death row
Steven Ray Thacker
Attorney General Scott Pruitt
on Jan. 7 filed a request with
the Oklahoma Court of Criminal
Appeals to set an execution date
for Mayes County death row
inmate Steven Ray Thacker, 42.
The U.S. Supreme Court
denied Thacker’s final appeal on
Monday.
In December 2002,
Thacker pleaded guilty to the
kidnapping, rape and firstdegree
murder of Laci Dawn
Hill, 25, of Bixby.
Thacker met Hill in her
home on Dec. 23, 1999, after
answering an ad Hill placed
to sell a pool table. When his attempt to rob Hill failed, Thacker
kidnapped her and took her to a rural cabin and raped her. Thacker
attempted to strangle Hill, but eventually stabbed her in the chest
and neck. Thacker fled to Missouri where he killed Forrest Reed
Boyd and stole his car along with his credit cards. Thacker drove
to Tennessee where the car ultimately broke down, and he called a
tow truck. Thacker murdered Ray Patterson, the tow truck driver,
after being confronted for using a stolen credit card. Thacker was
apprehended in Tennessee.
He was given a death sentence for killing the tow truck driver in
Tennessee, and a life sentence for killing the Missouri man.
In the filing, General Pruitt asked the court to set the date “sixty
days after January 7, 2013.”
Just how you like it
An Enid woman’s experience with grand
theft auto earned her a trip to county on
Jan. 12.
Just before 6 a.m. that day, Enid officer
Kenyon Hughes said police were dispatched
to the 1700 block of East Cherokee
Street about a car theft. The car was
described as a gold Ford Taurus with Arkansas
license plates, and the victims said
Ann Baltimore, 38, was driving it.
Officers found Baltimore at the 700 BALTIMORE
block of West Cottonwood Street and saw
her throwing things from the car onto the front yard of a home.
They confronted Baltimore and asked her to get on the ground,
but she refused, so officer James Buck performed an arm bar in
order to force compliance.
Once at the back of the patrol car, Hughes searched Baltimore
and found keys to the car in her front pocket. While he tried to
get the keys out, she grabbed him in the crotch area and said, “Oh
yeah, you know you like it.”
Hughes, apparently unsatisfied, pushed her against the back
fender of the car. Angered, Baltimore kicked the officer in the leg,
upper thigh and shin. Another officer on the scene gave backup in
the form of a knee strike to Baltimore’s thigh.
Once Baltimore finally calmed down, the officers contacted the
Ford’s owner, who said he heard a crash in front of his home and
saw Baltimore driving his car down the road. He also made a report
about Baltimore stealing the keys to his car the day before.
Baltimore, not finished making mistakes, created a scene at the
Garfield County Jail. She screamed and banged her handcuffs,
leading the officers to put her in the restraint chair, which elicited
a, “F--- you” in response. The woman also tried to bite Hughes
and threatened to have her dog kill him when she got released
from custody.
Baltimore remains in custody. She has court set for 1:15 p.m.
Don’t do the crime...
Enid police officers made an excon
cry during a drug arrest Jan.
27.
Just before 5 p.m. that day, officer
Aaron Barber said he saw two
suspicious men walking while on
patrol. He asked if he could talk to
them and both consented, he said.
When he started talking to
Cody Rogers, 28, Rogers immediately
became nervous and kept
his hands in his pockets. When
Barber asked Rogers to empty his ROGERS
pockets, the man pulled out a hypodermic
needle. Rogers, who was on the phone at the time, told
his friend, “Come get me, I am going to jail.”
When Rogers put down the phone, he moved the needle to his
other pocket and yelled, “This is a set up!” at Barber. The officer
told Rogers to stop resisting, but that only made Rogers angrier,
as he was yelling into the phone, “Come get me, I’m not going to
jail.”
When Rogers got handcuffed, he admitted having an open knife
in his right pocket and implied he intended to use it on the officer.
Sure enough, the knife was opened and locked when Barber
pulled it out of Rogers’s pocket.
At that point, Rogers said he didn’t want to go back to prison
and started to cry.
When Barber put Rogers in the patrol car, the suspect took his
cigarette pack from the trunk and tried to hide it. He also bit a
cellophane wrapper and hid it under his tongue. Realizing Rogers
was trying to swallow methamphetamine, Barber told him he
could possibly overdose. Not heeding the warning, Rogers swallowed
the drug and ended up in the hospital, despite his assurances
that it “won’t kill him.
At the hospital, officers learned Rogers relapsed on methamphetamine
and threatened to harm himself. Later, Rogers told
Barber to shoot him because he didn’t want to go back to prison.
Rogers’ rap sheet shows he spent two and a half years in prison
for a burglary conviction. He is also on probation for domestic
abuse and falsely declaring items at a pawn shop.
Rogers posted a $10,000 bond Feb. 1. He will next appear in
court at 1:15 p.m. Feb. 25.
Carnival sex
offender sentenced
William K. Echols, 28, of Enid, was
sentenced Feb. 5 by United States District
Judge Stephen P. Friot to serve 36
months in prison for failure to register
as a sex offender. Upon his release,
Echols will be under the Supervision of
United States Probation Office for ten
years.
After traveling with the carnival
around the United States, Echols
was discovered in Enid by the United
States Marshals after an anonymous
tip through the website TipSoft.com. echols
Echols was subsequently indicted by
the federal grand jury in April of 2012 and charged with failing to
register as a sex offender. Echols was required to register under the
Sex Offender Registration and Notification Act (Adam Walsh Act)
following his 2004 conviction in Trinity County Superior Court in
California for Molesting a Child. In August of 2012, Echols entered
a guilty plea to the charge in the indictment of failing to register as a
sex offender. The defendant also has four prior convictions for failing
to register as a sex offender in Nebraska, California, and Oregon.
It’s ALL about the KIDS!
OK Jailbirds is cooperating with the efforts of Oklahoma
Department of Human Services to impact the huge social
problem of irresponsible parents who are not paying the
child supports ordered by our courts.
If these biological-only parents won’t honor the courts
order, perhaps public shame will get their attention.
Most Wanted List
Importance of Child Support
Children are our future and child support helps make sure they have a chance at a
productive life. Children have the right to get support from both parents and do not
lose this right when a parent leaves the home.
When children do not receive child support, they can:
Suffer both Emotionally and Physically
Live within a Reduced Standard of Living
Have their Basic Needs Unmet
Become Non-Supportive when they become Parents.
When one or both parents do not support their children, taxpayers often pay the cost
of raising children. When children receive public assistance and their parents pay no
child support, all taxpayers bear the cost of supporting the children.
Tips from a Trooper
By Lt. Jeff James
Oklahoma Highway Patrol
As a Trooper, we see a lot of stuff
driving the roads of Oklahoma
everyday. I’m going to discuss
some stuff that I have seen, or have
heard from other Troopers’ stuff they have seen. Some of this stuff
will have you shaking your head, but each and every thing I am going
to talk about today has the potential to cause an accident and hurt
or kill people. Some of you will read this and wonder if I am talking
about you! I’m talking about things that fall under the category of
inattention.
I’ll start with the usual...talking on a cell phone. A significant
portion of the driving population talk on their cells while driving, and
while it is not against the law, it does divide a driver’s attention from
the roadway. Divided attention slows reaction time. Slower reaction
time can be the difference between a near-hit or an accident! Take it
a step further, and you have texting while driving. There is a national
campaign going on addressing this very dangerous activity. Not only
is your attention divided, but usually your sight is divided between a
screen and the roadway...not a good situation. With texting becoming
a normal form of communication, this problem will continue, and it
has and will cost lives.
Now to some other stuff. I’ve worked crashes where someone was
passing food they had just got at the drive-thru back to their children...
as well as people eating while driving. I’ve seen and worked crashes
involving some ladies putting make-up on while driving....same
context as texting, the eyes are divided up between the mirror and
the road. Guys, you have your own version, using an electric razor to
shave while driving!
Finally, some out of the ordinary stuff. I’ve seen people driving
down the road, with a novel or magazine sitting on the steering
wheel so they can read it while driving! Does that sound safe to
you Obviously they weren’t seeing everything on the road, because
they didn’t see the Trooper right next to them! Also, watching a
movie has been the culprit of some distracted driving. There is even
a law that forbids a TV screen to be in the driver’s view.
All of these examples are instances of inattentive driving, and all
have caused accidents. How many of them have you done yourself If
you have an accident while doing one of these or similar activities,
will the loved one of someone killed think that was a good reason for
them to die
At a minimum, you crash and we give you a citation for inattentive
driving that results in an accident. Operating a 4500 lb plus vehicle
requires your undivided attention, and we owe it to the others on the
road as well as yourself, to give it.
Thanks for reading, buckle up, and be safe!
As a female shopper exited a convenience store, a
man grabbed her purse and ran. The clerk called 911
immediately and the woman was able to give them
a detailed description of the snatcher, and police apprehended
him within minutes. They put him in the
cruiser and drove back to the store. The thief was
then taken out of the car and told to stand there for a
positive ID. To which he replied, “Yes Officer, that’s
her. That’s the lady I stole the purse from.”
In Bent Forks, Ill., kidnapers of ice-cube magnate
Worth Bohnke sent a photograph of their captive
to Bohnke’s family. Bohnke was seen holding up a
newspaper. It was not that day’s edition and, in fact,
bore a prominent headline relating to Nixon’s trip
to China. This was pointed out to the kidnapers in a
subsequent phone call. They responded by sending
a new photograph showing an up-to-date newspaper.
Bohnke, however, did not appear in the picture.
When this, too, was refused, the kidnapers became
peevish and insisted that a photograph be sent to
them showing all the people over at Bohnke’s house
holding different issues of Success Magazine. They
provided a mailing address and were immediately
apprehended. They later admitted to FBI agents
they did not understand the principle involved in
the photograph/newspaper concept. “We thought it
was just some kind of tradition,” said one.
After being arrested for stealing a car, the judge
asked the man, “how do you plead” Instead of saying
guilty or not guilty the man said: “Before we go
any further, judge, let me explain why I stole the
car.” The judge ruled in record time.
When two service station attendants refused to
hand over the cash to an intoxicated robber, the
man threatened to call the police. They still refused,
so the robber called the police and was arrested.
Police in Los Angeles had good luck with a robbery
suspect who just couldn’t control himself during
a lineup. When detectives asked each man in the
lineup to repeat the words, “Give me all your money
or I’ll shoot,” the man shouted, “That’s not what I
said!”
In a small town of 1700, a student attempted to
rob the local convenience store wearing his letterman’s
jacket. He did not realize that he was the only
male named Dana in the whole town.
CHEESEBURGER BANDIT STEALS FROM OKC BOMBING MEMORIAL
A Spencer man was arrested for taking items from
the OKC Bombing Memorial fence and spitting on
a visitor to the memorial, according to police.
A witness told police he spotted Dominique Polk,
39, taking necklaces and other items from the
fence at the memorial. The fence outside the
memorial on Harvey Street has become a place
where people leave mementos to remember those
lost in the 1995 Oklahoma City bombing.
The witness said after he spotted Polk taking the
items, he attempted to stall Polk until federal
security guards could arrive. That’s when the
man said Polk spit in his face, then walked a short
distance away and unwrapped a cheeseburger,
leaving the wrapper on the bombing grounds.
Federal security guards then called OKC police and Polk was arrested on
suspicion of assault and battery, larceny and littering.
Get the story straight
A Perry woman faces a DUI charge after
she visited a local bar Jan. 19.
Laura Robbins, 28, was arrested after
she failed a field sobriety test when she
admitted to having three beers.
It was her second offense.
Perry Police Officer Jesse Pfeil was on
patrol that night when he observed Robbins’
vehicle with a defective third tail
light. He activated his emergency lights,
but Robbins kept going until she pulled
into a driveway on Grove Street. When
ROBBINS
he asked where she had been, she replied
she had been at Ace’s Bar and only had “a
little” bit to drink.
Pfeil then asked if the home where she parked was her destination.
She hesitated and said it was her cousin’s.
After a little bit of checking, Pfeil discovered Robbins had not been
truthful. Seems the house was not her cousin’s, but she did know
the resident, and later admitted to the officer she had parked the car
there to get away from him.
Bond was set for Robbins at $5000 and she was ordered back to
court Feb. 11.
February Is Teen Dating Violence
Awareness and Prevention Month
During this month, and at all times, parents
need to be aware of the issue of teen
dating violence. For as much as domestic
violence among adults is an issue that is too
often not discussed -- and too often kept a
secret by the victim -- teen dating violence is
even less discussed, and even less reported
by victims. Nevertheless, in a recent survey
of over 4,000 9th through 12th graders, one
in five reported being physically and/or sexually
abused by a dating partner.
The sad fact is that two out of three teens
in an abusive relationship don’t ever tell anyone
about the abuse. For girls, when they experience
serious sexual abuse they only report it to an authority figure six percent of the time.
This makes it very difficult to know when your teen has become a victim of dating violence.
Still, there are warning signs that every parent and teacher can and should look for. Because
teenage years are difficult (and secretive) enough as it is, it’s important to be aware of
these warning signs, and to approach your teen in a way that will make them feel comfortable
talking with you.
It only hurts when
you don’t comply
A Crescent man’s arrest on a city warrant
led to an interesting day on the job
for Cashion police Jan. 22.
That day, Sgt. Patrick Strange reported
going to serve a warrant to Darren
Robertson, 32. Around 10 p.m., Strange
saw a green Ford Explorer, which he
knew belonged to Robertson from previous
encounters. He followed it and
initiated a traffic stop.
When Strange confronted Robertson,
the suspect started arguing, saying, “I ROBERTSON
want another officer.” Even after learning
he had an active warrant, Robertson kept arguing and refused
to listen to Strange’s commands. When Robertson reached in his
waist band, Strange pulled out his Taser and threatened to use it.
Finally, Robertson complied but continuously screamed that
he wanted another officer. Strange, Taser at the ready, ordered
Robertson to get on the ground multiple times, but he refused.
He only laid down when Strange said, “If you do not get on the
ground you will be tased!”
However, the night wasn’t done yet. Robertson scooted under
the Explorer and only came back out under more threats to
use the Taser, still shouting about wanting another officer and
screaming, “He is gonna hurt me.”
A search of the Explorer revealed a clear plastic bag of marijuana,
which weighed nearly 4 grams, and a homemade pipe, which
consisted of an orange hose and a metal nozzle. Also, Strange
found four small bags with a total of about 2 grams of methamphetamine.
At the jail, Robertson said he got the pot in the city and the
dealer wasn’t anyone local. He also admitted making the pipe.
Robertson remains in custody. He has a court date set for 2
p.m. Feb. 11.
Don’t drive angry
A Kingfisher man faces felony charges after police say his drunken
rage could have ended with a fatality.
At 8:10 a.m. Jan. 22, Kingfisher County sheriff’s deputies received
information indicating Leonard Charlie Briscoe, 54, rammed another
person in his pickup and tried to kill someone on U.S. Highway
81. Dispatch told the deputies Briscoe left the accident scene and was
driving toward Kingfisher.
Officers on patrol saw Briscoe’s gray Chevrolet pickup soon after,
which had extensive front end damage. Police initiated a stop and
confronted Briscoe, but the man would not listen to them.
Briscoe started cursing at the officers and said he would not get out BRISCOE
of the car. Just as an officer tried to physically remove him, Briscoe
put the pickup in reverse. He eventually stopped making the car move, but he kept jerking
away from the officers.
When Briscoe was eventually handcuffed, he slurred, “If I had a gun I would shoot all you
mother---ers.”
While police took Briscoe to the county jail, other officers spoke with the victim. The man
said he was driving on Highway 81 when Briscoe rear-ended him. He said he and Briscoe had
been working together on a yard just before the crash, but had gotten into a verbal fight and
left with Briscoe in pursuit. About a mile down, he said Briscoe sped up in order to intentionally
rear-end him. He also reported Briscoe smelled strongly of alcohol.
At the jail, Briscoe took a breath test and had a .11 blood alcohol concentration.
Briscoe posted a $50,000 bond Jan. 25. He has court set for 2 p.m. on Valentine’s Day.
How should a Christian view
gun control
The recent shootings across the United States
have caused much heartache. The senseless and
tragic incidents have also renewed the intensity
of discussion regarding American gun laws.
Politicians, sportsmen, and theologians have
all weighed in on the issue of gun control. Guns
are readily available in the U.S., and ownership
is protected by the Constitution. How should a
Christian view gun control What does the Bible
have to say that would apply to gun control
The Bible was written long before the invention of any type of gun, so the phrase “gun
control” will not be found in Scripture. However, the Bible records many accounts of wars,
battles, and the use of weapons. Warfare is presented as an inevitable part of living in a fallen
world (Mark 13:7; James 4:1), and weaponry is a necessary part of warfare. Weapons in the
Bible were also used for personal protection. In some parts of Israel, robbers were common
(see Luke 10:30), and many people carried weapons when they traveled. Carrying a weapon
for self-defense is never condemned in the Bible. In fact, it was mentioned in a positive light
by Jesus Himself on one occasion (Luke 22:35-38).
Christians are called to submit to governing authorities, and they are to obey the laws of the
land (Romans 13:1-7; 1 Peter 2:13-17). This would have to apply to gun laws, too. If American
gun laws change, American Christians should submit to these changes and work through
democratic means toward any desired alternatives. The Bible does not forbid the possession
of weapons, and neither does it command such possession. Laws may come and go, but
the goal of the believer in Jesus Christ remains the same: to glorify the Lord (1 Corinthians
10:31).
Another biblical principle to consider is that “all who draw the sword will die by the
sword” (Matthew 26:52). Jesus said this to Peter when Peter tried to mount an imprudent
“defense” of Jesus against the mob that had come to arrest Him. Peter’s actions were not
only futile against such a “large crowd armed with swords and clubs” (verse 47), but his rash
behavior also belied Jesus’ submissive attitude (verse 50) and worked against the fulfillment
of Scripture (verse 54). There is “a time for war and a time for peace” (Ecclesiastes 3:8), and
Peter confused the two.
Christianity supports personal freedom. Romans 14:1-4 indicates that, when Scripture
does not clearly address a particular issue, there is freedom for individual choice. America
has historically embraced the concept of personal freedom that resonates with this principle,
and the founding documents guarantee wide freedoms regarding firearms. Some point to
Matthew 5:9, in which Jesus pronounces a blessing on the peacemakers, and apply it to the
issue of gun control. The idea is that guns are antithetical to peace. This may be more of a
philosophical or political idea than a theological one, however. There is nothing theologically,
or even logically, that links guns to a lack of peace; sometimes, guns help maintain civil peace.
Debates over whether to control guns or how much to control them depend largely on
political and philosophical arguments, not moral ones. This is not to say that there is no
moral component to the issue. Obviously, the gun itself is amoral, an object that can be used
for good or for evil. More important is the morality of the person wielding the gun, and that is
too often the missing consideration in the gun control argument. The fact that some sinners
use guns to commit sin does not mean guns are the problem. Sin is the problem, and that’s
a moral and spiritual issue. Since the very beginning of humanity, people have been killing
other people, with and without weapons (see Genesis 4). Taking a certain weapon out of
circulation might make murder more difficult but by no means impossible.
As far as the Bible is concerned, the use of guns is a matter of personal conviction. There is
nothing unspiritual about owning a gun or knowing how to use one. There is nothing wrong
with protecting oneself or loved ones, even if it involves the use of weapons. We need not
pretend there is never a need for guns, but pointing a gun at a person should always be a last
resort. We should seek to neutralize threats without violence whenever possible.
So, how should a Christian view gun control With the authority God has entrusted to it,
the government has the right to allow or disallow gun ownership to whatever degree it deems
right. We, as citizens, are called to submit to whatever gun control laws the government
institutes. This is not, however, a statement on the wisdom of gun control. There are good
reasons to allow law-abiding citizens to own guns. Ultimately, guns are not the problem.
Sinful people are the problem.
Fairview Police Officer Travis
Stanberry received a tip Jan. 30
from a citizen that a drug deal
could possibly be taking place at
Love’s. Acting on the tip, he went
to the area just after 3:00 a.m.
and parked his patrol car across
the street. There he saw two vehicles
in the parking lot.
About that time, a man then
got out of a small white car and
walked to the other vehicle and
make a hand to hand exchange joel
holly
with the passenger in the other
car. The first man then immediately went back to his car and both cars pulled away.
The small white car failed to signal a right hand turn out of the parking lot and again
failed to signal a right hand turn into the feed store parking area, so Stanberry engaged
his emergency lights and initiated a traffic stop.
The driver, Joel Bernhardt, 25, of Longdale, said he did not have a license. Stanberry
asked his name and date of birth and the passenger, Holly Bernhardt, 44, of Yukon, for
her license. Dispatch confirmed Joel had a revoked drivers license.
Stanberry asked Joel to exited the vehicle, and as he did, Stanberry noticed a broken
glass meth pipe on the floorboard. He then told Joel he was under arrest for driving with
a revoked license, cuffed him and placed in the patrol car. Stanberry then had Holly
stand at the back of the vehicle while he inventoried it and found a syringe under the
front passenger’s seat by the console. He then placed Holly under arrest for possession
of drug paraphernalia and handcuffed and secured her in the back seat of the patrol car.
A further search of the car revealed a small plastic baggie containing three Loritabs.
Stanberry transported both Bernhardts to the Major County Sheriffs Office. While
Holly
was being booked in, the jail staff found a large amount of money in her possession.
