Aer posng a 128%
increase in palay procured in
2012 with 1,052,606 bags, or
equivalent to 592,889 bags more
from its previous performance of
only 459,717 bags in 2011, NFA
Region 2 is determined to buy
more palay especially now that
commercial traders are buying at
a lower price.
Last year, Isabela also topped
with 468,183 bags procured followed
by NCA with 293,888 bags and Cagayan
with 141,746 bags. It was only NCA
branch, however, which was able to
surpass the 5% target based on area
producon last year.
With 2013 declared by the
President as “Naonal Year of Rice,” NFA
is now in high gear to finally achieve its
palay procurement target of at least 5%
of total area producon. In Region 02,
this translates to a target procurement
of 2.66 million bags of palay. Based
on BAS data, the total projected palay
producon of the provinces under NFA
Region 02 is seen to reach 53.2 million
bags in 2013.
According to Director Danilo I.
Pastrana, “this scenario will give the region
a surplus because our procurement
will exceed the local distribuon requirement.”
The management is confident
that it can aain this target since NFA’s
buying price remains higher than the

current farm gate price offered by palay
traders in the region. Aside from the
P17.00/kg buying price, NFA provides
addional incenves to the farmers selling
their palay to the NFA. An individual
farmer will be entled to the P0.20/kg
delivery incenve and P0.20/kg drying
incenve, or a total of P17.40/kg. Farmers
cooperaves will also get an addi-
onal P0.30/kg as Cooperave Development
Incenve Fund (CDIF) for a total of

in CY 2012. Dir.
Amadeo B. De Guzman received
the award last February
15, 2013 during the first
Regional Directors’ Meeng
with the new NFA chief.
NFA Central Luzon’s
palay procurement for the
period January to December
2012, totaled 1,122,995 bags
accomplishing 59% of the
2012 target of 1,888,500
bags. This is a remarkable accomplishment
for the region
as it eclipsed its 2011 performance
of 312,476 bags by
810,519 bags, registering a
259% increase.
