period of minimum five years.

Order Book Status
In the recent years the yard is more focused on building offshore supporting vessels like PSVs, AHTS, Tugs etc.
Present order book contains 14 offshore supporting vessels which includes ‘Clean Design’ category of vessels for
different foreign owners, and 20 nos of Fast Patrol Vessel for Coast Guard.
3. The terms and conditions are enclosed herewith.
4. Any clarification for the terms and conditions can be had from the office of Deputy General Manager, Small
Ship Division.
5. After ascertaining capabilities, past performance etc. the short listed candidates will be called for discussion at
CSL. The firms are requested to give the details of their company including the financial and technical
capabilities, the nature of work presently done, number of employees in their rolls etc.
6. Application for Expression of interest has to be submitted to the office of Deputy General Manager , Small
Ship Division, Cochin Shipyard Ltd, Cochin -682015, Kerala State, India superscripting “ Application for
Hull prime Partner”, Application for Pipe and machinery prime partner” or “Application for Surface
preparation and painting prime partner” on or before 30 April 2011.

1. Scope
TERMS & CONDITIONS
A. Hull - Erection of all hull Blocks/units in dry dock and make vessel ready for launching after
ensuring welding and structural integrity of tanks/boundaries of vessels. At a later stage block
fabrication can also be included in the work content. However the yard reserves the right to
allocate full or part of a vessel depending upon the capability of the firm. The indicative vessels
envisaged are Off shore vessels PSVs, AHTS, Tugs, Dredgers other similar vessels of length x
width up to 100 x 22 meter
B. Outfitting – To undertake pipe spool fabrication, pressure testing, blasting, pickling &
galvanizing, onboard installation, commissioning of total piping systems, all hull outfitting,
machinery installation and commissioning/dock trials of equipments of vessels. However the
yard reserves the right to allocate full or part of a vessel depending upon the capability of the
firm. The indicative vessels envisaged are Off shore vessels PSVs, AHTS, Tugs, Dredgers other
similar vessels of length x width up to 100 x 22 meter.
C. Surface preparation and painting – To undertake surface preparation and painting works of both on
block and onboard the vessels. The idea is to allocate one vessel with a specified painting scheme as per
the technical specification of the vessel so that both supply of paints as well as application as per the
specified thickness can be carried out till the delivery of vessels. The work involves apart from block
blasting in coating shops , the tank painting, hull exterior preparation and ptg in dock, preparation like –
power tooling inside compartments and machinery spaces, water blasting on decks , tank coating
including blasting as specified in the scheme.
2. Division of activities and facilities
A. Scope of Firm – Hull
1. Preparation of work schedule for entire work.
2. Maintain sufficient Man power for executing work.
3. Block erection, Fit up, fairing, welding, Dry survey, Grinding, minor modification.
4. Tank testing – air test, hydraulic test, prior outfit, post outfit - as applicable. Required fresh water for hydraulic
test shall be arranged by partner.
5. Rectification of survey comments, any other minor work to meet class and Owner s requirement.
6. Marking and identification.
7. NDT- DP
8. Preparation and application of one coat of primer on burnt areas.
9. Supply cum arranging required general and spot lightings in block and onboard to meet yard safety standards.
Lights / wires and execution by contractor. Yard will supply only power.
10. Auto level for erection of blocks.
11. Measuring tools
12. Supply cum arranging required ventilation blowers / exhaust fans to meet yard safety standards.
13. Supply cum arranging required staging / materials to meet yard safety standards.
14. Collection of CSL supplied materials from stores.
15. Scrap removal and maintain clean work environment.
16. Transportation of blocks / materials between shop and vessel construction site
17. Required number of electric ovens - Portable type electrode drying
18. Required number of pneumatic flux chippers
19. Required number of Tank testing - air test kit.
20. Required number of welding machinery (Manual & Co2) / Rectifier set etc along with necessary length cables.
21. Cutting torches with hoses of necessary length etc.
22. Welding consumables approved by CSL

23. Other consumables like grinding wheels, buffing wheels along with necessary machinery.
24. IRS/ DNV / ABS class approved qualified welders and welder identity card.
25. Required number of Transformers – 110V and 24V
26. Required number of Portable cutting machines IK 72 T/ IK 12 MAX 3 SP-300 / IK 54D
27. All necessary PPEs
28. Required number of Tested slings, wire rope, light weight chain pulleys (of capacities 2, 3, 5&10 Tons),
shackles, bottle screws (2,4& 6Tons) and other lifting items.
29. Sufficient light weight - hydraulic jacks with pumps (Horizontal / vertical) ( of capacities 2,5,10,25,50 & 100
Tons), push pull jacks ( of capacities 25 &50 Tons)& mechanical jacks (of capacities 2, 3, 5&10 Tons),
30. Cotton boiler suits, hand tools
31. Safety items.
32. Container for storage and site office.
33. Material transporting vehicles like multipurpose pick up van.
34. Necessary man power for executing the project including Quality control, safety, rigging etc.
35. All statutory laws / labour welfare etc. existing in yard shall be complied.
36. Round the clock working whenever required.
37. The firm shall be conversant with the existing labour situation/ practices in CSL.
38. Transport to & fro from yard/ accommodation for the employees, if required.
39. Separate team set up to handle works, Staging, material movement, onboard electrical servicing, material
movement, planning, Store management/ procurement /custom formalities, safety, inspection & quality
control, HR for laisoning CSL officials for entry pass etc shall be set up by the firm. The organization structure
of the firm shall cater to minimum above which can be further expanded depending upon the requirements.
Note: The above are given for guidance. Any other related activity / required items which normally happens in
ship building and not mentioned in yard scope shall also be included in the scope.
Scope of Firm –
B. Piping, machinery installation/commissioning and Hull Outfitting.
1. Preparation of work schedule for entire work.

3. Fabrication of pipe spools, Fit up, welding, Dry survey, Grinding shop inspection and testing.
4. Arrangement of skids for fabrication.
5. Procurement of identified materials for the work like flanges, fittings et, bolts, nut, zero asbestos free gasket,
pipe clamps, out fit angles/ profiles, rods, chequered plates, flushing oil which are non-class etc.
6. Pickling of pipes applying one coat primer.
7. Blasting and galvanizing of pipes.
8. Blasting and applying one coat of primer on miscellaneous items including pipes wherever required.
9. Procurement/ fabrication of pipe clamps as per drawings.
10. Procurement/ fabrication miscellaneous outfit items as per drawings.
11. Onboard installation, pressure testing and commissioning of pipes including flushing of oil pipes.
12. Installation and final commissioning of machinery including sea trials.
13. Rectification of survey comments, any other minor work to meet class and Owner s requirement.
14. Marking and identification.

17. Collection of CSL supplied materials from stores.
18. Transportation of materials between shop and vessel.
19. Blasting and applying one coat of primer. Copper slag supply under contractor’s scope.

23. Supply cum arranging required general and spot lightings in block and onboard to meet yard safety standards.

Scope of Firm –
C. Surface preparation and painting
1. Maintain sufficient Man power for executing work.
2. Procurement of required quantity of paints as per the desired thickness application on the vessel.
3. Blasting and applying one coat of primer on miscellaneous items including pipes wherever required.
4. Inspection / rectification based on comments of paint representative, owner’s reps and yard personnel.
Calibrated inspection equipments shall be under firm’s scope.
5. Associated waste removal and cleaning,
6. Arranging block movements.
7. Collection of CSL supplied materials, if any, from stores.
8. Transportation of materials between shop and vessel.
9. Blasting and applying one coat of primer / or system coats of hull blocks
10. Onboard preparation right from hull exterior onwards and painting on all areas as per the scheme till the
delivery of vessels.
11. Hot work area preparation and touch ups.
12. Final cleaning of vessel.
13. Close co-ordination with yard other teams like hull, piping. Electrical and accommodation teams.
14. Class inspection for vessels having PSPC notation and maintaining of documents.
15. Supply cum arranging required general and spot lightings in block and onboard to meet yard safety standards.
Lights / wires and execution by contractor. Yard will supply only power.
16. Supply cum arranging required ventilation blowers / exhaust fans, Humidifiers to meet yard safety / painting
standards.

33. Separate team set up to handle works, Staging, material movement, onboard electrical servicing, material
movement, planning, Store management/ procurement, safety, inspection & quality control, HR for laisoning

• Supply of oxygen, nitrogen, argon, acetylene, LPG, CO 2
• Supply of compressed air at the utility point.
• Electric supply of 440V and 230V at the designated switchboards.
• Water.
• Load testing tanks for DG commissioning. ( For machinery team)
• Blocks concrete/ wood for erection of units
• Gangways/ tower etc.
• Issuing of entry pass for employees. But all necessary formalities shall be completed by firm.
• Required area for construction activities land/ dock/ berths etc.
• Cranage, material movement equipment, transporter, forklift etc subject to non- availability on
account of maintenance.
• X-ray, UT tests etc for normal scope.
• Drawings for the works.
• All surveyed hull blocks.
• Pipes/ elbows cut and formed based on drawing from yard/ site sketches by the firm ( For piping
teams)
• Material supply for outfitting all major machinery and other items to be discussed during
finalization. (Piping & Machinery team)
• Communication connection/ internet/ telephone. Initial and monthly charges shall be on payment
basis.
• Pickling Tanks will be provided by yard but consumables shall be contractors’ scope ( For Piping team)
• Any yard facility not specifically mentioned in above can be spared to contractor based on
availability subject to reasonable rental charges.
• Regarding storage facility & office space final decision will be made after the selection of prime
contractors.
• Major safety extinguishers etc.
• Paint coating shops as per requirement with existing facilities and those which are updated as and
when.(For painting team)
D. Eligibility Criteria
Organization must have sufficient financial strength to undertake the jobs. Further past experience
In undertaking hull or outfitting related engineering works/ business will be advantageous.

E. Period of work in CSL & Methodology of payment
The selected and finally short listed firms / prime contractors will be awarded the full related work of
vessels as per the “Scope of work” for a duration of 3 years and can be extended to 2 more years
depending upon satisfactory performance or till the completion of existing projects. Further extension can
be made based on mutual agreement. The works are construction of small vessels like off shore vessels,
tugs, dredgers etc.
The yard proposes to adopt a lump sum payment method for the vessel/ part of vessel with stage payment
based on cardinal activities. However the firm can indicate the payment methodology and the exact
methodology will be decided at the end of selection process after discussion with selected firms. The firm
shall be conversant with the existing tax laws with respect to Kerala state and central government.
CSL will have operation of more than one new building project at a time. Yard at their sole discretion may
allocate a project full or part of the vessel or all the projects in the same series depending upon the
capability of firm on competitive quotation/ pricing. The firm which is most competitive will be offered
the job. The yard is planning to have MoU with the selected firms based on which a portion of future
orders could be taken. Exact details of MoU will be finalized based on selection of capable firms for the
above works.
F. Attached format may be filled by the firm while submitting the EOI. Any details for which further documents
need to be submitted the same shall also be furnished. We are sourcing out firm for each type A, B or C.
A firm is expected to respond for one category. However if they are interested for two or more separate form
shall be filled.
