DIVISION 22 TITLE ISSUANCE<br />

735-022-0000 Evidence of Ownership to a Vehicle<br />

Or. Admin. R. 735-022-0000 (2010)<br />

(1) DMV has established the following as evidence of ownership of a vehicle:<br />

(a) A manufacturer's certificate of origin (MCO) as defined in OAR 735-022-0030.<br />

(b) A vehicle title or bill of sale from the owner(s) of record.<br />

(c) A completed, signed Certification of Ownership Facts (DMV Form 550).<br />

(d) A transfer by operation of law including a sheriff's bill of sale, a judgment awarding ownership interest<br />

in a vehicle, an estate settlement document or inheritance affidavit (DMV Form 516), or a Vehicle<br />

Repossession Certificate (DMV Form 263).<br />

(e) For a reconstructed or assembled vehicle, a bill of sale to the frame or unibody, whichever is<br />

applicable.<br />

(2) DMV will not issue title for a manufactured trailer without a bill of sale for the axle or trailer frame.<br />

(3) Nothing in this rule limits DMV's discretion to request or consider other information to establish<br />

evidence of ownership of a vehicle.
