Interim meeting minutes<br />

9. June 2011<br />

Public He<strong>al</strong>th School (close to Institute of Public He<strong>al</strong>th)<br />

In the framework of the project “<strong>Strengthening</strong> <strong>Capacities</strong> <strong>for</strong> <strong>SAICM</strong> implementation in Albania” an<br />

interim meeting was convened in the Institute of Public He<strong>al</strong>th, on 9. June 2011. The objective of the<br />

meeting was to discuss the drafts of the updated nation<strong>al</strong> profile chapters prepared by the workgroups<br />

assigned in the interim meeting of 28 April 2011. In the meeting were invited representatives from 27<br />

institutions. In the meeting were represented 3 ministries, 2 NGOs, 2 representatives from the industry,<br />

and 4 other institutions. A list of participants is given in annex 3.<br />

Ms. Lindita Tafaj opened the meeting by pointing out that the aim of the meeting was to assess the<br />

achieved progress related to the review of the nation<strong>al</strong> profile of <strong>chemic<strong>al</strong>s</strong>, as well as prompting the<br />

workgroups in a few cases to speed up their work rate. She pointed out the fact that so far she had<br />

received contributions only from three sources.<br />

Ms.Tafaj reported briefly on the completion of the duties left from the previous meeting of 28 April 2011,<br />

by presenting the list of the institutions which were offici<strong>al</strong>ly asked to appoint the coordinators <strong>for</strong> the<br />

project and the list of other institutions which were contacted recently, based on the suggestions given<br />

from the participants at the meeting of 28 April.<br />

Ms.Tafaj clarified a few administrative aspects such as the terms of rewarding of the contributors <strong>for</strong> the<br />

activities of the project.<br />

Another topic discussed was the website. Ms.Tafaj, mentioning shortly the importance of a website <strong>for</strong><br />

the exchange of in<strong>for</strong>mation related with the management and <strong>chemic<strong>al</strong>s</strong> safety, gave a brief presentation<br />

on the suggested webpage of <strong>chemic<strong>al</strong>s</strong> and asked <strong>for</strong> the thoughts of the participants regarding the<br />

in<strong>for</strong>mation that should be included, asserting that this page would be dynamic<strong>al</strong> with an opportunity <strong>for</strong><br />

everyone to propose any changes as well as the necessary entries. As to the right to enter data, from the<br />

discussions was seen reasonable that only one person should be permitted to per<strong>for</strong>m this duty. Ms.Tafaj<br />

continued with the proposed text in the ‘About us’ section of the website which the participants agreed<br />

upon. Other topics of the <strong>SAICM</strong> project were discussed such as the leg<strong>al</strong> basis, strategic documents,<br />

internation<strong>al</strong> agreements, nation<strong>al</strong> and internation<strong>al</strong> links, magazines or bulletins, trainings and activities<br />

as well as the conception of a <strong>for</strong>um where the interested persons could ask questions or leave their<br />

comments.<br />

The leg<strong>al</strong> advisor of the project Mr. Leandro Xhama, gave a short presentation related with the leg<strong>al</strong> and<br />

financi<strong>al</strong> procedures of consultancy services.


Ms. Zhaneta Miska asked about the timeframe of the data which was to be included in the profile. Ms<br />

Tafaj proposed that the UNITAR guidelines and the existing <strong>chemic<strong>al</strong>s</strong> profile would be taken as<br />

reference <strong>for</strong> the data reported till 2006; regarding the data which was not included in the old profile and<br />

<strong>for</strong> which in<strong>for</strong>mation could be attained <strong>for</strong>m different sources, <strong>al</strong>so the availability of in<strong>for</strong>mation should<br />

be taken into consideration.<br />

Ms. Magd<strong>al</strong>ena Cara requested that in the list of institutions should be included INSTAT as well.<br />

Some changes were done to the working groups which are given in Annex 2<br />

The programme continued with the presentations of the drafts the working groups.<br />

Ms.Tafaj asked the participants to add at the end of each contribution the bibliography or the references.<br />

With the approv<strong>al</strong> of the participants, Ms. Tafaj established the preparation period <strong>for</strong> the first draft of the<br />

revised Nation<strong>al</strong> profile in one month.
