Many of you ask what happens
to Caroline Springs once Delfin
leave.
Now home to over 19,500
residents, Caroline Springs
will eventually be made up
of 18 villages. As each
village reaches completion
of the physical assets
(parks, linear walkways,
hike and bike trails, roads
etc) their maintenance is
handed over to Melton
Shire Council (MSC) after
a period of 2 years of being
maintained by Delfin.
This allows a gradual handover
of responsibility and a smooth
transition to Council.
Most villages have already been
handed over with the exception
of The Domain, The Grange,
The Esplanade, Ridgewater and
late stages of Cypress Views.

Two Delfin Welcomes left, don’t miss out!
Caroline Springs understands that moving into
a new community should be as easy and as
trouble-free as possible. Each month Delfin
Caroline Springs puts on a warm welcome for
renters, established home buyers, land
purchasers and workers. Many residents
expectedly get caught up unpacking and settling
in and we understand that you may have not
been able to attend when you first received your

Delfin will continue to run these events until June
at which time it is expected that they will be
transitioned to the Lions Club of Caroline
Springs and Districts. The Lions Club does an
outstanding job in our community and it will be
great to have them continue welcoming new
residents.

updates on whatʼs happening. Hereʼs what

Melton Shire continues on fast growth path
The Shire of Melton was officially
Australiaʼs second fastest growing
Local Government Area in June
2010, according to new figures
released by the Australian Bureau
of Statistics.
The figures show that the Shire
recorded the second fastest
annual growth rate in population of
7.1 percent.
As at 1 April 2011 the Shire of
Meltonʼs total population was
114,000.
Melton Shire Council Mayor, Cr
Justin Mammarella JP, said the
figures confirm that the Shire of
Melton was one of the fastest
growing municipalities in Australia.
“The Shire of Melton will continue
its fast growth for many years to
come as we see the development
of our major new growth areas at
Melton North, Taylors Hill West
and Toolern.
“Council recognises that growth
continues to be our biggest
challenge as a community. This
growth is something we welcome
and we will continue to deliver on
our promise to provide necessary
services and infrastructure for our
community.
“Councilʼs ongoing efforts, coupled
with continued strong partnerships
with State and Federal
governments and support from
relevant stakeholders will ensure
we continue to grow sustainably

Take part in Waste Strategy survey for a chance
to win tickets to Werribee Zoo
Residents are invited to participate
in a survey on Councilʼs waste
services as part of a review of the
Melton Shire Council Waste
Strategy.
The existing Waste Strategy 2005
- 2014 is being updated before the
kerbside waste and recycling
collection services contracts are
put out for tender later this year.
Council is asking for feedback on
all waste services provided by
Council, including its ʻAt Callʼ Hard
Waste service, the Melton
Recycling Facility along with the
kerbside collection services which
include the fortnightly green waste
and recyclables collections and
the weekly waste collection.
Council is also asking for ideas on
what would help residents
increase the amount they recycle
and decrease the amount of
rubbish their households produce.

gaining residentsʼ feedback would
form an important part of
reviewing Councilʼs Waste
Strategy.
“There are some important
changes made at State level that
impact on the services to residents
in Melton Shire and we want to
find out what people think about
these. The questionnaire should
take about ten minutes to
complete and we would really
appreciate everyoneʼs input.”
The questionnaires are available
on Councilʼs website in the
“Rubbish/Recycling” section, or
hard copies can be obtained
though Customer Service at the
Melton Civic Centre and Caroline
Springs, as well as at the libraries.
Residents without internet access
can call Customer Service on
9747 7200 for a hard copy to be
sent out.
All questionnaires must be
completed by Monday 2 May. Five
entries will be chosen to receive
two adult and two childrenʼs tickets
to Werribee Zoo.

Melton Library on the move to temporary site
At its meeting on 7th April Melton
Shire Council voted to endorse the
temporary relocation of the Melton
Library Service to the Victoria
University Melton Campus, located
at Rees Road, Melton South.
Council endorsed officers to
negotiate terms and conditions of
access within an occupancy
agreement between Victoria
University and Melton Shire Council.
It is expected the Melton Library
Service will move to its new,
temporary location in mid 2011.
Melton Shire Council Mayor Cr
Justin Mammarella JP said the
temporary relocation to the Victoria
University site was the most suitable
option.
“Councilʼs commitment to
redeveloping the Melton Library at
its existing site will require
demolition works prior to
construction of the new facility. As
such, it is necessary to move the
existing service to a new, temporary
location.
“The Victoria University site best
meets Councilʼs criteria to ensure
we continue to provide a
comprehensive and accessible
library service for our residents
during this time. The temporary
move to the Victoria University (VU)
Campus will allow Melton Library
patrons to continue to use the library
collection, enjoy existing library
programs and services, seven days
a week whilst construction is taking
place on the new Library.
“This is an excellent opportunity for
the community to maintain its public
library service at current levels and
for library users to visit the VU
Campus. It is a partnership
approach that will offer benefits to
all.
“Council looks forward to the
construction of the new library which
will take into account the current and
future needs of our community and
provide residents with a
multipurpose facility that will offer a
range of inclusive services.” Council
officers investigated a number of
other locations including:
• existing Council facilities /
community centres
• commercial rental of suitable
spaces within the Melton
Shopping and Business District
• leasing and/or purchasing a
relocatable building to be
positioned temporarily on a site
close to the existing library
On analysis of each of these
options, and with the main
considerations in choosing a new
temporary site being level of
amenity, location, cost, and size,
Victoria University was determined
to be the most suitable site.
The temporary site is expected to be
in operation for up to 18 months and
will provide the opportunity to build
library patronage within a different
area of Melton Township.

pleased to see and use the new
bus shelters being erected in
Caroline Springs and Burnside.
These new shelters are being
offered as a commercial
venture and we are benefiting
from the process.
Unfortunately there are those
who have no respect for the
shelters or those that use them.

I have been so disheartened by
the ongoing and callous
smashing of these pieces of
infrastructure, placed to ensure
safety and protection for the
many that use them. Any form
of vandalism is a huge cost to
the community. The cost to
replace a pane of glass or
remove graffiti is an ongoing
cost to all of us, we pay!
If you, or someone you know
have any knowledge of those
that continue to disrespect the
things that we as law abiding
citizens have worked for and
contributed to, Iʼd be happy to
take your call or you can
provide the information to the
police in Caroline Springs.
We are currently finalising our
budget deliberations and a
public meeting will be held in
the Caroline Springs Civic
Centre/Library on the 11 of May
at 7pm to discuss the draft
budget. Following this and
other briefings there will be an
opportunity for you, our
residents or resident groups to
make submissions before the
budget is endorsed.

Melton Shire Council residents detox their homes
Melton Shire Council residents
diverted over 4,470 kilograms of
potentially harmful chemicals
from landfill by participating in
the Detox Your Home chemical
collection held in earlier this
year.
Melton Shire Council, in
partnership with Sustainability
Victoria, held the collection day
on 26 February which saw over
100 residents participate. Of the
material collected, 52% was
paint, 12% batteries, 5% oil and
a further 4% gas cylinders, with
the remainder being other
harmful chemicals.

was pleasing to see Melton
Shire residents were taking
advantage of the service.
“Leaving unwanted household
chemicals around the home,
garage and garden shed
increases the risk of accidents
so it was great to see such a
positive response from the
community.
“The safe disposal of these
products not only protects our
homes but also prevents
chemicals from being dumped
into our environment.
After collection, the materials
are immediately sorted
according to their chemical
properties.
Chemicals are treated
according to their type for
example:
• some collected chemicals,
such as paint, can be used
for energy recovery – waste
solvents can be burnt in
industrial burners;
• metal from chemical
containers is recycled; and,
• other materials can be
treated to render them nonhazardous
and once treated,
these materials can be
disposed of safely.

Council awards Melton
Waves contract
Melton Shire Council has awarded the tender for the
management of the Melton Waves Leisure Centre to
Belgravia Leisure Pty Ltd, for a period of five years, effective
from 1 July 2011.
Melton Waves
is currently
managed by
Belgravia
Leisure on
behalf of Melton
Shire Council. It
has held the
existing contact
since 2004.
Melton Shire
Council Mayor Cr Justin Mammarella JP said Council was
committed to providing high-quality leisure facilities for
residents.
“The Melton Waves Leisure Centre is the municipalityʼs
premier leisure centre. It is an important community asset
that provides services and facilities to help improve the
health and wellbeing of our residents.
“Council looks forward to working with Belgravia Leisure to
provide continued highquality services over the term of the
new contract.”
The Centre comprises indoor and outdoor pools, wave pool

Melton Shire Council streets to
commemorate local ANZACS
Melton Shire Council is embarking on an ANZAC
Commemorative Naming Pilot Project for the
municipality and is inviting residents, service
clubs and community groups to contribute to the
project.
In the lead up to the centenary of the first ANZAC
landing at Gallipoli on 25 April 2015, a
geographic naming pilot program has been
established to recognise local men and women
who have served in an operational capacity in
the Australian and New Zealand defence forces.
Melton Shire Council is one of five local
government Councils in Victoria participating in
the pilot project, with the aim of dedicating future
street names, train stations and schools in a way
that will appropriately reflect the ANZAC spirit.
Melton Shire Council Mayor Cr Justin
Mammarella JP said the project was an
opportunity for Council to acknowledge the local
links of Australian servicemen and women in the
lead up to the ANZAC Day centenary.
“The project will commemorate the service of
local men and women who served so valiantly
for our country. It will provide an enduring legacy
of their sacrifice for members of our community
to reflect upon and appreciate for generations to
come.
“I would encourage local service clubs, residents
and community groups to contact Council to help
identify candidates for this commemorative
project.”
The project is jointly managed by the Office of
Geographic Names (Department of Sustainability
and Environment), Vic Roads and the Veterans
Unit (Department of Planning and Community
Development), and is guided by the Geographic
Place Names Advisory Committee.
Final proposals will be considered for registration
by the Melton Shire Council, the ANZAC
Commemorative Naming Advisory Committee
and the Registrar of Geographic Names.

Budget.
At the sessions, Council will
present its 2011/2012 Draft
Budget and will provide an
opportunity for the community to
ask questions and give
feedback.

Local retirement residents rally for cancer fight
Residents at a Caroline Springs retirement village are encouraging the local community to
enjoy a cuppa for an important cause this May.
Caesia Gardens staff and residents are raising funds for the Cancer Council by hosting a Biggest
Morning Tea event on Wednesday, May 18 from 10am – 2pm.
The fundraising event is open to the wider community and will incorporate raffles, prizes,
refreshments and a range of entertainment by both residents and local school students.
“We’re really pleased to be holding this event to help the Cancer Council in its efforts to raise
money for its research, prevention, education and support services,” said Gail Monument from
Caesia Gardens.
“This is the fourth consecutive year the residents have organised a Biggest Morning Tea event and each year the day seems to get bigger and bigger.
“Last year the residents raised more than $600 for Cancer Council and this year we are hoping to exceed that total.
“The Cancer Council is certainly a wonderful organisation doing great things in our community so we’re really pleased to be supporting them
and we’re encouraging everyone to come along.”

Take the Dog Park Survey
There is still time left for Melton Shire
Council residents and community
groups to take part in an online survey
designed to help Council plan for future
dog parks.
Council is asking for ideas from both
dog owners and non dog owners about
the role of dog parks in our municipality.
Council would like to develop a policy on
dogs in parks that takes into
consideration the views of different
residents and community groups.
Currently dogs must be on a lead
whenever they are in a park or reserve.
If they are not on a lead then dog
owners can be fined in accordance with
Councilʼs local laws.

Contact Lenses serve many purposes in correcting vision in
order to suit an individualʼs lifestyle. The Bausch & Lomb
PureVision range of contact lenses have been on the market
for a number of years, yet not everyone knows exactly what

prevent dryness and promote eye health. They are made
with a material developed and patented by Bausch &
Lombʼs proprietary called AirGel.
Claims have been made that the lenses allow so much
oxygen to permeate the lens that users can wear them
continuously for up to 30 days, although it is still
recommended that the lenses are removed at night.

The state of the sheds is
absolutely horrific with corpses of

beneath the other birds, hens
suffer burns from being covered in
weeks worth of faeces and urine,
defeathering occurs when
cramped hens rub up against the
cages, their feet can become
entangled and deformed from
being forced to stand unnaturally
on wire, not to mention the fact
that studies have proven that 1 in
6 battery hens live with broken
bones.
The cruelty doesnʼt end there.
Female chicks are routinely debeaked,
a process whereby the tip
of the beak is sliced off with a hot
blade without anaesthetic. Male
chicks are viewed as useless
byproducts and over 12 million
male chicks are gassed or ground
up alive each year. To conclude
this terrifying existence, hens face
the ultimate in cruelty, their
imminent slaughter.

Chickens are intelligent, social
creatures. They live in social
groups and can recognise each
other by facial features. Chickens
have the ability to feel joy as well
as fear. No being should be
subject to the conditions that a
battery hen will endure in her
lifetime.

Design Poster to Promote Mobile Phone Recycling Program
Young people with creative flair
are invited to design a poster
aimed at promoting Melton
Shire Councilʼs mobile phone
and battery recycling program.
The recycled mobile phones go
to support the Gorilla Program
at Melbourne Zoo and the
batteries are safely disposed of
at the Detox Your Home
Centre, Ferris Road, Melton.
To help promote this new
service Council is looking for
young people (aged 12-25)
interested in designing posters.

Mayor calls for more police
numbers in Melton Shire
Melton Shire Council welcomes the State
Governmentʼs announcement regarding eight
additional police numbers, but states that more
police is needed in Melton Shire.
Cr Justin Mammarella JP, Mayor of Melton Shire
Council said that a minimum of 20 additional police
officers were needed over the next three years.
“The Shire of Melton is the second fastest growing
municipality in the Commonwealth of Australia.
“In the last 10 years we more than doubled our
population and we will continue to grow at a rate of
7% in the coming years as we see the development
of our major new growth areas at Melton North,
Taylors Hill West and Toolern.”
The Shire of Melton currently has 114,000
residents. The new Toolern suburb will ultimately
have homes for up to 60,000 people.
“We urgently need more police officers to assist
with our ageing population, our youth, liaison
projects and traffic control,” said the Mayor.
“I urge the State Government to give our residents
their fair share and provide additional police
numbers for our municipality,” continued the Mayor.

Turning the first sod at Taylors Hill Youth and Community Centre
Melton Shire Council Mayor Cr Justin
Mammarella JP officially turned the
first sod at the site of the future Taylors
Hill Youth and Community Centre and
recreation reserves on Tuesday 12
April at 10.30am.
Mayor Cr Justin Mammarella JP said it
was a significant milestone for the
project, which will see the
development of an innovative, multipurpose
youth and community facility.
“The Taylors Hill Youth and Community
Centre will provide services and a
recreational hub for young people and
their families in the Eastern Growth
corridor of the municipality.
"As our community continues to grow,
so does the need for more
infrastructure facilities to cater for a
cross-section of our population
including our youth.
"The new youth space will provide a
central location for young people to
meet and connect with others and also
provide youth specific resources and
services."
The facility will also feature multipurpose
recreational space such as
ovals that will accommodate
recreational activities such as cricket,
football and soccer. Other
infrastructure will include sports
lighting, childrenʼs playground,
landscaping, paths and
car park.
Melton Shire Council has allocated
$1.3 million in the current financial year
to commence the project with a
commitment to provide additional
funds in the 2011/12 budget.
Council was also successful in
advocating the project to the State
Government and will receive $1.4
million in funding. There is also a
$300,000 developer contribution
provided towards this site.
The facility will provide a home base
for Councilʼs Youth Services provision
for the area. The centre will also
provide space for programs for young
people such as self development
groups including young womenʼs
groups, young menʼs programs, life
skills programs, assertiveness courses
and a base for larger scale events.
As a key community facility located
within the centre of Councilʼs eastern
corridor, the facility will provide a wide
range of community uses, including
adult education programs, languages
other than English programs,
parenting seminars and a space for
the local community to meet and
socialise.
It will be available for use by
community groups wishing to seek a
space for the running of events or
meetings. There will also be change
rooms for junior sports using the
adjacent oval and a Youth Activity
Node on the site.
The facility is planned to be completed
by end of 2011 with the ovals and open
space to be available for use by May
2012.

Green Living Tips - The Ant & the Grasshopper

In a field one summer's day a
Grasshopper was hopping
about, chirping and singing to its
heart's content. An Ant walked
by, grunting as he carried a
plump kernel of corn.
"Where are you off to with that
heavy thing?" asked the
Grasshopper.
Without stopping, the Ant replied,
"To our ant hill. This is the third
kernel I've delivered
today."
"Why not come and sing
with me," said the
Grasshopper, "instead of
working so hard?"
"I am helping to store food
for the winter," said the
Ant, "and think you should
do the same."
"Why bother about
winter?" said the
Grasshopper; "we have
plenty of food right now."
But the Ant went on its way and
continued its work.
The weather soon turned cold.
All the food lying in the field was
covered with a thick white
blanket of snow that even the
grasshopper could not dig
through. Soon the Grasshopper
found itself dying of hunger.
He staggered to the ants' hill and
saw them handing out corn from
the stores they had collected in
the summer.
Then the Grasshopper knew:
It is best to prepare for the
days of necessity.
This Aesop's fable has rung true
many times in my life, but none
more than it has since my green
epiphany. In my view this story
has a much deeper meaning. I
feel that I am the ant, and much
of the rampant consumerist
society around us all is the
grasshopper, in fact, I used to be
the grasshopper.
The grasshoppers of today don't
sing and dance, but spend on
credit, and don't give a second
thought about saving for the
future or about future events like
climate change, peak oil, and
energy decent, to name a few.
They just party like its 1999!
Will the proverbial grasshoppers
of our time learn a valuable
lesson before the hard times
come? How many will be
knocking on the ant's door?
When those hard times are upon
us, what will you be? An Ant who
prepares and saves or a
Grasshopper who wants to buy
and inevitably gets everything
they touch, but needs none of it?
I believe that humanity has
partied like the grasshopper, so
hard and for so long; it has
squandered much of the planets
resources.
We have left a huge mess in our
wake, and have left none for
"days of necessity". Now is the
time to be frugal and wise like the
ant. I personally have found that
living a simple life, and treading
lightly on the planet can offer
such great rewards that most of
today's grasshoppers could
never imagine. How can they
feel the sheer joy that goes
with voluntary simplicity?
Complexity is a distant
memory for me, with
meaningful living here to stay.
The grasshopper in the story
learnt a valuable lesson.
Work hard when required, and
reap the rewards when the
time comes. Live within your
means, and save for the
future.
Look, don't get me wrong. I am
not trying to push any type of
lifestyle on anyone and not trying
to be preachy. Make up your
own mind, the choice is yours. I
am just making a comparison of
today's social problems against a
simple story written by a Greek
slave more than two thousand
five hundred years ago!
The story gives me hope that
others will learn by example and
will finally have an a-ha moment
of their own. If we can't learn
from the moral from this story
today, even during tough times,
then when can we?

your PH if itʼs too acidic as most
Australian soils are add lime.
WHAT TO PLANT

have endless supplies of cut
flowers all thru spring and
summer especially if you sow
seed in succession and the scent

those autumn vegetable seeds
in!

FLOWERING BULBS-
They thrive in the harshest

bring into the home, they will
also brighten up the garden
when most plants are still
dormant.
If you have Jerusalem Artichokes
you can start digging them up
and eat them! If you plan to put
in a vegetable bed nowʼs the
best time to start, the ground is
damp and easy to work , the
weather is pleasant to work inenrich
the soil by adding
compost and well rotted manure
so by the time spring comes
youʼll be ready to go!

Autumn is an ideal time to plant.
The soil is warm and there is
usually plenty of natural rainfall
to establish plants easily. It also

Welcome to all our new and
regular readers for another
edition of the Caroline Springs
Police Community Update.
Well I hope everybody had an
opportunity to have a short
break over the Easter period. I
know all our school children
would have really enjoyed there
Term 1 holidays and are now
back into the routine for Term 2.
As our weather cools down we
will no doubt need our heaters
on. This is often a time where
we do tend to see an increase
in house fires in our community.
We try to dry clothing overnight
or leave garments hanging too
close to heaters. This can have
a devastating effect so please
be careful. As daylight savings
has also finished we are
reminded to change the battery
in our smoke detectors.
During the months of April and
May we have another traffic
operation being run. This is
being run by the Melton Traffic
Management Unit and has
been titled “Operation
Surprise”. This operation is
targeting “distraction offences”
which include such things as

failing to wear a seatbelt,
speeding, etc.
The Melton Highway will be
targeted, concentrating on
Thursday and Fridays from
lunch time through to 6pm.
This is said to run through until

whilst there are highlighted
times and days any traffic
offences on our roads will not
be tolerated and drivers can
expect infringement notices
where applicable.
