INVITATION FOR THE SALE THRU MARKET DETERMINED PRICING (SMDP)<br />
OF 65,867 MT OF LOCAL RICE AND IMPORTED RICE (2008-2010 ARRIVALS)<br />
The National Food Authority, <strong>Central</strong> <strong>Luzon</strong> <strong>Regional</strong> <strong>Office</strong> with address at Maharlika<br />
Highway, Cabanatuan City invites all <strong>NFA</strong> licensed grainsbusinessmen to participate in<br />
the Sale thru Market Determined Pricing (SMDP) of Local Rice and Imported Rice (2008<br />
to 2010 arrivals), more or less, 65,867 MT or 1,317,342 bags stored in various<br />
warehouses in the different provinces of <strong>NFA</strong> Region III under the following terms and<br />
conditions and schedule of activities<br />

2. The minimum bid price is P25.00/kg, ex-warehouse, including container.<br />
3. QUALIFICATION OF BIDDERS<br />
Only <strong>NFA</strong> licensed Grains Businessmen are qualified to participate in the SMDP<br />
4. MINIMUM AND MAXIMUM BID VOLUME<br />
Bidder can bid volume as follows:<br />

The stocks may be inspected at the said location during regular working days from 8:00<br />
AM to 5:00 PM, Monday to Friday, but no samples shall be allowed to be issued/taken.<br />
The sale shall be on “AS-IS-WHERE-IS” and “NO SELECTION” basis.<br />
5. SCHEDULE OF SMDP ACTIVITIES<br />

The Pre-SMDP Conference and SMDP Conference shall be conducted at <strong>NFA</strong>-<strong>Central</strong><br />
<strong>Luzon</strong> <strong>Regional</strong> <strong>Office</strong>, 2nd Floor, Conference Room, Maharlika Highway, Cabanatuan<br />
City. A second SMDP shall be conducted on June 27, 2011 in case the volume for<br />
SMDP would not be exhausted or completely sold out. The Pre-SMDP for this purpose<br />
shall be conducted on June 27, 2010 at 10:00 AM at the venue above stated.
All interested and qualified bidders can purchase SMDP documents on the above<br />
scheduled dates upon presentation and submission of the following documentary<br />
requirements to the committee secretariat:<br />
A. Original copy and two (2) Certified Photocopies of the following documents:<br />
i. Certificate of Grains Business License/<strong>NFA</strong> Metal License Plate, <strong>NFA</strong><br />
sticker and official receipt of payment of license fee for the year 2011, for<br />
authentication purposes.<br />
ii. Valid Mayor’s Permit/Municipal License for the year 2011<br />
B. Submission of the Letter of Intent to participate signed by the Licensee<br />
C. For the authorized representative, submission of duly Notarized Special Power of<br />
Authority for sole proprietorship/partnership or Board Resolution and Secretary’s<br />
certificate for corporation, indicating therein the name and specimen signature of the<br />
representative that they are authorized to purchase bidding documents, attend the<br />
pre-auction conference and the conduct of the auction proper (submission and<br />
opening of bids), and all other activities related thereto, such as, to make payments,<br />
to sign documents in the withdrawal of stocks in the <strong>NFA</strong> warehouses like<br />
Warehouse Stock Issue (WSI) and receive the stocks for and in behalf of the bidder.<br />
All interested and qualified licensed grains wholesaler/retailer/ricemiller<br />
accredited/licensed by the <strong>NFA</strong> shall pay a non-refundable SMDP fee of P500.00 for<br />
Retailer/Farmers’ Cooperatives/Organizations; and, P2,000.00 for Wholesaler/<br />
Ricemiller.<br />
The bid offer (Tender Form) must be accompanied by a BID BOND equivalent to TEN<br />
PERCENT (10%) of the total amount of bid offer in the form of CASH, CASHIER’S/<br />
MANAGER’S CHECK payable to <strong>NFA</strong> issued by any reputable commercial bank. The<br />
CASHIER’s/MANAGER’s CHECK must be accompanied by an Application to Purchase<br />
CASHIER’s/ MANAGER’s CHECK duly approved by the bank manager and official<br />
receipt or machine validation of payment. Further,CASHIER’s/ MANAGER’s CHECK<br />
shall be subject for the confirmation by the issuing bank before an <strong>NFA</strong> Official Receipt<br />
is issued to the bidder.<br />
The application to purchase Manager’s/Cashier’s check and the Manager’s/Cashier’s<br />
check should be secured by and withdrawn from the account of the bidder in the issuing<br />
bank, otherwise, the bid bond shall be rejected and the bidder disqualified.<br />
No Manager’s/Cashier’s check secured by and withdrawn from the account of any other<br />
person or persons submitted as bid bond by the bidder shall be accepted during the<br />
opening of the bids.<br />
Failure of the bidder to comply with the bid bond requirement will mean outright and<br />
automatic disqualification/rejection of the bid/offer.<br />
The National Food Authority reserves the right to accept or reject any or all bids, to<br />
waive any formalities or defects found therein and to annul the bidding process, and<br />
reject all bids at any time prior to contract award, without thereby incurring any liability to<br />
the affected bidder or bidders and to accept only such bids most advantageous to the<br />
government.<br />
