<strong>The</strong> Impact of Used Clo<strong>the</strong>s <strong>in</strong> <strong>Tanzania</strong><br />

<strong>The</strong> importation of Used Clo<strong>the</strong>s <strong>in</strong> <strong>Tanzania</strong> has pros <strong>and</strong> cons for <strong>the</strong> society of <strong>Tanzania</strong>.<br />

<strong>The</strong> Positive side of <strong>the</strong> used clo<strong>the</strong>s (<strong>Mitumba</strong>) <strong>in</strong> <strong>Tanzania</strong><br />

<strong>Tanzania</strong> is one of <strong>the</strong> countries with a high dem<strong>and</strong> of clo<strong>the</strong>s. But <strong>the</strong> local textile <strong>in</strong>dustries are not able to meet <strong>the</strong><br />

dem<strong>and</strong> of <strong>the</strong> market <strong>in</strong> terms of quality <strong>and</strong> quantity. <strong>The</strong>refore <strong>the</strong> used clo<strong>the</strong>s fill <strong>in</strong> <strong>the</strong> gap.<br />

<strong>The</strong> used clo<strong>the</strong>s are beneficial for <strong>the</strong> poor as <strong>the</strong>y are affordable by <strong>the</strong>m. Used Clo<strong>the</strong>s are sold at low prices compared to<br />

those from <strong>the</strong> textile <strong>in</strong>dustries with<strong>in</strong> <strong>the</strong> country or outside. Though <strong>the</strong> clo<strong>the</strong>s from Asia are even cheaper, used clo<strong>the</strong>s<br />

are still <strong>the</strong> cheapest. Due to that, most of <strong>the</strong> people <strong>in</strong> rural areas buy used clo<strong>the</strong>s.<br />

<strong>The</strong> used clo<strong>the</strong>s have created employment for many people. Many youth <strong>and</strong> adults both women <strong>and</strong> men are on bus<strong>in</strong>ess for<br />

sell<strong>in</strong>g <strong>Mitumba</strong>. <strong>The</strong>y earn money to susta<strong>in</strong> <strong>the</strong>ir liv<strong>in</strong>g.<br />

<strong>The</strong> used clo<strong>the</strong>s br<strong>in</strong>g <strong>in</strong> <strong>in</strong>come to government as <strong>the</strong>y are charged 25% import tax <strong>and</strong> 20% VAT.<br />

<strong>The</strong> Negative side of <strong>the</strong> used Clo<strong>the</strong>s (<strong>Mitumba</strong>) <strong>in</strong> <strong>Tanzania</strong>:<br />

<strong>The</strong> Used Clo<strong>the</strong>s are retard<strong>in</strong>g <strong>the</strong> growth of <strong>the</strong> local textile <strong>in</strong>dustry. People would not see <strong>the</strong> necessity of buy<strong>in</strong>g clo<strong>the</strong>s<br />

from <strong>the</strong> manufacturers. Hence, our textile <strong>in</strong>dustries products have a limited market. In <strong>Tanzania</strong>, <strong>the</strong>re are people who make<br />

h<strong>and</strong> made clo<strong>the</strong>s such as Kikoys, batik <strong>and</strong> tie <strong>and</strong> dye. <strong>The</strong>se people are affected by <strong>Mitumba</strong> because used clo<strong>the</strong>s are<br />

very cheap compared to <strong>the</strong>ir products. In addition, farmers depend<strong>in</strong>g on farm<strong>in</strong>g cotton are also affected at a large extent<br />

due to <strong>the</strong> collapse of <strong>the</strong> textile <strong>in</strong>dustries <strong>and</strong> of course due to <strong>the</strong> world market as well. Recently, <strong>in</strong> Kahama district<br />

farmers decided to throw <strong>the</strong> cotton on <strong>the</strong> road because of <strong>the</strong> unreliable market.<br />

However, despite <strong>the</strong> above-mentioned negative impacts, to restrict <strong>Mitumba</strong> <strong>in</strong> order to promote local textile <strong>in</strong>dustries will<br />

not be a solution. This is because of <strong>the</strong> flood of apparel from Asia. <strong>The</strong> ban of <strong>Mitumba</strong> will be beneficial to retail traders of<br />

clo<strong>the</strong>s from Asia ra<strong>the</strong>r than to <strong>the</strong> local textile <strong>in</strong>dustry.<br />

<strong>The</strong> used clo<strong>the</strong>s have high health risks. <strong>The</strong>y may spread sk<strong>in</strong> diseases. <strong>The</strong>refore <strong>the</strong>y need to be well taken care before <strong>the</strong>y<br />

are exported.<br />

Sometimes <strong>the</strong> imported clo<strong>the</strong>s are completely worn out. <strong>The</strong>refore <strong>Tanzania</strong> becomes a dump<strong>in</strong>g place. <strong>The</strong> exporters<br />

should have moral obligations. <strong>The</strong>y should export <strong>the</strong> needed clo<strong>the</strong>s <strong>in</strong> good quality.<br />

Conclusion<br />

<strong>The</strong> importation of <strong>the</strong> used clo<strong>the</strong>s has been existed for many years. It started by charitable organizations to support people<br />

<strong>in</strong> need. But dur<strong>in</strong>g <strong>the</strong> crisis of our economy, which led to <strong>the</strong> collapse of textile <strong>in</strong>dustry <strong>and</strong> failure to import new apparel,<br />

<strong>the</strong> used clo<strong>the</strong>s have become salvage. <strong>The</strong>y filled <strong>the</strong> gap of <strong>the</strong> market. Fur<strong>the</strong>rmore <strong>the</strong>y help <strong>the</strong> poor who cannot afford to<br />

buy new apparel.<br />

However, <strong>the</strong>re is a need to control <strong>the</strong> importation so that <strong>Tanzania</strong> should not become a dump<strong>in</strong>g place. Only clo<strong>the</strong>s <strong>in</strong><br />

good quality should be imported.<br />

It is recommended that <strong>the</strong> process to ban <strong>Mitumba</strong> should be a gradual one <strong>and</strong> <strong>the</strong> government should set st<strong>and</strong>ards.<br />
