Many of you ask what happens<br />
to <strong>Caroline</strong> <strong>Springs</strong> once Delfin<br />
leave.<br />
Now home to over 19,500<br />
residents, <strong>Caroline</strong> <strong>Springs</strong><br />
will eventually be made up<br />
of 18 villages. As each<br />
village reaches completion<br />
of <strong>the</strong> physical assets<br />
(parks, linear walkways,<br />
hike and bike trails, roads<br />
etc) <strong>the</strong>ir maintenance is<br />
handed over to Melton<br />
Shire Council (MSC) after<br />
a period of 2 years of being<br />
maintained by Delfin.<br />
This allows a gradual handover<br />
of responsibility and a smooth<br />
transition to Council.<br />
Most villages have already been<br />
handed over with <strong>the</strong> exception<br />
of The Domain, The Grange,<br />
The Esplanade, Ridgewater and<br />
late stages of Cypress Views.<br />

Two Delfin Welcomes left, don’t miss out!<br />
<strong>Caroline</strong> <strong>Springs</strong> understands that moving into<br />
a new community should be as easy and as<br />
trouble-free as possible. Each month Delfin<br />
<strong>Caroline</strong> <strong>Springs</strong> puts on a warm welcome for<br />
renters, established home buyers, land<br />
purchasers and workers. Many residents<br />
expectedly get caught up unpacking and settling<br />
in and we understand that you may have not<br />
been able to attend when you first received your<br />
invite or you may have bought an existing home.<br />

Delfin will continue to run <strong>the</strong>se events until June<br />
at which time it is expected that <strong>the</strong>y will be<br />
transitioned to <strong>the</strong> Lions Club of <strong>Caroline</strong><br />
<strong>Springs</strong> and Districts. The Lions Club does an<br />
outstanding job in our community and it will be<br />
great to have <strong>the</strong>m continue welcoming new<br />

Melton Shire continues on fast growth path<br />
The Shire of Melton was officially<br />
Australiaʼs second fastest growing<br />
Local Government Area in June<br />
2010, according to new figures<br />
released by <strong>the</strong> Australian Bureau<br />
of Statistics.<br />
The figures show that <strong>the</strong> Shire<br />
recorded <strong>the</strong> second fastest<br />
annual growth rate in population of<br />
7.1 percent.<br />
As at 1 April 2011 <strong>the</strong> Shire of<br />
Meltonʼs total population was<br />
114,000.<br />
Melton Shire Council <strong>May</strong>or, Cr<br />
Justin Mammarella JP, said <strong>the</strong><br />
figures confirm that <strong>the</strong> Shire of<br />
Melton was one of <strong>the</strong> fastest<br />
growing municipalities in Australia.<br />

Take part in Waste Strategy survey for a chance<br />

Residents are invited to participate<br />
in a survey on Councilʼs waste<br />
services as part of a review of <strong>the</strong><br />
Melton Shire Council Waste<br />
Strategy.<br />
The existing Waste Strategy 2005<br />
- 2014 is being updated before <strong>the</strong><br />
kerbside waste and recycling<br />
collection services contracts are<br />
put out for tender later this year.<br />
Council is asking for feedback on<br />
all waste services provided by<br />
Council, including its ʻAt Callʼ Hard<br />
Waste service, <strong>the</strong> Melton<br />
Recycling Facility along with <strong>the</strong><br />
kerbside collection services which<br />
include <strong>the</strong> fortnightly green waste<br />
and recyclables collections and<br />
<strong>the</strong> weekly waste collection.<br />
Council is also asking for ideas on<br />
what would help residents<br />
increase <strong>the</strong> amount <strong>the</strong>y recycle<br />
and decrease <strong>the</strong> amount of<br />
rubbish <strong>the</strong>ir households produce.<br />

take about ten minutes to<br />

Melton Library on <strong>the</strong> move to temporary site<br />
At its meeting on 7th April Melton<br />
Shire Council voted to endorse <strong>the</strong><br />
temporary relocation of <strong>the</strong> Melton<br />
Library Service to <strong>the</strong> Victoria<br />
University Melton Campus, located<br />
at Rees Road, Melton South.<br />
Council endorsed officers to<br />
negotiate terms and conditions of<br />
access within an occupancy<br />
agreement between Victoria<br />
University and Melton Shire Council.<br />
It is expected <strong>the</strong> Melton Library<br />
Service will move to its new,<br />
temporary location in mid 2011.<br />

Justin Mammarella JP said <strong>the</strong><br />
temporary relocation to <strong>the</strong> Victoria<br />
University site was <strong>the</strong> most suitable<br />
option.<br />
“Councilʼs commitment to<br />
redeveloping <strong>the</strong> Melton Library at<br />
its existing site will require<br />
demolition works prior to<br />
construction of <strong>the</strong> new facility. As<br />
such, it is necessary to move <strong>the</strong><br />
existing service to a new, temporary<br />
location.<br />
“The Victoria University site best<br />
meets Councilʼs criteria to ensure<br />
we continue to provide a<br />
comprehensive and accessible<br />
library service for our residents<br />
during this time. The temporary<br />
move to <strong>the</strong> Victoria University (VU)<br />
Campus will allow Melton Library<br />
patrons to continue to use <strong>the</strong> library<br />
collection, enjoy existing library<br />
programs and services, seven days<br />
a week whilst construction is taking<br />
place on <strong>the</strong> new Library.<br />
“This is an excellent opportunity for<br />
<strong>the</strong> community to maintain its public<br />
library service at current levels and<br />
for library users to visit <strong>the</strong> VU<br />
Campus. It is a partnership<br />
approach that will offer benefits to<br />
all.<br />
“Council looks forward to <strong>the</strong><br />
construction of <strong>the</strong> new library which<br />
will take into account <strong>the</strong> current and<br />
future needs of our community and<br />
provide residents with a<br />
multipurpose facility that will offer a<br />
range of inclusive services.” Council<br />
officers investigated a number of<br />
o<strong>the</strong>r locations including:<br />
• existing Council facilities /<br />
community centres<br />
• commercial rental of suitable<br />
spaces within <strong>the</strong> Melton<br />
Shopping and Business District<br />
• leasing and/or purchasing a<br />
relocatable building to be<br />
positioned temporarily on a site<br />

diverted over 4,470 kilograms of<br />
potentially harmful chemicals<br />
from landfill by participating in<br />
<strong>the</strong> Detox Your Home chemical<br />
collection held in earlier this<br />
year.<br />

Victoria, held <strong>the</strong> collection day<br />
on 26 February which saw over<br />
100 residents participate. Of <strong>the</strong><br />
material collected, 52% was<br />
paint, 12% batteries, 5% oil and<br />
a fur<strong>the</strong>r 4% gas cylinders, with<br />
<strong>the</strong> remainder being o<strong>the</strong>r<br />
harmful chemicals.<br />

such as paint, can be used<br />
for energy recovery – waste<br />
solvents can be burnt in<br />
industrial burners;<br />
• metal from chemical<br />
containers is recycled; and,<br />
• o<strong>the</strong>r materials can be<br />
treated to render <strong>the</strong>m nonhazardous<br />
and once treated,<br />
<strong>the</strong>se materials can be<br />

Melton Shire Council streets to<br />
commemorate local ANZACS<br />
Melton Shire Council is embarking on an ANZAC<br />
Commemorative Naming Pilot Project for <strong>the</strong><br />
municipality and is inviting residents, service<br />
clubs and community groups to contribute to <strong>the</strong><br />
project.<br />
In <strong>the</strong> lead up to <strong>the</strong> centenary of <strong>the</strong> first ANZAC<br />
landing at Gallipoli on 25 April 2015, a<br />
geographic naming pilot program has been<br />
established to recognise local men and women<br />
who have served in an operational capacity in<br />
<strong>the</strong> Australian and <strong>New</strong> Zealand defence forces.<br />
Melton Shire Council is one of five local<br />
government Councils in Victoria participating in<br />
<strong>the</strong> pilot project, with <strong>the</strong> aim of dedicating future<br />
street names, train stations and schools in a way<br />
that will appropriately reflect <strong>the</strong> ANZAC spirit.<br />

Local retirement residents rally for cancer fight<br />
Residents at a <strong>Caroline</strong> <strong>Springs</strong> retirement village are encouraging <strong>the</strong> local community to<br />
enjoy a cuppa for an important cause this <strong>May</strong>.<br />
Caesia Gardens staff and residents are raising funds for <strong>the</strong> Cancer Council by hosting a Biggest<br />
Morning Tea event on Wednesday, <strong>May</strong> 18 from 10am – 2pm.<br />
The fundraising event is open to <strong>the</strong> wider community and will incorporate raffles, prizes,<br />
refreshments and a range of entertainment by both residents and local school students.<br />

Contact Lenses serve many purposes in correcting vision in<br />
order to suit an individualʼs lifestyle. The Bausch & Lomb<br />
PureVision range of contact lenses have been on <strong>the</strong> market<br />
for a number of years, yet not everyone knows exactly what<br />
<strong>the</strong>y are, or who <strong>the</strong>y are best suited too.<br />
The range consists of four types of contact lenses. Each<br />

lens wearers with astigmatism. They are designed with<br />
High Definition Optics in order to reduce glare and halos.<br />
The lens is thinner and softer, making it much more<br />
comfortable to wear. They are aimed at providing a more<br />
detailed and crisper vision experience.<br />
The main feature of <strong>the</strong> PureVision line of contact lenses is<br />
to provide an oxygen rich environment to <strong>the</strong> eye in order to<br />
prevent dryness and promote eye health. They are made<br />
with a material developed and patented by Bausch &<br />
Lombʼs proprietary called AirGel.<br />
Claims have been made that <strong>the</strong> lenses allow so much<br />
oxygen to permeate <strong>the</strong> lens that users can wear <strong>the</strong>m<br />
continuously for up to 30 days, although it is still<br />

Australiaʼs battery hens live a life<br />
of boredom and misery. Instead of<br />
exhibiting <strong>the</strong>ir natural behaviours<br />
in sundrenched, grassy paddocks,<br />
hens are confined to huge sheds,<br />
with rows of cages stacked atop<br />
one ano<strong>the</strong>r to <strong>the</strong> ceiling. Hens<br />
are so crammed that <strong>the</strong>y have<br />
about <strong>the</strong> size of an A4 piece of<br />
paper each.<br />
The state of <strong>the</strong> sheds is<br />
absolutely horrific with corpses of<br />
sick or injured birds decaying<br />
beneath <strong>the</strong> o<strong>the</strong>r birds, hens<br />
suffer burns from being covered in<br />
weeks worth of faeces and urine,<br />
defea<strong>the</strong>ring occurs when<br />
cramped hens rub up against <strong>the</strong><br />
cages, <strong>the</strong>ir feet can become<br />
entangled and deformed from<br />
being forced to stand unnaturally<br />
on wire, not to mention <strong>the</strong> fact<br />
that studies have proven that 1 in<br />
6 battery hens live with broken<br />
bones.<br />
The cruelty doesnʼt end <strong>the</strong>re.<br />
Female chicks are routinely debeaked,<br />
a process whereby <strong>the</strong> tip<br />
of <strong>the</strong> beak is sliced off with a hot<br />
blade without anaes<strong>the</strong>tic. Male<br />
chicks are viewed as useless<br />
byproducts and over 12 million<br />
male chicks are gassed or ground<br />
up alive each year. To conclude<br />
this terrifying existence, hens face<br />
<strong>the</strong> ultimate in cruelty, <strong>the</strong>ir<br />
imminent slaughter.<br />
Hens Deserve a Fair Go<br />
Chickens are intelligent, social<br />
creatures. They live in social<br />
groups and can recognise each<br />
o<strong>the</strong>r by facial features. Chickens<br />
have <strong>the</strong> ability to feel joy as well<br />
as fear. No being should be<br />
subject to <strong>the</strong> conditions that a<br />
battery hen will endure in her<br />
lifetime.<br />
This is why CSAWN are asking for<br />

Design Poster to Promote Mobile Phone Recycling Program<br />
Young people with creative flair<br />
are invited to design a poster<br />
aimed at promoting Melton<br />

numbers in Melton Shire<br />
Melton Shire Council welcomes <strong>the</strong> State<br />
Governmentʼs announcement regarding eight<br />
additional police numbers, but states that more<br />
police is needed in Melton Shire.<br />
Cr Justin Mammarella JP, <strong>May</strong>or of Melton Shire<br />
Council said that a minimum of 20 additional police<br />
officers were needed over <strong>the</strong> next three years.<br />
“The Shire of Melton is <strong>the</strong> second fastest growing<br />
municipality in <strong>the</strong> Commonwealth of Australia.<br />
“In <strong>the</strong> last 10 years we more than doubled our<br />
population and we will continue to grow at a rate of<br />
7% in <strong>the</strong> coming years as we see <strong>the</strong> development<br />
of our major new growth areas at Melton North,<br />
Taylors Hill West and Toolern.”<br />
The Shire of Melton currently has 114,000<br />
residents. The new Toolern suburb will ultimately<br />
have homes for up to 60,000 people.<br />
“We urgently need more police officers to assist<br />
with our ageing population, our youth, liaison<br />
projects and traffic control,” said <strong>the</strong> <strong>May</strong>or.<br />
“I urge <strong>the</strong> State Government to give our residents<br />
<strong>the</strong>ir fair share and provide additional police<br />
numbers for our municipality,” continued <strong>the</strong> <strong>May</strong>or.<br />

Turning <strong>the</strong> first sod at Taylors Hill Youth and <strong>Community</strong> Centre<br />
Melton Shire Council <strong>May</strong>or Cr Justin<br />
Mammarella JP officially turned <strong>the</strong><br />
first sod at <strong>the</strong> site of <strong>the</strong> future Taylors<br />
Hill Youth and <strong>Community</strong> Centre and<br />
recreation reserves on Tuesday 12<br />
April at 10.30am.<br />
<strong>May</strong>or Cr Justin Mammarella JP said it<br />
was a significant milestone for <strong>the</strong><br />
project, which will see <strong>the</strong><br />
development of an innovative, multipurpose<br />
youth and community facility.<br />
“The Taylors Hill Youth and <strong>Community</strong><br />
Centre will provide services and a<br />
recreational hub for young people and<br />
<strong>the</strong>ir families in <strong>the</strong> Eastern Growth<br />
corridor of <strong>the</strong> municipality.<br />
"As our community continues to grow,<br />
so does <strong>the</strong> need for more<br />
infrastructure facilities to cater for a<br />
cross-section of our population<br />
including our youth.<br />
"The new youth space will provide a<br />
central location for young people to<br />
meet and connect with o<strong>the</strong>rs and also<br />
provide youth specific resources and<br />
services."<br />
The facility will also feature multipurpose<br />
recreational space such as<br />
ovals that will accommodate<br />
recreational activities such as cricket,<br />
football and soccer. O<strong>the</strong>r<br />
infrastructure will include sports<br />
lighting, childrenʼs playground,<br />
landscaping, paths and<br />
car park.<br />
Melton Shire Council has allocated<br />
$1.3 million in <strong>the</strong> current financial year<br />
to commence <strong>the</strong> project with a<br />
commitment to provide additional<br />
funds in <strong>the</strong> 2011/12 budget.<br />
Council was also successful in<br />
advocating <strong>the</strong> project to <strong>the</strong> State<br />
Government and will receive $1.4<br />
million in funding. There is also a<br />
$300,000 developer contribution<br />
provided towards this site.<br />
The facility will provide a home base<br />
for Councilʼs Youth Services provision<br />
for <strong>the</strong> area. The centre will also<br />
provide space for programs for young<br />
people such as self development<br />
groups including young womenʼs<br />
groups, young menʼs programs, life<br />
skills programs, assertiveness courses<br />
and a base for larger scale events.<br />
As a key community facility located<br />
within <strong>the</strong> centre of Councilʼs eastern<br />
corridor, <strong>the</strong> facility will provide a wide<br />
range of community uses, including<br />
adult education programs, languages<br />
o<strong>the</strong>r than English programs,<br />
parenting seminars and a space for<br />
<strong>the</strong> local community to meet and<br />
socialise.<br />
It will be available for use by<br />
community groups wishing to seek a<br />
space for <strong>the</strong> running of events or<br />
meetings. There will also be change<br />
rooms for junior sports using <strong>the</strong><br />
adjacent oval and a Youth Activity<br />
Node on <strong>the</strong> site.<br />
The facility is planned to be completed<br />
by end of 2011 with <strong>the</strong> ovals and open<br />
space to be available for use by <strong>May</strong><br />
2012.<br />

Green Living Tips - The Ant & <strong>the</strong> Grasshopper<br />

In a field one summer's day a<br />
Grasshopper was hopping<br />
about, chirping and singing to its<br />
heart's content. An Ant walked<br />
by, grunting as he carried a<br />
plump kernel of corn.<br />
"Where are you off to with that<br />
heavy thing?" asked <strong>the</strong><br />
Grasshopper.<br />
Without stopping, <strong>the</strong> Ant replied,<br />
"To our ant hill. This is <strong>the</strong> third<br />
kernel I've delivered<br />
today."<br />
"Why not come and sing<br />
with me," said <strong>the</strong><br />
Grasshopper, "instead of<br />
working so hard?"<br />
"I am helping to store food<br />
for <strong>the</strong> winter," said <strong>the</strong><br />
Ant, "and think you should<br />
do <strong>the</strong> same."<br />
"Why bo<strong>the</strong>r about<br />
winter?" said <strong>the</strong><br />
Grasshopper; "we have<br />
plenty of food right now."<br />
But <strong>the</strong> Ant went on its way and<br />
continued its work.<br />
The wea<strong>the</strong>r soon turned cold.<br />
All <strong>the</strong> food lying in <strong>the</strong> field was<br />
covered with a thick white<br />
blanket of snow that even <strong>the</strong><br />
grasshopper could not dig<br />
through. Soon <strong>the</strong> Grasshopper<br />
found itself dying of hunger.<br />
He staggered to <strong>the</strong> ants' hill and<br />
saw <strong>the</strong>m handing out corn from<br />
<strong>the</strong> stores <strong>the</strong>y had collected in<br />
<strong>the</strong> summer.<br />
Then <strong>the</strong> Grasshopper knew:<br />
It is best to prepare for <strong>the</strong><br />
days of necessity.<br />
This Aesop's fable has rung true<br />
many times in my life, but none<br />
more than it has since my green<br />
epiphany. In my view this story<br />
has a much deeper meaning. I<br />
feel that I am <strong>the</strong> ant, and much<br />
of <strong>the</strong> rampant consumerist<br />
society around us all is <strong>the</strong><br />
grasshopper, in fact, I used to be<br />
<strong>the</strong> grasshopper.<br />
The grasshoppers of today don't<br />
sing and dance, but spend on<br />
credit, and don't give a second<br />
thought about saving for <strong>the</strong><br />
future or about future events like<br />
climate change, peak oil, and<br />
energy decent, to name a few.<br />
They just party like its 1999!<br />
Will <strong>the</strong> proverbial grasshoppers<br />
of our time learn a valuable<br />
lesson before <strong>the</strong> hard times<br />
come? How many will be<br />
knocking on <strong>the</strong> ant's door?<br />
When those hard times are upon<br />
us, what will you be? An Ant who<br />
prepares and saves or a<br />
Grasshopper who wants to buy<br />
and inevitably gets everything<br />
<strong>the</strong>y touch, but needs none of it?<br />
I believe that humanity has<br />
partied like <strong>the</strong> grasshopper, so<br />
hard and for so long; it has<br />
squandered much of <strong>the</strong> planets<br />
resources.<br />
We have left a huge mess in our<br />
wake, and have left none for<br />
"days of necessity". Now is <strong>the</strong><br />
time to be frugal and wise like <strong>the</strong><br />
ant. I personally have found that<br />
living a simple life, and treading<br />
lightly on <strong>the</strong> planet can offer<br />
such great rewards that most of<br />
today's grasshoppers could<br />
never imagine. How can <strong>the</strong>y<br />
feel <strong>the</strong> sheer joy that goes<br />
with voluntary simplicity?<br />
Complexity is a distant<br />
memory for me, with<br />
meaningful living here to stay.<br />
The grasshopper in <strong>the</strong> story<br />
learnt a valuable lesson.<br />
Work hard when required, and<br />
reap <strong>the</strong> rewards when <strong>the</strong><br />
time comes. Live within your<br />
means, and save for <strong>the</strong><br />
future.<br />
Look, don't get me wrong. I am<br />
not trying to push any type of<br />
lifestyle on anyone and not trying<br />
to be preachy. Make up your<br />
own mind, <strong>the</strong> choice is yours. I<br />
am just making a comparison of<br />
today's social problems against a<br />
simple story written by a Greek<br />
slave more than two thousand<br />
five hundred years ago!<br />
The story gives me hope that<br />
o<strong>the</strong>rs will learn by example and<br />
will finally have an a-ha moment<br />
of <strong>the</strong>ir own. If we can't learn<br />
from <strong>the</strong> moral from this story<br />
today, even during tough times,<br />
<strong>the</strong>n when can we?<br />

Welcome to all our new and<br />
regular readers for ano<strong>the</strong>r<br />
edition of <strong>the</strong> <strong>Caroline</strong> <strong>Springs</strong><br />
Police <strong>Community</strong> <strong>Update</strong>.<br />
Well I hope everybody had an<br />
opportunity to have a short<br />
break over <strong>the</strong> Easter period. I<br />
know all our school children<br />
would have really enjoyed <strong>the</strong>re<br />
Term 1 holidays and are now<br />
back into <strong>the</strong> routine for Term 2.<br />
As our wea<strong>the</strong>r cools down we<br />
will no doubt need our heaters<br />
on. This is often a time where<br />
we do tend to see an increase<br />
in house fires in our community.<br />
We try to dry clothing overnight<br />
or leave garments hanging too<br />
close to heaters. This can have<br />
a devastating effect so please<br />
be careful. As daylight savings<br />
has also finished we are<br />
reminded to change <strong>the</strong> battery<br />
in our smoke detectors.<br />
During <strong>the</strong> months of April and<br />
<strong>May</strong> we have ano<strong>the</strong>r traffic<br />
operation being run. This is<br />
being run by <strong>the</strong> Melton Traffic<br />
Management Unit and has<br />
been titled “Operation<br />
Surprise”. This operation is<br />
targeting “distraction offences”<br />
which include such things as<br />

talking on a mobile phone,<br />
failing to wear a seatbelt,<br />
speeding, etc.<br />
The Melton Highway will be<br />
targeted, concentrating on<br />
Thursday and Fridays from<br />
lunch time through to 6pm.<br />
This is said to run through until<br />
<strong>the</strong> 20th of <strong>May</strong>.<br />
Let it also be mentioned that<br />
whilst <strong>the</strong>re are highlighted<br />
times and days any traffic<br />
offences on our roads will not<br />
be tolerated and drivers can<br />
expect infringement notices<br />
where applicable.<br />

000 if you have specific<br />
intelligence about a crime or a<br />
concern you may have. If you<br />
have information about a<br />
