COMMUNITY OFFICER REPORTS FOR DETERMINATION FILE NO: 100.18.0062 2. OUR ENVIRONMENT AND LIFESTYLE ORDINARY COUNCIL MEETING MONDAY, 15 APRIL 2013 ITEM NO: 9.2.3 (EVENTS DEVELOPMENT OFFICER, PENNE TREGENZA) (ACTING DIRECTOR COMMUNITY, SALLY RICE) EVENT SPONSORSHIP PROGRAM (cont’d) 4. Financial Implications Council allocated $30,000 funding for event sponsorship in the 2012/13 budget over two rounds. Applications in Round One were granted a total of $9,250. This report recommends an allocation of $9,500 be granted in Round Two leaving a balance of $11,250 in the budget. It should be noted that six events directly affected by the March 2012 flood event, have not applied this year as they are supported through the Flood Recovery Program. The remaining balance is still required for opportunities to support events before the end of the financial year. To assist existing events grow, Sun Country on the Murray are seeking to hold workshops in event management including risk management, marketing and promotion, attendance measurement and grant writing and sponsorship (outside sources) for their future growth and development. The balance could also be directed into this type of program. 5. Community Consultation The Event Sponsorship Program was advertised in the Moira Shire Community Update page in local newspapers and on the Moira Shire Council website. 6. Internal Consultation Internal consultation has occurred with the following officers; Executive Officer, Tourism, Team Leader, Community Building, Events Development Officer, Tourism and Flood Recovery Officer from the Economic Development Unit. 7. Legislative / Policy Implications There are no legislative implications to consider within this report. Applications were considered in accordance with Council’s Event Sponsorship policy. 8. Environmental Sustainability The Moira Shire Council Event Management Guidelines ensure environmental implications including waste. Recycling, noise and protections of parks and gardens and other Council assets are considered and addressed by event organisers. Council’s Event Development Officer and Coordinator Waste Management Services assist event management committees to achieve positive environmental outcomes. 9. Conflict of Interest Considerations There are no officer conflict of interest issues to consider within this report. 10. Conclusion The Event Sponsorship Program supports the development of new and existing events and promotional activities that primarily provide economic, social and cultural benefits to the Moira Community. OUR COMMUNICATIONS AND PROCESSES ORDINARY COUNCIL MEETING MONDAY, 15 APRIL 2013 ITEM NO: 9.2.4 (MANAGER FLOOD RECOVERY, DAVID BOOTH) (DIRECTOR, COMMUNITY, PETER BERTOLUS) MARCH TORNADO - DECLARATION OF EMERGENCY RECOMMENDATION That: 1. Council declare an emergency following the 21 March 2013 Tornado event in Bundalong and Koonoomoo; 2. Resolve that procurement of material and services for the purposes of emergency response to the Koonoomoo Tornado was and is required to restore and maintain public safety, utilising the provisions in section 186 (5) (a) of the Local Government Act 198 and; 3. That this provision be in place for a period of 28 days effective until 18 April 2013. 1. Executive Summary The Tornado that devastated the communities of Koonoomoo and Bundalong on 21 March 2013 required immediate response from emergency agencies notably Vic SES. Moira Shire Council was required, as the responsible recovery authority, to mobilise significant resources to attend to the needs of both Koonoomoo and Bundalong. Transition from emergency response to recovery commenced on the passing of the Tornado and involved a wide range of activities. Given the nature of the event, procurement of services during this time was not able to be carried out in accordance with Council policy and so this report requests that Council formally declare an emergency both for the purpose of acknowledgement and record as well as to maintain compliance with the Local Government Act 1989 (the “Act”). This report seeks approval of the engagement of contractors for works already carried out to assist Council’s operations staff with recovery works on the basis of necessity to protect public safety. The report also seeks a declaration of emergency which is appropriate in these circumstances. This action will provide Council with protection under the Act. 2. Discussion Moira Shire participated, as part of the emergency management response, to the Tornado which impacted on Koonoomoo, Bundalong and surrounding districts on 21 March 2013. Immediately following and to this time, Council are undertaking emergency works to maintain public safety; achieving this through the engagement of suitably qualified contractors from the Council’s trades list. Council normally engages services in accordance with its procurement policy which in turn is guided by the Local Government Act (1989), the nature of emergencies is such that this is not always possible.
