sampling criteria in High Surveillance zones, including viral circulation sampling, and for evaluating the<br />

effectiveness of vaccination.<br />

2. As regards reference activities related to FMD diagnosis, PANAFTOSA/PAHO-WHO's laboratory<br />

supported diagnostic studies of one epithelium sample and three samples in Trizol, collected during<br />

the emergence of FMD in the locality of Cuatro Camadas, Ñuflo de Chávez, Santa Cruz, in Bolivia.<br />

These samples were tested for antigenic and molecular characterization and for vaccine matching.<br />

Ten epithelium samples inactivated in Trizol and one not inactivated sample from FMD episodes that<br />

occurred between 2006 and 2007 in Ecuador and Venezuela were also received. The molecular<br />

characterization results were included in the 2007 Annual Report of PANAFTOSA/PAHO-WHO's<br />

Laboratory that was distributed at this meeting.<br />

3. In respect of support to differential diagnosis, studies were reinforced for molecular detection<br />

and characterization of vesicular stomatitis, based on work done in cooperation with Colombia's ICA,<br />

of over 150 epitheliums representative of vesicular stomatitis circulating in the country in the last five<br />

years. Samples were also received for studying molecular diagnostic of bluetongue. Protocols and<br />

controls were also supplied for bluetongue molecular diagnosis to countries, by request.<br />

4. In 2007, the network's activity was reinforced by the designing of a matrix for the preparation of<br />

joint annual reports on the work of national network laboratories, as related in the 2007 Annual Report<br />

of PANAFTOSA/PAHO-WHO's Laboratory. Research was also done to identify the strengths of network<br />

laboratories, with a view to giving impetus to the mobilization of resources and to horizontal cooperation<br />

among the labs. This research's results are also included in the Annual Report.<br />

5. Proceeding with lab specialist meetings, PANAFTOSA/PAHO-WHO hosted the 5th International<br />

Seminar for Lab Specialists in Vesicular Diseases, October 22-24, 2007. At this seminar issues<br />

pertaining to the quality of services and activities likely to reinforce the network were discussed. The<br />

seminar's report and recommendations were also included in the Laboratory's Annual Report. COSALFA<br />

is advised to ratify these conclusions and recommendations.<br />

6. As regards field application of the I-ELISA 3ABD / EITB test for other hosts, validation was concluded<br />

for buffaloes, based on samples from Brazil, and this species was included in the instructions for using kits.<br />

7. In respect of ovines, the processing of ovine serums in conjunction with LANAGRO/PE of Brazil's<br />

MAPA was begun by this laboratory, using field samples sent in. Field samples from Swine were not<br />

received. Together with Argentina's SENASA, PANAFTOSA/PAHO-WHO is currently beginning to<br />

process Argentine sampling serums from this species.<br />

8. PANAFTOSA/PAHO-WHO presented to the OIE reference standard serums for ovine and swine,<br />

which were accepted by the ad hoc group. Their preparation is nearing completion. The first lot of kits<br />

for ovines has been completed and is being used for analyzing these serums.<br />

Resolution implemented.<br />

RESOLUTION IV<br />

INTER-AMERICAN GROUP FOR FOOT-AND-MOUTH DISEASE ERADICATION - GIEFA<br />

THE XXXIV ORDINARY MEETING OF COSALFA,<br />

Considering:<br />

The Inter-American Group for Foot-and-Mouth Disease Eradication - GIEFA has been working on<br />

the updating budgetary requirements for action to be carried out in the countries and priority areas of<br />

the Hemispheric Plan for the Eradication of Foot-and-Mouth Disease - PHEFA;<br />

GIEFA continues processing with possible donors the granting of the required funds for the execution<br />

of priority components of PHEFA.<br />

RESOLVES:<br />

1. To request GIEFA inform officially and periodically the animal health services of the countries on the<br />

result of activities regarding the granting of complementary financial resources for the execution of PHEFA.<br />

2. To request GIEFA continue promoting the participation of the public and private sectors of the<br />

countries in discussions of priority actions, identification of investment headings and the corresponding<br />

budgetary estimate.<br />

LEVEL OF IMPLEMENTATION<br />

1. During the period under consideration, several meetings were held, including one in Caracas,<br />

Venezuela, at which the GIEFA reported on the management of the group's financial resources to<br />

representatives of PANAFTOSA/PAHO-WHO, the U.S. Department of Agriculture (USDA/APHIS), the<br />

World Animal Health Organization (OIE), the Inter-American Development Bank (IBD), the Inter-<br />

American Institute for Cooperation in Agriculture (IICA), and the governments and private sector of the<br />

continent's countries. The need for members' participation in the search for donors was reiterated, as<br />

was the need for them and the international organizations to participate in GIEFA meetings.<br />

2. GIEFA, PANAFTOSA/PAHO-WHO, and Brazil's National Council on Beef Cattle-CNPC reviewed<br />

GAP's plans (special projects in border zones, which require special funding) for priority zones. A draft<br />

budget was submitted for the binational zone along the Brazilian border with Ecuador and Colombia. A<br />

folder was prepared, with information on GIEFA members, in respect of each subregion, as well as<br />

documents issued by the group, which have been published in Portuguese, Spanish, and English, for<br />

distribution to the public and the private sectors of the continent's countries, with a view to obtaining<br />

resources for PHEFA. CNPC's support for printing the documents deserves mention.<br />

The subject of the Seminar, related to the acknowledgement of the importance of Local Systems of<br />

Veterinary Attention, which are a result of public-private integration in the operative management of<br />

01. To suggest to the countries the convenience of enlarging and diversifying actions concerning<br />

by food.<br />

02. To suggest to the countries to intensify efforts for the strengthening of strategic alliances<br />

between the official and private sectors as well as between sectors with larger and smaller<br />

productive development at the local level, for technology transfer and interchange, and also in<br />

support of field activities of the program, with the perspective of achieving and preserving common<br />

health goals.<br />

03. To request PANAFTOSA-PAHO/WHO continue information diffusion to the countries, through<br />

its Web page, on conceptual, methodological and operative aspects of the initiative of municipalities,<br />

markets and healthy schools, as well as experiences and projects which are being carried out in<br />

different countries of the Americas.<br />

04. To request veterinary services of the countries try and coordinate with health services, intersector<br />

and interprogrammatic action on animal health, zoonoses control, security and food safety<br />

within the strategy of municipalities and healthy communities and as a means for health promotion in<br />

the operative execution of sanitary programs.<br />

05. That Veterinary Attention Services - VAS promote at the local level a larger and better use of<br />

information for studies of productive-sanitary characterization of the livestock sector, management of<br />

the programs and administration of resources.<br />

06. That VAS should intensify the training of human resources acting at the local level of veterinary<br />

attention, on technical features to improve strategic-operative actions.<br />

07. That the countries and PANAFTOSA-PAHO/WHO strive to reactivate Border Sanitary<br />

Agreements to establish joint working programs to be carried out by Local Units of Veterinary Attention<br />

- LUVAs.<br />

08. That the countries, with the cooperation of PANAFTOSA-PAHO/WHO, develop minimum<br />

standard information for consideration at the data base of veterinary attention services, to permit<br />

characterization of cattle production systems.<br />

09. Due to the administrative peculiarities of each country, encourage initiatives aimed at the stability,<br />

promotion and working motivation of local level staff, especially at border areas, to ensure sustainable<br />

programs.<br />

10. Due to the administrative peculiarities of each country, promote the incorporation of LUVAs in<br />

operative decentralization procedures of animal health activities.<br />

11. That VAS should promote the possibility of technical training for students of veterinary sciences<br />

at LUVAs.<br />

12. That VAS should promote and support the incorporation of the community in the follow-up of<br />

vaccination programs as well as other health activities developed at the local level.<br />

13. That VAS should consider the inclusion of representatives of the animal production chain in<br />

structures destined to the preparation, execution and evaluation of animal health programs.<br />

LEVEL OF IMPLEMENTATION<br />

As regards this resolution, the interaction between the health and the agricultural sectors has been<br />

reinforced in 2007 by two initiatives: "Faces, Voices and Places," and "Healthy Cities and Communities."<br />

The former is PAHO/WHO's strategy to address the health and development determinants required<br />

for achieving the Millennium Development Goals in vulnerable communities.<br />

In 2007, Argentina, Bolivia, Cuba, and Uruguay, among other countries, incorporated components<br />

of Veterinary Public Health-VPH into their strategies. The PANAFTOSA/PAHO-WHO's 2008-2012<br />

Strategic Plan calls for reinforcement of intersectoral and interprogram activities with a view to addressing<br />

health determinants, and the PANAFTOSA/PAHO-WHO work program was linked to health determinants<br />

and to "Faces, Voices, and Places."<br />

As to the reactivation of agreements, a meeting is scheduled for the first semester of 2008 on the<br />

Brazil-Guyana-Venezuela Tripartite Agreement, in view of the need to develop joint programs for<br />

controlling and eradicating diseases of socioeconomic importance.<br />

PROJECT OF TECHNICAL COOPERATION AGREEMENT PANAFTOSA-PAHO/WHO WITH IBD<br />

FOR THE ANDEAN SUBREGION<br />

As regards this resolution on the signing of a new Technical Cooperation Agreement between<br />

PANAFTOSA/PAHO-WHO and the Inter-American Development Bank for the Andean subregion,<br />

PANAFTOSA/PAHO-WHO, in coordination with this subregion's countries, implemented the following<br />

initiative:<br />

Based on previous CAN proposals and on its knowledge of the subject, PANAFTOSA/PAHO-WHO<br />

prepared a draft technical cooperation project to be sponsored by PANAFTOSA/PAHO-WHO and the<br />

IBD. This project has been approved by PAHO'S program officials and is under consideration by the<br />

IBD in Washington, D.C.<br />

RESOLUTION VII<br />

FOOT-AND-MOUTH DISEASE PROGRAM OF VENEZUELA<br />

THE XXXIV ORDINARY MEETING OF COSALFA,<br />

Considering:<br />

The Delegation of Venezuela presentation on the institutional policy of the Ministry of Popular Power<br />

for Agriculture and Lands, related to the strengthening of structures and function of animal health<br />

services, as well as the present situation at and future plans for FMD-eradication programs in the<br />

Bolivarian Republic of Venezuela.<br />

RESOLVES:<br />

1. To congratulate the Government of the Bolivarian Republic of Venezuela for its decision to assign<br />

strategic priority to animal health in its policy of institutional improvement of the agricultural and livestock<br />

sector, particularly the FMD eradication program in its territory.<br />

2. To express the commitment of member countries of COSALFA to offer rapid and effective support<br />

to this initiative, and to request that PANAFTOSA-PAHO/WHO intensify its technical cooperation efforts<br />

to contribute to the strengthening of Foot-and-Mouth Disease Eradication Program in Venezuela.<br />

LEVEL OF IMPLEMENTATION<br />

As mentioned, it has not been possible to schedule a technical cooperation mission in support of<br />

Venezuela's national program. After this session, though, there will be a presentation about the<br />

development stage of the Venezuelan program.<br />

III - Other activities carried out by PANAFTOSA/PAHO-WHO<br />

1 - Inter-American Group for FMD eradication (GIEFA)<br />

In addition to what has been mentioned in relation to Resolution IV, GIEFA's Presidency and Secretariat<br />

met on the 14th and 15th of January with the U.S. Ambassador in Brazil, the Brazilian Minister of<br />

Agriculture, and other authorized sectors. At that meeting, incentive was requested for completing<br />

FMD eradication in South America. The CNPC, APHIS, the Canadian Embassy, and PANAFTOSA/<br />

PAHO-WHO also participated in the meeting. The Brazilian public and private sectors were willing to<br />

support FMD eradication in Bolivia and Venezuela, and included the new program for FMD eradication<br />

in the Amazon Region.<br />

The meetings with CNPC, SINDAN, Merial, the Brazilian Meat Exporters Association, McDonald's,<br />

and Global Beef in São Paulo, January 16-17, resulted in the private sector's participation in GIEFA's<br />

programs. Merial donated $ 1 million, or 7.5 million vaccine doses to the FMD eradication program.<br />

The Brazilian Meat Exporters Association said that it is committed to the FMD eradication and that it<br />

has already spent 2.5 million dollars in funding relevant programs in the last ten years. Global Beef<br />

presented data on beef trade and prospects for 2008, which should exceed 2007 figures. The private<br />

sector showed interest in the idea of having private enterprises designating a contractor to work on<br />

FMD eradication and supervise the business community's support for meeting the program's shortages.<br />

McDonald will submit the request to its headquarters.<br />

2 - Permanent Veterinary Committee-CVP<br />

PANAFTOSA/PAHO-WHO had various meetings with CVP and acts as Technical Secretariat for<br />

CVP's Animal Health Commission-CSA and as Technical Coordinator of the Permanent Technical<br />

Commission in border areas. In this latter capacity, it participated in CVP's evaluation of the five ZAV<br />

missions. It also helped set the timetable for CVP's ZAV activities in the year, under the approved Plan<br />

of Action.<br />

PANAFTOSA/PAHO-WHO has also participated in CVP's special meetings on the harmonization<br />

of initiatives in border zones of Southern Cone countries, especially Argentina, Bolivia, Brazil, and<br />

Paraguay. In addition, it supports the execution of the project in connection with activities related to<br />

serum-epidemiological samples, vaccine quality control, and the countries' epidemiological<br />

characterization.<br />

In June, PANAFTOSA/PAHO-WHO met with lab and epidemiology specialists from Mercosur<br />

countries to discuss criteria for developing a longitudinal information system based on surveillance of<br />

establishments at risk.<br />

3 - International Animal Health Organization-OIE<br />

In December 2007, a second OIE Technical Mission was sent to CVP member countries. The<br />

mission was headed by Dr. Gideon Bruckner and consisted of Dr. Cristóbal Cepeda, Dr. Michel Lombard,<br />

Dr. Howard Batho, Dr. Alf-Eckert Fussel, and Dr. Paulo Kloeck. Dr. Rossana Allende, Dr. Gilfredo<br />

Darsie, and Dr. Victor Saraiva represented PANAFTOSA/PAHO-WHO as OIE's reference organization.<br />

Two groups took field trips along the border between Argentina and Bolívia, between Argentina and<br />

Paraguay, and between Brazil and Paraguay. A third group visited the official vaccine control laboratories<br />

in Argentina, Brazil, and Paraguay, as well as the Miguel Rubino Laboratory in Uruguay and Brazil's<br />

vaccine distribution central.<br />

The Mission's final report was submitted to OIE's General Director, who recognized the progress<br />

made in some regions but pointed out the need to reinforce some activities and to implement initiatives<br />

already approved. The Mission's report will be presented at this meeting.<br />

4 - Epidemiological information and surveillance<br />

Despite the last two COSALFAs' reiterated recommendation urging the countries to use the<br />

Information and Surveillance System in its Web version (SivCont), Argentina, Bolivia, Chile, and Paraguay<br />

have not done so (the last to do so was Peru in 2006. Unfortunately, Ecuador and Venezuela, which<br />

had used it since the first fortnight of January 2004, stopped doing so: Venezuela, owing to the fire at<br />

the Ministry of Agriculture in the third quarter of 2004, has not resumed its use of the system, whereas<br />

the reason why Ecuador stopped using it is not known. It should be noted that these countries, similarly<br />

to others that have never used SivCont on the Web, with the exception of Chile, continue to send in<br />

their weekly communications to the Continental Surveillance System in the same format as before,<br />

now by e-mail.<br />

The establishment of an interface through the SivCont page on the Web, which makes available to<br />

any user the sanitary information contained in the Continental Surveillance System, continues to depend<br />

on the participation of a greater number of countries in the system.<br />

Colombia and Brazil, which have used it since 2004 and 2005, respectively, are the countries that<br />

have taken most advantage of the facilities provided by SivCont for upgrading their own national<br />

information and epidemiological surveillance systems. Colombia has already decentralized SivCont<br />

into two Epidemiological Coordination offices, and Brazil has done the same into its 26 federated<br />

states and the Federal District. This makes it possible for the Veterinary Care System's Regional Units<br />

to post information on the occurrence of sanitary events, pursuant to the decentralization of the inclusion<br />

of information on attention to and notification of sanitary events into the countries' surveillance systems,<br />

down to the local level.<br />

The Situation of Health in PANAFTOSA/PAHO-WHO's portal continues to run and the number of<br />

users is very large and includes the countries' official health services, academics, students, and livestock<br />

sector agents in general.<br />

In respect of PANAFTOSA/PAHO-WHO technical cooperation in epidemiological surveillance,<br />

initiatives developed with Brazil stand out, related to studies on the evaluation of immunity to FMD; with<br />

Bolivia, in the selection of properties for establishing effective surveillance mechanisms; and with<br />

CVP, in strengthening the information and epidemiological surveillance systems in the High Surveillance<br />

Zone.<br />

5 - Cooperation project with the Ministry of Agriculture, Livestock, and Supply of Brazil<br />

In 2007, PANAFTOSA/PAHO-WHO completed the Technical Cooperation Agreement (TCC) between<br />

Brazil's Ministry of Agriculture, Livestock, and Supply and the Pan-American Health Organization-<br />

PAHO to strengthen Brazil's Animal Health Programs. The Work Plan has the following components:<br />

training and capacity-building; support for MAPA laboratories; technical cooperation for animal health<br />

programs; and support for information and surveillance systems.<br />

Training Courses were offered for auditors; on equine health; for managers of national rabies,<br />

FMD, and brucellosis/tuberculosis programs; on control of wild rabies transmitted by bats; and on<br />

geoprocessing. In all, sixteen courses were offered, which were attended by 595 professionals from<br />

MAPA and from state agencies charged with implementing animal health programs in Brazil.<br />

MAPA's diagnosis laboratory was supplied with biological materials, kits, diagnosis sets, in addition<br />

to equipment and inputs such as reference antigens produced in other countries. It also received Elisa<br />

3ABC + EITB kits sufficient for testing 43,000 samples from Mato Grosso do Sul, and for monitoring<br />

FMD-free zones. An additional 5,895 tests were provided for studying the population's immunity in the<br />

states eligible for exporting to the European Union.<br />

Support was provided for acquisition of equipment and material for the work of 140 herbivore rabies<br />

control groups. GPS equipment and kits for detecting the presence of animal protein in feed were also<br />

provided.<br />

The TCC contributed to the strengthening of MAPA's Information and Surveillance System through<br />

the adoption of technologies developed by PANAFTOSA/PAHO-WHO for the establishment of data<br />

banks to allow the undertaking of studies on productive and epidemiological characterization, which in<br />

turn make possible the assessment of sanitary risks and reinforce emergency systems.<br />

6 - International standards research and discussion<br />

Through its professionals, PANAFTOSA/PAHO-WHO has participated in OIE's ad hoc groups in<br />

the development of activities geared to the regional and international harmonization of diagnosis<br />

procedures and the establishment of quality management systems, as well as in discussions on<br />

noncapsidal proteins, antigen banks, and vaccines.<br />

Among the activities developed by OIE's reference laboratories network, harmonization related to<br />

vaccine matching is being planed. PANAFTOSA/PAHO-WHO's participation in this undertaking is<br />

restricted, given the impossibility of introducing strains into the region. Studies must be further advanced<br />

in respect of the risks of introducing strains into our regions.<br />

PANAFTOSA/PAHO-WHO has worked with the International Atomic Energy Agency to identify lines<br />

of research that are relevant to the FMD global situation.<br />

7 - Biosafety<br />

In respect of Biosafety, PANAFTOSA/PAHO-WHO has extended technical cooperation to three<br />

member countries in respect of various issues.<br />

In Brazil, it continued to participate in the Ministry of Agriculture, Livestock, and Supply's Biosafety<br />

Commission on the FMD virus, with emphasis on following up the implementation of projects for the<br />

building of new facilities for producing vaccines and FMD diagnosis labs of the official network. Support<br />

was also extended to the LANAGRO/Minas Gerais to set in operation the maximum Biosafety lab for<br />

diagnosis and vaccine control, and to the Desidério Finamor Veterinary Research Institute, of the State<br />

of Rio Grande do Sul's Science and Technology Department, for drafting a basic architecture plan for<br />

the construction of a Biosafety Level 3-Agriculture veterinary diagnosis lab.<br />

In Colombia, work in conjunction with the Colombian Agricultural and Livestock Institute was<br />

continued on the construction of the Animal Health Research Center-CEISA's Biosafety Level 3-<br />

Agriculture. The LIMOR lab was accredited by the National Biosafety Commission, with the backing of<br />

the South American Commission, for manipulating the FMD virus in its new facilities, and has resumed<br />

production.<br />

In Ecuador, we have supported SESA in drafting the technical reference terms for the calling for<br />

bids for the construction of a national reference veterinary diagnosis lab.<br />

8 - Prospects for technical cooperation in veterinary public health<br />

Transfer of lab activities to LANAGRO/MG:<br />

To serve international requirements for work under Biosafety conditions consistent with the risk<br />

inherent in the manipulation of the FMD virus in infectious form, the MAPA-PANAFTOSA/PAHO-WHO<br />

Commission was set up. It began working on the definition and implementation of measures for<br />

transferring the PANAFTOSA/PAHO-WHO activities from the LANAGRO/PA to the LANAGRO/MG. In<br />

this connection, PANAFTOSA/PAHO-WHO is working with MAPA to adapt and set in operation the<br />

facilities and methodologies for the work involved in virus manipulation.<br />

As regards the Brazilian Ministry of Agriculture, Livestock, and Supply's Biosafety Level 3-Agriculture<br />

Lab Unit, support is being given for the operational recovery of the automated properties surveillance<br />

system, the steam distribution system, the electric backup system, and the designing of standard<br />

operational procedures. Work has also begun on transferring LANAGRO/MG's equipment and on<br />

training its staff for introducing the culture of BHK cells in suspension, and of cell strains in one layer,<br />

to support diagnosis activities. The beginning of tests is scheduled for August 2008 for the lab's<br />

certification for the FMD virus by the National Biosafety Commission.<br />

Steps are being taken toward the establishment of alliances to facilitate the mobilization of resources<br />

and for the transfer of some of the lab's attributions to academic institutions or to public-private initiatives.<br />

To date, approach has been made to the São Paulo University, the Brazilian Agricultural and Livestock<br />

Research Enterprise-EMBRAPA, and the National Syndicate of Animal Health Products Industries-<br />

SINDAN Brazil.<br />

Zoonoses<br />

In 2007, eleven cases of human rabies transmitted by dog were recorded (two in Bolivia, one in<br />

Brazil, two in Colombia, five in Haiti, and one in Guatemala), as well as thirteen cases of bat transmitted<br />

rabies (one in Colombia, by an unidentified bat species; eleven in Peru; and one in Venezuela, by a<br />

vampire bat). Bolivia, El Salvador, and Haiti have reinforced their vaccination programs against dog<br />

rabies, with encouraging results as to coverage and the sensitiveness of their surveillance systems.<br />

As regards wild rabies, initiatives in Brazil stand out, which were implemented under an agreement<br />

between MAPA and PAHO/WHO. These initiatives enhanced the country's capabilities and ensured<br />

resources for all the region's countries. The regional plan, which has been updated under the RIMSA<br />

14 mandate, is being implemented in each country according to a set of determinants defined by the<br />

11th REDIPRA.<br />

The risks of visceral leishmaniosis, vampire bat-transmitted rabies, leptospirosis, and hydratidosis<br />

and the accidents with poisonous animals remain a serious health problem, affecting the more<br />

vulnerable groups more heavily. The global risk of emerging zoonoses also remains high. The main<br />

objective of cooperation is to strengthen networks and capabilities in veterinary public health, especially<br />

at the local level.<br />

Together with OIE, OIRSA, and Mexico's Departments of Agriculture, Livestock, Rural Development,<br />

Fisheries, and Food, PAHO/WHO reviewed cooperation for programs to control brucellosis and<br />

tuberculosis caused by the Mycobacterium bovis in Latin America. Attention was called to the<br />

asymmetrical burden falling on the poor rural sector and to the need to (a) ensure the reactors'<br />

segregation; (b) mobilize local resources to prevent contagion; and (c) stress the importance of<br />

eliminating tuberculosis in animal reservoirs as a condition for eliminating human tuberculosis.<br />

An experts' consultation was held in conjunction with Brazil's Butantã Institute and Health Surveillance<br />

Department for coordinating regional actions for prevention and care of accidents with poisonous<br />

animals. This served to reinforce networks so as to ensure the serum supply and the care capabilities<br />

in more remote areas. Argentina, Bolivia, Brazil, Colombia, Costa Rica, Ecuador, Guatemala, Mexico,<br />

Mozambique, Panama, Paraguay, and Venezuela took part in the consultation, as did the countries'<br />

health and agriculture sectors and the international organizations. PANAFTOSA/PAHO-WHO provided<br />

technical cooperation for strengthening the continental and national surveillance, prevention, and<br />

preparedness systems against highly pathogenic or zoonotic avian influenza and bovine spongiform<br />

encephalopathy.<br />

Food safety<br />

Cooperation extended by PAHO/WHO is based on the regional plan for technical cooperation in<br />

food safety, approved by the Member States in 2005. This regional plan is consistent with WHO's<br />

global strategy for food safety. The core strategy is the adoption of the risk analysis model: evaluation,<br />

management and communication, and education. This report aims at informing the 35th COSALFA<br />

delegates about the changes in the cooperation focus pursuant to the new food safety strategies, so<br />

as to reduce the social and economic impact as well as the health effects of food-transmitted diseases,<br />

and diminish the presence of biological and chemical contaminants.<br />

1. The traditional food control programs that are still in place in many countries of the region<br />

concentrate on the final product, as does the inspection of packinghouses or food processing plants.<br />

The last ten years have shown that traditional procedures focused on narrowly defined problems are<br />

not always sufficient for tackling new challenges. The bovine spongiform encephalopathy (BSE), the<br />

avian flu, as well as the emergence of contaminants such as dioxide are examples of where the<br />

problem of inputs start, but the most serious consequences for public health occur along the entire<br />

food chain.<br />

2. Thus, the responsibility for providing healthy food should be shared by all, from the supplier of<br />

inputs to the consumer. This opens up a new space for the action of food safety programs. Biological<br />

contaminants, such as bacteria, virus, parasites, and protozoans can contaminate food during the<br />

production process or harvesting owing to contaminated water, incorrect transportation, or mode of<br />

preparation. Chemical contaminants can contaminate food along the entire chain, and include<br />

mycotoxins, pesticide and antibiotic residues, and heavy metals.<br />

3. This expansion throughout the food chain demands a redefinition of the role of the State and of<br />

the private sector. The State, which includes the ministries of agriculture, health, commerce, and<br />

tourism, among others, works in close association with its allies, such as universities and research<br />

institutes, in evaluating the new technologies and tendencies. The private sector, as the owner of<br />

products and processes, should take the lead and assume the responsibility for defining, supporting,<br />

and maintaining the food safety policies and programs.<br />

4. Accordingly, PAHO's technical cooperation with the regional food safety program, extended through<br />

the receiving country's advisors to the Veterinary Public Health that make up the Food Safety Technical<br />

Group, concentrates on strengthening the five pillars of the food safety programs in each country.<br />

a) Legislation and regulations: to strengthen food regulations, assigning responsibilities along the<br />

chain; to define the obligations of public authorities; to recognize international obligations; to<br />

define control and sanction mechanisms; to protect consumer rights; to follow scientific and<br />

technological advances; to be attuned to international standards; and to effectively coordinate<br />

and keep active the Codex Alimentarius national committee, the focal point and its technical<br />

committees. Currently, seventeen countries are included in the LEGALIM data base and use it<br />

to harmonize their regulations with the Codex. A significant example of this is the Central American<br />

region, which is close to having its food codex.<br />

b) Control programs management: to promote food control management programs, whose<br />

objectives include public health, food security, and environmental protection and to foster food<br />

trade. In addition, management should be part of the food chain, be characterized by shared<br />

public and private responsibility, and be endowed with appropriate human and financial resources.<br />

It should also have an annual and medium range operational program, with evaluation and<br />

monitoring instruments, and base its decisions on risk analysis. It should also count on an<br />

efficient register of food establishments and be capable of participating in Codex Alimentarius<br />

meetings, bilateral and multilateral agreements, and other international integration activities.<br />

PAHO, together with IICA, promotes the use of the development, vision and strategy instrument<br />

to strengthen food safety services. Work in the Andean Region is yielding its first results. In<br />

2007, twenty-four candidates finished the first master's program in the management of food<br />

safety programs and control developed by PAHO. OIRSA actively participates in this initiative.<br />

Currently, there is a new group for Latin America, and the course will be offered in the Englishspeaking<br />

Caribbean by the West Indies University.<br />

c) Inspection services: as to these services, PAHO promotes a system to inspect foods along the<br />

entire chain, not only domestic and imported foodstuffs but also foods for export. It evaluates<br />

HACCP plans and their implementation; verifies if products and establishments are in compliance<br />

with regulations; recognizes, collects, and transmits evidence in case of infraction of the law;<br />

encourages the adoption of techniques grounded on science and technology in the food chain;<br />

fosters voluntary adherence to procedures that ensure quality; and appropriately responds to<br />

emergencies. PAHO has also a unique training program in this area, using teaching materials<br />

and methodology for adult training. It trains professionals of all the member countries. In the<br />

2006-2007 biennial, emphasis was laid on Central America.<br />

d) Monitoring of food contaminants and epidemiological surveillance of food-transmitted diseases.<br />

In connection with this pillar, PAHO strengthens the countries' capacity for risk analysis and the<br />

national food analysis centers. It encourages the countries to have an integrated, accredited<br />

labs network and the corresponding program to ensure quality. It is important to stress the role<br />

of networks, such as RILAA and PulseNet, for Latin America, and of WHO's global program for<br />

surveillance of diseases transmitted by food and other enteric agents, under which member<br />

countries can enhance their capabilities for quality diagnosis, the use of molecular biological<br />

techniques in the surveillance of food-borne diseases, and the exchange of timely information<br />

on controlling these diseases.<br />

e) Education and public relations. Lastly, PAHO enhances the countries' capabilities so that they can<br />

have an educational, training, communication, and information system provided with a public relation<br />

mechanism, as well as educational programs aimed at food handlers and at increasing the<br />

knowledge of the various players in the food chain about food safety. It strengthens the countries'<br />

capacity for having similar educational programs aimed at public servants, to improve their<br />

knowledge about food inspection and standards, as well as at the ongoing training of lab personnel.<br />

A project funded by extra-budgetary resources for the application of WHO's Five Keys to ensure<br />

food safety is under way in elementary schools of three countries - Bolivia, Guatemala, and<br />

Venezuela. The ultimate objective is the incorporation of these Five Keys into the curriculum.<br />

Another project, funded with AGFUND resources, is aimed at the application of basic food safety<br />

rules in healthy markets in four countries - Bolivia, Dominican Republic, Guyana, and Paraguay.<br />

In January 2006, the Technical Group on Food Safety was housed in the PANAFTOSA/PAHO-<br />

WHO facilities in the municipality of Duque de Caxias, State of Rio de Janeiro, Brazil, immediately<br />

following the extinction of Argentina's Pan-American Food Protection and Zoonoses Institute (INPPAZ).<br />

PANAFTOSA/PAHO-WHO technical and administrative infrastructure heightens cooperation in food<br />

safety, with a systemic approach from the field to the table. This infrastructure favors technical<br />

cooperation with the countries, as well as with advisers on veterinary public health, under the supervision<br />

of the Health Surveillance and Disease Management Sector.<br />

9 - Interagency and interinstitutional coordination (FAO, IICA, USDA, CFIA, CAN)<br />

There was participation in OIE-FAO meetings in Buenos Aires, Argentina and in Lima, Peru for the<br />

conception of a project in support of PHEFA's implementation in geographic spaces identified as<br />

critical for the achievement of the disease eradication target.<br />

At the Lima meeting held in the Andean Community of Nations-CAN facilities, last February 27-29,<br />

which was attended by delegates from animal health services of Bolivia, Colombia, Ecuador, and<br />

Peru, we helped draft the project aimed at FMD's eradication in the Andean sub-region, emphasizing<br />

the strengthening of the programs of Ecuador, Bolivia, and international border zones.<br />

The project, under FAO's coordination and to be funded by the Italian government, will permit the<br />

organization of the Project Coordination Unit, which includes planning, monitoring, and evaluation of<br />

sub-regional strategic actions.<br />

PAHO and CAN reasserted FMD eradication as a cooperation priority, into which the aforementioned<br />

project fits, under the Cooperation Project between the Pan-American Sanitary Office and the Andean<br />

Community of Nations-CAN. Specialists from the Animal Health Services of Bolivia, Colombia, Ecuador,<br />

and Peru, members of the Technical Committee on Agricultural and Livestock Health-Animal Health-<br />

COTASA drafted the 2006-2007 Operational Plan for the Sub-regional FMD Eradication Program,<br />

which became official for the member countries under Resolution 1078-CAN.<br />

The aforementioned plan is a contribution to the intra-regional and extra-regional production and<br />

trade integration, as it permits controlling cross-border diseases and ensuring the quality and safety of<br />

foods that impact on the countries' health and economy.<br />

Physical and virtual meetings allowed monitoring the implementation of the project, which has just<br />

served as reference for a FAO-OIE cooperation project to be soon implemented with the support of<br />

PANAFTOSA/PAHO-WHO and other international cooperation agencies.<br />

The Canadian Food Inspection Agency-CFIA and PAHO/WHO have celebrated an agreement to<br />

provide US$600,000 for enhancing the national services' capacity of response to suspicion of vesicular<br />

diseases. The first component is the training of lab personnel of some countries in diagnosis techniques<br />

and the acquisition of equipment and materials for diagnosis technical installations. This will enhance the<br />

operational exchange among labs covered by the project and these labs' relations with Canada's National<br />

Laboratory in Winnipeg and with PANAFTOSA/PAHO-WHO in its capacity as continental reference.<br />

The second component is the adaptation of the North American model of animal disease simulation<br />

(NAADSM) to the livestock production reality and to the FMD epidemiology in South America. For the<br />

coming month of April a training program at PANAFTOSA/PAHO-WHO has been scheduled, and the<br />

implementation of pilot projects in the countries has been planned to test the model. The agreement is<br />

to be presented in detail at this 35th COSALFA.<br />

Discussion was started and the official Argentine delegate expressed Argentina's interest in<br />

celebrating technical cooperation agreements with PANAFTOSA/PAHO-WHO, similar to the ones<br />

celebrated with Brazil. Paraguay's official delegate joined Argentina in complimenting PANAFTOSA/<br />

PAHO-WHO for extending technical cooperation with a regional focus (CVP, PAMA) and recommended<br />

the continuity of this line of work, urging the countries to support PANAFTOSA/PAHO-WHO. Consistently<br />

with PHEFA's objectives, PANAFTOSA/PAHO-WHO will divide its initiatives between the Mercosur<br />

and CAN regions.<br />

3. FOOT-AND-MOUTH DISEASE SITUATION IN THE COUNTRIES<br />

Dr. Victor Saraiva, Chief, Vesicular Diseases Unit at PANAFTOSA/PAHO-WHO, summarized the<br />

FMD situation in the region, stressing the continued occurrence of the disease in the same countries<br />

as in the previous year. He highlighted the concentration of foci in Ecuador and Venezuela, FMD's<br />

extensive geographical distribution, and the coexistence, in Venezuela, of two types of virus. He also<br />

mentioned the progress achieved by some South American countries during the period covered, while<br />

others still have difficulty in achieving PHEFA's objectives. Another fact worth noting is the occurrence<br />

of New Jersey vesicular stomatitis both in South American countries and in Central America, despite a<br />

slight decline; in view of a historical series observed, this could signal the beginning of a new epidemic<br />

cycle of the disease.<br />

Dr. Francisco Muzio, Uruguay's official delegate, commented that the presentation offered hope for<br />

eradication, but the way is not clear yet. He pointed out the advance of surveillance in all the countries,<br />

a sign not only of the effectiveness of the services but also of producers' participation. He further<br />

suggested that joint work should be done in border areas.<br />

The discussion also addressed issues related to the High Surveillance Zone and particularly to this<br />

zone's special situation regarding the joint initiatives implemented by the countries sharing it. The<br />

program's current status, especially in Ecuador, Bolivia, and Venezuela was mentioned, and Colombia<br />

said that it maintains about fifty control posts on the border with Venezuela because of the free status,<br />

with vaccination, already assured for most of its territory. The situation of international agreements on<br />

animal health in border areas was also mentioned, with emphasis on Ecuador's situation. Some<br />

delegates alleged difficulty in commenting the working document distributed during the meeting. But,<br />

owing to the countries' delay in sending in their reports, it is impossible to distribute the report in<br />

advance. Delegates were urged to send in their comments and corrections to PANAFTOSA/PAHO-<br />

WHO as soon as possible.<br />

Ecuador's official delegate reiterated the need to begin control by the country's endemic zones.<br />

Mr. Balsamino Fernández, Venezuela's private delegate, mentioned the administrative problems<br />

on the field, which caused an increase in the number of foci in the country in 2002-2003. Currently, the<br />

official vaccination program seeks to cover the entire population and reduce endemism.<br />

Guyana's delegate asked PANAFTOSA/PAHO-WHO to convene a border meeting with Brazil and<br />

Venezuela, given recent progress in communication routes linking the three countries.<br />

Paraguay's official delegate mentioned the progress made in surveillance, which has confirmed a<br />

high number of suspicions, but pointed out the need to unify the classification criteria. He formally<br />

requested PANAFTOSA/PAHO-WHO to establish basic criteria for determining a suspicion.<br />

4. OIE'S PRESENTATION<br />

Dr. Luís Barcos, OIE's Regional Coordinator for the Americas, referred then to the facts leading to<br />

the CVP-OIE commitment and to the results of the two missions to the Southern Cone, particularly to<br />

an area defined as being of high risk near the borders shared by Argentina, Bolivia, Brazil, and Paraguay.<br />

He mentioned the two technical visits and the resulting commitments, as well as the recognition of the<br />

need for joint initiatives by the countries in a coordinated, sustained manner, as is required in border<br />

zones (high surveillance zones).<br />

The initiatives aim at strengthening structures, standardizing attention to foci, registration of all<br />

establishments, and the countries' access to information of epidemiologic significance produced<br />

in the High Surveillance Zone. Commitments were undertaken to ensure the control of vaccines<br />

against NSPs, to harmonize vaccine application, establish harmonized seroepidemiologic<br />

monitoring, offer training in early detection, and define PANAFTOSA/PAHO-WHO participation in<br />

the project. The missions evaluated compliance with these commitments in their 2006 report,<br />

observing that often the boundaries of the zone in question were not clearly defined. The missions<br />

recommended that the countries' status should not be restored, unless a regional approach was<br />

adopted. The 2007 mission report stated that despite the progress observed, some initiatives<br />

were not fully implemented and this is not propitious to the requested regional approach. The<br />

need for high surveillance in the zone was reiterated and a surveillance scheme was proposed,<br />

based on pre-shipment inspection followed by notification to the destination; and in animal<br />

concentrations. The report reiterated that the agreement's life will start when the commitments<br />

undertaken in 2006 are honored. As to the reconfirmation of the countries' status, OIE's next<br />

assembly will discuss the possibility of the countries' submitting information about their surveillance<br />

scheme consistent with OIE's criteria for detecting viral circulation. Bolivia's problems were<br />

mentioned, including structural problems that place the regional sanitary condition at risk and that<br />

need to be urgently addressed. OIE is scheduling studies together with PANAFTOSA/PAHO-WHO<br />

about FMD surveillance and establishing a matrix of program resources and needs to ensure a<br />

better distribution of functions among the countries, regional institutions, and technical and financial<br />

cooperation agencies. Studies are planned on cost/benefit and on compensation mechanisms in<br />

emergencies in some countries, under supervision of OIE's Regional Representation. Dr. Barcos<br />

announced that two meetings will be held in 2008: a laboratories meeting and the World Conference<br />

on Foot-and-Mouth Disease in Asuncion, December 1-5.<br />

During the discussions, some delegates contested some points of the presentation. CVP's<br />

Presidency informed that it will promote an analysis of the document by the delegates of the countries<br />

visited and that their conclusions will then be submitted to the OIE. In respect of Bolivia's situation, it<br />

became clear that there are difficulties for cooperation between the country's public and private sectors,<br />

which deserves a motion regarding the problem.<br />

5. PRE-COSALFA INTERNATIONAL SEMINAR REPORT<br />

Dr. Mateo Schettino, a temporary consultant of PANAFTOSA/PAHO-WHO, presented the<br />

conclusions and recommendations of the International Seminar on "South America free of foot-andmouth<br />

disease: new paradigms," held March 10-11, prior to the 35th COSALFA Meeting. The seminar<br />

was attended by over 300 professionals and technicians who actively participated in the discussion of<br />

each topic. The seminar produced a series of recommendations on related issues that came up at the<br />

time. These recommendations were submitted to the consideration of the delegates with a view to<br />

their approval together with COSALFA resolutions, if pertinent.<br />

Some interventions raised objections to some of the recommendations, whose definitive version<br />

was included in a resolution.<br />

6. GIEFA/PHEFA PRESIDENT'S REPORT<br />

Dr. Phillip Bradshaw, GIEFA's President, presented a report on GIEFA's activities pertaining to the<br />

group's organization, visits to prospective donors, and the preparation of the documentation for seeking<br />

private sources of additional resources in complementation of those already offered by the countries,<br />

in accordance with the focus on regions of epidemiologic significance. He mentioned contributions<br />

already received in support of initiatives on the Brazilian border, as well as the possibilities for marketing<br />

animal protein from South America.<br />

7. NATIONAL PROGRAMS OF BOLIVIA, ECUADOR, AND VENEZUELA: CURRENT<br />

STATE AND PROSPECTS<br />

Bolivia<br />

The Bolivian delegates made a brief presentation on the situation of Bolivia's livestock sector, 73<br />

percent of which is concentrated in the country's East. They spoke about the establishment of SENASAG<br />

in 2001 and of the difficulties that since 2006 have put the service in an uncomfortable position that has<br />

further worsened owing to the precarious relations between the public and the private sectors. The<br />

program has already completed fourteen vaccination cycles, with 80-percent coverage in some areas.<br />

The official delegate observed that the report presented was mistaken as to the number of foci recorded<br />

in the country in 2007, which should be considered by the COSALFA Secretariat, and reiterated that<br />

foci were not observed after January 2007. Coordination difficulties, the end of the IBD loan, and the<br />

expiration of agreements with the municipalities have led to the search for alternative sources. To this<br />

end, some initiatives were undertaken for developing departmental structures for providing veterinary<br />

attention in parallel with SENASAG. These issues were discussed by the delegates and the situation is<br />

already known by regional institutions, which have already taken steps to support joint work by SENASAG<br />

and the private sector.<br />

Ecuador<br />

Dr. Gustavo Miño and Dr. Luís Naveda, of SESA, made a brief report on the disease's situation in<br />

the country and on SESA's structure, mentioning also the government's vaccine subsidies policy.<br />

They said that their country attaches priority to the recognition of the Galapagos Archipelago and is<br />

going to work toward this objective, together with the continental part. Efforts will be concentrated in<br />

the eastern region in 2010 and in the rest of the country in 2011. Dr. Rodrigo Mena, Ecuadorian MAGAP's<br />

Undersecretary for Production Promotion, reiterated that combating foot-and-mouth disease is a national<br />

priority. Delegates reiterated the request that international technical cooperation should be geared to<br />

helping Ecuador meet the proposed objectives.<br />

Venezuela<br />

Dr. Mercedes Campos, of SASA, spoke about some aspects of the Venezuelan FMD eradication<br />

program. She mentioned that vaccination against FMD, rabies, and brucellosis is free for small<br />

cattle raisers, at a cost of 122 million dollars. Vaccination against FMD is compulsory nationwide<br />

and is coordinated with the private sector, in support of the cold chain, through the Integral Agricultural<br />

Health Brigades-BRISAIs. This program's coverage reaches 86 percent of the population established<br />

by census. However, the foci detected and the delay in the delivery of vaccines in the period hampered<br />

field activities. Dr. Campos mentioned the incorporation of laboratories into the national program<br />

and the opening of the Caraguaná Quarantine Station to receive animals, owing to the demand for<br />

animals from Brazil to offset the meat deficit. There is political will on the part of producers to<br />

support the State.<br />

8. OTHER ISSUES<br />

During this session, the following topics were addressed: Forum on the screwworm; Report on the<br />

CANADA/PAHO Project; Report on activities sponsored by APHIS/USDA; brucellosis and tuberculosis<br />

survey; tribute to LANAGRO/MAPA; and release of the book on the Plate River Basin.<br />

Forum on the screwworm fly<br />

This forum, coordinated by Dr. Juan González, of the Mexican-American Commission on Screwworm<br />

Eradication-COMEXA, consisted in presentations about the impact of endemic infestation by<br />

Cochliomyia ssp that affects both animal production and human health in Central America, the Caribbean,<br />

and some South American countries. Data were presented on screwworm fly control based on the<br />

distribution of sterile, irradiated flies produced in special facilities. The program has the decisive<br />

participation of livestock associations where it is being implemented. The detection of infestation in the<br />

Southern Cone led to the development of a project backed by COMEXA to establish a screwworm<br />

control pilot-area in the municipalities on the Brazilian-Uruguayan border.<br />

Canada/PAHO Project<br />

Dr. Afonso Clavijo, of the Canadian Food Inspection Agency-CFIA, spoke about the project's origin,<br />

composition, and resources. The project's objective is to strengthen the capabilities for laboratorial<br />

diagnosis of foot-and-mouth disease in some South American countries and the adaptation of this<br />

model used in North America to FMD productive-epidemiologic conditions in South America. The<br />

agreement counts on resources donated by the Canadian government and on PANAFTOSA/PAHO-<br />

WHO's participation in the programming and coordination of activities. Despite some diverging opinions,<br />

the inclusion of other sanitary problems into COSALFA discussions was favored and this is being<br />

done by PANAFTOSA/PAHO-WHO in the context of comprehensive technical cooperation extended<br />

by Veterinary Public Health in connection with zoonoses and food safety. This line of joint work with<br />

other agencies will be followed and COSALFA will continue to address other issues related to Public<br />

Veterinary Health, without losing the focus on FMD, which is PHEFA's object. PHEFA's completion<br />

date in 2009 was questioned, as some countries have already indicated 2011 as the likely deadline for<br />

achieving the envisaged objectives.<br />

APHIS/USDA activities<br />

Dr. César Orozco provided information on APHIS activities in South American countries in support<br />

of national programs, in the form of technical and financial assistance. APHIS activities in Bolivia have<br />

extended for six years already and for five years in Ecuador and Venezuela, and are concentrated on<br />

the acquisition of materials and equipment for vaccination campaigns. In Paraguay, its activities began<br />

in 2007 and are aimed mainly at strengthening the border zones, concentrated on supporting GIEFA<br />

and on maintaining bilateral agreements.<br />

Presentation on brucellosis and tuberculosis<br />

Dr. Fernando Leanes, who is responsible for PANAFTOSA/PAHO-Who's zoonoses project, referred<br />

to the results of the interagency meeting on "Analysis of the Situation of National Programs for the<br />

Prevention of Brucellosis and Tuberculosis (M. bovis): PAHO/WHO, OIE, IICA, OIRSA," held in Mexico<br />

City, with the support of Mexico's SSA and SGARPA and the participation of program directors of<br />

Argentina, Brazil, Colombia, Dominican Republic, El Salvador, Guatemala, Mexico, Paraguay, and<br />

Peru. There was general agreement on the need to ensure the interaction between the Veterinary<br />

Services and the Ministries of Health to reduce the risks of transmission of these diseases to humans,<br />

particularly in the case of more vulnerable groups. In respect of animal health, Dr. Leanes underlined<br />

the countries' efforts toward the certification of disease-free establishments. He also stressed the<br />

need for a mechanism to ensure effective segregation of animals that are reactors to these diseases,<br />

for local initiatives to prevent contagion in exposed groups, and for guaranteeing massive immune<br />

protection of heifers against brucellosis in countries where this disease is prevalent.<br />

Tribute to LANAGRO/MAPA<br />

Dr. Albino Belotto, PANAFTOSA/PAHO-WHO's Director, paid tribute to MAPA's LANAGRO/PA for<br />

its activities developed in conjunction with PANAFTOSA/PAHO-WHO. Since 1998, this laboratory has<br />

worked in reference activities related to FMD on behalf of the countries of the region. Dr. Francisco<br />

Aírton Nogueira, the laboratory's Director, was also honored for his cooperation with PANAFTOSA/<br />

PAHO-WHO.<br />

Presentation of the book on the River Plate Basin<br />

Thereafter, the just-released book on the International Technical Cooperation on Foot-and-Mouth<br />

Disease Control and Eradication in the River Plate Basin, written by Dr. Fernando Dora, PWR/Uruguay,<br />

was presented. The book describes the project's origin, development, and advances and the difficulties<br />

it faced. The project was considered successful and has had highly positive consequences for the<br />

countries of the region, as endemism has declined and even been eradicated in some countries.<br />

Final information<br />

In view of some delegates' questioning about manipulation in Argentina of strains considered exotic<br />

to South America, Dr. Rodolfo Bellinzoni, representing the Biogénesis Laboratory, explained that the<br />

laboratory no longer manipulates the 01 Taiwan virus or any other exotic strain. According to him,<br />

information about the importation of SAT or ASIA strains is no longer pertinent, as they are inactivated<br />

antigens certified by SENASA and kept by the Biogénesis Laboratory. As he was not a delegate, Dr.<br />

Bellinzoni was not entitled to speak; thus, Dr. Abraham Falczuk, Argentina's official delegate, took the<br />

floor and endorsed as his own Dr. Bellinzoni's statements. PANAFTOSA-PAHO/WHO recalled the<br />

proposal of that are considered exotic the strains of virus not isolated from clinical field cases in South<br />

America, resolution taken in COSALFA XXIX- Paraguay 2001.<br />

The Ex Officio Secretary suggested that the South American Biosafety Commission should be<br />

convened to address issues related to the definition of strains. COSALFA's Secretary requested<br />

Argentina's SENASA to submit a formal communication about this matter for the information of member<br />

countries.<br />

Owing to the lack of definition about the 36th COSALFA's venue, as both Guyana and Colombia<br />

had volunteered, the Ex Officio Secretary suggested that the Secretariat should make the pertinent<br />

consultations and inform the member countries of the final decision.<br />

The Ex Officio Secretary referred to COHEFA's next meeting, which will review the achievement of<br />

PHEFA's objectives and discuss the possibility of extending the 2009 deadline for achieving the<br />

eradication goal.<br />

He thanked the 35th Meeting's presidency and secretariat, and particularly Dr. Rodrigo Mena, its<br />

rapporteur.<br />

9. CLOSURE<br />

The closing ceremony was conducted by Dr. Albino Belotto, Dr. Jamil Gomes de Souza, Dr. Luís<br />

Barcos, Dr. Rodrigo Mena, and Dr. José Luís Vieira Severo who spoke on behalf of MAPA, declared the<br />

RESOLUTION I<br />

Fifth International Seminar of Laboratory Specialists in Vesicular Diseases<br />

THE THIRTY-FITH COSALFA ORDINARY MEETING,<br />

Considering:<br />

The importance of following and supporting the development of foot-and-moth disease programs on the basis of<br />

laboratory results;<br />

The importance, in case of positive foot-and-mouth disease samples, of completing diagnosis with vaccine<br />

matching and filogenetic studies, and of concluding the diagnosis in case of negative vesicular suspicions;<br />

The need to equalize and harmonize laboratory capabilities in the region;<br />

The importance of validating new methodologies in accordance with internationally accepted criteria and with<br />

the degree of precision required by the PHEFA situation; and<br />

The importance of endorsing the recommendations of the Fifth International Seminar of Laboratory Specialists<br />

in Vesicular Diseases,<br />

RESOLVES:<br />

1. To endorse the recommendations of the Fifth International Seminar of Laboratory Specialists in Vesicular<br />

Diseases;<br />

2. To have PANAFTOSA/PAHO-WHO, in conjunction with the vesicular laboratories network reinforce technical<br />

cooperation in virologic and cytological diagnosis, promoting coordination among institutions and placing particular<br />

emphasis on the services of Bolivia, Ecuador, and Venezuela;<br />

3. To give continuity to the meetings of laboratory specialists in vesicular diseases; to promote alliances to<br />

facilitate technology transfer to national services, private undertakings, public-private initiatives, and academic<br />

institutions, among other recipients;<br />

4. To urge PANAFTOSA/PAHO-WHO again to convene a group of laboratory and epidemiology specialists of<br />

the national services for deifning aspects related to the attributes of serologic tests applied in the region for different<br />

purposes; and<br />

5. To have PANAFTOSA/PAHO-WHO encourage cooperation projects aimed at validating detection methods,<br />

the use of monoclonal antibodies for the characterization of strains, the completion of field proofs of noncapsidal<br />

proteins for ovines; and studies on the equivalence of ELISA CFL tests available.<br />

Epidemiologic Situation<br />

The 35th COSALFA ORDINARY MEETING,<br />

Considering:<br />

That despite major progress in sanitary improvement achieved by the programs in the countries that have<br />

reached the last phase of foot-and-mouth disease eradication, sporadic foci are still detected, an indication of the<br />

persistence of residual viral circulation in the production spaces;<br />

That to conclude the eradication phase it is essential to identify and characterize the production spaces where<br />

there is viral circulation, so as to establish sanitary interventions aimed at stopping and eliminating circulation;<br />

and<br />

That the characterization of production spaces where there is viral circulation requires instruments for enhancing<br />

the sensitivity of the surveillance systems and at the same time strengthening the local veterinary attention structures,<br />

RESOLVES:<br />

To ask PANAFTOSA/PAHO-WHO to continue, in conjunction with the countries, to develop instruments for<br />

identifying zones or geographical spaces with potentially higher risks of vulnerability to and receptivity for circulation<br />

of the foot-and-mouth disease virus. These instruments should provide support for the definition and application of<br />

effective epidemiologic surveillance mechanisms and for longitudinal epidemiologic studies that in turn support the<br />

establishment and maintenance of zones free of foot-and-mouth disease, consistent with the maximum results of<br />

the eradication programs under PHEFA.<br />

International Pre-COSALFA Seminar:<br />

South America free of foot-and-mouth disease: new paradigms<br />

The 35th COSALFA ORDINARY MEETING,<br />

Considering:<br />

The conclusions of the Pre-COSALFA seminar related to the topic "South America free of foot-and-mouth<br />

disease: new paradigms," aimed at the achievement of the goals contemplated by the 2005-2009 PHEFA,<br />

RESOLVES:<br />

1. To recommend that the countries that do not have tracing records adopt a tracing standard, and that those<br />

countries that already have such records optimize and maintain them current;<br />

2. To recommend that the countries ensure the sustainability of sanitary programs through political, economic,<br />

and social mechanisms;<br />

3. To recommend that PANAFTOSA/PAHO-WHO in conjunction with CVP, continue to support the harmonization<br />

of sanitary initiatives in border areas, including the High Surveillance Zones;<br />

4. To recommend that the countries undertake tasks aimed at identifying risk zones, with a view to the application<br />

of specific strategies, while encouraging the participation of producers, and ensuring the commitment of the social<br />

players involved in the conduction of the programs' initiatives;<br />

5. Recommend that PANAFTOSA/PAHO-WHO, in conjunction with the countries, continue to develop the<br />

methodology to allow the identification of zones or geographical spaces with potentially higher risks of vulnerability<br />

to and receptivity for circulation of the foot-and-mouth disease virus. This methodology would support the definition<br />

and application of effective epidemiologic surveillance mechanisms and for longitudinal epidemiologic studies.<br />

This, in turn, would permit the enhancing the efficiency of the establishment and maintenance of zones free of footand-mouth<br />

disease, consistently with the optimization of the eradication programs under PHEFA; and<br />

6. To recommend that PANAFTOSA/PAHO-WHO encourage the countries to undertake epidemiologic studies,<br />

defining sources of infection and identifying risks in already identified areas where viral circulation persists, as well<br />

as to develop new focuses for surveillance systems, with a view to optimizing the eradication programs under the<br />

PHEFA.<br />

7. To reiterate to the countries the need to maintain the political will for achieving PHEFA' objectives and to<br />

recommend that they develop coordinated public-private projects and ensure the private sector's participation in<br />

the organization and execution of the sanitary activities contemplated under the eradication programs<br />

8. To recommend that PANAFTOSA/PAHO-WHO continue to orient the countries' production and diagnosis<br />

laboratories in regard to Biosafety and bioprotection, optimizing biotechnological equivalences and providing support<br />

for capacity-building and auditing;<br />

9. To recommend that the countries stress the importance of the role played by sub-regional institutions in the<br />

implementation of sanitary programs, and support the eradication processes by firm official institutional commitment,<br />

with the backing of international organizations;<br />

10. To recommend that the international technical cooperation agencies coordinate their efforts, directing them<br />

to zones or countries in need of equipment and infrastructure;<br />

11. To recommend that vaccine producing laboratories continue to invest in the modernization of products, new<br />

technologies, and Biosafety, thereby contributing to the achievement of PHEFA's goals; and<br />

12. To recommend that countries that still do not have prevention plans develop and execute such plans.<br />

It is further recommended that the countries should:<br />

a) Enhance the capabilities of the laboratories of the South American network and ensure compliance with<br />

quality standards by the national services that do not do it;<br />

b) Strengthen primary diagnosis in laboratories that have been identified as having shortcomings;<br />

c) Institute molecular diagnosis (detection and characterization); in laboratories that have not done so yet;<br />

d) Obtain a conclusive diagnosis for all suspicions with a negative diagnosis of vesicular disease, for which it is<br />

essential to collect appropriate samples for differential diagnosis; and<br />

e) Institute vaccine matching in laboratories that have not done so yet.<br />

That PANAFTOSA/PAHO-WHO should:<br />

a) Secure the technical cooperation necessary for following up on the recommendations listed above;<br />

b) Find a mechanism for setting up a multidisciplinary, multisectoral group for the following purposes:<br />

- To define the need, opportunity, and the appropriate characteristics for establishing a Regional Antigen and<br />

Vaccine Bank, as well as designing technical criteria for defining, on a scientific basis, what is considered<br />

an 'exotic strain' and which strains should be included in the bank;<br />

- To establish mechanisms to ensure the provision of inputs and reference materials;<br />

- To develop complete kits for ELISA SI and ELISA CFL tests and validate them;<br />

- To review regional criteria for interpreting vaccine matching results and harmonizing them with other<br />

international reference centers;<br />

- To define priority lines of research, including collaboration with other centers, universities, etc.;<br />

- To harmonize the use of monoclonal antibodies and validate their application; and<br />

- To seek new funding sources to honor the above-mentioned commitments.<br />

Guide on Public Relations and Communication of Risk in Animal Health<br />

The 35th COSALFA ORDINARY MEETING,<br />

Considering:<br />

The need to enhance the governments' capabilities for, through their official services, producing and disseminating<br />

useful, precise information about foot-and-mouth disease in an agile, coordinated manner;<br />

The importance of public relations in supporting technical activities, from planning to execution, and the prevention<br />

and eradication of foot-and-mouth disease;<br />

The existence of an Interagency Group on Risk Communication to coordinate technical cooperation in this<br />

area;<br />

The existence of a "Guide on Public Relations and Risk Communication in Animal Health" produced under the<br />

PANAFTOSA/PAHO-WHO technical cooperation agreement titled "Program of Regional System for the Control of<br />

Foot-and-Mouth Disease within the Enlarged Mercosur." This guide is a valuable instrument for training, use, and<br />

reference of the official animal health and public health services in the "Enlarged Mercosur" countries.<br />

RESOLVES:<br />

1. That the countries should reaffirm their commitment to the strengthening of the public relations component<br />

of their animal health programs;<br />

2. That PANAFTOSA/PAHO-WHO should promote a technical meeting of cooperation agencies and member<br />

countries to prepare a regional program for training in public relations and risk communication geared to the official<br />

veterinary services, using as a tool the "Guide on public relations and animal health risk communication."<br />

RESOLUTION V<br />

Foot-and-mouth disease eradication programs in South America<br />

The 35th COSALFA ORDINARY MEETING,<br />

Considering:<br />

That the foot-and-mouth disease eradication programs in the countries of the Andean Community and in<br />

Venezuela have achieved significant progress and that nevertheless none of these countries seems to have reached<br />

the development level capable of ensuring the attainment of the PHEFA objectives within the envisaged deadlines,<br />

thereby jeopardizing the achievements obtained in some areas of the region;<br />

That the international cooperation organizations that have technical tools to support the implementation of<br />

measures conducive to the disease's eradication are present in the region, where they are recognized for their<br />

work;<br />

That the countries have the possibility of counting on national resources but additional resources are necessary<br />

to complement budgetary appropriations for their foot-and-mouth disease eradication programs;<br />

That COTASA, within the CAN context, and CVP, within the Mercosur context, are entities that support the<br />

harmonization and coordination of sanitary policies implemented in the countries, and play a major role in advancing<br />

the disease's eradication by means of subregional initiatives along international borders;<br />

That the coordinated participation of the countries' public and private sector is essential to eradicate diseases; and<br />

That reports have been received from Bolivia's public and private sectors expressing concern over the lack of<br />

coordination, joint work, and consistent strengthening of the veterinary attention system, which may cause a<br />

retrocession in the progress achieved by Bolivia,<br />

RESOLVES:<br />

1. To urge the countries to maintain a strong veterinary service endowed with technical independence for<br />

ensuring the implementation of their control and eradication programs;<br />

2. To recommend that international organizations should maintain close coordination with sub-regional<br />

institutions for advancing eradication programs;<br />

3. To recommend that the countries should undertake coordinated actions in their border zones in parallel with<br />

the reinforcement of control and eradication activities in the rest of their territories, so as to advance the disease's<br />

control and eradication;<br />

4. To urge the countries to pursue the subregional coordination of the need for the international organizations'<br />

cooperation to strengthen their veterinary attention system;<br />

5. To urge the official veterinary services to maintain close coordination with the private sector;<br />

6. To urge Bolivia's public and private sectors to implement the joint actions contemplated in the country's<br />

legislation and in international guidelines, so as to strengthen the veterinary attention system. The countries of the<br />

region and the cooperation agencies are also requested to provide the requisite support for preserving the gains<br />

obtained and achieving PHEFA's objectives; and<br />

7. To recommend that PANAFTOSA/PAHO-WHO should reinforce the cooperation initiatives needed to resolve<br />

or overcome the difficulties faced by some countries of the region in their foot-and-mouth disease eradication<br />

programs.<br />
