Dr. Jerry Lahmers, President of the Ohio Veterinary Medical<br />

Licensing Board, called the February 11, 2004, meeting to order at 8:35 a.m.<br />

in the Board Room at 77 S. High Street, 31st Floor, Columbus, Ohio.<br />

Dr. Lahmers acknowledged the attendance of Heather Hissom,<br />

Executive Secretary, Donna Fickel, Secretary, Martine Jean, AAG and<br />

Robert Knapp, DVM, OVMA liaison.<br />

Dr. Gitz moved to approve the January 14, 2004 Minutes. Dr. Small<br />

seconded the motion. The motion passed by the following roll call vote: Dr.<br />

Dr. Knapp updated the Board on the progress of the OVMA Practice<br />

Act Task Force.<br />

Mrs. Buck arrived at the meeting.<br />

Heather Hissom, Executive Secretary, reported that the directives<br />

from the last board meeting had been completed. Ms. Hissom reported that<br />

NAVLE scores from the December testing window had been received. Dr.<br />

Small voted to accept and approve the scores. Dr. Foster seconded the<br />

another letter has been received from Dr. R.F. McClung regarding the<br />

difficulty of obtaining records from Dr. Bradley McClung. Mrs. Buck<br />

moved to send a letter regarding the record keeping rule to both<br />

veterinarians. Dr. Gitz seconded the motion. The motion passed by the<br />

Buck- aye. Ms. Hissom reported that a letter has been received from<br />

employees at Dr. Bradley McClung’s clinic regarding Rachel Daley<br />

performing dental prophylaxis for Dr. R.F. McClung. Mrs. Buck moved to<br />

investigate the complaint. Dr. Small seconded the motion. The motion<br />

passed by the following roll call vote: Dr. Gitz- aye; Dr. Small-aye; Dr.<br />

Foster-aye; Mrs. Buck- aye. Ms. Hissom reported that an internet ad was<br />

sent to the board regarding Rodney Shields gelding stallions. Dr. Gitz<br />

moved to send a cease & desist letter. Mrs. Buck seconded the motion. The<br />

Dr. Foster-aye; Mrs. Buck- aye. Ms. Hissom reported that a local attorney<br />

is interested in serving as the public member for the board. His resume and<br />

information has been forwarded to the Governor’s office. Ms. Hissom stated<br />

that the information regarding case 02-03-117, Susan Aderman, was<br />

returned to the Board from Dr. Segedy’s office. The board directed that<br />

they would review the complaint next month. Ms. Hissom stated that Carol<br />

Rapisarda, DVM, called. She is unable to make the February payment of<br />

her fine. She would like to extend her payments by one month to August<br />

2004. Dr. Gitz moved to permit the extension provided Dr. Rapisarda signs<br />

an agreement to this effect. Dr. Foster seconded the motion. The motion<br />

Foster-aye; Mrs. Buck- aye. Ms. Hissom stated that she received a referral<br />

from the Medical Board regarding suspicious valium prescriptions written<br />

by a veterinarian. Dr. Gitz moved to investigate the allegations. Dr. Foster<br />

stated that the Ohio Rabies information was available for the board’s<br />

served within 30 days from order, $500 fine and costs of hearing. Dr.<br />
