<strong>TBM</strong> <strong>Manufacturer</strong> Selected for SR-99 Bored Tunnel<br />

SEATTLE – Seattle Tunnel Partners (STP) has selected <strong>TBM</strong> <strong>Manufacturer</strong> to design,<br />

manufacture, deliver, assemble, test and commission the Tunnel Boring Machine (<strong>TBM</strong>) for the<br />

SR-99 Bored Tunnel Project.<br />

STP received proposals from the following <strong>TBM</strong> manufacturers on May 31, 2011:<br />

• Herrenknecht<br />

• Hitachi Zosen<br />

• Kawasaki-Seli<br />

• Robbins-Mitsubishi<br />

Following receipt of the proposals, STP met numerous times with all of the <strong>TBM</strong> manufacturers<br />

to discuss and evaluate the following criteria as part of the selection process:<br />

• Ability to meet WSDOT’s technical <strong>TBM</strong> requirements<br />

• Ability to meet STP’s enhanced <strong>TBM</strong> requirements<br />

• Training of STP personnel<br />

• Management and supervision of on-site assembly, testing and commissioning<br />

• Management and supervision of initial portion of tunnel excavation<br />

• Provision of spare parts and wear parts<br />

• Price<br />

• Schedule<br />

• Warranty<br />

• Bonding<br />

Having proposals from four highly qualified and experienced <strong>TBM</strong> manufacturers resulted in a<br />

highly competitive procurement process. <strong>TBM</strong> <strong>Manufacturer</strong> was selected by STP as they were<br />

considered as the manufacturer who best met all of the above criteria while also being able to<br />

provide the state-of-the-art <strong>TBM</strong> needed to safely construct the bored tunnel.


STP has issued a Letter of Intent to <strong>TBM</strong> <strong>Manufacturer</strong>, which allows <strong>TBM</strong> <strong>Manufacturer</strong> to<br />

advance the Preliminary Design of the <strong>TBM</strong> until NTP 2 is issued in August, 2011. Following<br />

issuance of NTP 2, STP will execute a <strong>TBM</strong> Supply Contract with <strong>TBM</strong> <strong>Manufacturer</strong>, which<br />

will allow <strong>TBM</strong> <strong>Manufacturer</strong> to commence final design, fabrication and manufacturing of the<br />

<strong>TBM</strong>.<br />
