Irish Aviation Authority <strong>Policy</strong> on Consultation by Planning Authorities 6. The Two Step Consultation Process Fig. 1 below sets out the 2 Step Process. Figure 1. IAA 2 Step Process Step 1 n Planning application/pre-planning query is made. The planning authority pass this to the IAA Corporate Affairs Department for review. n IAA Corporate Affairs Department submit the application to the appropriate engineering experts within IAA for initial analysis. n If the appropriate engineering experts consider that the planning proposal does not infringe the BRA surfaces as described in ICAO EUR DOC 015 then the Corporate Affairs Department of the IAA is advised that the appropriate engineering experts have no objections to the proposal and step 2 is skipped.
<strong>Policy</strong> on Consultation by Planning Authorities Irish Aviation Authority Step 2 n If the appropriate engineering experts consider that BRA surfaces are infringed then the appropriate engineering expert’s within the IAA will advise the Corporate Affairs Department that further expert engineering analysis is required. This analysis is the responsibility of the developer. n If it is shown from expert analysis that the interference effects are within acceptable limits as decided by the appropriate engineering experts within the IAA (following review of evidence provided) then the planning authority is advised that the IAA has no objection to the application. n If the analysis shows that the interference affects are outside acceptable limits then the planning authority is advised that the IAA will object and outline the basis for the objection. n Following rejection of the building proposal it may be possible to modify and re-submit the planning proposal. A modified proposal will be subjected to the full review processes as described above. 7. Buildings that must always be subject to assessment It is a requirement that the following types of construction/ building be assessed even when outside the areas defined as restricted areas in ICAO EUR DOC 015: n Wind Turbine Generator (Excluding Micro-wind turbines.( See note 2 below) n Skyscrapers n Large excavation works n TV towers n Other High Towers NOTE 1: The use of any large construction equipment (tower cranes etc) used during the construction of any building must also be assessed. This is because while the final proposed development may not impinge a restricted area the equipment used to construct or develop that building may. Note 2: Micro wind turbines: Wind turbines with a mast height not exceeding 10 metres and a rotor diameter of 6 metres or less. All turbine components shall have a matt, nonreflective finish and the blade shall be made of material that does not deflect telecommunication signals. These turbines were exempted from the Planning Laws in February 2007 by the Minister for Environment, Heritage and Local Government. Further details of these are available from the Department.
