1 Opening of the Session<br />
The Coordinator opened the meeting at 13.30, and noted that a quorum was<br />
achieved. The list of participants is attached.<br />
2 Organisation of the session<br />
2.1 Election of the Chair<br />
Dr Dominique Fonteyn (BIRA) was unanimously elected Chair of the<br />
Contractor’s Committee<br />
2.1 Adoption of the Agenda<br />

3 Review of the overall <strong>GEMS</strong> plan and schedule <strong>GEMS</strong>/CC/1/(05)1<br />
3.1 Consideration of a contract extension<br />
Following discussion on the advantages/ disadvantages, timing, and duration of<br />
a possible ‘no-financial-value’ extension of the project, the Contractors<br />
Committee agreed to inform the Coordinator of their views on this matter by 31<br />
August 2005. Based on their responses the Management Board will propose a<br />
course of action.<br />
4 Reporting to EU and to the Management Board<br />
The Contractor’s Committee:<br />
• Took note of the EU’s contractual requirements for reporting<br />
• Agreed that Contractors will provide the Coordinator and Management<br />
Board with quarterly scientific and technical progress reports , and annual<br />
financial reports;<br />
• Agreed to complete the writing of the plan for months 13-30 of <strong>GEMS</strong> in<br />
the period November 2005 to February 2006<br />
5 Rearrangement of work between CNRS/LOA and UKMO<br />
The Contractor’s Committee:<br />
• approved the proposed rearrangement of work according to the terms of the<br />
agreement detailed in <strong>GEMS</strong>/CC/1/(05);,<br />
• noted that approval of such a change is within the competence of the<br />
Committee and needs no further approval from the Commission.<br />
6 Correction of transcription errors in the Description of Work<br />
The Contractor’s Committee:<br />
• noted the need to correct transcription errors in the Description of Work<br />
• Invited its members to report any further transcription errors to the<br />
Coordinator by 31 August 2005<br />

7 Consideration of a contract change to benefit from the<br />
new Contract clause on audit certificates<br />
The Contractors Committee<br />
• Took note of the new contract clause on audit certificates, which could<br />
benefit many of the Contractors, by allowing an exemption under certain<br />
circumstances;<br />
• Agreed unanimously to negotiate a contract change to incorporate the new<br />
clause in the <strong>GEMS</strong> contract;<br />
• Noted the potential disadvantages of the exemption, and that Contractors<br />
eligible for the exemption may choose not to avail of the exemption.<br />

8 Any other business<br />
The Contractor’s Committee expressed its appreciation of the contribution of<br />
Mr Keith Edwards to the <strong>GEMS</strong> project and wished him well in his retirement<br />
