increase in palay procured in<br />
2012 with 1,052,606 bags, or<br />
equivalent to 592,889 bags more<br />
from its previous performance of<br />
only 459,717 bags in 2011, <strong>NFA</strong><br />
Region 2 is determined to buy<br />
more palay especially now that<br />
commercial traders are buying at<br />
a lower price.<br />
Last year, Isabela also topped<br />
with 468,183 bags procured followed<br />
by NCA with 293,888 bags and Cagayan<br />
with 141,746 bags. It was only NCA<br />
branch, however, which was able to<br />
surpass the 5% target based on area<br />
producon last year.<br />
With 2013 declared by the<br />
President as “Naonal Year of Rice,” <strong>NFA</strong><br />
is now in high gear to finally achieve its<br />
palay procurement target of at least 5%<br />
of total area producon. In Region 02,<br />
this translates to a target procurement<br />
of 2.66 million bags of palay. Based<br />
on BAS data, the total projected palay<br />
producon of the provinces under <strong>NFA</strong><br />
Region 02 is seen to reach 53.2 million<br />
bags in 2013.<br />
According to Director Danilo I.<br />
Pastrana, “this scenario will give the region<br />
a surplus because our procurement<br />
will exceed the local distribuon requirement.”<br />
The management is confident<br />
that it can aain this target since <strong>NFA</strong>’s<br />
buying price remains higher than the<br />

current farm gate price offered by palay<br />
traders in the region. Aside from the<br />
P17.00/kg buying price, <strong>NFA</strong> provides<br />
addional incenves to the farmers selling<br />
their palay to the <strong>NFA</strong>. An individual<br />
farmer will be entled to the P0.20/kg<br />
delivery incenve and P0.20/kg drying<br />
incenve, or a total of P17.40/kg. Farmers<br />
cooperaves will also get an addi-<br />
onal P0.30/kg as Cooperave Development<br />
Incenve Fund (CDIF) for a total of<br />

<strong>NFA</strong> Central Luzon’s<br />
palay procurement for the<br />
period January to December<br />
2012, totaled 1,122,995 bags<br />
accomplishing 59% of the<br />
2012 target of 1,888,500<br />
bags. This is a remarkable accomplishment<br />
for the region<br />
as it eclipsed its 2011 performance<br />
of 312,476 bags by<br />
810,519 bags, registering a<br />
259% increase.<br />
