MEETING OF MIDWESTERN COUNCIL BOARDS – JULY 9, <strong>2009</strong><br />

Regular Executive and Competition Board meeting, Sam’s Ristorante, Rockford IL.<br />

EXECUTIVE BOARD<br />

President Cassaro called to meeting to order at 8:02 pm. It was ascertained that a quorum was present. All<br />

officers were present except Comp. Director Wheeler, and clubs were represented as follows: CSCC-Weis,<br />

Wells; FT-S.Green, Hoover; GLSCC-Schley, Kannard; LSCC-Kevin, Harlan; MSCC-Anderson, Jackson; NSSCC-<br />

Serra; SCSCC-Cromas, Lewis; SCCR-P.Green, Rehberg. M(Schley) & 2(Kannard) to approve the minutes of the<br />

June meeting as printed. Pass.<br />

TREASURER’S REPORT: All accounting is up to date. M(Wells), & 2(Schley) to accept report as printed. Pass.<br />

OLD BUSINESS<br />

‣ Driver School Update: Harlan reported 18 entries for AX and about 15 for W-W. More track timers<br />

would be appreciated.<br />

‣ Milwaukee Mile Update: MM management has gone bankrupt. Cassaro has been working with<br />

State Fair Park management, who is taking over track rental and prefers working with smaller<br />

sanctioning bodies such as MC and SCCA instead of larger groups such as NASCAR or IRL (although<br />

private promoters may sponsor the latter events). The event will be over Labor Day weekend with<br />

HPDE on Sat., W-W on Sun. and AX on Mon. Event details are being managed and Ferris wheel<br />

competition is hot among the clubs,.<br />

‣ <strong>2009</strong> Awards Banquet: Serra is in negotiation with a few venues. It is the 3 rd Saturday in January.<br />

NEW BUSINESS<br />

‣ <strong>2009</strong> Directory: Thanks go to Schneider who put it together and distributed it. It looks very good.<br />

Extras will be available at the next meeting.<br />

COMPETITION BOARD<br />

OLD BUSINESS<br />

‣ Autocross Committee: Todd Simpson is the new chairman. Meetings will be at events so there are<br />

more attendees with more input.<br />

‣ Race Staff: No committee. Cassaro took the yellow S&R truck to get fixed; it worked fine at<br />

Autobahn.<br />

‣ Steward Committee: Next meeting is July 17 at Backyard Bar & Grill. Meetings are open to all MC<br />

members with Bridge Stewards and Club Stewards strongly encouraged to attend. Jackson will mail<br />

out an agenda this week.<br />

‣ July 18 School: Details covered already. Wheeler will work on updating school entry forms during<br />

the off season. He would like input.<br />

‣ Rule-a-Thon: Jackson will put together some info for KLAXON. Any proposals to be made must be in<br />

written form with 10 copies submitted at the beginning of the meeting. It will be on <strong>Aug</strong>. 15<br />

NEW BUSINESS<br />

‣ Open MC Positions for 2010: Comp Director – Pat Kevin is in the running. Open are Staff Director,<br />

Staff Committee Chair, KLAXON Editor, all of whom are desperately needed. Nominations for Pres., V-<br />

P, Treas., Sec. will happen in Nov. Harlan is willing to run as Treas.<br />

SCCR-P.Green, Rehberg. M(Weis) & 2(J.Boldt) to approve the minutes of the July meeting as printed. Pass.<br />

TREASURER’S REPORT: Harlan sent the July report. There were no extraordinary expenses or income. The 1st<br />

school made money and the 2 nd school lost, but in general, the schools came out ahead. M(Kannard) &<br />

2(Wells) to approve the report. Pass.<br />

OLD BUSINESS<br />

‣ Rule-a-Thon: It is on <strong>Aug</strong>. 15. Any requests for rule changes must be in writing with 10 copies to be<br />

distributed. AX will be in the AM and W-W after lunch.<br />

‣ <strong>2009</strong> Banquet: In Serra’s absence, Saccameno reported that Cliffbreakers in Rockford is the probable<br />

location. It will be on the 3 rd Saturday in January.<br />

NEW BUSINESS<br />

‣ Cassaro reported that Jim Vaske, a longtime MC member and worker passed away in June. Relatives<br />

have offered his collection of event photos to the MC.<br />

‣ Insurance: The contact person has changed. Harlan will get the info.<br />

‣ Special Awards: Info on nominations for the yearend awards was given to clubs for their newsletters.<br />

‣ Special Contest Board Meeting: Minutes from the meeting after the driver school were distributed<br />

and included the school results. M(Wells) & 2(Kannard) to approve the minutes. Pass. Discussed at<br />

that meeting was a form to be used as a reminder of the disposition of entry fees for drivers who do<br />

not attend (fee must be prepaid). The lead instruction is to fill it out and give copies to the driver,<br />

registrar, and steward of the event. M(Jackson) & 2(Martin) to approve. Pass.<br />

‣ Caution: For those towing through Roscoe to get to BFR, the town police have someone checking<br />

trailers larger than C class for proper license plates, documentation, and stickers. Fines are heavy for<br />

noncompliance.<br />

‣ Autocross Committee: New chairman is absent due to impending childbirth. Cassaro reported that<br />

there are some AX issues that were brought up earlier in the year but not considered for vote because<br />

rule changes generally take place toward the end of the year. They will be revisited when the<br />

committee gets going.<br />

‣ Race Staff: No committee.<br />

‣ Steward Committee: Weis’s staff sign-ins give a better idea of staffing levels at events. Steward<br />

manual is on the forum, which is being used more. Martin reported that the official results he posts at<br />

events are being stolen from the board. This is evil and unnecessary because he will provide copies<br />

for drivers if they just ask. Next meeting is <strong>Aug</strong>. 22 at Backyard Grill & Bar in Roscoe a 7 PM.<br />

‣ Open MC positions for next year: Comp Director, Staff Director, Staff Committee Chair, KLAXON<br />

looking for suggestions as to when this meeting could take place the best for everyone. I<br />

am thinking sometime between Fri. at 6:00 pm and Saturday 8:00 pm. We need to find<br />

the best one-hour time slot. Remember if you want to improve the HSAX program or<br />

support the current program or just want to be informed you should be at this meeting.<br />

SUPPLEMENTAL REGULATIONS<br />

1. General Event Regulations<br />

1.1. This event is sanctioned by the <strong>Midwestern</strong> <strong>Council</strong> of<br />

Sports Car Clubs, and insurance conforms to MCSCC<br />

requirements. This event will be held under the MCSCC<br />

General Competition Regulations, Track Regulations and all<br />

Supplemental Regulations.<br />

1.2. Drivers are responsible for notifying crew and guests of<br />

the hours Registration is open. Entry may not be available<br />

beyond posted hours.<br />

1.3. Minor guests must be under adult supervision at all times.<br />

1.4. A slow and safe speed shall be maintained in the paddock<br />

at all times. Riding on the exterior of vehicles is prohibited.<br />

1.5. No alcoholic beverage may be consumed by drivers, crew<br />

or guests before the end of the last race or other on-track<br />

activity. There may be General Admission spectators not<br />

registered with event sponsors, which are not subject to this<br />

rule.<br />

1.6. No illegal drugs or controlled substance shall be tolerated<br />

on the track premises at any time.<br />

1.7. Any and all protests, questions or complaints against any<br />

competitor car or driving or against any race specialty should<br />

be made to the Event Chief Steward or his/her designated<br />

assistant as stipulated in the GCR. In no case should<br />

complaints be directed to any race worker in any specialty.<br />

1.8. All race support vehicles (ATVs, golf carts, etc.) must bear<br />

a legible placard with the entrant's car number and class<br />

designation.<br />

2. Special Events – SC Celebrates 50 years with food and<br />

beverages during AX Trophy presentation.<br />

3. Race (Wheel-to-Wheel) Supplemental Regulations<br />

3.1. Race Entry & Registration<br />

3.1.1. Races are open to drivers holding a valid current<br />

MCSCC, SCCA (Pro, National or Regional - no Novice Permits),<br />

WHRRI, BMWCCA(full), EMRA, CASC, PCA(full), NASA(full),<br />

Skip Barber, SVRA, or VMC racing license. Vintage/Historic<br />

groups are additionally open to drivers holding valid current<br />

VSCDA, SCCA Vintage, HSR or other recognized license.<br />

Competitors must be 18 years of age or older. 16 and 17<br />

year olds may also compete if they hold a <strong>Midwestern</strong><br />

<strong>Council</strong> Minor Probation License.<br />

3.1.2. All drivers must be prepared to show at registration:<br />

(1) A current approved competition license.<br />

(2) A current membership card from the sanctioning body<br />

issuing the license, or an organization representing the<br />

sanctioning body.<br />

(3) Proof of a valid Drivers License from state of residence.<br />

3.1.3. Drivers and cars may enter more than one race group<br />

(at additional fee) providing they meet the appropriate class,<br />

safety and license requirements. Cars running in multiple<br />

race groups must have a tech sticker and appropriate class<br />

designation for each group, and attend Drivers Meetings for<br />

each group if separate meetings are held. All cars running<br />

UNR are subject to the approval of the Event Chief Steward.<br />

3.2. Race officials reserve the right to alter the schedule or<br />

race<br />

groups for good and sufficient reason, and to reject any<br />

entry at their discretion. Officials reserve the right to reassign<br />

car numbers where required.<br />

3.3 Minor Participation<br />

3.3.1. Persons entering this event with an MCSCC Minor<br />

Probation<br />

License must personally present his license to the Event<br />

Chief Steward accompanied by his attending<br />

parent/guardian.<br />

3.3.2 It is the responsibility of the Minor Participant to<br />

personally<br />

retrieve his license from the Event Chief Steward<br />

accompanied by his attending parent/guardian before<br />

leaving the track property.<br />

3.3.3 Before the attending parent/guardian leaves the track<br />

property, he must report to the event Chief Steward that he<br />

5. Blackhawk Farms Raceway Track Regulations<br />

5.1. NOISE POLLUTION REGULATION: No race car or engine,<br />

including showroom cars with open exhaust, shall be run<br />

before 8:00 a.m. or after 6:00 p.m. on any weekend day or<br />

not before 9:00 a.m. or after 4:30 p.m. on weekdays<br />

(Monday through Friday). All racing or on-track activities<br />

shall be conducted at a decibel level not in excess of 103<br />

decibels as measured fifty (50) feet from the track.<br />

5.2. GATE PASS REQUIREMENT: A pass indicating you have<br />

registered for the event must be presented to the Guard to<br />

per weekend or $25 per year. Pay in Corner 10.

can give out. We urge you to participate in this most auspicious occasion. The paragraphs that follow describe the qualities and qualifications<br />

a nominee should posses for a special award. A single person may be nominated in multiple categories, however a single “all purpose”<br />

written nomination may NOT be submitted for multiple categories.<br />

■ Wheel to Wheel Rookie of the Year – Nominees shall have passed his/her FIRST wheel to wheel drivers school during either the last<br />

drivers school of the previous year or one of the two drivers school this year (<strong>2009</strong>). Nominees should display the “MC” attitude, fun with<br />

competition, and his/her driving skills should have improved greatly during the year. The number of events attended should be taken into<br />

consideration.<br />

■ Autocross Rookie of the Year – Same as for the Wheel to Wheel Rookie<br />

■ Wheel to Wheel Driver of the Year – Nominees should display a true sportsman attitude and be respected by his/her fellow competitors. In<br />

most cases, the nominee should have placed well in his/her class that they competed in for this year. Competitors should NOT be nominated<br />

for sportsmanship alone and those competitors displaying outstanding sportsman qualities should be nominated for Sportsman of the Year.<br />

■ Autocross Driver of the Year – Same as for the Wheel to Wheel Driver of the Year<br />

■ Sportsman of the Year – Should be a competitor that displays excellence in character, spirit, and competition. This person will go out of<br />

his/her way to help others and will ask for nothing in return.<br />

■ Member of the Year – Is awarded to a MCSCC member who has performed and outstanding service(s) for MCSCC during the current year.<br />

Normally this is not given to MC officers; they are volunteers for these offices and know what kind of dedication the position already<br />

requires.<br />

■ Lou Shaupner Award: Worker of the Year – Named for Lou Shaupner from Chicagoland SCC and given to a dedicated worker that is at the<br />

track more often than not. Enjoys his/her specialty and performs the duties to the best of their abilities.<br />

President<br />

The President shall be the principal executive officer of MC and shall, in general, supervise and<br />

control all business of MC. He/she may sign, with the secretary or any other proper officer of MC<br />

authorized by the Board of Directors, any deeds, mortgages, bonds, contracts or other<br />

instruments which the Board of Directors has authorized to be executed, except in cases where<br />

the signing and execution thereof shall be expressly delegated by the Board of Directors or by the<br />

Bylaws or by statute to some other officer or agent of MC; and, in general, shall perform all duties<br />

incident to the office of President and such other duties as may be prescribed by the Board of<br />

Directors from time to time. The President is, by fact of office, a member of all committees.<br />

Vice President<br />

In the absence of the President or in the event of his/her inability or refusal to act, the Vice<br />

President (or in the event there be more than one Vice President, the Vice Presidents, in the<br />

order designated or, in the absence of any designation, then in the order of their election) shall<br />

perform the duties of the President and, when so acting, shall have all the powers of, and be<br />

subject to, all the restrictions of the President. Any Vice President shall perform such other duties<br />

as from time to time may be assigned to him/her by the President or by the Board of Directors.<br />

Competition Director<br />

The Competition Director shall be responsible for the supervision and management of the<br />

technical and administration of motor sports competitive activities. He/she shall be responsible for<br />

compilation of the rules and regulations governing motor sports competition. He/she shall be<br />

responsible for the selection, competence and training of such assistant directors and/or<br />

stewards as he/she may appoint. It shall be his/her responsibility to ensure that all arrangements<br />

for any MC-sanctioned event are in compliance with the contractual requirements and the<br />

competition rules and regulations of MC. The Competition Director shall preside over that portion<br />

of meetings of the MC Board of Directors concerned specifically with motor sports competition,<br />

referred to as the Contest Board. The Competition Director is, by fact of office, a member of all<br />

committees.<br />

Treasurer<br />

If required by the Board of Directors, the Treasurer shall give a bond for the faithful discharge of<br />

his/her duties in such sum and with such surety or sureties, as the Board of Directors shall<br />

determine. The Treasurer shall have charges, custody of and be responsible for all funds and<br />

securities of MC; receive and give receipts for monies in the name of MC in such banks,<br />

trust companies or other depositories as shall be selected in accordance with the provisions of<br />

Article XII of these Bylaws; and, in general, perform all the duties incident to the Office of<br />

Treasurer and such other duties as from time to time may be assigned by the President or Board<br />

of Directors. The Treasurer shall report on the status of the clubs' membership quarterly.<br />

Secretary<br />

The Secretary shall record the minutes of the Board of Directors' meetings in one or more books<br />

provided for that purpose. He/she shall ensure that all notices are duly given in accordance with<br />

the provisions of these Bylaws or as required by law. He/she shall be custodian of the records<br />

and seal of MC and see that the seal of MC is affixed to all documents, the execution of which, on<br />

behalf of MC under its seal, is duly authorized in accordance with the provisions of these Bylaws.<br />

He/she shall in general, perform all duties incident to the Office of Secretary and such other<br />

duties as from time to time may be assigned by the President or Board of Directors.<br />

Autobahn Circuit<br />

Rules and Regulations<br />

1. General Event Regulations<br />

1.1. This event is sanctioned by the <strong>Midwestern</strong> <strong>Council</strong> of<br />

Sports Car Clubs, and insurance conforms to MCSCC<br />

requirements. This event will be held under the MCSCC<br />

General Competition Regulations, Track Regulations and all<br />

Supplemental Regulations.<br />

1.2. Drivers are responsible for notifying crew and guests of the<br />

hours Registration is open. Entry may not be available<br />

beyond posted hours.<br />

1.3. Minor guests must be under adult supervision at all times.<br />

1.4. A slow and safe speed shall be maintained in the paddock<br />

at all times. Riding on the exterior of vehicles is prohibited.<br />

1.5. No alcoholic beverage may be consumed by drivers, crew or<br />

guests before the end of the last race or other on-track<br />

activity. There may be General Admission spectators not<br />

registered with event sponsors which are not subject to this<br />

rule.<br />

1.6. No illegal drugs or controlled substance shall be tolerated on<br />

the track premises at any time.<br />

1.7. Any and all protests, questions or complaints against any<br />

competitor car or driving or against any race specialty<br />

should be made to the Event Chief Steward or his/her<br />

designated assistant as stipulated in the GCR. In no case<br />

should complaints be directed to any race worker in any<br />

specialty.<br />

1.8. All race support vehicles (ATVs, golf carts, etc.) must bear a<br />

legible placard with the entrant's car number and class<br />

designation.<br />

2. Track Touring<br />

2.1. Track touring will be held during lunch on both days of the<br />

event, weather and schedule permitting.<br />

3. Race (Wheel-to-Wheel) Supplemental Regulations<br />

3.1. Race Entry & Registration<br />

3.1.1. Races are open to drivers holding a valid current<br />

MCSCC, SCCA (Pro, National or Regional - no Novice<br />

Permits), WHRRI, BMWCCA(full), EMRA, CASC,<br />

PCA(full), NASA(full), Skip Barber, SVRA, or VMC racing<br />

license. Competitors must be 18 years of age or older.<br />

Vintage/Historic groups are additionally open to drivers<br />

holding valid current VSCDA, SCCA Vintage, HSR or<br />

other recognized license. 16 and 17 year olds may also<br />

compete if they hold a <strong>Midwestern</strong> <strong>Council</strong> Minor<br />

Probation License.<br />

3.1.2. All drivers must be prepared to show at registration:<br />

(1) A current approved competition license.<br />

(2) A current membership card from the sanctioning<br />

body issuing the license, or an organization<br />

representing the sanctioning body.<br />

(3) A valid Drivers License from state of residence.<br />

3.1.3. Drivers and cars may enter more than one race group (at<br />

additional fee) providing they meet the appropriate class,<br />

safety and license requirements. Cars running in multiple<br />

race groups must have a tech sticker and appropriate<br />

class designation for each group, and attend Drivers<br />

Meetings for each group if separate meetings are held.<br />

All cars running UNR are subject to the approval of the<br />

Event Chief Steward.<br />

3.2. Race officials reserve the right to alter the schedule or race<br />

groups for good and sufficient reason, and to reject any<br />

entry at their discretion. Officials reserve the right to<br />

reassign car numbers where required.<br />

3.3 Persons entering this event with an MCSCC Minor Probation<br />

License must personally present his license to the Event Chief<br />

Steward accompanied by his attending parent/guardian.<br />

3.2.1 It is the responsibility of the Minor Participant to<br />

personally retrieve his license from the Event Chief Steward<br />

accompanied by his attending parent/guardian before leaving<br />

the track property.<br />

3.2.2 Before the attending parent/guardian leaves the track<br />

property, he must report to the event Chief Steward that he is<br />

doing so before leaving and again upon his return. The minor<br />

participant will NOT be allowed on the race track if the<br />

attending parent/guardian is not present.<br />

4.1 Race Tech & Impound<br />

4.1.1 Drivers whose competition vehicles have logbooks issued<br />

by other sanctioning bodies must present all logbooks at<br />

any technical inspection.<br />

4.1.2 The scales at impound are the official scales. Scales will<br />

be available throughout the weekend.<br />

4.1.3 Sound control - All cars are required to comply with the<br />

decibel limit established by the track (see track<br />

regulations). If a car is recorded in excess of the limit<br />

during an on track session, the first two times driver will<br />

be notified of the infraction as the car enters the paddock<br />

and instructed to make repairs. If the car is subsequently<br />

recorded in excess of the limit it will be Black Flagged<br />

and disqualified from further competition.<br />

4.2 Race Timing &Scoring<br />

4.2.1 AMB TranX 260 transponders are required for all wheelto-wheel<br />

entries. A limited number of transponders will be<br />

available for rental. Rental Fee is $50 for the weekend<br />

and requires a $300 Security Deposit (refundable.) Rental<br />

Fee and Deposit requires cash, or two separate checks<br />

(no credit cards.) Rentals will be handled at registration.<br />

Renters will be notified where to return the transponder<br />

and retrieve the deposit. DO NOT take transponders into<br />

the building which houses Timing and Scoring.<br />

Transponders are also available for purchase from AMB<br />

USA at 678-816-4000 or online at amb-it.com, as well as<br />

from other sources.<br />

4.2.2 All cars must display registration assigned numbers per<br />

the GCR. Failure to conform will result in written/verbal<br />

notification by the Stewards. Cars appearing in<br />

subsequent sessions without conforming will receive a<br />

Black Flag. The car will then be directed to the paddock<br />

for repairs. If the second offence is during a qualifying<br />

session, no time will be counted prior to the issuance of<br />

the Black Flag for a grid position. The car will be allowed<br />

to return to the track after repairs have been completed<br />

during practice and qualifying sessions. Should a car fail<br />

to conform to the GCR number requirements during a<br />

race, the car will receive a Black Flag and be directed to

the paddock. Drivers are responsible for providing all<br />

materials needed to create acceptable numbers.<br />

4.2.3 Drivers (and co-drivers) must complete 5 verified laps of<br />

practice and/or qualifying in order to be eligible for the<br />

race, or have permission of the Event Chief Steward.<br />

4.2.4 Grid positions for races will be determined by<br />

computerized electronic timing system.<br />

4.3 Race General<br />

4.3.1 Safety belts, helmets and all driving gear must be worn<br />

during cool off and victory laps.<br />

4.3.2 All drivers, with their cars, involved in metal to metal<br />

contact will be directed to impound immediately upon<br />

exiting the track with or without assistance. A Steward<br />

will meet them there to inspect the vehicles and collect<br />

reports from the drivers involved. The car and driver will<br />

remain in impound until released by the Steward. Cars<br />

involved in consecutive race groups may be released<br />

from impound immediately by the steward, but must<br />

return to impound after that session before returning to<br />

the Paddock.<br />

5 Autocross Supplemental Regulations<br />

5.1 Autocross Entry and Registration<br />

5.1.1 <strong>Midwestern</strong> <strong>Council</strong> High Speed Autocross events are<br />

open to drivers age 18 or over with a valid state driver's<br />

license. 16 and 17 year olds may participate if they turn in<br />

to the event Chief Steward accompanied by a<br />

parent/guardian a <strong>Midwestern</strong> <strong>Council</strong> Autocross Driver<br />

School certificate. The minor accompanied by the<br />

attending parent/guardian is responsible for picking up<br />

the Driver School certificate from the event Chief Steward<br />

before leaving the facility. The parent/guardian must<br />

report to the Event Chief Steward if he intends to leave<br />

the track property and upon his return. The minor<br />

participant will NOT be allowed on the race track while<br />

the parent/guardian is not present. Only drivers who are<br />

<strong>Midwestern</strong> <strong>Council</strong> members will be awarded<br />

championship points.<br />

5.1.2 Autocross officials reserve the right to alter the schedule<br />

for good and sufficient reason, and to reject any entry at<br />

their discretion. Officials reserve the right to reassign car<br />

numbers where required.<br />

5.1.3 Drivers competing in a MCSCC Autocross for the first<br />

time must place an “N” on their windshield and attend the<br />

Novice meeting (see schedule) and the special Novice<br />

practice following.<br />

5.2 Autocross Tech & Safety Regulations<br />

5.2.1 Cars must be generally suited for track use and must<br />

pass Autocross Technical Inspection. A neat and clean<br />

appearance is required.<br />

5.2.2 Car numbers must be at least 6" high and of 1" stroke,<br />

and white in color. Shoe polish is not allowed. Numbers<br />

shall be displayed on both sides of the car and at the top<br />

corner of the windshield on the side facing T&S (Driver's<br />

right at BFR, driver's left at GMR) Car class and practice<br />

group number shall be displayed on the windshield also,<br />

in a manner not to conflict with the car number. Numbers<br />

are the driver's responsibility, and will not be supplied by<br />

Tech.<br />

5.2.3 Seat belts must be in place and used at all times. OEM<br />

seat/shoulder belts are acceptable in all classes except<br />

those cars requiring a roll bar. Cars requiring a roll bar<br />

must have a 4-point (minimum) harness (“Euro Harness”<br />

acceptable). Competition belts & harnesses are required<br />

in all open cars in any class.<br />

5.2.4 Open cars are required to have roll bars meeting<br />

Appendix Z or ZZ of MCSCC General Competition<br />

Regulations. Targa and T-Top cars are considered open<br />

cars unless tops are installed and locked in place. Roll<br />

bars are strongly recommended for all cars.<br />

5.2.5 All drivers must wear a Snell Foundation approved<br />

helmet. Helmets meeting at least Snell K2005, SA2000 or<br />

M2000 rating are required. SA rated helmets are very<br />

highly recommended. Loaner helmets are not available.<br />

Drivers must wear full coverage shoes, long pants and<br />

long sleeved shirts when on track. Approved driving suits<br />

are highly recommended.<br />

5.2.6 Sound control - All cars are required to comply with the<br />

decibel limit established by the track (see track<br />

regulations). If a car is recorded in excess of the limit<br />

during an on track session, the first two times driver will<br />

be notified of the infraction as the car enters the paddock<br />

and instructed to make repairs. If the car is subsequently<br />

recorded in excess of the limit it will be disqualified from<br />

further competition.<br />

5.3 Autocross General<br />

5.3.1 Only approved driving instructors may ride in cars on the<br />

track. No other passengers will be allowed during practice<br />

or timed runs.<br />

5.3.2 Practice will be called by groups. Latecomers may get<br />

limited practice time. Competitors who work in tech or<br />

corners will be assured two practice runs.<br />

5.3.3 Passing allowed only in designated areas and will be<br />

defined at the Mandatory Drivers Meeting.<br />

5.3.4 If Blue Flagged, stay to the left and allow faster cars to<br />

pass on right. Anyone ignoring the Blue Flag will be<br />

removed from track.<br />

5.3.5 Anyone failing to exit at the designated exit point (the<br />

back gate at BFR) will lose next practice session or timed<br />

run.<br />

5.3.6 Left and right front door windows must be open.<br />

5.3.7 Timed runs must be completed whenever possible. (Not<br />

doing so creates problems for Timing & Scoring.)


Autobahn Circuit<br />

Rules and Regulations<br />

Paddock and all paved access roads - Speed limit in the<br />

paddock is 15 mph. Speed limit on the access roads is 25 mph. Do<br />

not pound stakes or make any holes for any reason in any asphalt<br />

surface - offenders will be fined and may be ejected. Persons must<br />

bring materials to anchor their awnings. Cars fueled on any paved<br />

areas must be done so with care; any spills must be brought to the<br />

attention of the Autobahn Circuit representative immediately. If<br />

you must temporarily jack a vehicle on asphalt, you MUST have<br />

metal or wood under the jack and jack stands. NO EXCEPTIONS.<br />

Do NOT paint any asphalt surface.<br />

Disposal of Waste Fluid and Environmental Debris - Use of<br />

the dumping containers located in several areas in the paddock is<br />

mandatory for used oil, antifreeze, brake fluid, and other<br />

polluting material. Spillage will not be tolerated and may result<br />

in ejection from the Circuit. Participants are to take with them all<br />

used tires, batteries and unwanted parts. Environmental debris<br />

left behind may result in fines or fees to Lessee pr any of its<br />

Participants.<br />

Fire Extinguishers - Each Participant “team” must have at<br />

least (1) portable dry chemical fire extinguisher with a rating<br />

of at least 12 BC available in good working condition in their<br />

pit area.<br />

Infield Roads -Absolutely no imbedding of new brakes and/or<br />

testing vehicles will be allowed on infield roads.<br />

Fences -No jumping and fences, guardrails or going into<br />

areas inside safety barriers without first getting permission<br />

from Autobahn Circuit’s emergency personnel. Going onto<br />

a track during operations may result in expulsion from the<br />

Circuit.<br />

Restrooms - Restroom facilities are located in the<br />

concession building and the bottom floor of the race control<br />

and timing and scoring building.<br />

Gate Hours - The main gate will be generally open from 7:00<br />

a.m. - 7:00 p.m. unless other arrangements have been made. Do<br />

not assume that Participants can show up prior to the Event to<br />

drop trailers - this must be approved by Autobahn Circuit in<br />

advance.<br />

ATVs, golf carts, pit cars, and bicycles - Common sense and<br />

care must be applied to the use of ATVs, golf carts, pit cars, and<br />

bicycles. Pit vehicles are restricted to paddock use only unless<br />

they are street licensed and are driven by a licensed individual.<br />

Children are not allowed to operate these vehicles and are<br />

further prohibited from riding bikes, roller blades, skates,<br />

skateboards, and scooters.<br />

Autobahn Circuit, all vehicles must comply with such regulations,<br />

including maintaining noise emissions, in the case of a vehicle<br />

other than a motorcycle, below 105db (measured from 50 feet<br />

from the center of track) during acceleration, and in the case of<br />

motorcycles, below 115db ( measures one-half meter from the<br />

rearmost exhaust outlet).<br />

Pets - Pets are permitted on the grounds, but must be leashed at<br />

all times. Pet owners are responsible for cleaning up after their<br />

pet.<br />

Fireworks and Weapons - Fireworks and weapons are strictly<br />

prohibited anywhere at the facility.<br />

Music - No loud music, bass-boomers or music with obscenities<br />

will be permitted. All Participants and families and guests must be<br />

considerate of others.<br />

Track Closed -The Circuit will be closed from 7:00 p.m. to 7:00<br />

a.m. to motorized traffic.<br />

Smoking - Smoking in any of the buildings is strictly forbidden<br />

and will not be tolerated. All extinguished cigarettes must be<br />

disposed of.<br />

Trash -All Participants and families and guests must keep<br />

the facility free of trash and debris by placing all trash<br />

and debris in trash containers, which will be provided by<br />

Autobahn Circuit and emptied by Autobahn Circuit.<br />

Banners and Printed Materials -No banners or printed<br />

material may be hung to any Autobahn Circuit facilities or<br />

structures without the prior consent Autobahn Circuit.<br />

Flyers or Handbills - No flyers or handbills may be distributed.<br />

Behavior - No abusive behavior will be tolerated. Abusive<br />

behavior will be determined by Autobahn Circuit in its reasonable<br />

discretion.<br />

No unlawful activities will be tolerated. Autobahn Circuit<br />

reserves the right to add, change or otherwise modify any<br />

rules or regulations herein upon thirty (30) days prior notice.<br />

Autobahn Circuit may expel or bar entry to any individual<br />

for violation of any rule, as determined by Autobahn Circuit<br />

in its sole but reasonable.<br />

Noise - No race engine may be started before 8:00 a.m. or after<br />

6:00 p.m. Lessee and all Participants must comply at all times<br />

with relevant Illinois pollution Control Board Regulations,<br />

including the Rules and Regulations for the Control of Noise from<br />

Motor Racing Facilities currently codified at 35 Ill. Admin. Code<br />

A note to our global warming guru<br />

Dear Al Gore,<br />

Just thought I would drop you a line while sitting outside here camping in the woods. As you are the global warming, I’m<br />

sorry, “climate change” guru, I just wanted to let you know that it is a bit past the middle of July here in the Midwest, and<br />

as I write this at 7 p.m., it is all of 56 degrees and is supposed to dip into the mid-40s later before dawn. I am wearing<br />

shorts as I refuse to give into the not-very-global-warming-like chill, and well, I’m afraid I have frozen one of my cojones<br />

off. I will enclose it with this correspondence.<br />

I, of course, don’t know where you will be when this letter and small box catches up to you, but if history follows course,<br />

you may be speaking at some venue on the dangers of global warming ... there I go again, climate change, and it will<br />

probably be snowing. I don’t know why, and I am sure you don’t have a clue either, but it seems like most every time I<br />

hear you are speaking, well bleating actually, about the perils we face from the earth’s climate warming up, or whatever<br />

the heck you think it is doing that you are able to scare the bejesus out of people about, the weather is cold and oft<br />

times blizzard-like. Huh, seems kinda odd and counter intuitive, does it not?<br />

Of course you could just be sitting around your really large house with all the lights on filling out forms for more carbon<br />

credits that you can handily afford for said house and the pollution spewing private jets you seem to have an affinity for.<br />

Or you could be composing some treatise on how we out here in carbon spewing private jet flyover land need to be<br />

very, very concerned about outdoor grilling or mowing the lawn with a gas powered mower or flatulent bovines or some<br />

such other noble and yet embarrassingly hilarious idea you and the other morons, whoops, junk scientists, whoops<br />

again, brilliant academic minds can convolute to help avert a global disaster that you would have us believe will happen<br />

on the third Tuesday of next month, unless we buy your stupid movie and book.<br />

But then again it does give the citizenry a pretty gosh darn good idea on your mental makeup, aloofness, and just how<br />

stupid you think we really are.<br />

But heck, who am I to criticize. In the popular and profitable global warming industry, you are making millions on the<br />

simple, and I know you are familiar with simple concept of scaring people to death with your, how do I say it gracefully,<br />

bag full of global warming bovine gas.<br />

I have to agree with you, however, that the climate is changing; this has been a constant from the beginning of the<br />

earth’s existence. Although more and more scientists, you know ... the ones who actually study these things without an<br />

agenda in mind and are not on your payroll or trying to peddle their own agenda driven books, would tell you if you<br />

would take the royalty checks out of your ears and listen that if anything the earth is cooling.


A note to our global warming guru…continued!<br />

I know you don’t want to hear this as it is detrimental to your income and maybe a pin in your inflated self-image<br />

balloon, not to mention being a threat to future ways in which the government intends to bleed the taxpayers even more,<br />

but if my chilly fingers now struggling on this July evening to put pen to paper are any indication, those real scientists<br />

may be right!<br />

Oh golly, I had the radio turned down low but just heard something on the news about the lowest temps ever recorded<br />

in Tennessee in the month of July, right around where you live actually. Makes me think you may be bleating in your<br />

own front yard.<br />

Better dress in layers, this global warming business may put you at risk for frostbite and perhaps some body parts falling<br />

off, and try not to let the audience, you know, the ones wearing snow boots and parkas in your yard there, see your<br />

breath in the chill ...<br />

Well I better get inside and light up a can of Sterno to try and keep from freezing the other ... whoops ... too late. Gonna<br />

need a bigger box.<br />

Short Thought: What makes the United States so great and different from the rest of the world is we are different from<br />

the rest of the world.<br />
