lucrative concessions remain under citizen ownership at the same time benefiting
private investors who will not worry about the lease periods as well as the costs
of constructing the lodges.
• Localize the concessions to ensure that all concessions (hunting, photographic
etc) are allocated to citizens only. International tourism investors will go into joint
ventures with these citizens. This will ensure that the means of production stay
with locals.
• Create linkages with other economic sectors such as agriculture by ensuring that
agricultural products such as vegetables, meat and poultry are sourced locally by
hotels and lodges. This will grow both the agricultural sector and tourism for the
well being of the entire economy and the people.
• Develop a robust, holistic marketing strategy and plan for different regions of
Botswana’s products.
• Formulate a well researched, coordinated and branding marketing strategy for the
country with clear deliverables and targets.
• Promote and protect community based tourism by developing a Community
Based Tourism (CBT) Policy to ensure that local communities are actively involved
in this industry.
• Develop a national tourism profile by mapping out all the different cultural sites,
build halls for cultural performance, and protect traditional music and art.
• Promote and facilitate the establishment of joint venture tourist enterprises
between Batswana and non-citizens to embark on the development of complex
projects that require significant levels of investment, as well as technical and
managerial expertise.
• Eliminate or reduce tourism leakages with the view to augmenting the level of
tourism benefits accruing to Batswana unlike presently where most of the money
paid by international tourists for their Botswana Tourist packages remains in the
country where they pay for the said packages.
• Review the current policy of high cost low volume in the tourism sector.
It is our view that the economic strategy outlined above will stimulate industrialization,
create decent jobs and economically empower citizens of Botswana. However, there
will be some individuals who may not sufficiently benefit sufficiently from the growing
economy. It is on this basis that the BCP will offer protection to the vulnerable and
disadvantaged members of society.
