Sealed Tenders are invited from Book Depot/ Book Supplier or their
authorized national distributors/dealers. The Tender shall be received in the office of the
Director, Chhattisgarh State Institute of Rural Development, Nimora, Raipur-492015 up to
May 14th, 2008 at 3.00 PM on by post, courier or directly in the tender box. The Tender
documents can be obtained on any working day during 10.30 AM to 5.30 PM up to
May 12th, 2008 or downloaded from the website - www.cgsird.gov.in. Tenders will be
opened on May 14th, 2008 at 4.00 PM. Tenderers are invited to be present at the opening
of the bids. The Director, Chhattisgarh State Institute of Rural Development, Nimora will
have the right to reject any or all the tender without assigning any reason(s) thereof.
Eligibility criteria:
The Tenders must be submitted in two separate envelopes. The first
envelope, marked as ‘Technical bid’ on the cover, should include the following along
with duly filled form A:
1. Earnest Money (Refundable) Rs 5000/-(Five thousand only) valid for six
months to be submitted by way of Demand Draft in favor of the Director,
CGSIRD, payable at Raipur and tender fee .
2. The Party will be required to submit the proof regarding their membership to
Association of Indian Publishers and Booksellers/The Federation of Indian
Publishers and Booksellers/The Federation of Publishers & Booksellers
Association in India. Also the PAN of the firm should be mentioned in tender
document.
3. Copy of valid registration with the department of commercial tax in any state of
India
The second envelope, marked as ‘Financial bid’ on the cover, should
include the duly filled form B of the tender document. The financial bid of only eligible
bidders will be opened for further consideration. If Technical cover contains all the
documents as stated above .Otherwise all other bids will be rejected.
Terms and Conditions:
1. The institute proposes to prepare a panel of suppliers, who agree to supply
book(s) to the library at maximum offered rate of discount on approval basis as
well as against confirm orders. Their continuance in panel will depend on
performance of supply of ordered books.
2. The selected parties offering most competitive rates of discount will be required
to supply the latest edition of books to CGSIRD Library. In no case the earlier
edition be supplied. In case it is noticed, even at later stage, that the latest edition
has not been supplied, the supplier will have to refund the cost of books to
CGSIRD and take the book(s) back at his own cost.
3. The party will ensure to supply only paperback edition of the books, wherever
available. The hardbound edition may only be supplied, if paperback edition has
not been published.

4. For conversion of prices of books in foreign currencies, the conversion rate
applicable on the date of billing will be taken into account. The party will be
required to submit the proof of conversion rate either from any scheduled bank or
by enclosing newspaper clipping.
5. The price proof for all the books, except for the books with printed price, must be
enclosed with the bill in support of price.
6. The title and other details of supplied books must be in accordance with supply
order and the book(s) should be in good condition. The CGSIRD will not be
responsible for any loss or damage in postal transit or transportation. In case of
erroneous supply and discrepancies in book(s), the book(s) shall be returned at the
suppliers’ cost, even after stamping etc. The final option to return the book(s) or
ask for refund towards difference of price will rest with the institute.
7. The prices charged will be inclusive of all the taxes, freight and packaging
charges and F.O.R. Raipur. In no case additional charge will be paid. The books
must be supplied through Registered Post or by any other mode at suppliers’ cost.

8. The party will be required to submit the proof regarding their membership to
Association of Indian Publishers and Booksellers/The Federation of Indian
Publishers and Booksellers/The Federation of Publishers & Booksellers
Association in India. Also the PAN of the firm should be mentioned in tender
document.
9. All our orders will be valid for 30 days only, provided that acceptance indicating
the supply of books reaches us within 15 days from the date of issue of orders,
failing which, it will stand cancelled. The supply period may be extended up to
two months (only for foreign books) provided that genuine documentary proof in
support of action taken is submitted to CGSIRD and mutually agreed upon.
10. The following certificates must be recorded either on body or verso of the bill:
(A) No cheaper edition other than supplied is available, so far.
(B) The book(s) supplied is / are of latest edition and not remainder title(s).
(C) Prices charged are correct as per latest publisher’s catalogue and the difference in
price, if any, will be refunded at any time.
11. The tender document can be obtained any working day during 10.30 am to 5.30
pm up to May 12th, 2008 or downloaded from the institute website. The tender
document should accompany a demand draft for Rs. 5000.00 (Rupees five
thousand) only in favor of Director, CGSIRD payable at Raipur. This amount, Rs.
5000.00 (Rupees five thousand) will be treated as Ernest Money Deposit (EMD),
which is refundable. Tender document without demand draft for the requisite
amount will not be considered at all. The EMD will be forfeited in case of failure
in supply of ordered title(s) within specified period.
12. The offer made by the party will be valid for one year and may be extended
further as per mutual consent.
13. The tender offer of the party with demand draft and all relevant papers may be
submitted on or before 3.00 pm on May 14, 2008 in an envelop super scribing
Offer for Supply of Book.

14. The Director, CGSIRD, Raipur reserves the full rights to accept or reject the
tender in full or in part with out assigning any reason.
15. Only those parties who want to supply of books according to terms & conditions
of CGSIRD otherwise they will be treated as disqualified for forthcoming tender
process.
16. All disputes are subject to Raipur Jurisdiction only.
