MOTION:
Based on the recommendation of the Superintendent of Schools, the Board of
Education adopts the Agenda as presented:
Based on the recommendation of the Superintendent of Schools, the following resolutions are
presented for formal approval by the Board of Education.
FINANCE:
1. The Board of Education, based on the recommendation of the Board Secretary, approves
the line-item transfers for the month of June, 2011.
2. The Board of Education, based on the recommendation of the Board Secretary, approves
the adjustments to the Federal and State Fund 20 Projects for the 2010-2011 school year for
June, 2011.
3. The Board of Education, based on the recommendation of the Board Secretary, awards the
bid for the kitchen renovations at Jackson Memorial High School to ________________,
lowest bid per specifications, total bid of $__________.

4. The Board of Education approves the Instructional Services Agreement between
Monmouth-Ocean Educational Services Commission and the Jackson Board of Education

5. The Board of Education approves the following Out of District Educational Facilities
Tuition Rate Cap Resolution:
RESOLUTION
TUITION RATE CAP
OUT OF DISTRICT EDUCATIONAL FACILITIES
WHEREAS, the New Jersey State Constitution calls for every public school child to
receive a thorough and efficient education, and
WHEREAS, the Jackson Board of Education considers it an honor to provide that
education by developing and sustaining a learning environment that fosters growth in
scholarship, character and initiative for all learners, and
WHEREAS, in the process of meeting the needs of all learners the Jackson School District
at times requires the services of outside educational facilities to meet the Individualized
Education Programs of its students, and
WHEREAS, the State of New Jersey has instituted a two percent cap to school districts’
general fund tax levies in an effort to ensure the most prudent spending of taxpayer
dollars, and
WHEREAS, the annual increases to rates for out-of-district facilities that offer special
education services at times far exceed two percent, and
WHEREAS, the inconsistency of requiring a two percent cap on local districts’ spending
while not controlling the costs of other educational facilities to which local districts often
send students creates an unfair hardship for school districts that must channel already
limited resources toward meeting these tuition rate increases, and
WHEREAS the Jackson Board of Education believes it is in the State’s control to
implement the same “capped” special education tuition rates as it does on local school
district’s tax levies, and
THEREFORE BE IT RESOLVED, that the Jackson Township Board of Education
respectfully requests the State impose the same two percent cap on these tuition costs that
weigh heavily on the financial position of school districts, and
BE IT FURTHER RESOLVED, that the Board Secretary will file a copy of this resolution
with the Legislative offices, the office of the Ocean County Superintendent and the New
Jersey School Boards Association.
6. The Board of Education gratefully accepts the donation of a 2003 Club Car DS Model
Golf Cart from Mr. Dennis Hancey for use by the Jackson Memorial High School Athletic
Department.
7. The Board of Education gratefully accepts the generous donation of $6,900.00 from the
Sylvia Rosenauer School PTA to fund the relocation of the Community School Pre
Kindergarten playground equipment from the Goetz Middle School to the Rosenauer
School.

6. The Board of Education approves a contract with NJ Hearing Health Center to provide
FM system training at four (4) district locations for staff members, four (4) hours at a cost
of $145.00 per hour:

School
c. September 7, 2011 - Holman Elementary
7. The Board of Education approves the submission of the New Jersey CAP (Child Assault
Prevention Project) application for the Jackson School District elementary schools for the
2011-2012 school year.
8. The Board of Education approves professional day requests and the travel related expense
resolution from school board and staff members as filed with the appropriate supervisor.

1. The Board of Education approve the following out of district special education placements:

2. The Board of Education approves a contract for the 2011-2012 school year with Allcare
Therapy Services to provide OT/PT and Speech services for one (1) Jackson student at a
cost of $120.00 per hour/$350.00 per hour for evaluations, total cost not-to-exceed
$15,000.00.
3. The Board of Education approves a contract with Speech, Language and Learning of Colts
Neck to provide PROMPT therapy services to one (1) Jackson student for six (6) weeks,
twelve (12) sessions, at a cost of $93.00 per 45 minute session, total cost not-to-exceed
$1,500.00.
4. The Board of Education approves a contract with NJ Care to provide summer consultation
services from July 5 through August 11, 2011, ten (10) hours per week, at a cost of $90.00
per hour, total cost not-to-exceed $5,400.00.
