Executive Summary<br />
Joint Staff. As the Joint IO Proponent, the<br />
Deputy Director for Global <strong>Operations</strong> (J-39<br />
DDGO) serves as the CJCS’s focal point for IO<br />
and coordinates with the Joint Staff, CCMDs, and<br />
other organizations that have direct or supporting<br />
IO responsibilities.<br />
Joint <strong>Information</strong> <strong>Operations</strong> Warfare Center<br />
(JIOWC) is a CJCS controlled activity reporting<br />
to the operations directorate of a joint staff via J-<br />
39 DDGO. The JIOWC supports the Joint Staff<br />
by ensuring operational integration of IRCs in<br />
support of IO, improving DOD’s ability to meet<br />
CCMD IRC requirements, as well as developing<br />
and refining IRCs for use in support of IO across<br />
DOD.<br />
Combatant Commands. The Unified Command<br />
Plan provides guidance to CCDRs, assigning<br />
them missions and force structure, as well as<br />
geographic or functional areas of responsibility.<br />
In addition to these responsibilities, the<br />
Commander, United States Special <strong>Operations</strong><br />
Command, is also responsible for integrating and<br />
coordinating MISO. This responsibility is<br />
focused on enhancing interoperability and<br />
providing other CCDRs with MISO planning and<br />
execution capabilities. In similar fashion, the<br />
Commander, United States Strategic Command is<br />
responsible for advocating on behalf of the IRCs<br />
of electronic warfare and CO.<br />
Service component command responsibilities<br />
include recommending to the JFC the proper<br />
employment of the Service component IRCs in<br />
support of joint IO.<br />
Like Service component commands, functional<br />
component commands have authority over<br />
forces or in the case of IO, IRCs, as delegated by<br />
the establishing authority (normally a CCDR or<br />
JFC).<br />
Legal Considerations<br />
IO planners deal with legal considerations of an<br />
extremely diverse and complex nature. For this<br />
