B. Event Notification Short - Range Action Steps (20<strong>08</strong> – 2013)<br />
• Install additional reader boards as part <strong>of</strong> the welcome sign at gateway locations to inform<br />
the public <strong>of</strong> heritage and cultural events.<br />
i. <strong>Deltona</strong> Boulevard and Debary Avenue<br />
ii. Howland Boulevard and State Road 415<br />
• Implement a signage and banner program to promote heritage and cultural events (see<br />
Figure 30).<br />
4.2.8 Public Safety Facility<br />
Having a centralized public safety facility will better meet the needs <strong>of</strong> <strong>Deltona</strong> residents during<br />
emergency/disaster situations. The facility may combine Fire, Emergency Medical Service and<br />
Police Departments, and facilitate as an emergency operations and training center to effectively<br />
and efficiently serve <strong>Deltona</strong> and Volusia County in saving lives (see Figure 31).<br />
The Destination <strong>Deltona</strong> Community Strategic <strong>Plan</strong> identified the need to provide the most<br />
advanced emergency medical and fire protection; and concentration <strong>of</strong> services and facilities to<br />
improve public health, safety and welfare.<br />
ACTION STEPS<br />
A. Facility Development Short to Mid - Range Action Steps (20<strong>08</strong> – 2019)<br />
• Develop a partnership with Volusia County to integrate emergency services and the shared<br />
cost for the development and operation <strong>of</strong> a centralized public safety facility.<br />
• Centrally locate a public safety facility in the State Road 472 Activity Center along a major<br />
arterial road (i.e., Howland Boulevard or <strong>Deltona</strong> Boulevard) to be highly visible, as part <strong>of</strong><br />
the civic hub.<br />
• Develop partnerships with private property owners to aggregate suitable parcels for buildings<br />
and training grounds.<br />
• Continue to maintain the <strong>City</strong>’s high level <strong>of</strong> advanced training and skills for emergency<br />
medical and firefighting personnel.<br />
4.3 Roads and Transportation<br />
The ability to travel easily from place to place within the <strong>City</strong> <strong>of</strong> <strong>Deltona</strong>, and to and from destinations is<br />
a critical factor in establishing and maintaining a good quality <strong>of</strong> life. Further roadway studies and<br />
improvements are necessary to maintain roadway operations and to meet the demand <strong>of</strong> future<br />
developments.<br />
As <strong>Deltona</strong> becomes more urbanized and congested, the need to improve roadway safety, public<br />
transit, pedestrian access and bicycle lanes are essential to help residents, visitors and casual travelers<br />
to navigate more easily through the <strong>City</strong> and access important commercial and civic destinations. In<br />
addition, providing locations for park and ride lots/garages as part <strong>of</strong> the regional transit system and<br />
consolidating parking lots will reduce vehicular travel on the roadways to prevent congestion.<br />
During the “Destination <strong>Deltona</strong>” strategic planning workshops, the participants identified improvements<br />
to roadways, sidewalk and greenway connections, bicycle lanes, public transit and parking facilities.<br />
