EXECUTIVE SUMMARY<br />

Although c<strong>on</strong>fined to a much smaller percentage of public l<str<strong>on</strong>g>and</str<strong>on</strong>g>s, cross-border smuggling activities c<strong>on</strong>tinue to exhaust the limited<br />

law enforcement resources of l<str<strong>on</strong>g>and</str<strong>on</strong>g> management agencies. As Department of Homel<str<strong>on</strong>g>and</str<strong>on</strong>g> Security agencies tighten the c<strong>on</strong>trol of<br />

ports-of<br />

of-entry <str<strong>on</strong>g>and</str<strong>on</strong>g> borderl<str<strong>on</strong>g>and</str<strong>on</strong>g>s adjacent to metropolitan areas, smuggling activities are c<strong>on</strong>centrated more <str<strong>on</strong>g>and</str<strong>on</strong>g> more <strong>on</strong> rural, less<br />

accessible public l<str<strong>on</strong>g>and</str<strong>on</strong>g>s as the “path of least resistance”.<br />

Seizures of processed marijuana within the <strong>NFS</strong> are up, much like domestically produced marijuana, a dramatic 49% to 121,821<br />

pounds. With <strong>on</strong>ly 60 miles of <strong>NFS</strong> l<str<strong>on</strong>g>and</str<strong>on</strong>g>s c<strong>on</strong>tiguous to the southwest border <str<strong>on</strong>g>and</str<strong>on</strong>g> all within the Cor<strong>on</strong>ado Nati<strong>on</strong>al Forest, 94% of<br />

the processed marijuana or 115,091 pounds of the total system-wide seizures occurred there. An increase in activity is also noted<br />

al<strong>on</strong>g the approximately 700 miles of northern border with Canada, , although actual seizures are limited. Light helicopter <str<strong>on</strong>g>and</str<strong>on</strong>g> fixed<br />

wing aircraft are now in routine use for the illegal transport of o “BC Bud” marijuana <str<strong>on</strong>g>and</str<strong>on</strong>g> other drugs <str<strong>on</strong>g>and</str<strong>on</strong>g> precursor chemicals from<br />

Canada into the United States. The ruggedness <str<strong>on</strong>g>and</str<strong>on</strong>g> remoteness of most of these l<str<strong>on</strong>g>and</str<strong>on</strong>g>s coupled with extremely limited law<br />

enforcement <str<strong>on</strong>g>and</str<strong>on</strong>g> investigative resources of all l<str<strong>on</strong>g>and</str<strong>on</strong>g> management <str<strong>on</strong>g>and</str<strong>on</strong>g> a<br />

partnering federal, state <str<strong>on</strong>g>and</str<strong>on</strong>g> local agencies creates an<br />

envir<strong>on</strong>ment with reduced detecti<strong>on</strong> <str<strong>on</strong>g>and</str<strong>on</strong>g> even greater potential for r limited interdicti<strong>on</strong> of these cross-border smuggling activities.<br />

To combat these significant increases in illegal activities, the Forest Service, is aggressively partnering with federal, state <str<strong>on</strong>g>and</str<strong>on</strong>g> local<br />

agencies with the comm<strong>on</strong> goal to reduce or eliminate drug activity ty <strong>on</strong> public l<str<strong>on</strong>g>and</str<strong>on</strong>g>s. Several outst<str<strong>on</strong>g>and</str<strong>on</strong>g>ing examples of these efforts<br />

are found with aggressive Forest Service Law Enforcement <str<strong>on</strong>g>and</str<strong>on</strong>g> Investigati<strong>on</strong>s (LEI) participati<strong>on</strong> in interagency task forces. Within<br />

in<br />

the states of Kentucky <str<strong>on</strong>g>and</str<strong>on</strong>g> Tennessee, LEI staff make a significant nt c<strong>on</strong>tributi<strong>on</strong> to the management, operati<strong>on</strong> <str<strong>on</strong>g>and</str<strong>on</strong>g> success of the<br />

Appalachia HIDTA. In California, under the leadership of the US Attorney, Eastern District of California, Forest Service LEI<br />

participates within the Central Valley HIDTA in a district-wide campaign, covering much of the state, to aggressively pursue e <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

bring to justice participants in illegal DTO’s. Al<strong>on</strong>g the northern border, the elevati<strong>on</strong> of participati<strong>on</strong> by LEI agents <str<strong>on</strong>g>and</str<strong>on</strong>g> officers in<br />

multiple task forces has helped to better identify the cross-border activity <str<strong>on</strong>g>and</str<strong>on</strong>g> further northern border security with our partners, both<br />

Canadian <str<strong>on</strong>g>and</str<strong>on</strong>g> American. On the southwest border, the c<strong>on</strong>tinuing participati<strong>on</strong> by LEI in Ariz<strong>on</strong>a HIDTA initiatives routinely<br />

results in significant seizures of drugs flowing from Mexico into o the United States.<br />
