proposal, it may be kept <strong>in</strong> m<strong>in</strong>d that for<br />

• Projects proposed for benefit <str<strong>on</strong>g>of</str<strong>on</strong>g> SC families<br />

<strong>on</strong>ly, <str<strong>on</strong>g>the</str<strong>on</strong>g> project locati<strong>on</strong> can be anywhere<br />

with<strong>in</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> state <str<strong>on</strong>g>of</str<strong>on</strong>g> Odisha.<br />

• For projects proposed for ST families <strong>on</strong>ly,<br />

<str<strong>on</strong>g>the</str<strong>on</strong>g> project locati<strong>on</strong> should be outside <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

ITDA, MADA and Cluster areas <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> state.<br />

submissi<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> proposal is kept <strong>on</strong> 15 th October 2012,<br />

proposals from agencies are <strong>in</strong>vited and shall be<br />

accepted throughout <str<strong>on</strong>g>the</str<strong>on</strong>g> year. The evaluati<strong>on</strong><br />

committee at <str<strong>on</strong>g>the</str<strong>on</strong>g> state <str<strong>on</strong>g>of</str<strong>on</strong>g>fice <str<strong>on</strong>g>of</str<strong>on</strong>g> OSFDC shall review<br />

<str<strong>on</strong>g>the</str<strong>on</strong>g> proposal <strong>on</strong> quarterly basis and communicate to<br />

<str<strong>on</strong>g>the</str<strong>on</strong>g> respective agencies.<br />

C<strong>on</strong>sortium is not allowed for submitt<strong>in</strong>g<br />

proposals. The eligibility criteria may be read as<br />

“The organizati<strong>on</strong>/Instituti<strong>on</strong> should be a not for<br />

pr<str<strong>on</strong>g>of</str<strong>on</strong>g>it organizati<strong>on</strong> such as Govt. registered societies,<br />

VOs, Not for pr<str<strong>on</strong>g>of</str<strong>on</strong>g>it mak<strong>in</strong>g agencies, Community<br />

based <strong>in</strong>stituti<strong>on</strong>s/ Societies registered under <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

c<strong>on</strong>cerned Indian Laws”.<br />

It is clarified that <str<strong>on</strong>g>the</str<strong>on</strong>g> blocks hav<strong>in</strong>g SC BPL families<br />

c<strong>on</strong>stitut<strong>in</strong>g 20% or more <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> total should be <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

priority blocks. However, <str<strong>on</strong>g>the</str<strong>on</strong>g> c<strong>on</strong>diti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> 20% SC<br />

populati<strong>on</strong> as a criteria for selecti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> blocks is<br />

removed.<br />

It is clarified that each <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> proposals submitted<br />

should cover at least 150-200 SC BPL families.<br />

The criteria is removed.<br />

The f<strong>in</strong>ancial Ceil<strong>in</strong>g <str<strong>on</strong>g>of</str<strong>on</strong>g> Rs. 50 Lakh as annual turn<br />

over <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> agency for <str<strong>on</strong>g>the</str<strong>on</strong>g> last three f<strong>in</strong>ancial years is<br />

reduced to Rs. 30 lakhs per annum for <str<strong>on</strong>g>the</str<strong>on</strong>g> last<br />

three c<strong>on</strong>secutive years. The details <str<strong>on</strong>g>of</str<strong>on</strong>g> annual<br />

turnover and net worth duly signed by a Charted<br />

Account for different f<strong>in</strong>ancial year is to be<br />

menti<strong>on</strong>ed <strong>in</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> proposal.<br />

7 Whe<str<strong>on</strong>g>the</str<strong>on</strong>g>r beneficiary<br />

c<strong>on</strong>tributi<strong>on</strong> shall be a<br />

part <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> total<br />

project cost.<br />

8 In case <str<strong>on</strong>g>of</str<strong>on</strong>g> villages<br />

hav<strong>in</strong>g both SC and<br />

It is clarified that <str<strong>on</strong>g>the</str<strong>on</strong>g> <strong>in</strong>terventi<strong>on</strong>s shall be for<br />

enhancement <str<strong>on</strong>g>of</str<strong>on</strong>g> livelihood and ec<strong>on</strong>omic status <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

SC&ST households. However, <str<strong>on</strong>g>the</str<strong>on</strong>g> projects with<br />

implementati<strong>on</strong> through SHG/Group/JLG mode shall<br />

be preferred.<br />

It is clarified that <str<strong>on</strong>g>the</str<strong>on</strong>g> OSFDC shall facilitate <strong>in</strong><br />

gett<strong>in</strong>g <str<strong>on</strong>g>the</str<strong>on</strong>g> fund from <str<strong>on</strong>g>the</str<strong>on</strong>g> <strong>gov</strong>t. agencies/ schemes<br />

from where fund/ grant is proposed for. However, it<br />

does not commit <str<strong>on</strong>g>the</str<strong>on</strong>g> amount proposed under<br />

c<strong>on</strong>vergence model.<br />

The implement<strong>in</strong>g agencies have to follow up with<br />

<str<strong>on</strong>g>the</str<strong>on</strong>g> c<strong>on</strong>cerned department/ <str<strong>on</strong>g>of</str<strong>on</strong>g>fices for gett<strong>in</strong>g <str<strong>on</strong>g>the</str<strong>on</strong>g> fund<br />

proposed under c<strong>on</strong>vergence model.<br />

Yes. The beneficiary c<strong>on</strong>tributi<strong>on</strong> is to be <strong>in</strong>cluded<br />

while work<strong>in</strong>g out <str<strong>on</strong>g>the</str<strong>on</strong>g> project cost and should be a<br />

part <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> total project cost. However, such<br />

c<strong>on</strong>tributi<strong>on</strong> should be judiciously arrived at and may<br />

even <strong>in</strong>clude <strong>in</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> form <str<strong>on</strong>g>of</str<strong>on</strong>g> labour.<br />

It is clarified that <strong>in</strong> case <str<strong>on</strong>g>the</str<strong>on</strong>g> proposal targets for<br />

development <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> villages hav<strong>in</strong>g both SC & ST<br />

under two different sources.<br />

1. For SC beneficiaries, <str<strong>on</strong>g>the</str<strong>on</strong>g> fund<strong>in</strong>g source shall<br />

be from SCA-SCSP.<br />

2. For ST beneficiaries, <str<strong>on</strong>g>the</str<strong>on</strong>g> fund<strong>in</strong>g source shall<br />

be from SCA-TASP.<br />

It is to be clearly menti<strong>on</strong>ed <strong>in</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> project cost sheet<br />

al<strong>on</strong>gwith detailed number <str<strong>on</strong>g>of</str<strong>on</strong>g> beneficiaries covered<br />

<strong>in</strong> each category.<br />

It is clarified that <str<strong>on</strong>g>the</str<strong>on</strong>g> 6% adm<strong>in</strong>istrative cost shall be<br />

calculated as 6% <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> project cost proposed under<br />

SCA-TSP and/or SCA-SCSP. In case <str<strong>on</strong>g>of</str<strong>on</strong>g> proposals<br />

submitted <strong>in</strong> c<strong>on</strong>vergence model, it is to be<br />

proporti<strong>on</strong>ately proposed under <str<strong>on</strong>g>the</str<strong>on</strong>g> schemes. In case,<br />

<str<strong>on</strong>g>the</str<strong>on</strong>g> c<strong>on</strong>verged scheme does not have a provisi<strong>on</strong> for<br />

adm<strong>in</strong>istrative cost, for good quality proposals, based<br />

<strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g>ir feasibility <strong>on</strong> case to case basis, <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

adm<strong>in</strong>istrative cost may be <strong>in</strong>creased up to 10% <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

SCA-SCSP under <str<strong>on</strong>g>the</str<strong>on</strong>g> same proposal shall be limited<br />

to 50 lakh <strong>on</strong>ly.<br />
