City Mayor Eric C. Codilla is<br />

<strong>expected</strong> to sign a Memor<strong>and</strong>um<br />

of Agreement (<strong>MOA</strong>) with<br />

officials of the National Irrigation<br />

Authority (<strong>NIA</strong>) about the city’s<br />

plan to widen <strong>and</strong> improve <strong>NIA</strong>’s<br />

irrigation service <strong>road</strong>s.<br />

of Agriculture of the city council,<br />

reported this development during<br />

last Thursday’s session of the<br />

Sangguniang Panlungsod. He<br />

said that during the committee<br />

meeting earlier held, an agreement<br />

in principle had been reached<br />

<strong>for</strong> the <strong>MOA</strong> <strong>signing</strong>, with the<br />

<strong>LGU</strong> represented by Mayor<br />

Eric C. Codilla <strong>and</strong> <strong>NIA</strong> to be<br />

represented by Regional Manager<br />

Vice-Mayor Celebrates 63rd Birthday<br />

Though many consider him<br />

exemplary due to his status <strong>and</strong><br />

his achievements as sportsman,<br />

lawmaker, family man <strong>and</strong> most<br />

especially as a vice mayor <strong>for</strong> the<br />

<strong>LGU</strong> of Ormoc, his subordinates<br />

consider him a Man-For-All. With<br />

this in mind, SP <strong>and</strong> Vice Mayor’s<br />

Office staff organized a birthday<br />

party <strong>for</strong> Vice Mayor Nepomuceno<br />

Aparis last May 3, 2012.<br />

Administrative Aide I, told Ang<br />

Ormocanon that they prepared the<br />

birthday party on their initiative<br />

because of their love <strong>and</strong> respect <strong>for</strong><br />

the man who acts like a real father<br />

to them. Headed by SP Secretary<br />

Mr. Joel Duero <strong>and</strong> Supervising<br />

Administrative Officer Maria<br />

Antonietta Co Hat, members of<br />

these offices sponsored the printing<br />

of a tarpaulin with a birthday<br />

greeting <strong>for</strong> their “Bise”. They also<br />

prepared a sumptuous lunch <strong>for</strong> all.<br />

Guests at the celebration included<br />

the Mayor himself, Eric Codilla, the<br />

City Councilors <strong>and</strong> government<br />

employees from other departments.<br />

As backgrounder, Hon.<br />

Nepomuceno Palaña Aparis was<br />

born on May 3, 1947 to parents<br />

Eulalio Aparis <strong>and</strong> Felicisima<br />

Palaña. He is married to beautiful<br />

wife Thelma Omega <strong>and</strong> they are<br />

blessed with children Christine<br />

Thelma Aparis, Eva Lynda<br />

Aparis-Kangleon, John Eulalio<br />

Nepomuceno Aparis II, Lyneth<br />

Ann Aparis, <strong>and</strong> Kareen Mae<br />

Aparis.<br />

As a public servant, he served<br />

as an OIC- Kagawad in 1987,<br />

Vice Mayor from 1988-1992, City<br />

Councilor from 1998-2001, 2001-<br />

2004 <strong>and</strong> currently as an active Vice-<br />

Mayor since 2004 to the present.

This was Kag. Mayong’s reaction after<br />

being designated as OIC City Mayor last<br />

official travel to South Korea. ABC President<br />

Codilla was designated as OIC Vice-Mayor.<br />

Rodriguez added that Mayor Codilla also<br />

asked him to come on the trip, which was<br />

upon the invitation of the League of Cities of<br />

the Philippines. But he refused to go because<br />

he already had an appointments this weekend<br />

with his family <strong>and</strong> his community.<br />

believes that the biggest need that the city<br />

today should prioritize is the creation of jobs.<br />

While he admits that his campaign sorties<br />

during the elections of 2012 was his first<br />

time to visit almost 50% of the barangays,<br />

gasto, hikalimtan (usahay) ang ilang mga saad<br />

sa lungsod nga sila moserbisyo.<br />

atong mga pumipili, hangtud nga dili ma-usab<br />

ang atong balaod sa piniliay, dili ta makapaabut<br />

nga mo-asenso ang atong nasud.<br />

what he observed was the lack of jobs of<br />

most of the people there. He added that he<br />

even wondered how these people were able<br />

to feed their families when they did not have<br />

regular jobs.<br />

Rodriguez continued that this is what<br />

he believes the city should focus on so<br />

that the people in rural areas could raise<br />

their families better. While he said that<br />

there are people in rural barangays who<br />

receive low salaries, Councilor Rodriguez<br />

figures that their employers should not be<br />

automatically or solely blamed because<br />

there is a tripartite board which h<strong>and</strong>les<br />

matters on labor. This board, which is<br />

represented by employers, workers <strong>and</strong><br />

the Department of Labor <strong>and</strong> Employment<br />

(DOLE), should reach agreements or<br />

rulings that are acceptable to all.<br />

Right now Councilor Rodriguez said<br />

that the biggest catalyst of price increase is<br />

the continued rise in gasoline prices, noting<br />

that this impacts on the purchasing value of<br />

our money.


Ormocanons sets Asian, World Records<br />

Ormocanon powerlifters Anita<br />

Koykka <strong>and</strong> Regie Ramirez set<br />

fourteen new Asian <strong>and</strong> world<br />

records <strong>between</strong> them as they<br />

ruled the Asian Powerlifting<br />

Championships held in the Inter-<br />

Residency Hotel in Udaipur, India<br />

last May 2-10.<br />

The Super Lola of Ormoc<br />

City, Anita Koykka continues to<br />

dominate the sport even in a new<br />

category. While she used to compete<br />

in the 52kg. Masters category, the<br />

officials of the Philippine Sports<br />

Commission, Philippine Olympic<br />

Committee <strong>and</strong> the Powerlifting<br />

Association of the Philippines<br />

ordered Koykka to compete in the<br />

52kg. Open category. The Open<br />

category is said to be much more<br />

difficult, competitive yet the most<br />

respected category in powerlifting.<br />

At 52, Koykka is able to muster<br />

90kg. in benchpress, 155kg. in<br />

squat <strong>and</strong> 165kg. in deadlift enough<br />

<strong>for</strong> a gold-silver-silver medal<br />

output. She totals 410kg. enough<br />

<strong>for</strong> a silver medal behind eventual<br />

winner 25-year old Chu Yu of<br />

Chinese Taipei who edged Koykka<br />

by only 12.5 kg. overall. Koykka’s<br />

silver medal output however was<br />

enough to break <strong>and</strong> set 2 Masters<br />

world records aside from setting<br />

4 new world records <strong>and</strong> 7 Asian<br />

records. Koykka then put the icing<br />

on the cake winning second place<br />

of the Women’s Open Champion of<br />

Champions.<br />

Regie Ramirez quickly jumped<br />

into the 53kg. Juniors category medal<br />

tally after gold medal per<strong>for</strong>mances<br />

of 180kg in squat, 105kg. in<br />

benchpress <strong>and</strong> 197.5kg. deadlift.<br />

His per<strong>for</strong>mances in benchpress <strong>and</strong><br />

deadlift as well as his overall output<br />

of 487.5kg. were new Asian records.<br />

Ramirez’s closest counterpart of<br />

the tournament incidentally came<br />

from his teammate, Raph Hidalco<br />

of Metro Manila, who finished<br />

with four silver medals, all behind<br />

the 17 year old wonder from Brgy.<br />

Valencia.<br />

a 5-17-1 gold-silver-bronze medal<br />

Hawksbill returned to sea<br />

endangered Hawksbill turtle<br />

Friday night after it was trapped<br />

from a fish corral.<br />

CASO’s Irish Belmonte said<br />

that the tired turtle was delivered<br />

to their office about 5:30 in the<br />

afternoon that day by Bantay<br />

Dagat members from Brgy.<br />

Naungan, a coastal barangay<br />

of this city. She said that based<br />

on the report the said turtle was<br />

trapped at the fish corral of a<br />

certain Aniceto Galo of Purok 4<br />

of Brgy. Naungan.<br />

Belmonte said that she had<br />

to conduct quick documentation<br />

of the trapped turtle because it<br />

appeared to be exhausted. She<br />

said that when the turtle arrived at<br />

their office saliva was visibly seen<br />

coming from its mouth already.<br />

She added that they were not<br />

aware of the reason <strong>for</strong> the turtle’s<br />

exhaustion, but she it might have<br />

been because it struggled after it<br />

was trapped.<br />

“Wala sab me kasabot kung<br />

pawikan, mao nga naluya sa<br />

kadugay.” Belmonte stressed.<br />

The male sea turtle measuring<br />

40 mm in length <strong>and</strong> 37 mm in<br />

300 powerlifters from 16 nations<br />

around the world.<br />

Koykka now sits atop the<br />

Philippine powerlifting rankings<br />

with 516.663 points while Ramirez<br />

is the nation’s top junior with<br />

478.446 points.<br />

Belmonte said that it was the<br />

first Hawksbill turtle that they<br />

returned to sea this year after it<br />

October <strong>and</strong> November last year.<br />

Both were caught by fishermen,<br />

with the second being surrendered<br />

to their office by a conservationist<br />

who bought it from a fisherman<br />

who accidentally caught it.<br />

<strong>MOA</strong> <strong>signing</strong> from p.1<br />

Engr. Romeo G. Quiza. Pepito said<br />

that the <strong>MOA</strong> was the result of<br />

the request of the City Mayor <strong>for</strong><br />

the maintenance/improvement of<br />

the service <strong>road</strong>s of the Bao River<br />

Irrigation System which provides<br />

water to almost 70% of the city’s<br />

ricel<strong>and</strong>s.<br />

Councilor Pepito also<br />

disclosed that once the <strong>MOA</strong> is<br />

signed this would mean that the<br />

<strong>NIA</strong> <strong>road</strong>s in Station 1-413 to<br />

2-818 or some 1.405 kilometer<br />

will be widened. He added that<br />

<strong>expansion</strong> will also be done to<br />

Station 2-818 to 5-300 with a total<br />

length of 2.482 kilometers. These<br />

stations according to Councilor<br />

Pepito are located in the South<br />

Main Canal that provides water to<br />

the rice l<strong>and</strong>s in Brgys. Kadaohan,<br />

San Jose, Valencia, <strong>and</strong> Maticaa<br />

which is considered as the city’s<br />

rice granary. He said that once the<br />

<strong>MOA</strong> is signed a program of work<br />

will be made <strong>for</strong> the <strong>expansion</strong> of<br />

2.5 meters to the present <strong>road</strong>s<br />

in that area, thus making the<br />

widened <strong>road</strong>s about 5 meters in<br />

width already so two vehicles can<br />

traverse at the same time.<br />

Coastguard hopeful of the city’s lot donation<br />

After their courtesy call on<br />

Mayor Eric Codilla, the officers<br />

of the Philippine Coast Guard led<br />

by Captain Pablo T. Gonzales Jr.<br />

proceeded to see the members<br />

of the City Council headed by<br />

Vice Mayor Nepomuceno Aparis.<br />

Their purpose was to present<br />

the PCG’s plans <strong>and</strong> current<br />

situation since its separation from<br />

its mother unit based in Cebu<br />

City in late December 2011. The<br />

<strong>for</strong>mation of the said district was<br />

in consideration of the scope<br />

of Region 8 – in terms of l<strong>and</strong><br />

area, maritime jurisdiction <strong>and</strong><br />

population that requires a strong<br />

<strong>and</strong> active unit.<br />

Also in attendance during<br />

PCG’s presentation was<br />

Comm<strong>and</strong>er Antonio Cuasito of the<br />

Ormoc Station who is at the same<br />

time designated as the Chief of Staff<br />

<strong>and</strong> Comm<strong>and</strong>er Jimmy Elazegui of<br />

the 207 PCGA Squadron.<br />

The team in<strong>for</strong>med the 12 th<br />

Sanggunian of their primary mission<br />

which is to promote safety of life<br />

<strong>and</strong> property at sea at the same time<br />

safeguard <strong>and</strong> protect the maritime<br />

environment <strong>and</strong> resources.<br />

Apart from their presentation,<br />

the PCG officials also discussed<br />

their request <strong>for</strong> a lot donation <strong>for</strong><br />

their District Headquarters. Captain<br />

Gonzales told the council that he<br />

finds Ormoc ideal to house their<br />

equipments <strong>and</strong> personnel.<br />

allowed them the use of a 1,000<br />

square meter area <strong>for</strong> the Ormoc<br />

Station at the proposed PPA<br />

City Health puts up breastfeeding centers<br />

Another first in Ormoc!<br />

In its ef<strong>for</strong>t to promote E0 No. 51<br />

or the Milk Code of the Philippines,<br />

the City Health Department is<br />

putting up breastfeeding centers in<br />

different parts of this city.<br />

The first center will be set<br />

up at the second floor of the bus<br />

terminal. This choice was so as<br />

to allow bus passengers to have<br />

a decent breastfeeding center<br />

while waiting <strong>for</strong> their trips. City<br />

Nutrition Council Coordinator<br />

Rhiesa Lydia Nastor <strong>and</strong> Asst. City<br />

Health Officer Dr. Judith Lampong<br />

conducted an ocular inspection of<br />

<strong>expansion</strong> area. But with the<br />

assumption <strong>and</strong> installation of the<br />

new district where the Comm<strong>and</strong>er’s<br />

office is co-located with the Ormoc<br />

Station, this space would be too<br />

small. Captain Gonzales then<br />

saw the reclamation area in Brgy.<br />

Alegria <strong>and</strong> said it is suitable <strong>for</strong><br />

their needs.<br />

Comm<strong>and</strong>er Elazegui told<br />

Ang Ormocanon that Ormoc<br />

is the center of operation <strong>for</strong><br />

Eastern Visayas, as it serves as<br />

the gateway <strong>for</strong> Luzon thru the<br />

ports of Allen <strong>and</strong> Matnog in<br />

Samar <strong>and</strong> in Mindanao thru the<br />

the area last Friday <strong>and</strong> supervised<br />

the preparation conducted by CHD<br />

employees. The glass wall in the<br />

room allows people inside to see the<br />

flow of buses within the terminal,<br />

<strong>for</strong> mother-passengers to better<br />

monitor their trip schedules.<br />

The creation of a breastfeeding<br />

center is a project of the City<br />

Nutrition Council in connection<br />

College <strong>and</strong> AMA Computer<br />

Learning Center, resulting to<br />

multiple player ejection <strong>and</strong> how<br />

season <strong>for</strong> OCSSO basketball.<br />

Despite the non-participation of<br />

the St. Paul’s School Blue Knights<br />

(let’s face it, the Blue Knights are<br />

the darling of the crowd in Season<br />

4), the fans still flock to the games<br />

<strong>for</strong> another reason – Robert Lee<br />

Bolick Jr. <strong>and</strong> the scorching<br />

Ormoc Se San School Dragons.<br />

One cannot deny the fact that the<br />

Fil-American became the face of<br />

the league. His dedication to the<br />

game <strong>and</strong> contagious behavior<br />

inside the hardcourt is hard to<br />

replicate. It may cost the league<br />

a couple of years or more be<strong>for</strong>e<br />

they can fill the void of the lanky<br />

Birdman.<br />

Season 6 already has a major<br />

<strong>road</strong>block ahead of its inauguration<br />

– sustaining the intensity left by<br />

the Birdman <strong>and</strong> the Dragons.<br />

The mighty conquistadors of the<br />

powerhouse New Ormoc City<br />

National High School Eagles<br />

have already graduated <strong>and</strong> so<br />

are their preys. With some of the<br />

collegiate stalwarts also finishing<br />

their eligible playing years, the<br />

league is left with none but a<br />

few stars whose sparkles were<br />

overshadowed by the giants.<br />

Ormoc City Central School ace<br />

playmaker AJ Fiel also graduated<br />

yet due to his disadvantage in<br />

height, he might experience some<br />

s<strong>and</strong>papers be<strong>for</strong>e polishing into<br />

a crowd drawer in the secondary<br />

ranks, if ever.<br />

Shall the Blue Knights<br />

return to compete <strong>for</strong> Season<br />

6 or Tongonan National High<br />

School will throw in their entry<br />

to OCSSO, <strong>for</strong> sure, there still be<br />

no signs <strong>for</strong> the second coming of<br />

another Birdman. This is not to<br />

inflate the Birdman’s reputation<br />

but to stress how the lanky <strong>for</strong>ward<br />

trans<strong>for</strong>med the <strong>for</strong>mer doormats<br />

into winners. He’s been the face of<br />

determination <strong>and</strong> inspiration <strong>for</strong><br />

the league, evidently how fans<br />

loved him.<br />

So how is the league gonna<br />

cope up with the intensity The<br />

Training Center are shoe-ins but<br />

Ormoc City Chinese Chamber Of Commerce <strong>and</strong> Industry<br />

the sport. Simply pick a player/s<br />

<strong>for</strong> every team <strong>and</strong> one could<br />

already made a competitive squad<br />

<strong>for</strong> an All-Star Game. Now, how<br />

are the players be selected The<br />

league could allocate a single<br />

week, maybe 2 weeks after the<br />

opening of the season <strong>and</strong> open<br />

a single gate <strong>for</strong> admission. The<br />

OCSSO ManComm can designate<br />

personnel to man the casting of<br />

votes at the gate. After a weektime,<br />

all votes will be counted.<br />

The committee can also determine<br />

how much percentage the poll at<br />

the gates will get, those from the<br />

coaches poll, players poll <strong>and</strong> the<br />

media.<br />

The All-Star Week<br />

extravaganza will not only be<br />

games, it can also organize events<br />

bringing the league closer to its<br />

consumers. This activity can also<br />

entice corporate sponsors willing<br />

to shed off some financing while<br />

<strong>and</strong> doable. Then the games will<br />

follow. The league can also put the<br />

opening ceremonies’ slam dunk<br />

contest <strong>and</strong> three-point shootout<br />

during the All-Star Week.<br />

The All-Star extravaganza is<br />

not aimed to bloat these young<br />

stars’ minds that they are the<br />

cream-of-the-crop of the batch.<br />

This is <strong>for</strong> them to fully underst<strong>and</strong><br />

that beyond the physical plays <strong>and</strong><br />

hard fouls in the hardcourt is a<br />

boundless world that needs their<br />

support <strong>and</strong> aid. This is also to let<br />

them see that OCSSO isn’t just<br />

locked inside the playing grounds<br />

but has a social responsibility to<br />
