The procedure applies to the following facilities/systems:
n Distance Measuring Equipment (DME)
n VHF Omni Range (VOR/DVOR)
n Direction Finder (DF)
n Non Directional Beacons (NDB)
n Ground Base Augmentation Systems
n Instrument Landing Systems (Localiser, Glide-path & Markers, LDMEs)
n Satellite based Augmentation Systems (Ground monitoring elements)
n VHF Communications
n Primary surveillance Radar
n Secondary Surveillance Radar
Though the development of the guidance material is targeted primarily at buildings, other
objects mobile or stationary, temporary or permanent which may interfere with CNS
facilities are also embraced. These could include, building machinery, excavation and spoil,
including vegetation. Permanent structures with rotational elements (wind turbines) are
also embraced.
3. Exclusions
n Obstacle restrictions that are given in this document and in ICAO EUR DOC 015 do not
cover the effect of proposed buildings on Visual flight rule or Instrument Flight rule
operations. The criteria for evaluating these is given in ICAO ANNEX 14 (Aerodromes)
and in ICAO DOC 8168(PANS OPS)

n VHF/UHF Ground/Ground communications
n Microwave links
n HF Communication facilities
n Critical and Sensitive Areas based on Guidance covered in ICAO ANNEX 10

n Precision Approach Radar (PAR) Facilities
n Military Communication facilities
n Microwave Landing Systems
n Global Navigation Satellite Systems
