planners. In addition to <strong>the</strong> account<strong>in</strong>g profession which requires tertiary studies (or <strong>the</strong> equivalent) 34 from its<br />
practic<strong>in</strong>g accountants, NIBA, IAST and SPAA have higher education policy platforms to lift <strong>the</strong> level of m<strong>in</strong>imum<br />
qualifications for <strong>the</strong>ir practic<strong>in</strong>g members to tertiary level.<br />
While <strong>the</strong> trend toward a higher education m<strong>in</strong>imum qualification stems largely from a professionalism platform, it<br />
also partly reflects strong disenchantment with <strong>the</strong> depth, quality and consistency of VET tra<strong>in</strong><strong>in</strong>g provision. This<br />
issue is discussed fur<strong>the</strong>r <strong>in</strong> a later part of this report.<br />

Professional certification<br />
As well as propos<strong>in</strong>g a higher qualification entry level base, many of <strong>the</strong> larger f<strong>in</strong>ancial plann<strong>in</strong>g associations<br />
have <strong>in</strong>troduced stand-alone professional certification programs to signify basic or higher levels of professional<br />
atta<strong>in</strong>ment. Most are promoted as be<strong>in</strong>g equivalent to undergraduate degree or higher. These may be coord<strong>in</strong>ated<br />
directly by <strong>the</strong> association or managed by an outside body, but ultimately responsibility for sett<strong>in</strong>g <strong>the</strong><br />
appropriate standards lies with <strong>the</strong> association, or its global <strong>in</strong>itiator.<br />
Examples of major professional certification 35 arrangements with<strong>in</strong> <strong>the</strong> f<strong>in</strong>ancial plann<strong>in</strong>g sector <strong>in</strong>clude:<br />
• FPA – Certified F<strong>in</strong>ancial Planner (CFP ® Practitioner)<br />
• AFA – Chartered F<strong>in</strong>ancial Practitioner (FChFP) 36 , and<br />
• AIOFP – Certified F<strong>in</strong>ancial Strategist (CFS).<br />
Two of <strong>the</strong> major accountancy associations have also <strong>in</strong>troduced f<strong>in</strong>ancial plann<strong>in</strong>g specialist certification<br />
programs 37 :<br />
• CFA Societies – Certified F<strong>in</strong>ancial Analyst (CFA), and<br />
• CPA <strong>Australia</strong> – CPA F<strong>in</strong>ancial Plann<strong>in</strong>g Specialist (FPS)<br />
as have two superannuation associations:<br />
• SPAA – SMSF Specialist Advisor (SSA) certification program 38<br />
• ASFA – ASFA Accredited Investment Fiduciary (ASFA AIF®).<br />
These programs are at different levels of maturity. The CFP, for example, is one of <strong>the</strong> oldest, best-known<br />
f<strong>in</strong>ancial plann<strong>in</strong>g certification trademarks, <strong>in</strong>troduced <strong>in</strong> <strong>the</strong> United States <strong>in</strong> <strong>the</strong> early 1970s and now delivered<br />
globally. The support<strong>in</strong>g program is delivered <strong>in</strong> <strong>Australia</strong> by Deak<strong>in</strong> Prime for FPA and requires adherence to<br />
globally-accepted standards, knowledge and assessment requirements <strong>in</strong> its delivery. Of FPA’s approximately<br />
9,000 practis<strong>in</strong>g f<strong>in</strong>ancial planners, over 5,700 are Certified F<strong>in</strong>ancial Planners 39 .<br />
