Col<strong>on</strong>ies - Extraordinary instance <strong>of</strong> increase in <strong>the</strong> back settlements<br />

- Rapidity with which even old states recover <strong>the</strong> ravages <strong>of</strong> war,<br />

pestilence, famine, or <strong>the</strong> c<strong>on</strong>vulsi<strong>on</strong>s <strong>of</strong> nature.<br />

IT HAS BEEN UNIVERSALLY REMARKED that all new col<strong>on</strong>ies settled in<br />

healthy countries, where <strong>the</strong>re was plenty <strong>of</strong> room and food, have<br />

c<strong>on</strong>stantly increased with ast<strong>on</strong>ishing rapidity in <strong>the</strong>ir populati<strong>on</strong>. Some<br />

<strong>of</strong> <strong>the</strong> col<strong>on</strong>ies from ancient Greece, in no very l<strong>on</strong>g period, more than<br />

equalled <strong>the</strong>ir parent states in numbers and strength. <str<strong>on</strong>g>An</str<strong>on</strong>g>d not to dwell<br />

<strong>on</strong> remote instances, <strong>the</strong> European settlements in <strong>the</strong> new world bear<br />

ample testim<strong>on</strong>y to <strong>the</strong> truth <strong>of</strong> a remark, which, indeed, has never, that<br />

I know <strong>of</strong>, been doubted. A plenty <strong>of</strong> rich land, to be had for little or<br />

nothing, is so powerful a cause <strong>of</strong> populati<strong>on</strong> as to overcome all o<strong>the</strong>r<br />

obstacles. No settlements could well have been worse managed than<br />

those <strong>of</strong> Spain in Mexico, Peru, and Quito. The tyranny, superstiti<strong>on</strong>,<br />

and vices <strong>of</strong> <strong>the</strong> mo<strong>the</strong>r-country were introduced in ample quantities<br />

am<strong>on</strong>g her children. Exorbitant taxes were exacted by <strong>the</strong> Crown. The<br />

most arbitrary restricti<strong>on</strong>s were imposed <strong>on</strong> <strong>the</strong>ir trade. <str<strong>on</strong>g>An</str<strong>on</strong>g>d <strong>the</strong><br />

governors were not behind hand in rapacity and extorti<strong>on</strong> for<br />

<strong>the</strong>mselves as well as <strong>the</strong>ir master. Yet, under all <strong>the</strong>se difficulties, <strong>the</strong><br />

col<strong>on</strong>ies made a quick progress in populati<strong>on</strong>. The city <strong>of</strong> Lima,<br />

founded since <strong>the</strong> c<strong>on</strong>quest, is represented by Ulloa as c<strong>on</strong>taining fifty<br />

thousand inhabitants near fifty years ago. Quito, which had been but a<br />

hamlet <strong>of</strong> indians, is represented by <strong>the</strong> same author as in his time<br />

equally populous. Mexico is said to c<strong>on</strong>tain a hundred thousand<br />

inhabitants, which, notwithstanding <strong>the</strong> exaggerati<strong>on</strong>s <strong>of</strong> <strong>the</strong> Spanish<br />

writers, is supposed to be five times greater than what it. c<strong>on</strong>tained in<br />

<strong>the</strong> time <strong>of</strong> M<strong>on</strong>tezuma.<br />

In <strong>the</strong> Portuguese col<strong>on</strong>y <strong>of</strong> Brazil, governed with almost equal<br />

tyranny, <strong>the</strong>re were supposed to be, thirty years since, six hundred<br />

thousand inhabitants <strong>of</strong> European extracti<strong>on</strong>.<br />
