The Parish Council is holding an Open Meeting to gauge support and interest<br />

for celebrations in the village over the Jubilee Weekend, 2 nd , 3 rd , 4 th and 5 th of<br />

June. There are infinite possibilities with so many lovely venues from cricket<br />

to organized games, sale of goods, BBQ, performances, exhibitions etc. Two<br />

events are in the planning: A <strong>Village</strong> Hall Lunch and Celebration Service in St<br />

Giles’ Church with a Vintage Tea Party. It is hoped to put a programme<br />

together over time.<br />

Well its official – the worst summer in living memory, although for those living in<br />

Gloucestershire summer 2007 turned out to be our wettest and we have had some lovely<br />

sunny days in early summer. Now the leaves are beginning to turn and we need to<br />

welcome the changing season as autumn comes and the evenings lengthen. This autumn<br />

reflection helps us meditate on the changing season and draw strength.<br />

Autumn God, earth teaches me by her natural turnings from one season to another. As<br />

she enters into the dying and rising cycles, she welcomes the changes. May I be open to<br />

the teachings in this season of autumn and turn, as autumn does, towards opportunities<br />

for my spiritual transformation.<br />

When I refuse to wait with the mysteries of the unknown and when I struggle to control<br />

rather than let life evolve, wrap me in the darkening days of autumn, Encourage me to<br />

enter stillness and silent mystery, to wait patiently for clarity and wisdom.<br />

When I grow tired of using my gifts to benefit others, take me to the autumn fields<br />

where earth freely yields her bounty of her summer. Let me become aware of how she<br />

allows her land to be stripped clean so her fruitfulness will be a source of nourishment.<br />

When I fight unwanted and unsought changes and when I seek to keep things just as<br />

they are, place me on the wings of birds flying south for another season. Gather their<br />

spirit of freedom into my heart. Let me be willing to leave my well satisfied place of<br />

comfort for the discomfort of a long flight into the unknown.<br />

Thank you, 1 God of change and transformation, and for all these lessons that the autumn<br />

season teaches us.<br />

Football in Uley<br />

As another football season kicks off, it is good to reflect that the game has<br />

flourished in Uley for well over 100 years. The village had a team as early<br />

as 1895, playing occasional friendly matches against local sides. The first<br />

recorded match was on 23, November 1895 against Dursley St. James<br />

(who later became Dursley Town), Uley losing 1-5. Two more friendlies<br />

were played that year, with Uley the victors by 2-0 against Dursley St.<br />

James reserves, and losers by the same scoreline in a re-match on 28<br />

December. Only one match was recorded in 1896, when Uley lost 9-0 to<br />

Dursley St. James on 16 October. Two matches were played in 1897, when<br />

Uley beat Dursley St. James reserves 1-0, but lost the return game 2-0.On<br />

18 July 1898 the Dursley Football League was formed, with Uley one of six<br />

founder members. The first ever league match featured Brimscombe<br />

versus Uley, and resulted in an 8-2 defeat for Uley. But the village team<br />

finished a creditable third in the final league table, winning 4, drawing 3 and<br />

losing 3 of the 10 league matches played.<br />

Uley Association Football Club (AFC) was founded in 1898, and in<br />

1998 Gloucestershire Football Association recognised the club's official<br />

centenary year with the award of a plaque to mark the occasion.<br />

Other big years were 1907-8, 1908-9 and 1923-24, when Uley were<br />

champions of Division 2, and 1925-26, when the team were runners-up in<br />

Division 1 of the Dursley League. In 1959-60, Uley achieved a notable<br />

league and cup double in the last season of the Dursley League, thereafter<br />

competing in the newly-formed <strong>Stroud</strong> and <strong>District</strong> League.<br />

Jim Norris (chairman) and Alan Mills (treasurer) were stalwarts of the club<br />

in the 1950s and 1960s, when the club enjoyed much success on the field.<br />

Brothers Dave and Mike Bruton from Raglan Way were local village boys<br />

who went on to become professional footballers. Dave played for Bristol<br />

City and Mike was at Newport County and Forest Green.<br />

Over the years the village has produced many good local football league<br />

players. Dave Fisher captained the successful team in the Sixties, and son<br />

Wayne has also been a valued member of the club. Brothers Mark and<br />

Jason Cole also represented the club with distinction, with Raglan Way<br />

producing numerous good players.<br />

At present the club runs three senior teams (for players aged 16 and over)<br />

in the <strong>Stroud</strong> League. The first and second play at Shadwell, with the third<br />

team ground-sharing with Nympsfield Football Club. Any interested players<br />

can come to training (under floodlights) on Tuesday evenings (7pm) at<br />

Shadwell. In recent years The club has run successful youth teams, and<br />

there is now co-operation between the club and village parents to start<br />

football training for younger players at Shadwell on Saturday mornings,<br />

beginning in October this year. Girls and boys up to and including the age<br />

of 11 are invited to join in.<br />

ULEY PARISH COUNCIL<br />

What We’ve Done This Month<br />

Here are some of the items that we have been dealing with over<br />

the past month:<br />

1. Affordable Housing<br />

The Parish Council has now learnt which Housing Associations have<br />

received funding from the government to undertake affordable<br />

housing in rural Gloucestershire. Bromford did not receive<br />

funding, but two other HA’s, Two Rivers and Cottsway, did receive<br />

some. The Council’s specialist adviser is approaching these two<br />

new HA’s to see if they can help with Uley’s needs. In addition,<br />

another HA, Severn Vale, is undertaking some developments out of<br />

its own resources and an approach has been made to them as well.<br />

Bromford are also considering undertaking some builds out of their<br />

own resources and have been asked to consider Uley, but we are<br />

aware that they have other projects which are more advanced and<br />

may give priority to those.<br />

2. New Bus Services<br />

The review of the bus services has been completed and we have<br />

been advised that the Dursley/Uley section has been amalgamated<br />

into a new Dursley/Uley/Nympsfield/Nailsworth service 35 that<br />

will run Mondays to Saturdays. This new service will start in<br />

November. We have not yet been advised of the times of the bus<br />

but will put these in the <strong>Village</strong> Shop (and into the next edition of<br />

this newsletter) when known.<br />

The Tallinding Project<br />

The Tallinding Project started as an effort to help with the<br />

building of a Nursery School in the Tallinding area of Serrekunda,<br />

the largest town in The Gambia, West Africa. The school had been<br />

started in 2002 by an elderly British couple when John and<br />

Christine Carter, the printers of the <strong>Village</strong> <strong>News</strong>, began to raise<br />

money to continue the building work. With local people in Tallinding<br />

providing the labour, four classrooms were completed in 2004.<br />

There were places for 160 children but nearly twice that many<br />

turned up. Several years on the Nursery School is thriving but still<br />

needs support. Christine writes;”It is magical to visit and see so<br />

many children benefitting from a basic education”.<br />

Children left the Nursery at the age of 7 and then had to walk<br />

miles to school but in 2007 two more blocks of four classrooms, a<br />

library and office were built forming the Carter Lower Basic<br />

(primary) School. The toilet block was completed last year and a<br />

kitchen and store this year. All the money collected goes directly<br />

to the school for building materials and supplies, to support the<br />

wages of the teachers and ancillary staff and for equipment. The<br />

next stage is to build a clinic on the site for the children and the<br />

local community.<br />

To sponsor children from Tallinding who cannot afford to attend<br />

school, £10 per month pays for school fees, books, uniforms and<br />

lunches for one child.<br />

Each year, Christine and John take out Christmas boxes for the<br />

children. If you would like to help with these boxes, Anna Blacker is<br />

hosting a meeting at Stouts Hill Close on Monday October 3 rd at<br />

6pm when Christine will explain more about what she is trying to do.<br />

UK Food Banks<br />

Thirteen million people live below the poverty line in the UK. Every<br />

day people go hungry for reasons ranging from redundancy to<br />

receiving an unexpected bill. Food banks provide a minimum of<br />

three days of emergency food and support for people experiencing<br />

crisis. Last year the UK food bank network helped over 60,000<br />

people who were experiencing food poverty.<br />

Desperate Times<br />

In desperate times food banks help prevent crime, housing loss,<br />

family breakdown and mental health problems. All food is donated<br />

by the public and sorted by volunteers. Frontline care professionals,<br />

such as doctors and social workers, identify people in crisis and<br />

issue a food voucher. Clients receive three days worth of<br />

nutritionally balanced non perishable food in exchange for their<br />

food voucher. Food bank volunteers make time to chat and direct<br />

clients to other useful services.<br />

Dursley Food Bank<br />

A discussion has been taking place between members of the<br />

churches in Dursley and the surrounding area and a decision has<br />

been made to proceed. All churches in the Dursley area will be<br />

contacted and invited to support this project and provide<br />

volunteers who will help to implement it. Further discussions will<br />

need to take place to decide how, when and where this facility can<br />

be sited and managed. Volunteers will be needed to manage and<br />

Winter is creeping upon us and we feel there may be people who will find their<br />

homes are excessively cold and damp which will cause health problems. For those<br />

who own their homes <strong>Stroud</strong> <strong>District</strong> Council have a scheme called Healthy Homes<br />

Loan Scheme. To qualify for help there will be a Means Test except for anyone<br />

receiving Income Support, Income Based Job Seekers Allowance, Income Based<br />

Employed and Support Allowance, Pension Credit Guarantee, Council Tax Benefit or<br />

Working/Child Tax Credits. A minimum of £500 and a maximum of £15,000 can be<br />

allowed for any works the Council deem necessary to remove what are described as<br />

a Category 1 hazard. Category 1 hazards are those where there is a real and serious<br />

threat to an occupier’s health or safety. This could include for instance a lack of<br />

insulation making a property vulnerable to Excess Cold, dangerous structural<br />

weaknesses or unsafe electrical installations.<br />

You can apply for a Healthy Homes Loan if you are an owner occupier and ;<br />

You are over 18 years of age.<br />

Your property is in council tax bands A. B. C. or D and a category 1 hazard<br />

exists.<br />

You have owned and occupied the property for more than 5 years.<br />

You have current building insurance.<br />

A Council Officer will inspect the property and note any defects/potential hazards<br />

found. The Officer will judge the hazards and the likelihood of an accident causing<br />

harm to an occupier or visitor over the next 12 months. All eligible works will be<br />

agreed with the owner prior to the application and confirmed in writing by the<br />

Council. The loans are only available for work to the main dwelling house, not for<br />

garages, out buildings or conservatories.<br />

For those applicants who are in receipt of one of the qualifying benefits above the<br />

loan does not have to be repaid until the property is sold or transferred. For other<br />

applicants on low income a calculation for repayments on a monthly basis will be<br />

made. No interest will be charged on any of the loans. A local land charge will be<br />

put against the property.<br />

Assessment Form available from the Housing Renewal Team at the Council Offices.<br />

A change in the housing benefit payment rules means that people may be receiving<br />

a lower rate. To help give existing claimants time to find cheaper accommodation,<br />

or negotiate a lower rent with their landlord, SDC are able to give up to nine months<br />
