Department of <strong>Planning</strong> – <strong>December</strong> <strong>Quarter</strong> <strong>2010</strong> Active lots For subdivisions granted conditional approval Water Corporation data gives an indication of those which are being actively developed in preparation for the release of titles and building construction. The developer undertakes considerable professional investment to apply for a servicing agreement with WaterCorp that establishes a cost for the provision of water, sewerage and drainage services. This professional investment connotes a real intent to proceed with the construction of the subdivision. There is no obligation for the applicant to act on the agreement with some agreements never being progressed. Those agreements not acted on mainly comprise small residential developments (ones into twos and so on) where novice applicants are ill prepared. In greenfield locations most agreements are progressed with experienced developers prepared to meet the imposed conditions and costs. Caution must be used when interpreting the following statistics for active lots. They are for agreements that have been prepared by WaterCorp and the applicant is yet to finish the required works or pay the required fees. Department of <strong>Planning</strong> – <strong>December</strong> <strong>Quarter</strong> <strong>2010</strong> Final Approvals Final approval is granted by the <strong>Western</strong> <strong>Australian</strong> <strong>Planning</strong> <strong>Commission</strong> when the developer has satisfied all approval conditions, including the construction of roads and provision of utility services to the new lots.
