of Typhoon <strong>Sendong</strong> in <strong>Cagayan</strong><br />

<strong>de</strong> <strong>Oro</strong> City and Iligan City was<br />

<strong>de</strong>livered by <strong>hand</strong> last week. Atty.<br />

Augustine Vestil Jr., the City Legal<br />

Officer, confirmed this <strong>to</strong> Ang<br />

Ormocanon, adding that he was<br />

the one tasked <strong>to</strong> personally <strong>de</strong>liver<br />

the <strong>donation</strong>s <strong>to</strong> the stricken cities.<br />

Mayor Vicente Emano<br />

personally received the <strong>donation</strong><br />

on behalf of <strong>Cagayan</strong> <strong>de</strong> <strong>Oro</strong><br />

City, while an official from the<br />

Treasurer’s Office of Iligan City<br />

met with Atty. Vestil in <strong>Cagayan</strong><br />

<strong>de</strong> <strong>Oro</strong> <strong>to</strong> receive Ormoc’s aid for<br />

his city. The cities were given<br />

households in Brgy. Dolores<br />

While resi<strong>de</strong>nts in other cities<br />

in the Visayas are still using water<br />

pumps for their potable water,<br />

Brgy. Dolores, one of the upland<br />

barangays of this city, will in the<br />

next few days have water service<br />

<strong>de</strong>livered <strong>to</strong> their households.<br />

This came after Orwasa<br />

Superinten<strong>de</strong>nt Engr. Gervacio<br />

Germano Jr., announced during<br />

the Consultative Assembly in<br />

the said barangay last Friday<br />

that his office will start accepting<br />

application for Level III water<br />

service in the barangay proper.<br />

Germano said the household<br />

connections will start in the interior<br />

part of the barangay until the<br />

connection will be done all over<br />

the barangay proper. Germano<br />

ad<strong>de</strong>d they are just waiting for the<br />

connection of the pipes from the<br />

water tank in Milagro so the Level<br />

III connections in the barangay<br />

will commence.<br />

Germano’s announcement came<br />

after one of the problems mentioned<br />

during the Consultative Assembly<br />

was about one of the sitios facing a<br />

shortage of water. It will be recalled<br />

that the said barangay was formerly<br />

served by a private water supplier<br />

but it ran out of funds, prompting<br />

the city <strong>to</strong> establish a water tank<br />

<strong>to</strong> supply water there. When the<br />

multimillion water improvement<br />

project was un<strong>de</strong>rtaken by Mayor<br />

But instead the Presi<strong>de</strong>nt was in no hurry <strong>to</strong><br />

con<strong>de</strong>mn Llamas, invoking due process in<br />

behalf of his political adviser.<br />

With the more recent controversy with which<br />

Llamas is involved, this having <strong>to</strong> do with his alleged<br />

purchase of pirated DVDs, Pnoy simply says it is not<br />

his priority. If I may quote, he said, “…you know<br />

that we have so many problems. That DVD (issue) is<br />

kind of low on our [list of] priorities”<br />

God forgive me! The Presi<strong>de</strong>nt forgot his<br />

own advocacy of “daang matuwid”.<br />

It is really sad <strong>to</strong> note that with due respect<br />

<strong>to</strong> the Presi<strong>de</strong>nt, his office is constitutionally<br />

mandated <strong>to</strong> execute the law. On the basis of it,<br />

we have the “anti piracy law” <strong>to</strong> which he must<br />

see <strong>to</strong> it that all viola<strong>to</strong>rs must be put behind bars.<br />

This anti-piracy campaign is in<strong>de</strong>ed objectively<br />

<strong>hand</strong>led in or<strong>de</strong>r <strong>to</strong> secure and strengthen our<br />

music and movie industry.<br />

What an insult <strong>to</strong> the Optical Media Board<br />

when the Presi<strong>de</strong>nt himself said that DVD issue<br />

is kind of low on his list of priorities.<br />

I think his Excellency must review the state’s<br />

policy which <strong>de</strong>clared that --<br />

optical media in all forms are inimical <strong>to</strong><br />

economic growth and public interest. Towards<br />

this end, the State shall institute the means <strong>to</strong><br />

regulate the manufacture, mastering, replication,<br />

importation and exportation of optical media.<br />

Therefore, if I may conclu<strong>de</strong>, the Presi<strong>de</strong>nt<br />

should not have said that this DVD issue is not<br />

his no. 1 priority. This rampant piracy threatens<br />

the industry as well as the growth of the economy.<br />

What is fighting for corruption when the nation’s<br />

growth and <strong>de</strong>velopment are at stake because<br />

these are not the government’s priorities.<br />

Amidst this controversy, the KKK -<br />

kaibigan (friends), kaklase (classmates), and<br />

kabarilan (shooting buddy) as what Archbishop<br />

Emeritus Oscar Cruz has <strong>de</strong>scribed, should<br />

not be the primary consi<strong>de</strong>ration.<br />

Llamas should have been sanctioned that<br />

first time because it is unseemly for him <strong>to</strong> have<br />

an unlicensed high-powered assault rifle. In the<br />

recent issue, I think the Presi<strong>de</strong>nt should take a<br />

serious look at the doings of his Political Adviser.<br />

All issues must be prioritized specially<br />

if it concerns the growth and <strong>de</strong>velopment of<br />

the nation because people are <strong>de</strong>pen<strong>de</strong>nt on<br />

the stability of economy.


Constituents first, says Dolores<br />

Since the start of this year’s<br />

Barangay Visitation Program, it<br />

was the first time that the front<br />

seats were noticeably occupied by<br />

senior citizens while barangay and<br />

city officials including Mayor Eric<br />

Codilla sat at the back.<br />

Pedro Pepi<strong>to</strong> later explained his<br />

“style”, saying that his lea<strong>de</strong>rship<br />

values the constituents more,<br />

especially those “ nga mga edad<br />

edaran na”. He ad<strong>de</strong>d that he<br />

learned this style from the mayor<br />

himself as a secret weapon, which is<br />

why he is well loved by the people.<br />

The first term Barangay Captain also<br />

thanked those un<strong>de</strong>r him, including<br />

the barangay council, BHW, BNS,<br />

tanods, lupon ng tagapamayapa and<br />

everybody who contributed <strong>to</strong> the<br />

progress they have achieved. ”Mao<br />

ni usa sa mga secret nga akong nalearn<br />

sa mayor, busa kamong mga<br />

resi<strong>de</strong>nte labi na ang mgalolo og<br />

He said the essence of good<br />

lea<strong>de</strong>rship is leading by example,<br />

<strong>to</strong>ok the opportunity <strong>to</strong> praise and<br />

thank both his constituency and the<br />

administration of Mayor Codilla and<br />

palang sukad ta nakalingkod sa<br />

katungdanan nakatagamtam na<br />

tag mga projek<strong>to</strong>gikan sa syudad,<br />

magpasalamat ta sa a<strong>to</strong>ng mayor”.<br />

Councilor Rafael Omega as<br />

the Kagawad In-Charge. Hon.<br />

Omega said as he opened last<br />

Friday’s activity that this is the<br />

time “para magsabot sabot kun<br />

usab mahatagan ug reaksyon”.<br />

Among the concerns raised by<br />

barangay officials particularly <strong>to</strong><br />

the different puroks are barangay<br />

roads, water system, electric post,<br />

water tanks and <strong>to</strong>ilet bowls for<br />

sanitation purposes. They also<br />

requested for a hanging bridge in<br />

one of the sitios, a playground for<br />

the day care pupils and even water<br />

dispenser at their tanod outpost.<br />

On the other <strong>hand</strong>, a peace<br />

and or<strong>de</strong>r issue was also raised<br />

especially within the households<br />

or establishments near the school,<br />

involving the operation of a<br />

vi<strong>de</strong>oke. The school principal was<br />

worried that the problem may not<br />

be limited <strong>to</strong> the noise that disturbs<br />

classes but the possibility that<br />

gangs might converge and engage<br />

in activities related <strong>to</strong> drugs.<br />

VM Aparis explains process of road concreting in<br />

barangays<br />

In one of the barangay<br />

consultative assemblies earlier this<br />

year, Vice Mayor Nepomuceno P.<br />

Aparis I explained <strong>to</strong> the public and<br />

<strong>to</strong> barangay officials the process<br />

in concreting access roads in their<br />

respective villages.<br />

VM Aparis was urged <strong>to</strong><br />

inform the barangay officials as<br />

well as the public at large because<br />

one of the most common concerns<br />

The concreting of roads is<br />

easier if the road is already owned<br />

by the barangay. It only needs<br />

resolution <strong>to</strong> fund the concreting,<br />

the vice mayor said. This is not<br />

the case when the road is still<br />

within private property, in which<br />

case the owner must donate the<br />

same <strong>to</strong> the barangay or at least<br />

give his formal consent <strong>to</strong> its use.<br />

The <strong>donation</strong> has <strong>to</strong> be formalized<br />

via a Deed of Donation which is<br />

then submitted <strong>to</strong> the city mayor.<br />

Only then can the mayor endorse<br />

the project <strong>to</strong> the Sangguniang<br />

Panlungsod (SP) for funding.<br />

VM Aparis did give the<br />

assurance that the city council<br />

gives appropriate action<br />

especially if it is the priority<br />

project of the barangay.<br />

The vice mayor also<br />

explained that as head of SP, he<br />

makes sure that the legislative<br />

agenda complements the<br />

executive branch by appropriating<br />

funds through appropriation<br />

ordinances. This is because the<br />

program of the mayor is in the<br />

Annual Investment Plan (AIP).<br />

He said that un<strong>de</strong>r his lea<strong>de</strong>rship<br />

as vice mayor, the SP has since 2008<br />

gained awards in the region and<br />

nationwi<strong>de</strong> for the local legislative<br />

awards (LLA). One of the fac<strong>to</strong>rs<br />

is because every legisla<strong>to</strong>r has his<br />

or her own secretary and a lap<strong>to</strong>p<br />

computer. During sessions, every<br />

councilor uses these lap<strong>to</strong>ps <strong>to</strong><br />

make the process “paperless” and<br />

thus save money.<br />

In or<strong>de</strong>r <strong>to</strong> give exact <strong>de</strong>livery<br />

of the city government services, VM<br />

Aparis asked for all Ormocanons’<br />

cooperation and support.<br />

It will be recalled that the<br />

Ormoc City Council passed a<br />

resolution during its regular<br />

session last December 22,<br />

2010. In that resolution, the<br />

Sanggunian supported and<br />

approved the recommendation of<br />

the Local Disaster Risk Reduction<br />

Management Council <strong>to</strong> release a<br />

<strong>to</strong>tal of P1.5 Million as aid for the<br />

three cities affected by the typhoon.<br />

Atty. Vestil said this only showed<br />

that the present administration is<br />

sympatheticin giving assistance<br />

especially as the tragedy that<br />

hit <strong>Cagayan</strong> <strong>de</strong> <strong>Oro</strong>, Iligan and<br />

Valencia was also experienced by<br />

Ormocanons in 1991.<br />

that this is just part of the routine<br />

inspection conducted by his office<br />

on all water tanks being used<br />

in every barangay. Moreover,<br />

Engr. Germano explained that<br />

among the reason why they should<br />

conduct inspection of the water<br />

tank is also <strong>to</strong> <strong>de</strong>termine if the tank<br />

needs only a repair or requires <strong>to</strong>tal<br />

reconstruction.<br />

No less than 85% of the world’s<br />

successful millionaires are college<br />

dropouts. This surprising bit of<br />

information was revealed by City<br />

Councilor Felomino “Menoy”<br />

Maglasang during his speech at the<br />

graduation rites of Batches 24 and<br />

25 of the Sharing Computer Access<br />

Locally and Abroad (SCALA)<br />

program last January 24.<br />

Councilor Maglasang, chair of<br />

the Sangguniang Panlungsod’s (SP)<br />

Committee on Education sought <strong>to</strong><br />

encourage the 21 graduates of the 2<br />

batches by pointing out that billionaire<br />

Bill Gates, owner of Microsoft,<br />

dropped out of college. He said he sees<br />

the graduates being better persons now<br />

than they were 6 months ago when<br />

they un<strong>de</strong>rwent the basic computer<br />

training. The <strong>to</strong>ga they were wearing<br />

justifies this, he ad<strong>de</strong>d.<br />

The councilor went on <strong>to</strong> say<br />

that employment opportunities<br />

nowadays are scarce and very<br />

competitive. “Filipino mentality is<br />

commonly employment oriented.<br />

But I will challenge you <strong>to</strong> go<br />

beyond with it through research<br />

as what the college dropout did or<br />

become an entrepreneur like most of<br />

the Chinese,” he said.<br />

the opening ceremonies of the 20 th<br />

Eastern Visayas Regional Athletic<br />

Association (EVRAA) held at the<br />

Maasin City Sports Center Sunday.<br />

The DepEd officials were led<br />

by City Division Superinten<strong>de</strong>nt<br />

Sol Lumarda and Ernes<strong>to</strong> Barquio,<br />

Division Supervisor for Sports.<br />

Ormoc City sent 484 players,<br />

coaches and chaperons, 96 officials<br />

including honoraries, kitchen<br />

personnel and 39 regional officials.<br />

They <strong>de</strong>legation is billeted at the<br />

Asuncion Elementary School in<br />

Brgy. Asuncion, Maasin City.<br />

Upon his arrival, Capahi<br />

conducted an ocular inspection of<br />

the billeting quarters of the Ormoc<br />

City <strong>de</strong>legation. Saying that his<br />

immediate concern was the welfare<br />

of the athletes, Bingo checked on<br />

the water supply and sanitation<br />

facilities. Although there were<br />

teams assigned <strong>to</strong> smaller rooms,<br />

Bingo said he was generally satisfied<br />

with the official quarters.<br />

2 nd Puhaniño festival a success<br />

A big crowd filled the Brgy.<br />

Punta covered court last Sunday,<br />

January 29, <strong>to</strong> witness the success<br />

of the 2 nd Puhaniño festival.<br />

Puhaniño, the shortened term<br />

for “Puntahanon Halad Alang Kang<br />

Señor S<strong>to</strong>. Niño”, is patterned after the<br />

Sinulog Festival in Cebu. Puhaniño<br />

started last year through the initiative<br />

of Brgy. Chairman Glenn Alvin<br />

Maglasang. This year’s festival was<br />

even more colorful and successful. It<br />

was participated in by 9 puroks in the<br />

barangay. Maglasang hopes that next<br />

year’s festival will be participated by<br />

all puroks (sitio) in Punta.<br />

The festival started with<br />

a holy mass celebrated by Fr.<br />

Gilbert Urbina. Street Dancing<br />

drew crowds on the streets outsi<strong>de</strong><br />

Brgy. Punta. Dancers gave their<br />

best performances <strong>de</strong>spite the<br />

scorching heat of the sun as they<br />

were rated by panel of judges.<br />

The grand showdown had the<br />

audience breaking out in cheers.<br />

The beat of drums and trumpets<br />

comman<strong>de</strong>d the movement of the<br />

dancers. Costumes and props<br />

served as ad<strong>de</strong>d attractions <strong>to</strong> every<br />

contingent’s performance, with<br />

each one portraying the miraculous<br />

healing powers of the S<strong>to</strong>. Niño.<br />

The festival was open <strong>to</strong> the<br />

public, with senior citizens being<br />
