Minutes, Regular Meeting<br />

<strong>Nov</strong>ember 4, 1971<br />

On <strong>Nov</strong>ember 4, 1971, a regular session of <strong>Texas</strong> Spokes<br />

was held. The roll was read and corrected. No minutes were<br />

read because no one was available to take them last time.<br />

Jimmy Edrington, our treasurer, reported that we now<br />

have $1,046 in the treasury minus our bills. Dotty Cortemeglia<br />

suggested we declare dividends.<br />

Virginia Gibbons said our XMAS party would cost around<br />

$480 with setups and buffet provided. Tracor will cut the<br />

cost by $.30 per person if we provide our set ups. The party<br />

will be held on Wednesday December 15. The Appleby kid created<br />

some noise. It was deicided we would provide the set-ups thus<br />

cutting the price down.<br />

Please donlt park in front -- It blocks the customers.<br />

The Settlement <strong>Club</strong> sent the CluJ;? a Thank You card thanking<br />

us for the rally we put on in their behalf, so said Martha<br />

Damon.<br />

Mike Lucas wanted. to know what to do with the trailer.<br />

He's got it in front of his house.<br />

Latest on the Rules Committee--- Larry Appleby will present<br />

three alternatives on our rules at the next meeting.<br />

He stated type of tires are the biggest factor but weill discuss<br />

it in detail later.<br />

David Stamman has a chart showing all the events for the<br />

past year and the winners in each. This will provide a means<br />

of determining the classes for the new rules and the cars pertaining<br />

to each.<br />

The next gynkhana will be held at Tracor on <strong>Nov</strong>. 21.<br />

Martha Damon apologized for not having the trophies, but<br />

they haven't come in yet.<br />

A protest was filed at the HillClimb and Del stated the<br />

protest committee had upheld it. Phil Gerrow and other members<br />

filed a counter-protest which he read to the members<br />

present. Del then stated that the original protest had received<br />

full consideration and that this counter protest was<br />

invalid. The rules make it illegal to file a counter-protest<br />

and therefore it was denied. Del then ended the discussion<br />

and considered the subject dropped and forgotten. We then<br />

adjourned for movies.<br />

EDITOR I SCORNER<br />

Here we are again a f t.er a month I s lapse. Our Fall Hill<br />

Climb got off to a good start and was a complete success.<br />

There sure were a lot of entries.<br />

A protest was filed against member Phil Gerrow which the<br />

protest committee approved and member Gerrow and some other<br />

members counter-protested the protest. Well how far do you<br />

go with the rules of the game? You can't please everyone in<br />

anything that is done. You can only come close to satisfying<br />

all concerned. Although member Gerrow's protest was not<br />

directed 'at anyone in particular, he did say the protest was<br />

made in order to make the members realize that we're getting<br />

bogged down in rules and regulations. We are slowly choking<br />

the fun out of our events by knit-picking around the rules<br />

and looking for faults of any kind. The old events which were<br />

fu~l of fun are beginning to disappear. He is correct but<br />

I'd like to say that whenever you have competition existing,<br />

rules must be followed in order to distiriguish between the<br />

serious competitor and.the "would be" competitor. Our events<br />

are getting larger and the competition is increasing. This<br />

alone demands the necessity of strict rules and regulations<br />

that not only exist, but are made available to all competitors.<br />

I have found through past experience that arguments and<br />

conflicts arise not simply because a rule was violated, but<br />

because knowledge of the rule was lacking on the part of either<br />

side. To a certain extent our club's arguments have arisen<br />

from a lack of communication and complete understanding of<br />

the rules and guidelines centering around each event. If<br />

everyone concerned participated in each event knowing all that<br />

needs to be known about the event, then arguments would diminish<br />

considerably. But this is a tall order and very hard to comply<br />

with. I guess we'll just have to keep trying. Incidentally,<br />

copies of our rules are in this issue. I suggest everyone read<br />

and study them carefully.<br />

Tonight we'll vote and adopt the new rules for classifying<br />

all entries. There are three proposals and they're all pretty<br />

good. It's going to be tough trying to decide. I guess the only<br />

way to decide is to choose the one that might make it easier<br />

for you to win in a class. I know this is what I'll be looking<br />

for.<br />

Our open-door policy on stories of any kind that someone<br />

Wants to publish still exists. Just contact me and give a copy<br />

of the article and I'll see that it gets placed in the following<br />

$ECrIO~ 1 - GE~E~~L<br />

1.1 These rules are applicable to all "compet~tive driving" event~ sponsored<br />

by the club. These rules will be availabl~ a ~ each event.<br />

1.2 Any event may have supplementary rules. These must be submitted to<br />

the <strong>Club</strong> Events Chairman for approval at least seven days prior to the<br />

event and b~<br />

availabl~ to all contestants at the event itself.<br />

1.3 The Chairman of any event functions under t:1e direction of the <strong>Club</strong><br />

Events Chairman, and is responsible for all aspects of the event except<br />

teclli~ical 'inspection.<br />

The Event Chairman Shall:<br />

a. Ob~ain written clearance for the event site.<br />

b. A:range for all necessary equipment, forms. etc.<br />

c. Obtain po Lrce sa.nction if required (or desired).<br />

d. Provide the <strong>Club</strong> Events Chairman, Trophy Chairman, Technical Inspector<br />

and Publicity Chairman with timely notification of the details of the<br />

event.<br />

e. Arrange for a sufficient number of workers to properly run the event.<br />

* f. Provide the <strong>Club</strong> Events Chairman and Championship Points Chairman<br />

with complete results (to include a list of workers) on the date held.<br />

g. Have a current membership list available at all events •<br />

Events are limitod to automobiles only; i.e., no go-carts. cycles, etc.<br />

1.5 Participation in a <strong>Club</strong> event shall constitute acceptance of these Rules<br />

or any approved supplementary rules.<br />

8.<br />

S~CTION 2 - ORGANIZAT IOi-i<br />

2.1 The <strong>Club</strong> is responsible for insuring reasonable safety fo~ contestants,<br />

wo~k0rs.and spectato~s.<br />

The Event Chairman shall provide adequate fi~e<br />

extinguishe~s (at least one dry chemical type), and a means of delineating<br />

thecoul'se area to keep out spectators and non-competing cars.<br />

In addition.<br />

an event may be stopped at any time by the Event Chairman in the interests<br />

of safety.<br />

2.2 Every attempt shall be made to block off the entire cou~se, providing<br />

only one entrance and one exit for the single use of competitors.<br />

2.3 Events shall be run ~by classes", the order of classes being the same<br />

for each set of runs.<br />

2.4 A driver may run out of order only with the prior permission of the Event<br />

Chairman.<br />

2.5 Any contestant registering after the first set of timed runs may not<br />

compete for trophies or championship points.<br />

2.6 Sufficient judges shall be provided to observe the entire cou~se.<br />

,.7 <strong>Car</strong>s shall run one at a time on any given course.<br />

2.8 All Contestants and workers shall sign an insuranoe release at each event.


S~CTION 3 - COURSES<br />

3.1 The course shall be clearly mar;ed. As a minimum, all turns shall be<br />

defined by course markers, preferably plystic cones (pylons).<br />

3.2 There shall be a clearly dravm map of the course available to all contestants<br />

at nll times during an event.<br />

3.3 Courses shall be laid out so that all competing cars can negotiate them in<br />

the same manner.<br />

3.4 The width of "gates" (pylons side by side between which cars must pass)<br />

shall be a minimum of eight feet.<br />

3.5 The location of all~pylons shall be marked on the ground so that they can<br />

be replaced in their exact locations if displaced.<br />

3.6 Displaced pylons must be replaced prior to the next competitor!& run.<br />

3.7 No start (or finish) shall be used wherein the driver is not in the car<br />

with his seatbelt fastened securely.<br />

3.8 Flying finishes shall not be used unless there is sufficient room for any<br />

competing car to stop with complete safety (without a "panic" stop).<br />

3.9 No course layout shall intentionally require the use~reverse gear the<br />

exception being the loss of all forward gears.<br />

SECTION 4 -<br />

CONTESTANTS<br />

4.1 Each driver must possess a valid driver's license.<br />

4.2 A driver may enter only once in any class.<br />

4.3 . Ladies may run either in Ladies Class or Mens Class, but not both<br />

in the same car.<br />

4.4 A driver may change(substitute)cars during an event only once,<br />

only in the event of a mechanical failure, only with the permission<br />

of the Event Chairman.<br />

In the event of a class and/or<br />

car change any prior times recorded in another class are forfeited.<br />

Class and/or car changes may not alter the make up of any established<br />

class after the beginning of the first official timed run.<br />

4.5 Passengers are allowed at the discretion of the Event Chairman.<br />

4.6 Some form of eye 'protection 9glasses, windscreen, goggles, etc.)<br />

is required for contestants in open cars.<br />

4.7 Helmets will be required at all hillclimbs; this must be stated<br />

in the Supplementary Rules for other events.<br />

4.8 Contestants shall be disqualified by the Events Chairman for the<br />

following reasons during an event:<br />

a. Reckless or dangerous driving.<br />

b. Unsportsman like conduct.<br />

c. Drinking alcoholic beverages, or the use of narcotics.<br />

d. Smoking while driving on course, or<br />

e. Disregard of ofiicial's instructions.<br />

4.9 A contestant may not receive a refund or entry fee after he has<br />

received credit for one practice or official timed run.


SECTION 5 -<br />

CARS<br />

5.1 All cars must pass a tecbnical ~nspection prior to competing. The entry<br />

fee shall be refunded if a car fails this inspection.<br />

5.2 A car may be barred from an event at any time by the Technical Inspector<br />

if it is judged to be in unsafe operating condition.<br />

5.3 Seat belts are required for all occupants of competing cars, properly<br />

mounted and securly fastened at all times while the car is on course.<br />

5.4 Windshields on open cars may be removed, provided that all projecting<br />

hardware is removed.<br />

SECTION 6 - CLASSIFICATION<br />

6.1 Classification of cars shall be according to current SCCA GCR standards.<br />

Other classifactions shall be at the discretion of the Events Chairman.<br />

6.2 A given car may be entered in only one class in any event. However, a<br />

car may be driven in both Mens and Ladies Class.<br />

6.~ Three cars constitute a class. If less than three, cars will be reclassified<br />

by the Event Chairman prior to the olose of registration. At the<br />

disc~etion of the Events Chairman two cars may constitute a class if no<br />

other equitable alternative exists.<br />

6.4 LADIES - shall be determined by the formula as follows: Scoring is based<br />

upon the individual Ladies best time minus the average of the best times<br />

of the comparable men"s class for the car which she is driving.<br />

Trophies are awarded on the basis of the lowest differenoe.<br />

make his re-run within 30 minutes.<br />

7.4 Luck or chance may not int?ntionally be inoluded as a factor in ti~ing<br />

or scoring;.<br />

7.5 In case of a tie, a run-off shall be held.<br />

7.6 The penalty for detectably contacting a course marker (pylon ) with the<br />

car, its accessories, or by the driver, shall be three seconds.<br />

7.7 If any pylon is not to be used for penalty purposes, it must be so<br />

designated to all contesta nts.<br />

All cars at time of technical inspection are subject to these pen/ali~ies<br />

SECTION 8- ?ROTESTS<br />

8.1 All protosts must be specific, ~ubmitt6d verbally or in writing to the<br />

Evant Chairrran and Protest Committee before trophy presentation, and be<br />

accompanied by a fee of $1.00.<br />

The fee shall be returned if the protest<br />

is upheld.<br />

8.2 A five person protest committee shall be appointed by the President.<br />

8.3 The decision of the Protest Committee is final. This decision requires<br />

a rrajority vote of the committee; it must specify the infraction, penalty<br />

imposed, and an explanation of the aotion taken when required.<br />

8.4 This committee has the power to refuse entry to a participant to futu~e<br />

events. An appeal of this decision must be made to the club's executive<br />

corr~ttee at the next general meeting.<br />

SECTION 9 -<br />

TROPHIES<br />

9.1 Trophies shall be awarded by class on the following basis: 1 trophy for<br />

3 (2 - see rule 6.~) entries; 2 trophies for 5 entries; 3 trophies for<br />

7 or more entries.<br />

9.2 ~NO Top Time of Day trophies shall be awarded for large cars and small<br />

cars.<br />

Classification shall be as follows: Large <strong>Car</strong>s: jp up - A sedan<br />

up, large dunebuggies up.<br />

9.3 Trophies shall be awarded at the event, or at the.next meeting of the<br />

club.<br />

Entries receiving top time of day trophies will not receive class


SECTION 10 -<br />

CiIA.J.'r'IONSHIP GYMhrlA.NA SERIES<br />

10.1 TSSCC mOffibers in Eood standing shall receive points for corr~etition in<br />

gymkhanas held under theso Rules to count toward yearly awards for the<br />

Champ Lons hip Gymkhana Series. Points will be awarded on a 5, 4, 3, 2,<br />

1 basis with no points for last, fifth through next to last place<br />

receive one point.<br />

10.2 All Charr~ionship events sr~ll be so designated prior to the event and a 11<br />

Cr~mpionship<br />

events count toward the point total. A 11 gymkhanas, autocrosses,<br />

hill climbs, ar e Championship events unless specified othen/ise<br />

beforehand.<br />

10.3 Points may not be transferred between classes; but members may compete<br />

in more than one class.<br />

Trophies sr~ll be awarded on the following basis: 1 for 1; 2 for 5;<br />

3 for 7. In case of ties identical trophies will be given.<br />

10.5 To qualify for a trophy, a member must also have been either an event<br />

chairman or co-cr~irman or actively work at two or more events. A<br />

competitor must enter at least t of the events in his class in order<br />

to be eligible for the series.<br />

10.6 The Championship Points Chairman shall score the Series, determine<br />

trophy eligability and b~<br />

prepared to present current point standings<br />

to members at any time.<br />

10.7 Trophies shall be presented at the annual Christmas Party.<br />

T:::CH,I CAL INSPECT ION<br />

11.1 A committee consisting of three'persons appointed by the president with<br />

a chief technical inspector in charge of co-ordinating the corrwittee's<br />

activities. <strong>Car</strong>s must be inspected and certified at least once per year.<br />

At lEa.st one member must be available to inspect uncertified cars at<br />

each event.<br />

Individuals may request that a car be re-inspected and<br />

certified. <strong>Car</strong> certii'ication including penalty points will be entered<br />

in the event handbook and be available at each event•<br />
