MSBOA District Transfer<br />
1. Basis for Request:<br />
a. Geographic - Considerable savings in transportation expenses to and from District Festivals.<br />
b. Activity Groupings - A school, all of whose other activity/athletic league members are in another<br />
District, would prefer to attend the other District’s festivals.<br />
2. Procedures:<br />
a. The instrumental director who desires a district transfer must file an application in writing to the<br />
MSBOA State Office stating the reason for the requested transfer.<br />
b. The application must be endorsed by the principal of the school requesting transfer.<br />
c. The Deadline for the application will be: postmarked October 1 of the year in which transfer is<br />
requested.<br />
d. The State Office will review and forward the request to each involved District President for<br />
review by their Executive Board.<br />
e. The District President will make a recommendation to the entire State Executive Board at the Fall<br />
Meeting for their action.<br />
f. The State Office will notify the school district of the final action after the Fall Executive Board<br />
Meeting<br />
g. District Transfer will not be allowed if either district would be weakened by the transfer of the<br />
school in question or the motive for transfer is to gain advantage in festivals.<br />
3. Other:<br />
a. If approved, the school will continue to use the established “School Number” for festival entry<br />
purposes until a permanent transfer (see “b” below) is achieved.<br />
b. If a school requests a transfer to the same District for three consecutive years, and the transfer is<br />
approved by both Districts at each application, the school will then be a permanent member of that<br />
District upon written request and a permanent school number change will occur.<br />
MSBOA Festival Transfer<br />
Basis for a Request:<br />
a. Schedule Conflicts. A director discovers a legitimate schedule conflict that would exclude or limit his<br />
students to participate in their District Festival.<br />
b. Geographic concerns. Considerable savings in transportation expenses.<br />
c. Festival Groupings. Attending a neighboring District’s festival would allow like-size classification<br />
and/or like-types of groups not possible in their District. For example: a lone orchestra in a given district<br />
transferring to a District that has multiple orchestras.<br />
Procedure:<br />
a. The director must send a letter explaining the reasons for the request to each District President involved.<br />
b. The request must be endorsed, in writing, by the principal of the school requesting the Festival Transfer.<br />
c. The Festival Transfer request must occur at least 10 days prior to the earliest deadline date of the two<br />
Districts involved for Solo and Ensemble, Band and Orchestra and Jazz Ensemble Festivals. The<br />
deadline for requesting a transfer for a District Marching Band Festival will be the first Monday in<br />
September following Labor Day.<br />
d. Festival Transfer of individual solos, ensembles or chamber ensembles is prohibited. [Thus a school can<br />
not request a Festival Transfer to send a portion of their total events to another site. All of a school’s<br />
Solo and Ensemble events must perform at the same site.]<br />
e. The two District Presidents will evaluate the request, confer and make a decision in time for the<br />
requesting district to meet the necessary deadline.<br />
f. The State Office shall be advised of the request’s disposition. [This is important for determining state<br />
deadline requirements and eligibility.]<br />
g. The requesting school and director(s) shall be responsible for paying all fees, and following all rules and<br />
procedures of the enrolling District including fulfilling all Worker Assignments.<br />
