Scope of Work
The Vendor shall be responsible to undertake the following under the present RFP as per the satisfaction of
Commissioner, Municipal Corporation, Jalandhar.
Summarized Scope of Project
The Scope of work has been primarily divided into the following main stages:
• Design, Development, Implementation, Maintenance (for period of 3 years), operations including
Manpower at 8 different zones of M.C.Jalandhar (3 months extendable up to 6 months) &
Training for Property Tax Self-assessment web enable application Software for Municipal
Corporation, Jalandhar.
• The software must inherit and will be flexible with Payment Gateway option/ compatible features,
workable in 2 nd phase of implementation, after stipulated time period as stated by the Municipal
Corporation, Jalandhar.
• Analysis, Design, Development, Testing, Implementation, Support and Maintenance of Enterprise
Wide IT Application and operation there off till the completion of the project.
• Impart training of the operation and providing technical support of the developed software to the
MCJ staff.
• To incorporate the amendments/corrections into the application software suggested by the MCJ.
• Vendor may use M C J ’ s infrastructure s u c h a s Computer hardware, office space, electricity
etc. during implementation/exercising of the work. Municipal Corporation Jalandhar will provide one
Complete Computer set for each zone including internet broadband connection.
• Server Option, network, connectivity/ bandwidth, Internet security with all
detailed specifications etc. are also solicited from the vendors.
• The tenderer must possess a license under the contract (Regulation & Abolition) Act 1973 to provide
manpower. The Tenderer shall be responsible for compliance of all labour laws in respect of
manpower provided and any other which may be applicable including payment of taxes etc.
Development/ Customization of Software Application
The bidder should propose an IT Solution to meet requirements of MCJ. The Scope of work for
the bidder will be as follows:
o Study the proposed system and prepare the Detailed System Requirements
Specification (SRS) document for this Solution.
o System Design documents (wherever/whenever required).
o Development of proposed Solution.
o Implementation of proposed Software application, database and related software, and
integration tools.
o The Implementation Completion Certificate will be issued after the process of
successful running property tax database by the MCJ.
