MOTION:<br />

Based on the recommendation of the Superintendent of <strong>School</strong>s, the Board of<br />

Education adopts the Agenda as presented:<br />

Based on the recommendation of the Superintendent of <strong>School</strong>s, the following resolutions are<br />

presented for formal approval by the Board of Education.<br />

FINANCE:<br />

1. The Board of Education, based on the recommendation of the Board Secretary, approves<br />

the line-item transfers for the month of June, <strong>2011</strong>.<br />

2. The Board of Education, based on the recommendation of the Board Secretary, approves<br />

the adjustments to the Federal and State Fund 20 Projects for the 2010-<strong>2011</strong> school year for<br />

June, <strong>2011</strong>.<br />

3. The Board of Education, based on the recommendation of the Board Secretary, awards the<br />

bid for the kitchen renovations at <strong>Jackson</strong> Memorial High <strong>School</strong> to ________________,<br />

lowest bid per specifications, total bid of $__________.<br />

5. The Board of Education approves the following Out of <strong>District</strong> Educational Facilities<br />

RESOLUTION<br />

TUITION RATE CAP<br />

OUT OF DISTRICT EDUCATIONAL FACILITIES<br />

WHEREAS, the New Jersey State Constitution calls for every public school child to<br />

receive a thorough and efficient education, and<br />

WHEREAS, the <strong>Jackson</strong> Board of Education considers it an honor to provide that<br />

education by developing and sustaining a learning environment that fosters growth in<br />

scholarship, character and initiative for all learners, and<br />

WHEREAS, in the process of meeting the needs of all learners the <strong>Jackson</strong> <strong>School</strong> <strong>District</strong><br />

at times requires the services of outside educational facilities to meet the Individualized<br />

Education Programs of its students, and<br />

WHEREAS, the State of New Jersey has instituted a two percent cap to school districts’<br />

general fund tax levies in an effort to ensure the most prudent spending of taxpayer<br />

dollars, and<br />

WHEREAS, the annual increases to rates for out-of-district facilities that offer special<br />

education services at times far exceed two percent, and<br />

WHEREAS, the inconsistency of requiring a two percent cap on local districts’ spending<br />

while not controlling the costs of other educational facilities to which local districts often<br />

send students creates an unfair hardship for school districts that must channel already<br />

limited resources toward meeting these tuition rate increases, and<br />

WHEREAS the <strong>Jackson</strong> Board of Education believes it is in the State’s control to<br />

implement the same “capped” special education tuition rates as it does on local school<br />

district’s tax levies, and<br />

THEREFORE BE IT RESOLVED, that the <strong>Jackson</strong> Township Board of Education<br />

respectfully requests the State impose the same two percent cap on these tuition costs that<br />

weigh heavily on the financial position of school districts, and<br />

BE IT FURTHER RESOLVED, that the Board Secretary will file a copy of this resolution<br />

with the Legislative offices, the office of the Ocean County Superintendent and the New<br />

Jersey <strong>School</strong> Boards Association.<br />

6. The Board of Education gratefully accepts the donation of a 2003 Club Car DS Model<br />

Golf Cart from Mr. Dennis Hancey for use by the <strong>Jackson</strong> Memorial High <strong>School</strong> Athletic<br />

Department.<br />

7. The Board of Education gratefully accepts the generous donation of $6,900.00 from the<br />

Sylvia Rosenauer <strong>School</strong> PTA to fund the relocation of the Community <strong>School</strong> Pre<br />

Kindergarten playground equipment from the Goetz Middle <strong>School</strong> to the Rosenauer<br />

<strong>School</strong>.<br />

5. The Board of Education approves the <strong>2011</strong>-2012 Uniform Memorandum of Agreement, as<br />

signed by the Superintendent of <strong>School</strong>s and the Chief of Police of the <strong>Jackson</strong> Police<br />

FM system training at four (4) district locations for staff members, four (4) hours at a cost<br />

of $145.00 per hour:<br />

b. September 1, <strong>2011</strong> - <strong>Jackson</strong> Liberty High <strong>School</strong> and <strong>Jackson</strong> Memorial High<br />

7. The Board of Education approves the submission of the New Jersey CAP (Child Assault<br />

Prevention Project) application for the <strong>Jackson</strong> <strong>School</strong> <strong>District</strong> elementary schools for the<br />

<strong>2011</strong>-2012 school year.<br />

8. The Board of Education approves professional day requests and the travel related expense<br />

resolution from school board and staff members as filed with the appropriate supervisor.<br />

2. The Board of Education approves a contract for the <strong>2011</strong>-2012 school year with Allcare<br />

Therapy Services to provide OT/PT and Speech services for one (1) <strong>Jackson</strong> student at a<br />

cost of $120.00 per hour/$350.00 per hour for evaluations, total cost not-to-exceed<br />

$15,000.00.<br />

3. The Board of Education approves a contract with Speech, Language and Learning of Colts<br />

Neck to provide PROMPT therapy services to one (1) <strong>Jackson</strong> student for six (6) weeks,<br />

twelve (12) sessions, at a cost of $93.00 per 45 minute session, total cost not-to-exceed<br />

$1,500.00.<br />

4. The Board of Education approves a contract with NJ Care to provide summer consultation<br />

services from July 5 through <strong>August</strong> 11, <strong>2011</strong>, ten (10) hours per week, at a cost of $90.00<br />

per hour, total cost not-to-exceed $5,400.00.<br />
