IV. That Congress in coordination with the Department, and following consultation with the Hoopa and Yurok Tribes, fashion a mechanism for the future administration of the HYSA Settlement Fund; V. That Congress, in order to accomplish the underlying objective of the HYSA, resolving any future issue of entitlement, give serious consideration to the establishment of one or more new Act(s) that provide the Secretary with all necessary authority to establish two separate permanent Fund(s) with the balance ofthe current HYSA Fund, for the benefit of the Hoopa and Yurok Tribes in such a manner as to fulfill the intent ofthe original Act in full measure. -4-
