The Secretary General of <strong>the</strong> East African CommunityH<strong>on</strong> Amanya Mushega will officially open <strong>the</strong> Competiti<strong>on</strong> <strong>on</strong> M<strong>on</strong>day 26 September2005. The Speaker of <strong>the</strong> East African Legislative Assembly, H<strong>on</strong> AbdulrahmanKinana, will present prizes <str<strong>on</strong>g>to</str<strong>on</strong>g> <strong>the</strong> winners and officially close <strong>the</strong> <str<strong>on</strong>g>competiti<strong>on</strong></str<strong>on</strong>g> <strong>on</strong>Tuesday 27 September 2005. The Regi<strong>on</strong>al Commissi<strong>on</strong>er, H<strong>on</strong>. Mohammed Babuand members of <strong>the</strong> East African Legislative Assembly, will be am<strong>on</strong>g <strong>the</strong> highprofile dignitaries <str<strong>on</strong>g>to</str<strong>on</strong>g> witness <strong>the</strong> occasi<strong>on</strong>.According <str<strong>on</strong>g>to</str<strong>on</strong>g> <strong>the</strong> programme, Nati<strong>on</strong>al Choirs (Winners), Adjudica<str<strong>on</strong>g>to</str<strong>on</strong>g>rs, ChoirMasters, Direc<str<strong>on</strong>g>to</str<strong>on</strong>g>rs of Culture from <strong>the</strong> Partner States (Kenya, Uganda and <strong>the</strong> UnitedRepublic of Tanzania) will arrive in Arusha, Tanzania, <strong>on</strong> Saturday 24 September2005. The rehearsals (practice) by <strong>the</strong> competing choirs begins <strong>on</strong> Sunday 25September 2005, at Natural His<str<strong>on</strong>g>to</str<strong>on</strong>g>ry Museum, and c<strong>on</strong>tinues <strong>on</strong> M<strong>on</strong>day 26September 2005 from 9.00am <str<strong>on</strong>g>to</str<strong>on</strong>g> 12.30pm at <strong>the</strong> Sheikh Amri Abeid Stadium. Officialopening of <strong>the</strong> <str<strong>on</strong>g>competiti<strong>on</strong></str<strong>on</strong>g> is at 14.00hrs.Background informati<strong>on</strong>The Treaty for <strong>the</strong> Establishment of <strong>the</strong> East African Community (Article 119)provides for <strong>the</strong> promoti<strong>on</strong> of cultural activities including fine arts, literature, music,performing arts and o<strong>the</strong>r artistic creati<strong>on</strong>s, which safeguard and enhance East Africanunity. Given that culture forms a basis of unity and upholds <strong>the</strong> moral fibre of anycommunity, <strong>the</strong>re is recogniti<strong>on</strong> that culture can play a significant role in <strong>the</strong>ec<strong>on</strong>omic, social and political development of a future integrated East Africa. In <strong>the</strong>irefforts <str<strong>on</strong>g>to</str<strong>on</strong>g> actualize this goal, <strong>the</strong> 3 rd East African Tripartite Commissi<strong>on</strong> held inNovember 2001, directed <strong>the</strong> EAC Secretariat <str<strong>on</strong>g>to</str<strong>on</strong>g> initiate a process of composing anEast African An<strong>the</strong>m.The Educati<strong>on</strong>, Culture and Sports Committee developed <strong>the</strong> relevant Terms ofReference for <strong>the</strong> development of <strong>the</strong> An<strong>the</strong>m in 2002. It also prepared <strong>the</strong> processesneeded for <strong>the</strong> development of <strong>the</strong> an<strong>the</strong>m at both nati<strong>on</strong>al and <str<strong>on</strong>g>regi<strong>on</strong>al</str<strong>on</strong>g> levels.The 4 th Council held in November 2002 approved <strong>the</strong> developed Terms of Referenceand directed <strong>the</strong> EAC Secretariat <str<strong>on</strong>g>to</str<strong>on</strong>g> mobilise <strong>the</strong> necessary resources <str<strong>on</strong>g>to</str<strong>on</strong>g> develop <strong>the</strong>An<strong>the</strong>m.This <str<strong>on</strong>g>regi<strong>on</strong>al</str<strong>on</strong>g> event marks <strong>the</strong> end of a process initiated by <strong>the</strong> EAC Secretariat earlythis year, in collaborati<strong>on</strong> with <strong>the</strong> Ministries resp<strong>on</strong>sible for Culture in <strong>the</strong> PartnerStates, <str<strong>on</strong>g>to</str<strong>on</strong>g> have <strong>the</strong> people of East Africa participate in <strong>the</strong> development of <strong>the</strong>An<strong>the</strong>m. The winning compositi<strong>on</strong> will be presented <str<strong>on</strong>g>to</str<strong>on</strong>g> <strong>the</strong> East African Community
