Order Book Status<br />

In the recent years the yard is more focused on building <strong>of</strong>fshore supporting vessels like PSVs, AHTS, Tugs etc.<br />

Present order book contains 14 <strong>of</strong>fshore supporting vessels which includes ‘Clean Design’ category <strong>of</strong> vessels <strong>for</strong><br />

different <strong>for</strong>eign owners, and 20 nos <strong>of</strong> Fast Patrol Vessel <strong>for</strong> Coast Guard.<br />

3. The terms and conditions are enclosed herewith.<br />

4. Any clarification <strong>for</strong> the terms and conditions can be had from the <strong>of</strong>fice <strong>of</strong> Deputy General Manager, Small<br />

Ship Division.<br />

5. After ascertaining capabilities, past per<strong>for</strong>mance etc. the short listed candidates will be called <strong>for</strong> discussion at<br />

CSL. The firms are requested to give the details <strong>of</strong> their company including the financial and technical<br />

capabilities, the nature <strong>of</strong> work presently done, number <strong>of</strong> employees in their rolls etc.<br />

6. Application <strong>for</strong> Expression <strong>of</strong> <strong>interest</strong> has to be submitted to the <strong>of</strong>fice <strong>of</strong> Deputy General Manager , Small<br />

Ship Division, <strong>Cochin</strong> <strong>Shipyard</strong> Ltd, <strong>Cochin</strong> -682015, Kerala State, India superscripting “ Application <strong>for</strong><br />

Hull <strong>prime</strong> Partner”, Application <strong>for</strong> Pipe and machinery <strong>prime</strong> partner” or “Application <strong>for</strong> Surface<br />

preparation and painting <strong>prime</strong> partner” on or be<strong>for</strong>e 30 April 2011.


1. Scope<br />

TERMS & CONDITIONS<br />

A. Hull - Erection <strong>of</strong> all hull Blocks/units in dry dock and make vessel ready <strong>for</strong> launching after<br />

ensuring welding and structural integrity <strong>of</strong> tanks/boundaries <strong>of</strong> vessels. At a later stage block<br />

fabrication can also be included in the work content. However the yard reserves the right to<br />

allocate full or part <strong>of</strong> a vessel depending upon the capability <strong>of</strong> the firm. The indicative vessels<br />

envisaged are Off shore vessels PSVs, AHTS, Tugs, Dredgers other similar vessels <strong>of</strong> length x<br />

width up to 100 x 22 meter<br />

B. Outfitting – To undertake pipe spool fabrication, pressure testing, blasting, pickling &<br />

galvanizing, onboard installation, commissioning <strong>of</strong> total piping systems, all hull outfitting,<br />

machinery installation and commissioning/dock trials <strong>of</strong> equipments <strong>of</strong> vessels. However the<br />

yard reserves the right to allocate full or part <strong>of</strong> a vessel depending upon the capability <strong>of</strong> the<br />

firm. The indicative vessels envisaged are Off shore vessels PSVs, AHTS, Tugs, Dredgers other<br />

similar vessels <strong>of</strong> length x width up to 100 x 22 meter.<br />

C. Surface preparation and painting – To undertake surface preparation and painting works <strong>of</strong> both on<br />

block and onboard the vessels. The idea is to allocate one vessel with a specified painting scheme as per<br />

the technical specification <strong>of</strong> the vessel so that both supply <strong>of</strong> paints as well as application as per the<br />

specified thickness can be carried out till the delivery <strong>of</strong> vessels. The work involves apart from block<br />

blasting in coating shops , the tank painting, hull exterior preparation and ptg in dock, preparation like –<br />

power tooling inside compartments and machinery spaces, water blasting on decks , tank coating<br />

including blasting as specified in the scheme.<br />

2. Division <strong>of</strong> activities and facilities<br />

A. Scope <strong>of</strong> Firm – Hull<br />

1. Preparation <strong>of</strong> work schedule <strong>for</strong> entire work.<br />

2. Maintain sufficient Man power <strong>for</strong> executing work.<br />

3. Block erection, Fit up, fairing, welding, Dry survey, Grinding, minor modification.<br />

4. Tank testing – air test, hydraulic test, prior outfit, post outfit - as applicable. Required fresh water <strong>for</strong> hydraulic<br />

test shall be arranged by partner.<br />

5. Rectification <strong>of</strong> survey comments, any other minor work to meet class and Owner s requirement.<br />

6. Marking and identification.<br />

7. NDT- DP<br />

8. Preparation and application <strong>of</strong> one coat <strong>of</strong> <strong>prime</strong>r on burnt areas.<br />

9. Supply cum arranging required general and spot lightings in block and onboard to meet yard safety standards.<br />

Lights / wires and execution by contractor. Yard will supply only power.<br />

10. Auto level <strong>for</strong> erection <strong>of</strong> blocks.<br />

11. Measuring tools<br />

12. Supply cum arranging required ventilation blowers / exhaust fans to meet yard safety standards.<br />

13. Supply cum arranging required staging / materials to meet yard safety standards.<br />

14. Collection <strong>of</strong> CSL supplied materials from stores.<br />

20. Required number <strong>of</strong> welding machinery (Manual & Co2) / Rectifier set etc along with necessary length cables.<br />

21. Cutting torches with hoses <strong>of</strong> necessary length etc.<br />

22. Welding consumables approved by CSL


23. Other consumables like grinding wheels, buffing wheels along with necessary machinery.<br />

24. IRS/ DNV / ABS class approved qualified welders and welder identity card.<br />

26. Required number <strong>of</strong> Portable cutting machines IK 72 T/ IK 12 MAX 3 SP-300 / IK 54D<br />

shackles, bottle screws (2,4& 6Tons) and other lifting items.<br />

29. Sufficient light weight - hydraulic jacks with pumps (Horizontal / vertical) ( <strong>of</strong> capacities 2,5,10,25,50 & 100<br />

Tons), push pull jacks ( <strong>of</strong> capacities 25 &50 Tons)& mechanical jacks (<strong>of</strong> capacities 2, 3, 5&10 Tons),<br />

30. Cotton boiler suits, hand tools<br />

31. Safety items.<br />

32. Container <strong>for</strong> storage and site <strong>of</strong>fice.<br />

33. Material transporting vehicles like multipurpose pick up van.<br />

34. Necessary man power <strong>for</strong> executing the project including Quality control, safety, rigging etc.<br />

35. All statutory laws / labour welfare etc. existing in yard shall be complied.<br />

36. Round the clock working whenever required.<br />

37. The firm shall be conversant with the existing labour situation/ practices in CSL.<br />

38. Transport to & fro from yard/ accommodation <strong>for</strong> the employees, if required.<br />

39. Separate team set up to handle works, Staging, material movement, onboard electrical servicing, material<br />

movement, planning, Store management/ procurement /custom <strong>for</strong>malities, safety, inspection & quality<br />

control, HR <strong>for</strong> laisoning CSL <strong>of</strong>ficials <strong>for</strong> entry pass etc shall be set up by the firm. The organization structure<br />

<strong>of</strong> the firm shall cater to minimum above which can be further expanded depending upon the requirements.<br />

Note: The above are given <strong>for</strong> guidance. Any other related activity / required items which normally happens in<br />

ship building and not mentioned in yard scope shall also be included in the scope.<br />

4. Arrangement <strong>of</strong> skids <strong>for</strong> fabrication.<br />

5. Procurement <strong>of</strong> identified materials <strong>for</strong> the work like flanges, fittings et, bolts, nut, zero asbestos free gasket,<br />

pipe clamps, out fit angles/ pr<strong>of</strong>iles, rods, chequered plates, flushing oil which are non-class etc.<br />

6. Pickling <strong>of</strong> pipes applying one coat <strong>prime</strong>r.<br />

7. Blasting and galvanizing <strong>of</strong> pipes.<br />

8. Blasting and applying one coat <strong>of</strong> <strong>prime</strong>r on miscellaneous items including pipes wherever required.<br />

9. Procurement/ fabrication <strong>of</strong> pipe clamps as per drawings.<br />

10. Procurement/ fabrication miscellaneous outfit items as per drawings.<br />

11. Onboard installation, pressure testing and commissioning <strong>of</strong> pipes including flushing <strong>of</strong> oil pipes.<br />

12. Installation and final commissioning <strong>of</strong> machinery including sea trials.<br />

13. Rectification <strong>of</strong> survey comments, any other minor work to meet class and Owner s requirement.<br />

Calibrated inspection equipments shall be under firm’s scope.<br />

5. Associated waste removal and cleaning,<br />

6. Arranging block movements.<br />

7. Collection <strong>of</strong> CSL supplied materials, if any, from stores.<br />

8. Transportation <strong>of</strong> materials between shop and vessel.<br />

9. Blasting and applying one coat <strong>of</strong> <strong>prime</strong>r / or system coats <strong>of</strong> hull blocks<br />

10. Onboard preparation right from hull exterior onwards and painting on all areas as per the scheme till the<br />

delivery <strong>of</strong> vessels.<br />

11. Hot work area preparation and touch ups.<br />

12. Final cleaning <strong>of</strong> vessel.<br />

13. Close co-ordination with yard other teams like hull, piping. Electrical and accommodation teams.<br />

14. Class inspection <strong>for</strong> vessels having PSPC notation and maintaining <strong>of</strong> documents.<br />

15. Supply cum arranging required general and spot lightings in block and onboard to meet yard safety standards.<br />

Lights / wires and execution by contractor. Yard will supply only power.<br />

16. Supply cum arranging required ventilation blowers / exhaust fans, Humidifiers to meet yard safety / painting<br />

standards.<br />

17. Supply cum arranging required staging / materials to meet yard safety standards<br />

18. Required number <strong>of</strong> Trans<strong>for</strong>mers – 110V and 24V<br />

19. All necessary PPEs including blasting suits, helmets, visors etc.<br />

32. Grinding machines, buffing machines, various types <strong>of</strong> painting brushes, other consumables,<br />

33. Separate team set up to handle works, Staging, material movement, onboard electrical servicing, material<br />

movement, planning, Store management/ procurement, safety, inspection & quality control, HR <strong>for</strong> laisoning<br />

CSL <strong>of</strong>ficials <strong>for</strong> entry pass/ custom <strong>for</strong>malities etc shall be set up by the firm. The organization structure <strong>of</strong><br />

the firm shall cater to minimum above which can be further expanded depending upon the requirements.<br />

• Blocks concrete/ wood <strong>for</strong> erection <strong>of</strong> units<br />

• Gangways/ tower etc.<br />

• Issuing <strong>of</strong> entry pass <strong>for</strong> employees. But all necessary <strong>for</strong>malities shall be completed by firm.<br />

• Required area <strong>for</strong> construction activities land/ dock/ berths etc.<br />

• Cranage, material movement equipment, transporter, <strong>for</strong>klift etc subject to non- availability on<br />

account <strong>of</strong> maintenance.<br />

• X-ray, UT tests etc <strong>for</strong> normal scope.<br />

• Drawings <strong>for</strong> the works.<br />

• All surveyed hull blocks.<br />

• Pipes/ elbows cut and <strong>for</strong>med based on drawing from yard/ site sketches by the firm ( For piping<br />

teams)<br />

• Material supply <strong>for</strong> outfitting all major machinery and other items to be discussed during<br />

finalization. (Piping & Machinery team)<br />

• Communication connection/ internet/ telephone. Initial and monthly charges shall be on payment<br />

basis.<br />

• Pickling Tanks will be provided by yard but consumables shall be contractors’ scope ( For Piping team)<br />

• Any yard facility not specifically mentioned in above can be spared to contractor based on<br />

availability subject to reasonable rental charges.<br />

• Regarding storage facility & <strong>of</strong>fice space final decision will be made after the selection <strong>of</strong> <strong>prime</strong><br />

contractors.<br />

• Major safety extinguishers etc.<br />

• Paint coating shops as per requirement with existing facilities and those which are updated as and<br />

when.(For painting team)<br />

D. Eligibility Criteria<br />

Organization must have sufficient financial strength to undertake the jobs. Further past experience<br />

In undertaking hull or outfitting related engineering works/ business will be advantageous.


E. Period <strong>of</strong> work in CSL & Methodology <strong>of</strong> payment<br />

The selected and finally short listed firms / <strong>prime</strong> contractors will be awarded the full related work <strong>of</strong><br />

vessels as per the “Scope <strong>of</strong> work” <strong>for</strong> a duration <strong>of</strong> 3 years and can be extended to 2 more years<br />

depending upon satisfactory per<strong>for</strong>mance or till the completion <strong>of</strong> existing projects. Further extension can<br />

be made based on mutual agreement. The works are construction <strong>of</strong> small vessels like <strong>of</strong>f shore vessels,<br />

tugs, dredgers etc.<br />

The yard proposes to adopt a lump sum payment method <strong>for</strong> the vessel/ part <strong>of</strong> vessel with stage payment<br />

based on cardinal activities. However the firm can indicate the payment methodology and the exact<br />

methodology will be decided at the end <strong>of</strong> selection process after discussion with selected firms. The firm<br />

shall be conversant with the existing tax laws with respect to Kerala state and central government.<br />

CSL will have operation <strong>of</strong> more than one new building project at a time. Yard at their sole discretion may<br />

allocate a project full or part <strong>of</strong> the vessel or all the projects in the same series depending upon the<br />

capability <strong>of</strong> firm on competitive quotation/ pricing. The firm which is most competitive will be <strong>of</strong>fered<br />

the job. The yard is planning to have MoU with the selected firms based on which a portion <strong>of</strong> future<br />

orders could be taken. Exact details <strong>of</strong> MoU will be finalized based on selection <strong>of</strong> capable firms <strong>for</strong> the<br />

above works.<br />

F. Attached <strong>for</strong>mat may be filled by the firm while submitting the EOI. Any details <strong>for</strong> which further documents<br />

need to be submitted the same shall also be furnished. We are sourcing out firm <strong>for</strong> each type A, B or C.<br />

A firm is expected to respond <strong>for</strong> one category. However if they are <strong>interest</strong>ed <strong>for</strong> two or more separate <strong>for</strong>m<br />
