MORAN, JOSEPH MARIO MORENO, MIKE QUIGLEY, HERBERT T. SCHUMANN, JR., PETER N. SILVESTRI, DEBORAH SIMS, BOBBIE L. STEELE and CALVIN R. SUTKER, County Commissioners RESOLUTION WHEREAS, Almighty God in His wisdom has called the Honorable Charles Ellis Gaines, former Illinois State Representative from our midst; and WHEREAS, born in Chicago, Illinois, in 1924, Representative Gaines followed in his father’s footsteps and became the only African American Republican in the Illinois Legislature; and WHEREAS, Representative Gaines served in the General Assembly from 1975 to 1981 where he is credited with carrying the Republican philosophy among his constituents; and WHEREAS, Charles Ellis Gaines was deeply involved in Chicago’s Chatham community and helped develop the Chatham-Avalon community. He also worked with the Chicago Boys and Girls Clubs, Operation PUSH, the Chicago Urban League and the Alpha Phi Alpha Fraternity; and WHEREAS, Representative Gaines loved his community and remained active until his final days. NOW, THEREFORE, BE IT RESOLVED, that the Cook County Board of Commissioners does hereby express its deepest condolences and most heartfelt sympathy to the many friends and loved ones of Representative Charles Ellis Gaines; and BE IT FURTHER RESOLVED, that a suitable copy of this Resolution be tendered to the family of Representative Gaines, so that his memory may be so honored and ever cherished. STEELE and CALVIN R. SUTKER, County Commissioners RESOLUTION WHEREAS, the Cook County Board has learned with sorrow of the death of Charles J. Durham, Sr., former Circuit Court Judge; and
page 23 POST BOARD ACTION AGENDA Meeting of April 5, 2000 CONSENT CALENDAR continued ITEM #46 cont’d CC ITEM #8 cont’d WHEREAS, the Memphis, Tennessee native earned an undergraduate degree in accounting from the University of Illinois and obtained his Jurist Doctorate Degree from DePaul University. He later joined the law firm of Washington, Durham, Kennon, Bryant and Hunter, where he specialized in matters of personal injury; and WHEREAS, in 1968, Durham was appointed Judge of the Circuit Court where he served with distinction until his retirement in 1992. He later joined another Chicago law firm where he practiced until his death; and WHEREAS, during his career, Judge Durham was past chairman of the Illinois Judicial Conference charged with the constitutional responsibility of keeping sitting judges updated on legal developments and current law; and WHEREAS, Judge Durham was a loving husband, father and friend who will be missed by all who knew him. NOW, THEREFORE, BE IT RESOLVED, that the Cook County Board of Commissioners does hereby express its deepest condolences and most heartfelt sympathy to the many friends and loved ones of Judge Charles J. Durham, Sr.; and BE IT FURTHER RESOLVED, that a suitable copy of this Resolution be tendered to the family of Judge Durham, so that his memory may be so honored and ever cherished. SUTKER, County Commissioners RESOLUTION WHEREAS, the township form of government began in Illinois in 1850, a century and a half ago, and WHEREAS, the foundation of township government was laid in 1848 with the passage of the Township Organization Law by the Illinois legislature, and following organizational efforts throughout the state, the first annual township meetings were held in April of 1850, and WHEREAS, the principle of township government is service to its citizens, and townships have stayed constant to their roots as one of the oldest forms of government in the country, and WHEREAS, township government has served and thrived through countless changes in federal and state administrations, social changes as well as economic changes, and WHEREAS, the population of Elk Grove Township in the year 1850 was estimated at some 200 plus residents, while today in the year 2000 it is estimated to be over 88,000, and WHEREAS, Elk Grove Township is not only a mix of residential housing, it is unique for having the largest industrial/business park in the United States and at the same time a working farm that pre-dates the 1850’s, and
