TBM Manufacturer Selected for SR-99 Bored Tunnel
SEATTLE – Seattle Tunnel Partners (STP) has selected TBM Manufacturer to design,
manufacture, deliver, assemble, test and commission the Tunnel Boring Machine (TBM) for the
SR-99 Bored Tunnel Project.
STP received proposals from the following TBM manufacturers on May 31, 2011:
• Herrenknecht
• Hitachi Zosen
• Kawasaki-Seli
• Robbins-Mitsubishi
Following receipt of the proposals, STP met numerous times with all of the TBM manufacturers
to discuss and evaluate the following criteria as part of the selection process:
• Ability to meet WSDOT’s technical TBM requirements
• Ability to meet STP’s enhanced TBM requirements
• Training of STP personnel
• Management and supervision of on-site assembly, testing and commissioning
• Management and supervision of initial portion of tunnel excavation
• Provision of spare parts and wear parts
• Price
• Schedule
• Warranty
• Bonding
Having proposals from four highly qualified and experienced TBM manufacturers resulted in a
highly competitive procurement process. TBM Manufacturer was selected by STP as they were
considered as the manufacturer who best met all of the above criteria while also being able to
provide the state-of-the-art TBM needed to safely construct the bored tunnel.

STP has issued a Letter of Intent to TBM Manufacturer, which allows TBM Manufacturer to
advance the Preliminary Design of the TBM until NTP 2 is issued in August, 2011. Following
issuance of NTP 2, STP will execute a TBM Supply Contract with TBM Manufacturer, which
will allow TBM Manufacturer to commence final design, fabrication and manufacturing of the
TBM.
